Omaha (USACE) — The U.S. Army Corps of Engineers-Omaha District is stepping up releases out of Jamestown and Pipestem reservoirs. The current plan is to reach a combined release of 2,400 cubic feet per second by Satuday, Oct. 26, 2019. Initial forecasts indicated this release would completely evacuate flood storage by the end of November. However, higher than expected runoff from snowmelt and additional precipitation has increased reservoir forecasts. A combined release of 2,400 cfs will no longer completely evacuate flood storage by the target date of Nov. 25.
USACE has analyzed possible regulation options and associated impacts, including winter releases and/or increased release rates. In order to minimize risk and operate Jamestown and Pipestem dams safely and responsibly, the Corps plans to continue releases at the combined release rate of 2,400 cfs for the fall until ice forms on the river and reservoirs.
Temperature forecasts and basin conditions will be closely monitored to determine when releases need to be cut back for ice formation. Once a stable ice cover forms, the Corps plans to incrementally increase releases with the goal of evacuating flood storage before spring runoff begins.
Ice conditions in the entire James River basin will continuously be evaluated throughout the winter. The Corps will operate to minimize the risk of ice-related flooding, and adjustments to the releases will be made as needed.
The plot shows the U.S. Geological Survey streamgaging station 06470000, James River at Jamestown, North Dakota. The solid black line shows the computed flows since Sept. 1, and is close to the combined reservoir releases. The dotted blue line shows what flows would have been at this location if Jamestown and Pipestem dams were not in place.
Jamestown Dam is currently at a pool elevation of 1436.8 feet, almost 6 feet above the base of the flood control zone, and rising. Inflows into the reservoir spiked Monday in response to the rainfall, peaking at 3,700 cfs. Inflows have begun to rise again and are currently near 3,800 cfs. The Jamestown Dam release was increased to 1,200 cfs at 1:00 PM Tuesday.
On Tuesday…the Pipestem Dam was at a pool elevation of 1469.0 feet, 26.5 feet above the base of the flood control zone, and rising. Inflows into the reservoir spiked Monday in response to the rainfall, peaking at 4,500 cfs. Inflows have begun to rise again and are currently near 3,700 cfs. Pipestem Dam releases are currently at 800 cfs, and will be increased 100 cfs per day starting tomorrow (Wednesday), reaching the goal of 1,200 cfs on Saturday, Oct. 26.
The Corps of Engineers is coordinating with relevant agencies in North and South Dakota.

Valley City (CSi) At the Special Session on the Valley City Commission Tuesday morning at City Hall, during the daily river watch meeting Scott Tichey with the Corps of Engineers at Baldhill Dam reported that due to less rain fall on Monday than forecast, the release from the dam was holding on Tuesday at 3,410 cfs. The inflow at 3,800 cfs.
He said rainfall in the upper basin water shed moisture that flows into Lake Ashtabula, on Monday was recorded at .06 inches, in Valley City at .15 of an inch. He said on Tuesday morning the Sheyenne River at Valley City was at just over 15 feet above flood stage, about 16 feet anticipated to hold for awhile.
He said the Corps is not planning to increase the dam release Tuesday, or Wednesday to the projected 4000 cfs based on the lower than expected rain event totals on Monday.
City Administrator, David Schelkoph said at 15 feet above flood stage the Sheyenne River in Valley City has officially entered into the Minimum Flood Stage area.
He reminded resident that the city is prepared at any time to respond to a river level of 18 -20 feet above flood stage. If the river level reaches 18 feet above flood stage, a two foot, freeboard will protect to 20 feet.
He reminded resident to discharge sump pump water outside in the storm sewer, and NOT in the floor drain, which enters the sanitary sewer system and further stresses the sewage lift stations capacity.
He added that the city is purchasing additional pumps to address street flooding. Anyone seeing problems with water in the streets reaching a high level should call the Valley City Emergency phone number at 845-0380, available 24/7.
He said individuals have been seen, driving vehicles atop the levees in the city.
He urges people not to drive on them, causing damage, and possible injuries.
The 9-a.m. river watch meetings are seen live on CSi 68 followed by replays, and will continue each morning this week from City Hall in Valley City.
Jamestown (CSi) The Jamestown City Council’s Finance & Legal Committee Building, Planning & Zoning Committee and Civic Center & Promotion Committee met Tuesday evening at City Hall. All members were present.
CIVIC CENTER AND PROMOTION COMMITTEE:
Frontier Village Association requested renewing the lease of city property, for one year.
The current lease expires December 31, 2019.
On hand was the FVA attorney Matthew Sorenson from The Vogel Law Firm in Fargo.
He said the FVA is the best organization to manage the Village. He said the artifacts and buildings belong to the Frontier Village, which would have to be removed if the lease is not renewed, by the city, pending a meeting of the Frontier Village Association Board of Directors. The items would be auctioned or donated.
He said the FVA is asking for a one year lease renewal.
Council Member Phillips asked why the FVA meeting dates have not been published, and specifically in regard a meeting that addressed FVA to by-laws, and the minutes of meetings. Sorenson said the meeting notices have given to the Stutsman County Commission, adding that minutes are available to the specific meeting in question, regarding by-laws, and other meetings.
Ms. Phillips also asked questions regarding issues pertaining to the currently leased structures, and other legal questions, along with paying Special Assessments. Sorenson requested an action list from the city, which will be addressed at the FVA Board meeting, and brought back to the city.
She said the Frontier Village tells the story of Jamestown, but “The end of the road has come,” adding that the Village needs to be “re-invented.”
Council Member Buchanan suggested that a new lease should require “benchmarks,” indicated by the FVA Board, on the progress of the future of the Village.
Council Member Phillips made a motion to have the city develop a Request for Proposals to lease and operate the Frontier Village, and present a draft to either the November or December Civic Center and Promotion Committee meeting.
The committee recommends the Request for Proposals be developed on a 4-1 vote, with Council Member Buchanan voting no.
Also at the meeting from the Frontier Village, but did not speak were Tina Busche, and Joshua Swanson.

ABERDEEN, S.D. (AP) — Authorities have recovered the body of the pilot of a small plane that was found crashed near Aberdeen nearly two weeks after it went missing.
Brown County Chief Deputy Dave Lunzman says the body of 70-year-old Gerald Seliski of Hecla, South Dakota, was recovered Tuesday. Seliski was the only one on board. An autopsy is planned Wednesday.
Lunzman said Tuesday a hunter found the wreckage of the Cessna 172 about 3 miles north of Aberdeen Monday evening.
The plane departed Aberdeen Regional Airport for Oakes, North Dakota, on Oct. 9 but never arrived. The Civil Air Patrol has helped local officials from South Dakota and North Dakota search for the missing plane.
The National Transportation Safety Board tweeted Tuesday it would investigate the crash.
BISMARCK, N.D. (AP) — North Dakota’s fledgling Ethics Commission is due to hear its first complaint, even as the panel is still figuring out rules and procedures for its work.
And that means the complaint on this week’s agenda is likely to be pushed down the road until those systems are worked out.
The details of the complaint aren’t known, and it’s currently listed on the commission’s agenda for closed session during the two-day meeting that starts Wednesday.
The closed session is raising questions about how much of the commission’s work will be public.
Retired district judge Ron Goodman chairs the five-member panel. He says they are committed to transparency but also will protect confidentiality.
Goodman says the commission has not decided at what stage it would release details of an investigation.
CANTON, S.D. (AP) — Commissioners in a South Dakota county have approved a conditional use permit for a pumping station needed for an expansion of the Dakota Access Pipeline.
The Lincoln County Board voted 4-1 Tuesday in favor of the proposal. The station would be built near Harrisburg.
Texas-based Energy Transfer announced in June it plans to expand the pipeline’s capacity from more than 500,000 barrels per day to as much as 1.1 million barrels. The pipeline has been moving North Dakota oil through South Dakota and Iowa to a shipping point in Illinois since June 2017.
The company also needs additional stations in North Dakota and Illinois.
The Argus Leader reports opponents warned of possible pollution. But an Energy Transfer official told commissioners the station will be built with a number of safeguards.
BISMARCK, N.D. (AP) — The North Dakota Industrial Commission has approved a study of the composition of the state’s natural gas.
The goal of the more than $300,000 study approved Tuesday is to determine if the composition of natural gas liquids produced as a byproduct of oil drilling changes over the life of a well.
Pipeline Authority director Justin Kringstad says the study is important in determining whether projects such as a petrochemical plant are feasible in North Dakota, which could help curb the practice of burning off and wasting natural gas.
The study is funded from a percentage of the state’s share of oil and gas taxes. It is scheduled to be completed by May 1, 2020.

Mason Walters (FR/Jamestown, ND) scored 17 of his game-high 23 points in the second half, helping the University of Jamestown men’s basketball team to a 90-78 win over Mayville State (N.D.) University Tuesday night at Harold Newman Arena.
The Comets led by as many as eight points (24-16) with 10:26 in the first half, but a 16-5 run over the next 3:58 gave Jamestown a 32-29 advantage. UJ (2-1) went ahead 41-32 following a Brock Schrom (JR/Grand Rapids, MN) basket at the 3:20 mark, and following a timeout by the Comets, soon saw their lead cut to 43-40 at the half.
Mayville State’s Iker Cruz made the first basket of the second half to cut the lead to 43-42. Over the next 2:48, UJ outscored the Comets 14-2 to open up a 13-point lead. A mini-run by Mayville State got them within nine points, but Jamestown would eventually boost their lead to as many as 19 points.
Walters made 7-of-9 field goal attempts in the second half as the Jimmies focused on getting the ball inside. Brady Birch (JR/Melrose, MN) (2-for-2) and Brock Schrom (2-for-3) also helped UJ finish 14-for-22 inside the three-point line in the final 20 minutes.
Joining Walters in double figures were Schrom, Jack Talley (JR/Sioux Falls, SD), and Isaiah Dobson (SR/Stillwater, MN), who all scored 14; and Jack Frazier (SR/Salem, OR) with 10. Talley, Schrom, Dobson, and Walters all finished with seven rebounds each. Frazier dished out six assists with Dobson and Talley recording five assists each.
Rene Melendez had 20 points to lead Mayville State (0-1). Max Cooper added 19 points and seven rebounds. Latrelle Franklin chipped in with nine points and seven assists.
Jamestown turned the ball over just 11 times compared to Mayville State’s 17, holding a 22-12 edge in points off turnovers. UJ’s bench also outscored the Comets’ by a 35-21 margin.
Next up for the Jimmies is a road game on Friday against Presentation (S.D.) at 7:30 p.m.

MLB-WORLD SERIES
Nationals get series-opening win over Astros
HOUSTON (AP) _ The Washington Nationals have opened the World Series by stealing home-field advantage from the Houston Astros.
Juan Soto drove in three runs and Max Scherzer provided a gritty effort on the mound as the Nationals held off the Astros, 5-4. Soto delivered a solo homer and a two-run double while the Nats were turning a 2-0 deficit into a 5-2 lead against Gerrit Cole.
Scherzer quickly fell behind when Yuli Gurriel (YOO’-lee gur-ee-EHL’) lined a two-run double with two out in the bottom of the first. The three-time Cy Young Award winner needed 112 pitches to get through five innings, striking out seven and allowing five hits and three walks.
Ryan Zimmerman sparked Washington’s comeback with a second-inning homer. Adam Eaton put the Nationals ahead to stay with a run-scoring single in the fifth, two batters before Soto widened their lead.
George Springer made it a one-run game with a seventh-inning homer and an RBI double in the eighth. Sean Doolittle protected the lead by getting the final out in the eighth, stranding Spring at second before picking up the save.
Cole suffered his first loss in 26 starts since May 22 against the Chicago White Sox. He entered the game 3-0 with a 0.40 ERA in the postseason before surrendering eight hits over seven innings.
Game 2 is Wednesday night in Houston. The Astros look to Justin Verlander to help them tie up the series. Stephen Strasburg will pitch for the Nats.
In other Series news:
_ The Nationals have altered their pitching staff by adding right-handers Joe Ross and Wander Suero (SWEHR’-oh) to the active roster for the series in place of Roenis Elías (roh-EH’-nihs EE’-lee-ahs) and Austin Voth (vohth). Ross and Suero pitched ineffectively against the Dodgers in the NL Division Series. Elías and Voth were on the roster for the NLCS but did not pitch in the Nats’ sweep of St. Louis.
_ The Astros have no left-handers on their pitching staff for the series. It’s the first time a club has gone into a Fall Classic without a southpaw since the 1903 Red Sox and Pirates in the first World Series.
_ Astros assistant GM Brandon Taubman has issued a statement apologizing for using “inappropriate language.” This, after a report in Sports Illustrated said he repeatedly yelled toward a group of female reporters during the team’s celebration after clinching the AL pennant. His remarks reportedly referenced Houston closer Roberto Osuna, who was suspended for 75 games last season for violating the league’s domestic violence policy before joining the Astros in a trade from Toronto.
NBA..
TORONTO (AP) _ The Toronto Raptors raised their first NBA championship banner and received their rings before clawing their way to an overtime win over New Orleans.
Fred VanVleet scored a career-high 34 points and the Raptors closed on an 8-0 run to earn a 130-122 victory in the league’s first game of the season. Kyle Lowry scored 22 points, including a pair of free throws that put Toronto in the lead for good.
Pascal Siakam (see-A’-kam) fouled out with 34 points and 18 rebounds before the Raptors completed their seventh consecutive season-opening victory.
Brandon Ingram scored 22 points and Josh Hart had 15 points and 10 rebounds for New Orleans.
Meanwhile, the Raptors’ MVP of this year’s NBA Finals had a big night for his new team.
Kawhi (kah-WY’) Leonard scored a game-high 30 points on 10 of 19 shooting in his Clippers debut to lead a 112-102 win over the Lakers. Leonard helped the Clippers outscored their co-tenants 27-17 in the final period.
Lou Williams added 21 points and Montrezl (MAHN’-trehz) Harrell had 17 off the bench for the winners.
Danny Green led the Lakers with 28 points, Anthony Davis added 25 and LeBron James contributed 18 with nine rebounds and eight assists.

Pistons to open without Griffin
UNDATED (AP) _ The Detroit Pistons are opening the season without forward Blake Griffin as he continues a treatment and conditioning regimen for left hamstring and posterior knee soreness.
Griffin was mostly healthy last season until a left knee injury limited him in the playoffs and required offseason surgery. He will be re-evaluated for a return the first week of November.
In other NBA news:
_ Warriors coach Steve Kerr insists he isn’t ruling All-Star guard Klay Thompson out for the entire season. However, Kerr cautions that Thompson’s recovery from surgery July 2 for a torn ACL in his left knee is still expected to take nine to 12 months.
_ Jenna Schroeder has been added to the NBA’s full-time refereeing staff. She becomes the fourth female official on the league’s roster. Schroeder has three years of experience in the G League, two in the WNBA and seven seasons as a college official in the Atlantic Coast, Big East, Atlantic 10 and American Athletic conferences.

Pats get Sanu
UNDATED (AP) _ Tom Brady will have another target Sunday against Cleveland after the New England Patriots acquired wide receiver Mohamed Sanu (sah-NOO’) from Atlanta for a second-round draft pick in the 2020 NFL draft.

The eight-year NFL veteran tweeted his excitement at joining the Patriots and thanked the Falcons organization.
In other NFL news:

Sanders has caught 30 passes for 367 yards and two touchdowns this year as he made a successful return from surgery on both ankles.
_ Hall of Fame cornerback Willie Brown has died at the age of 78. There was no cause of death released when the Hall of Fame made the announcement, but Brown had been dealing with cancer. Al Davis acquired Brown for the Raiders in a 1967 trade with Denver in one of the best moves he made during his Hall of Fame career running the franchise.
NHL..
UNDATED (AP) _ Edmonton shared the league’s best record with Buffalo until Eric Staal broke out of an early slump with two goals and an assist in the Wild’s 3-0 win over the Oilers.
Brad Hunt also scored for the Wild, who may be without goaltender Devan Dubnyk (DOOB’-nihk) for a while. Dubnyk was upended early in the second period while trying to avoid contact with teammate Ryan Donato and the Oilers’ Brandon Manning.
Edmonton has been shut out in back-to-back games and is 2-2-1 since opening the season with five straight wins.
In other action…
The Buffalo Sabres continue their turnaround after finishing with the NHL’s fifth-worst record last season.
The Sabres are a league-best 8-1-1 after Jack Eichel (EYE’-kul) scored 3:13 into overtime to give them a 4-3 win over the Sharks. Eichel also talled in the second period and set up Jeff Skinner’s go-ahead goal 45 seconds into the third.

NCAA gives Gamecocks light punishment
COLUMBIA, S.C. (AP) _ South Carolina’s football program has been placed on probation for the next 12 months by the NCAA following recruiting violations involving a former assistant coach in the spring of 2018.
The NCAA says the probation does not include any restriction on postseason competition. The school and the NCAA handled it through the governing body’s negotiated resolution process after the Gamecocks self-reported the infraction.

BEIRUT (AP) — The NATO chief is calling for a political resolution to the conflict in Syria and urges Turkey to focus on the threat posed by the extremist Islamic State group, two weeks since Turkey invaded northeastern Syria in an offensive against Kurdish forces there.
Ankara considers the Syrian Kurdish fighters terrorists aligned with a Kurdish insurgency inside Turkey.
NATO Secretary-General Jens Stoltenberg said on Wednesday that “the recent developments underscore the urgent need for a political solution” in Syria.
He says it’s important to ensure the extremists are defeated “and that we understand that the fight against ISIS is not over. They can come back.” ISIS is another acronym for the Islamic State group.
Russia and Turkey agreed on Tuesday to deploy their forces across nearly the entire northeastern Syria border to fill the void left by President Donald Trump’s abrupt withdrawal of U.S. forces.
Stoltenberg says “it is a bit too early to judge the consequences” of that agreement.
NATO defense ministers will discuss Turkey’s invasion of northern Syria during talks in Brussels on Thursday.
HONG KONG (AP) — Hong Kong’s government has formally withdrawn an unpopular extradition bill that sparked unruly protests, which morphed into a broader campaign for democratic change in the semi-autonomous Chinese city.
The security chief announced in the legislature on Wednesday that the bill was being withdrawn.
Hong Kong’s leader had proposed amendments to extradition legislation as a way to resolve a case involving a man wanted for murder in self-ruled Taiwan, who could not be sent to face charges because there was no extradition agreement.
But the proposals sparked widespread fears that residents would be at risk of being sent to mainland China’s Communist Party-controlled courts.
Lam was forced to back down and said last month she would drop the bill.
MONTGOMERY, Ala. (AP) — President Donald Trump’s claim that the impeachment inquiry is a lynching has struck a painful chord for black people whose relatives died in racist lynchings.
Ohio resident Malinda Edwards says Trump is ignorant, insensitive or racist. The Ku Klux Klan lynched her father, a 24-year-old black man, Willie Edwards Jr. in Alabama in 1957. No one ever went to prison.
A cousin of Mississippi lynching victim Emmett Till, Deborah Watts, calls the president’s tweet “insensitive and offensive.”
Facing an impeachment inquiry that he and supporters claim is illegal, Trump tweeted Tuesday that the process is a lynching. Some Republicans agree, but the relatives of actual lynching victims don’t.
Janet Langhart Cohen says Trump knows how to hurt and divide. She says one of her distant cousins was lynched in Kentucky.
HOUSTON (AP) — A gang war that authorities say has claimed more than 60 lives in the last six years in Houston didn’t come into focus for officials until a federal ballistics database helped link what had appeared to be unconnected killings.
The National Integrated Ballistic Information Network, or NIBIN, is a database that has been around for two decades but has evolved from a purely forensic tool to one that generates investigative leads.
While the database of scanned bullet casings has been successful in cities like Houston, it still faces challenges, including questions about the accuracy of the science behind it.
The database helped solve the September 2018 drive-by shooting death of an aspiring rapper. Authorities say Kenneth Roberson’s slaying is tied to an ongoing battle between two gangs.
LONDON (AP) — European Parliament President David Sassoli says European leaders should accept a Brexit extension that the British government has requested.
Britain is now scheduled to leave the 28-nation bloc on Oct. 31. Prime Minister Boris Johnson’s government has asked for a three-month extension to get his Brexit divorce deal approved by the British Parliament.
In a statement Wednesday, Sassoli said an extension to the Oct. 31 deadline will “allow the United Kingdom to clarify its position and the European Parliament to exercise its role.”
European Council President Donald Tusk has said he will urge the other 27 EU nations to approve Britain’s Brexit delay.
LONDON (AP) — British Prime Minister Boris Johnson says the death of 39 people whose bodies were found in the back of a truck is an “unimaginable tragedy and truly heartbreaking.”
Johnson told lawmakers in the House of Commons that he is receiving regular updates on the case.
Britain’s interior minister, Priti Patel, is due to update lawmakers on the tragedy later.
Police say the bodies of 38 adults and a teenager were found early Wednesday in a truck in Gray’s, east of London. The vehicle had traveled from Bulgaria to the U.K. by way of Ireland.
Detectives say they have not yet identified the victims.
