Motorists should follow the detour signage and use extreme caution in this area.

 

 

Jamestown  (CSi)  On Monday afternoon, North Dakota Governor, Doug Burgum, along with State Agriculture Commissioner, Doug Goehring and other state and local, officials attended the Jamestown meeting, at the Civic Center, to hear firsthand about the potentially devastating impacts of the unusually wet weather and to share information about the state’s response, including gathering information.

Earlier on Monday, Burgum signed an executive order declaring a statewide flood emergency, paving the way for requests for federal assistance to help North Dakotans deal with significant flooding impacts caused by heavy fall rains and a historic October blizzard.

A presidential disaster declaration includes public assistance for emergency work and the repair or replacement of damaged road infrastructure.

A USDA secretarial disaster designation unlocks financial assistance through the Wildfire and Hurricane Indemnity Plus Program, or WHIP+. Payments from the program take into account a producer’s crop insurance coverage and the size of the loss.

Burgum said, “There’s an economic hardship that we’re facing here relative to this fall’s harvest that is likely unprecedented. We have a whole team of people across the state who will be activated as part of our whole-of-government approach.”

He told the Jamestown gathering that their remains billions of dollars of crops in the fields affecting not only farmers, but also ag-related businesses, and the state’s economy.

Goehring added, “This is a challenging time for many of our agricultural producers across the state. We want to do as much as we can to help assess what the losses and damages are out there and what the next steps will be.”

Jamestown Mayor Dwaine Heinrich said in conversations with the Corps of Engineers that the previously planned combined releases from Jamestown and Pipestem Dams that was targeted for Saturday October 26 will not be enough to reduce the reservoir levels to the freeze up level, for water storage space.   He added that the Corps of Engineers is working on a formula that will evacuate the floods storage space in the reservoirs before freeze up and by how much more the combined releases will need to be.  Interstate Engineering’s Travis Dillman said, presently there are no flood maps available showing area to be further flood mitigated  with the Mayor telling the Corps of Engineers that outside help will be needed in addition to local crews, for additional flood mitigation when the combined dam releases exceed 2400 cfs.

Stutsman County Emergency Manager, Jerry Bergquist said, on Monday Pipestem Dam was 24 feet above the flood storage pool, and Jamestown Reservoir was seven feet above the freeze up level.  Also on Monday, the combined inflows at both reservoirs were at 5700 cfs, three times the release rates.

Mayor Heinrich pointed out that the sewage lift stations are nearing capacity, and earlier the city urged residents to plug sewer drains in homes and business, with sewer back a good possibility.

Also at the meeting were producers from Stutsman and Barnes Counties, along with Kidder, Foster, Logan and LaMoure Counties, who spoke of being in dire straights in getting their crops off, cattle that can not get to market, and county roads that continue to have water over them and are impassable.  Most indicated the need to move the harvest deadline to later, however that will also delay the ability to file insurance claims until after that date.

State legislative representatives also spoke, and those from other agencies,  provided additional resources available in the areas of mental health, and the crisis intervention phone line 2-1-1.

North Dakota Department of Emergency Services Director Army National Guard Major General Alan Dohrman added paperwork is being filed for federal assistance and resources.

Also at the meeting were representatives from the City of Jamestown, the City Council, and Stutsman County Commission, along with Interstate Engineering the city’s engineer.

Governor Burgum concluded the meeting by telling the large gathering that “Your voice does matter,” and to “break through bureaucracy,” in order to get help initiated in a timely matter.

Jamestown  (CSi) The Jamestown  City Sewer Department would like to remind residents to run sump pump water into the storm drain system by placing sump pump hoses out to the curb.

As of Monday, the City of Jamestown is experiencing high volumes of water being pumped through the sewer system.

Residents in the valley and lower lying areas of the City should plug sewer drains in the basement level of homes and businesses.

The City of Jamestown Municipal Code states as follows:
Sec. 30-36. – Draining rain, surface or ground water into sewers prohibited.
No person shall permit rain, surface or ground waters to be carried into the sewer system.
Rain water leaders shall not be connected with or run into the sewer system.
(b) Drain tile, sump pumps or other systems designed to eliminate the accumulation of seepage or other ground waters shall not be connected with or run into the sewer system.

Valley City  (CSi)  Valley City Officials held a Public Meeting at 9-a.m., Monday October 21, 2019, at City Hall updating residents of the present flood fight.  On Monday Morning, the Sheyenne River Level above flood stage was 14.85 feet.  The in flow at Lake Ashtabula Monday morning was 3900 cfs, at 9-a.m., discharging 3370 cfs.  The level was at 1267.75 feet.

At the meeting, led by City Administrator, David Schekoph, he stated that officials are prepared for a Sheyenne River level at 16 feet above flood stage, as the U.S. Army Corps of Engineers plan to ramp up releases from Baldhill Dam to 4000 cfs on Wednesday, this week, and projected to be held there the rest of this week.

He says that puts the river at “moderate flood stage.”  Major Flood Stage is at  17 feet.

At Monday’s meeting, Schelkoph said Valley City is better prepared to fight floods, based on data from previous flood fights, along with permanent flood protection measures, and temporary clay dikes.

He added that NO sandbags are need at a level of 16 feet above flood stage.

He said the city is prepared to go to 18 feet above flood stage, “right now.”

At 18 and a half feet, water comes into Chatauqua Park, City Park is closed, along with the ring dike at VCSU near Foss Music Hall.

At 20 feet above flood stage, 7,000 sandbags would be needed.

At 20 feet above flood stage, 10,000 to 12,000 cubic yards of clay would be needed for protection, including two feet of “free board,” above 18 feet.

Additional water pumps are anticipated to be added.

City reminds residents to discharge dump pumps INTO THE STREET,  NOT into floor drains which empties into a puts additional stress on the Sanitary Sewer System, sewage lift stations.

On Monday the lift stations were operating at 67-70 percent capacity.

Valley City officials will hold flood update meetings each day at 9-a.m. at City Hall, through Friday Oct 25, 2019.

Jamestown  (CSi)  Perkins Restaurant in Jamestown has closed, according to a news release sent to the media.

Perkins COO, Jim Franks statement said, “As a result of the Perkins bankruptcy proceeding, yesterday (Sunday) we took the difficult step to close several Perkins Restaurant & Bakery units,” the company stated. “There were 11 closures in six states. These were all restaurants whose sales decline over the years and high operating costs made it untenable to remain open.

We are so grateful for the dedicated service of our Perkins team members in these restaurants. Some of the team members have been with Perkins for a very long time and we truly appreciate their years of service at Perkins as their employer of choice” commented Jim Frank, COO of Perkins. “We are also very grateful to these communities we’ve served and appreciate our customers’ continued loyalty”

Perkins closed following filing for bankruptcy proceedings. The chain was purchased by Huddle House for $51.5 Million.

Jamestown  (CSi)  The Jamestown Kiwanis club, along with 250 volunteers, is packaging 64,000 meals to benefit the Great Plains Food Bank.

Kiwanis Club President CJ Hager, says  “Kiwanis Against Hunger allows us to fill those tiny tummies – and it only costs 25 cents per meal.”

The location is Stutsman Harley Davidson, in Jamestown, from 9 a.m. to noon, Saturday, Oct. 26

Nearly one out of seven North Dakota families is food insecure. The Great Plains Food Bank served 97,000 individuals last year alone. Last year’s KAH meals were gone of the shelves within a couple of weeks. Meals cost 25 cents and stay within North Dakota and Clay County, Minn. The club raised $16,000 to pack 64,000 meals. In its eight years of packing meals, Jamestown Kiwanis has raised $276,000 and packed 1.2 million meals.

ABERDEEN, S.D. (AP) — Officials say a small plane missing for nearly two weeks has been found crashed near Aberdeen.

There was no immediate word on the pilot of the Cessna 172, the only one on board.

The National Transportation Safety Board tweeted Tuesday it would investigate the crash after the wreckage was found Monday. Brown County Chief Deputy Dave Lunzman tells the Aberdeen American News a hunter found the wreckage about 3 miles north of Aberdeen.

The plane departed Aberdeen Regional Airport for Oakes, North Dakota on Oct. 9 but never arrived. The Civil Air Patrol has helped local officials from South Dakota and North Dakota search for the missing plane.

FARGO, N.D. (AP) — A Fargo restaurant co-owner has agreed to plead guilty to hiring workers who were not eligible to be legally employed in the U.S.

Federal prosecutors say Jose Ramon Gutierrez paid two cooks at Mango’s Mexican and American Grill with cash to keep them off the payroll books and avoid paying employment taxes and overtime.

KFGO reports Gutierrez could have faced 10 years in prison if he was convicted of the federal crime. But under terms of the plea agreement, prosecutors and the defense will recommend two years of probation and a $15,000 fine. A judge must approve the agreement.

 

FARGO, N.D. (AP) — A Republican state senator from North Dakota took to Facebook to post a long-debunked photo that claims to be Minnesota Democratic Rep. Ilhan Omar holding a weapon at an al-Qaida training camp.

The photo on the home page of Rep. Oley Larsen, of Minot, has been debunked by several sources since it appeared on social media this summer. It’s an Associated Press photo taken at a Mogadishu military training campus in 1978, before Omar was born.

Larsen also called Omar an “elected terrorist” in the comments section of his post.

Larsen and North Dakota Republican Senate Majority Leader Rich Wardner did not immediately respond Monday to phone and email messages left by The Associated Press.

(uj.edu)  The 11th-ranked University of Jamestown volleyball team faced a tough challenge Monday night in the form of No. 2 Northwestern (Iowa) College.

The Red Raiders maintained their perfect season, improving to 23-0 overall and 11-0 in the Great Plains Athletic Conference with a 32-30, 25-17, 25-23 win over the Jimmies at Harold Newman Arena.

UJ had the biggest lead of a back-and-forth first set at 8-4, but Northwestern scored six of the next seven points to take an 10-9 lead. The teams traded leads and momentum appeared to be shifting towards the Raider side at 22-19. The Jimmies rallied for the next four points and a 23-22 edge. Tied at 30, Northwestern captured the final two points of the set.

The Jimmies were not able to close the gap in the second set after cutting Northwestern’s lead to 16-13. Four straight points by the Raiders made it 20-13, and Jamestown could only get within five points for the rest of the set.

In set three, UJ led 10-4 and 12-6 until Northwestern slowly made a comeback. The Jimmies eventually trailed by two at 18-16, but bounced back to claim at 23-22 lead. A kill for the tying point and two Jamestown attack errors provided the margin of victory.

Jamestown (20-4, 8-2 GPAC) lost for just the first time at home in six matches.

Corina Ruud (JR/Breezy Point, Minn.) led the offense with 10 kills, followed by Britta Knudson (SR/Bismarck, N.D.) with nine and Jordan Thomas (SR/Pingree, N.D.) with seven.

Miranda Lowman (SR/Mandan, N.D.) had 17 assists and Jackie Meiklejohn (SO/Dickey, N.D.) 12, just missing out on a double-double with nine digs.

EAST RUTHERFORD, N.J. (AP) _ The New England Patriots are an NFL-best 7-0 after cashing in on numerous miscues by the New York Jets’ second-year quarterback.

Sony Michel (SOH’-nee mih-SHEHL’) ran for three touchdowns and Tom Brady was 31 of 45 passing for 249 yards and a TD as the Pats blanked the Jets, 33-0. The Patriots took advantage of five turnovers by Sam Darnold and stayed 1 ½ games ahead of Buffalo atop the AFC East.

Brady set the tone with a lone touchdown drive capped by Michel’s three-yard run. Michel added a pair of one-yard scoring bursts for New England, which outscored New York, 63-14 in sweeping the season series.

Darnold was miserable just days after being named the AFC offensive player of the week following the Jets’ 24-22 win over the Cowboys. Darnold was intercepted four times and lost a fumble while completing just 11 of his 32 passes for 86 yards for the 1-6 Jets.

Mahomes, Ryan in recovery mode

UNDATED (AP) _ A pair of Pro Bowl quarterbacks are continuing their rehabilitation after getting injured during Week 7 of the NFL season.

Chiefs quarterback Patrick Mahomes (mah-HOHMZ’) is already deep into his rehabilitation from a knee injury suffered in last Thursday’s win in Denver. The reigning MVP was injured during a quarterback sneak in the second quarter and did not return.

In the meantime, head coach Andy Reid says the Chiefs are preparing backup Matt Moore to start Sunday night’s showdown with the Green Bay Packers.

Falcons coach Dan Quinn said quarterback Matt Ryan ran in a pool Monday to test his injured ankle and has not been ruled out for next Sunday’s game against Seattle. Ryan was injured during the first half of Sunday’s 37-10 loss to the Rams, causing backup Matt Schaub to finish the game.

The 34-year-old Ryan has not missed a start since 2009, a streak that covers 154 regular-season games.

Elsewhere in the NFL:

_ The Raiders have traded cornerback and 2017 first-round pick Gareon Conley to the Houston Texans for a third-round selection in next year’s draft. Conley never developed into a consistent pass defender during his three seasons in Oakland. He was part of a defense that allowed Green Bay’s Aaron Rodgers to throw five TD passes in a 42-24 loss on Sunday.

_ Chargers offensive guard Forrest Lamp will miss the rest of the season after breaking his right leg during Sunday’s game against the Tennessee Titans. Lamp was making his second career start at left guard when the injury occurred during the second quarter of the 23-20 loss.

_ Dolphins safety Bobby McCain will be disciplined by the team for his verbal confrontation with a 13-year-old boy who was rooting for the Bills. Coach Brian Flores said he discussed the incident with McCain on Monday, the day after it occurred as players took the field before the Dolphins’ 31-21 loss at Buffalo.

_ Panthers coach Ron Rivera ended any suspense over his quarterback situation, saying Kyle Allen will remain the starter when Carolina visits the unbeaten San Francisco 49ers on Sunday. Allen is 4-0 as Carolina’s starter this season since taking over for the injured Cam Newton.

Pelicans’ Zion Williamson out 6-8 weeks after knee scope

UNDATED (AP) _ It will be a while before the first player taken in the NBA draft gets a chance to showcase his talents in a regular-season game.

New Orleans Pelicans forward Zion Williamson will miss the first six to eight weeks of the season following surgery today to repair a torn right meniscus. The 6-foot-6, 285-pound former Duke star averaged 23.2 points in four preseason games.

The 19-year-old Williamson turned pro after averaging 22.6 points and 8.9 rebounds, landing on the ACC’s All-Defensive team in his lone season with the Blue Devils.

Sabonis, Hield, Brown get extensions

UNDATED (AP) _ Several young NBA stars received contract extensions just before Monday’s deadline for teams to negotiate a deal.

The Pacers have signed power forward Domantas Sabonis (doh-MAHN’-tahs sah-BOH’-nahs) to a four-year extension that ESPN.com says is worth at least $77 million and can climb to $85 million with bonuses. Sabonis finished as the runner-up for the NBA’s Sixth Man Award last season after averaging career highs of 14.1 points, 9.3 rebounds, 2.9 assists and 0.6 blocks.

Fourth-year guard Buddy Hield (heeld) has agreed to a multiyear contract extension with the Kings. Hield started all 82 games for the Kings last season and averaged 20.7 points, 5.0 rebounds and 2.5 assists.

_ The Celtics have held onto one of their top young players by signing forward Jaylen Brown to a four-year extension that could be worth up to $115 million. The third overall pick in the 2016 NBA draft started just 25 of 74 games while averaging 13 points and 4.2 rebounds last season, but he was one of the few bright spots for Team USA at the World Cup over the summer.

_ The Nets have inked Taurean Prince to a multiyear extension just a few months after acquiring him in an offseason trade. Prince led the Nets with 16.8 points per game during the preseason, shooting 63.2% from the field and a team-best 69.6% from 3-point range on 23 attempts.

_ The Grizzlies have exercised their third-year options on power forward Jaren Jackson Jr. and guard Grayson Allen.

_ The Knicks have exercised their contract options on Frank Ntilikina, Dennis Smith Jr. and Kevin Knox.

_ Veteran Joe Johnson has been waived by the Pistons after averaging 3.8 points in four preseason games.

NHL..

UNDATED (AP) _ The defending Stanley Cup champs were able to end an 0-2-2 skid by handing the NHL’s hottest team its first regulation loss of the season.

Vladimir Tarasenko had a goal and two assists as the Blues downed the Avalanche, 3-1. Brayden Schenn opened the scoring with a power-play goal midway through the first period and David Perron broke a 1-1 deadlock early in the second period.

Jordan Binnington faced just 18 shots and blanked Colorado after Nathan MacKinnon scored on a power play 12:38 into the opening period.

The Avs fell to 7-1-1, leaving them tied with Buffalo and Edmonton for the league’s top record.

_ The Flyers snapped a four-game losing streak by scoring four times in the second period of a 6-2 win over the Golden Knights. Kevin Hayes, Michael Raffl, Matt Niskanen and Oskar Lindblom all scored in the middle period after Travis Konecny (kah-NEHK’-nee) put Philadelphia ahead to stay. The Flyers had scored only 15 goals through their first six games before evening their record at 3-3-1.

_ Joe Pavelski’s power-play goal in the second period was the eventual game-winner as the Stars nipped the Senators, 2-1. Radek Faksa (FAK’-sah) also scored for Dallas, and Anton Khudobin (koo-DOH’-bihn) made 19 saves to help Dallas get its first home win. Anders Nilsson stopped 41 shots in Ottawa’s fourth consecutive loss.

Astros pick Verlander for Game 2

HOUSTON (AP) _ The Houston Astros say Justin Verlander and Zack Greinke (GREHN’-kee) will follow Gerrit Cole in their rotation for the World Series against the Nationals, with Game 4 to serve as a bullpen day.

Cole and Verlander were 20-game winners this season, and Cole is 19-0 in 25 starts since a loss to the White Sox on May 22. Greinke will get a chance to hit in Washington after batting .280 with three home runs and eight RBIs in 56 plate appearances this year.

Washington ace Max Scherzer will oppose Cole in the series opener Tuesday night in Houston.

Michigan State opens at No. 1

UNDATED (AP) _ Michigan State is No. 1 in The Associated Press Top 25 men’s college basketball preseason poll for the first time in program history.

The Spartans took the top spot on 60 of 65 ballots in results released Monday. Kentucky was No. 2 with two first-place votes, while third-ranked Kansas received the other three.

Michigan State had been ranked No. 1 for 12 weeks all-time in the AP poll before Monday, but never to start a season.

Tom Izzo’s Spartans return star Cassius Winston, along with starters Joshua Langford, Xavier Tillman and Aaron Henry from a 32-win team that reached the Final Four.

Duke is ranked fourth, followed by Louisville, Florida, Maryland, Gonzaga, North Carolina and Villanova to round out the top 10.

Reigning national champion Virginia starts at No. 11.

Jimenez wins Schwab Cup opener

RICHMOND, Va. (AP) — Miguel Angel Jimenez tied the course record with a 9-under 63 to win the rain-delayed Dominion Energy Charity Classic.

Jimenez birdied nine holes in the final round of the opening event of the PGA Tour Champions’ three-tournament Charles Schwab Cup playoffs. He nosed out second-round co-leader Tommy Tolles, who eagled the final hole to end up two shots behind Jimenez and one ahead of Colin Montgomerie.

BEIRUT (AP) — Russian President Vladimir Putin has sat down in Sochi with visiting Turkish President Recep Tayyip Erdogan for talks on Syria.

Putin welcomed the Turkish leader in the Black Sea resort on Tuesday, saying their meeting is very important in the current tense situation in Syria. He noted that a high level of Russia-Turkey cooperation should help find solutions for the complex issues.

Turkey invaded northeastern Syria earlier his month in an offensive against Syrian Kurdish fighters following the U.S. decision to pull out its troops from the area.

Seeking protection, the Kurds have reached out to the Syrian government and its main ally Russia. The Syrian army has advanced closer to the border and Russia also deployed its troops in some areas to act as a buffer force.

Erdogan said the meeting with Putin will “create the opportunity to discuss peace in a strong manner.”

 

TORONTO (AP) — Conservative opposition leader Andrew Scheer says his party is Canada’s government in waiting despite losing the election to Justin Trudeau’s Liberals.

Scheer says when Trudeau first won in 2015 he looked unstoppable, but he says Conservatives have now put Trudeau on notice.

Trudeau beat his Conservative rival and won a second term in Canada’s national elections Monday, losing the majority but delivering unexpectedly strong results despite having been weakened by a series of scandals that tarnished his image as a liberal icon.

Trudeau is expected rely on the leftist New Democrat for support at times to pass legislation.

 

KYIV, Ukraine (AP) — Members of Congress are set to hear directly from the top U.S. diplomat in Ukraine, who was drawn into a Trump administration effort to leverage U.S. military aid for the country.

William Taylor is scheduled to testify before closed doors Tuesday in an inquiry trying to determine if Trump committed impeachable offenses by pressing the president of Ukraine into pursuing information that could help his campaign.

In excerpts of text messages released by impeachment investigators in Congress, Taylor wrote: “I think it’s crazy to withhold security assistance for help with a political campaign.”

Taylor was tapped for the post after U.S. Ambassador to Ukraine Marie Yovanovitch was removed before the end of her term following a campaign against her led by Trump’s personal lawyer Rudy Giuliani.

 

LONDON (AP) — Slovenia’s foreign minister says Brexit showed European Union’s unity as it stood by a small member state, Ireland, but failed in the Balkans when it couldn’t agree to open accession talks with North Macedonia and Albania.

Miro Cerar said in an interview with The Associated Press on Tuesday that “there are some positive effects on the part of the European Union regarding Brexit because we in a way upheld our unity during this process. We showed that we are able to stand behind a small state, Ireland, to protect its interests.”

But Cerar warned that EU’s weekend decision not to open membership negotiations with North Macedonia and Albania sends a negative signal to the volatile Western Balkans.

He said that “I believe that this postponement or no decision was indeed a historic mistake.”

Slovenia became an EU member in 2004.
