Jamestown (JPD) Jamestown Police Chief Scott Edinger reports that on Wednesday October 23, at approximately 10:48-p.m., Jamestown Police officers responded to a domestic disturbance at 1600 11 Ave NE. The victim of the domestic reported that Shawn Teggatz, age 54 of Jamestown, was inside, possibly armed and had threated to harm the victim and himself. Teggatz also had a “No Bond warrant” for his arrest from Burleigh county. When officers attempted to contact Teggatz, he barricaded himself inside and refused to communicate.
Officers evacuated the building and continued to attempt contact over the next several hours. A search warrant was obtained and the James/Valley Special Operations team (J/V SOT) and Crisis Negotiations team (CNT) were called to the scene. After many more attempts to communicate with Teggatz, the J/V SOT forced contact through the exterior of the building. Teggatz resisted arrest, including an unsuccessful attempt to take him into custody using a taser. Officers physically restrained him and were able to take him into custody. Teggatz was examined at the scene by Jamestown Ambulance and later booked at the Stutsman County Correctional Center.
The Jamestown Police Department was assisted by the Stutsman County Sheriff’s Office, Valley City Police Department, Barnes County Sheriff’s Department, James/Valley Crisis Negotiation Team, Jamestown Fire City Department and Jamestown Area Ambulance, during this incident. This incident remains under investigation. Several formal charges are pending review by the Stutsman County State’s Attorney, in addition to the Burleigh county warrants.
During the above incident, Jamestown Police officers also responded to a man with a gun call at the Jamestown Motel at 0247 on 10/24/2019. A male reported that three other men threatened him with a gun at his motel room. Officers responded to that scene and were unable to locate suspects. The incident is still under investigation.

Valley City (CSi) At the 9-a.m. Wednesday, October 23, 2019 Valley City meeting, concerning water levels, along the Sheyenne River, and at Lake Ashtabula, Scott Tichy with the Corps of Engineers at Baldhill Dam reported that inflows to the Lake have decreased as of Wednesday morning, down from 3800 cfs, to 3600 cfs, as the Lake level continues to drop. The release as of Wednesday morning was 3410 cfs, with the Lake level at 1268 feet. He said the current release is anticipated to stay at that rate, to continue to reduce the Lake level.
On Wednesday morning the Sheyenne River level through Valley City was under 15 feet, with a slow drop.
He said officials will determine either later Wednesday or Thursday if reducing the Baldhill Dam discharge will be able to happen.
He added that the colder temperatures are helping to slow the snowmelt in the basin, north of Lake Ashtabula, and slow the inflows.
City Administrator, David Shelkoph said, if, the river level were to reach 20 feet above flood stage the City of Fargo committed sending 10,000 sandbags to Valley City.
He pointed out that the clay dikes in Valley City that have been built to 18 feet will stay through the winter months.
The city and KLJ will determine when to reopen Viking Drive and remove the flood wall, after re-evaluating the high water situation, later this week or early next week.
Schelkoph said unless the current flood status changes, the city is not anticipating holding additional daily water/flood meetings at 9-a.m. He added the high water, watch will continue, as the city partners with the National Weather Service, The Corps of Engineers, and Barnes County Emergency Management to re-evaluate the scenario on a daily basis until the flood threat ends in Valley City.
Valley City – (NDDOT) Wednesday, the North Dakota Department of Transportation along with the City of Valley City, representatives from the offices of Senator Hoeven, Senator Cramer, and other state and local officials celebrated the completion of Central Avenue in downtown Valley City.
The makeover of Central Avenue between Main Street and 12th Street consisted of preventative maintenance work on the roadway, updated lighting, ADA compliant sidewalks and other aesthetic improvements. The project was one of four projects awarded through the Urban Grant Program in 2018 at NDDOT.
NDDOT Director Bill Panos Said,“As part of the Urban Grant Program, NDDOT worked with city officials in Valley City to update this corridor and provide a more pedestrian friendly downtown. The improvements to this area not only look great, but will serve the community and businesses for years to come.”
Two public input meetings were conducted and the city along with NDDOT came up with the best design solution for the project. Construction began this spring and concluded this fall, with cooperation with motorists and area businesses.
Mayor Dave Carlsrud said, “The improvements completed to downtown Valley City not only improve access to area businesses, but updates the corridor making downtown a destination for residents and visitors to our beautiful city.
In total, approximately $2.4 million was invested into the project. Next year, further improvements are planned for downtown Valley City on the remainder of Central Avenue to the Sheyenne River along with a portion of Main Street.
Jamestown (CSi) Victory Lutheran Church will host its annual Trunk or Treat event, Thursday, October 31. BISMARCK, N.D. (AP) — North Dakota’s fledgling Ethics Commission has declined its first complaint.
The Bismarck Tribune reports that the five-person commission met in a 10-minute closed session Wednesday and then voted unanimously to decline the complaint on the basis that it falls outside the commission’s jurisdiction.
Retired district judge Ron Goodman, who chairs the commission, wouldn’t provide a copy of the complaint and referred questions to an assistant attorney general representing the commission. The assistant attorney general referred questions to an attorney general’s office spokeswoman.
It wasn’t immediately clear what might happen to the complaint or if it will be referred to another state agency.
The Ethics Commission is still figuring out rules and procedures for its work.
Bismarck (Gov. Burgum’s Office) – Gov. Doug Burgum Wednesday stressed to U.S. Secretary of Agriculture Sonny Perdue the seriousness of North Dakota’s record fall precipitation and flooding, its devastating impact on farmers and ranchers and the likely need for federal assistance.
In a phone call with Perdue, Burgum shared the pressing concerns raised by farmers and ranchers during four public input meetings hosted by Burgum and Agriculture Commissioner Doug Goehring on Monday in Fargo, Grand Forks, Jamestown and Fessenden, as well as the heightened risk of significant spring flooding if abnormally wet weather persists.
“Our farmers and ranchers are under a tremendous amount of stress, both economic and emotional, with billions of dollars in crops, hay and livestock forage stranded in saturated fields and ditches,” Burgum said. “We appreciate Secretary Perdue taking the time to learn about the unprecedented challenges facing our farmers and ranchers, and for his commitment to continuing to work with our state officials and congressional delegation to help provide a safety net for producers as we respond to this crisis with a whole of government approach.”
On Monday, Burgum signed an executive order declaring a statewide flood emergency, a critical step in requesting federal assistance to help North Dakotans deal with impacts caused by heavy fall rains and a historic October blizzard. To date, 18 counties have declared emergencies related to flooding or the blizzard: Barnes, Cass, Cavalier, Dickey, Grand Forks, Foster, Griggs, Kidder, LaMoure, McIntosh, Nelson, Richland, Rolette, Steele, Stutsman, Traill, Walsh and Wells. The cities of Grand Forks, Jamestown, LaMoure and Valley City also have declared emergencies.
Impacts to agricultural producers and public infrastructure are being compiled by the state Department of Emergency Services, Department of Agriculture and others for potential requests for federal assistance through a USDA secretarial disaster designation and a presidential disaster declaration. BISMARCK, N.D. (AP) — The military says marijuana was found at a Minot Air Force Base nuclear missile facility in central North Dakota.
Air Force Sgt. Benjamin Smith says the undisclosed amount marijuana was found Oct. 9 at a missile alert facility. He says the drug was discovered above ground and not near missile operators.
Minot has one of the nation’s two B-52 bomber bases and oversees 150 Minuteman 3 nuclear missiles.
The base has been under scrutiny since a 2007 mishap in which a B-52 bomber was mistakenly armed with six nuclear-tipped cruise missiles in Minot and flown to a base in Louisiana.
Other lapses include the theft of a launch code device, missile crew members sleeping on the job and failed inspections.
BISMARCK, N.D. (AP) — A Republican state senator from North Dakota says he’s sorry for spreading “fake news” by posting a long-debunked photo that claims to be Minnesota Democratic Rep. Ilhan Omar holding a weapon at an al-Qaida training camp.
But Sen. Oley Larsen says in a Facebook post he’s not apologizing to Omar.
Larsen says “there is ample evidence that she is grossly sympathetic to the cause of certain religious extremists.”
A spokesman for Omar didn’t immediately respond to a message seeking comment.
Majority Leader Rich Wardner and GOP Gov. Doug Burgum called on Larsen Tuesday to apologize and relinquish his position as president pro tempore. Larsen says he won’t quit that position.
BISMARCK, N.D. (AP) — The family of a man who was shot and killed by federal officers on the Standing Rock Indian Reservation has filed a wrongful death lawsuit.
Thirty-five-year-old George “Ryan” Gipp Jr. was killed by two Bureau of Indian Affairs agents in October 2017. A subsequent investigation by the U.S. Attorney’s Office in Nebraska cleared officers Raymond Webb and Gary Sandland Jr., who said Gipp walked toward them with his hands in his pockets and failed to follow orders.
The suit filed Tuesday says Gipp was unarmed and was not a threat. It alleges that Gipp was tasered without warning and ran into a nearby ditch “to escape the pain” when he was shot at least five times in the back.
Gipp’s family is seeking unspecified damages. BIA officials did not immediately return an email message seeking comment

FARGO, N.D. (AP) — South Dakota State coach John Stiegelmeier says his team is not shying away from the hoopla that ESPN’s popular Saturday morning college football show is bringing to campus.
Stiegelmeier tells 740 The Fan in Fargo that the program is embracing College GameDay’s presence for the game against rival North Dakota State. Stiegelmeier says he’s taking his players to the set before Friday’s practice in Brookings, South Dakota.
The unbeaten Bison are the top-ranked FCS team and the Jackrabbits are No. 3, losing only to undefeated FBS school Minnesota. Stiegelmeier says there’s plenty at stake, including a conference championship and playoff seeds.
GameDay featured North Dakota State in 2013 and 2014. Bison coach Matt Entz downplayed the magnitude of Saturday’s show and said his team isn’t making it “any more than it is.”

Nats blast Astros to take 2-0 series lead
HOUSTON (AP) _ Strong pitching and a tsunami of late-inning offense have allowed the Washington Nationals to head home with a two-games-to-none lead in the World Series against the Houston Astros.
The Nats erupted for 10 runs over their last three at-bats and rolled to a 12-3 rout of the Astros. Kurt Suzuki’s solo homer broke a 2-2 tie and ignited the Nationals’ six-run seventh off losing pitcher Justin Verlander and Ryan Pressly.
Adrubal (as-DROO’-bul) Cabrera and Ryan Zimmerman followed with two-run singles to give Washington a six-run cushion, and the lead continued to grow with Adam Eaton’s two-run blast in the eighth. Cabrera capped his three-RBI night with a run-scoring single later in the eighth, and Michael A. Taylor went deep for a solo shot in the ninth.
Anthony Rendon (rehn-DOHN’) doubled home a pair just three batters into the game to put Washington ahead. The Astros immediately responded as Alex Bregman ended a 3-for-22 skid with a two-run blast in the bottom of the first off winning pitcher Stephen Strasburg.
Strasburg struck out seven and worked around seven hits to improve to 4-0 this postseason.
Verlander was reached for four runs and seven hits over six-plus innings to fall to 1-3 in the postseason. Two of his three walks came around to score.
The Nationals have won eight straight since falling behind two games to one against the Dodgers in the NL Division Series.

Game 1 gets lukewarm attention
UNDATED (AP) _ Game 1 of the World Series wasn’t exactly a boon for Fox, although it won Tuesday’s TV ratings war.
The Nationals’ 5-4 victory over the Astros averaged fewer than 12.2 million viewers, down 11.4% from last year’s Fall Classic opener between the Red Sox and Dodgers. It averaged just 3,000 more viewers than the record low for the opener of a Fall Classic, when the Giants beat the Royals in 2014.
However, it was the best viewership for a game this postseason, about 4.7 million more than the previous high for Game 6 of the ALCS between the Astros and Yankees.

UNDATED (AP) _ The Nets wasted Kyrie Irving’s 50-point performance in a 127-126 loss to the visiting Timberwolves. Karl-Anthony Towns had 36 points and 14 rebounds for Minnesota, and Andrew Wiggins finished with 21 points. Irving lost his balance and missed a potential winning shot in his first game since signing with Brooklyn over the summer.
The Philadelphia 76ers have opened their NBA schedule by knocking off one of their top Atlantic Division rivals.
Joel Embiid (joh-EHL’ ehm-BEED’) and Ben Simmons carried the Sixers to a 107-93 win against the visiting Boston Celtics. Embiid finished with 15 points and 13 rebounds, while Simmons paced Philadelphia with 24 points.
Furkan Korkmaz and Tobias Harris buried consecutive 3-pointers in the fourth quarter to give the 76ers a 10-point lead after they missed 21 of their 24 attempts from beyond the arc over the first three quarters.
Gordon Hayward led the Celtics with 25 points and Jayson Tatum had 21, but Kemba Walker scored just 12 on 4 of 18 shooting in his Boston debut.

_ Luke Kennard made three 3-pointers in the final six minutes to help the Pistons pull away for a season-opening, 119-110 victory over the Pacers. Kennard finished with a career-high 30 points and matched his personal best with six 3s. Andre Drummond matched his career best with 32 points and had 23 rebounds for Detroit.
_ The Spurs opened their schedule with a 120-111 victory against the Knicks as LaMarcus Aldridge dropped in 22 points and Bryn Forbes chipped in with 20. Dejounte Murray was productive in his first game since tearing his right ACL in a preseason game Oct. 7, contributing 18 points, eight boards and six assists. RJ Barrett had a solid NBA debut for New York, scoring 21 points on 9-for-13 shooting with five rebounds and two assists in 37 minutes.
_ Donovan Mitchell’s 32 points and 12 boards carried the Jazz past the Thunder, 100-95.Mitchell scored 22 after halftime and made several key baskets down the stretch. Bojan Bogdanovic (BOY’-ahn bahg-DAH’-noh-vihch) added 16 points and Royce O’Neale chipped in with 14, but Mike Conley shot 1-for-16 in his Utah debut.
_ Kristaps Porzingis (KRIHS’-tahps pohr-ZIHN’-gihs) scored 23 points in his first game as a Maverick to spark a 108-100 triumph over the Wizards. Porzingis took a seat after missing his first four shots, but he came back to score nine points over the final 2:45 of the first quarter. Luka Doncic (DAHN’-chihch) provided 34 points on 12 of 19 shooting and grabbed nine rebounds.
_ Orlando won its season opener as Nikola Vucevic (VOO’-cheh-vinch) provided 21 points and nine rebounds in a 94-85 victory against the Cavaliers. Evan Fournier scored 16 points for the Magic, and Markelle Fultz had 12 with six assists in his first game since being acquired by Orlando from the 76ers in February. Kevin Love had 11 points and 18 rebounds for Cleveland, which trailed by as many as 20.
_ Rookie PJ Washington nailed seven of the Hornets’ 23 3-pointers in a 126-125 comeback win against the Bulls. Devonte Graham was a difference-maker off the bench with 23 points on 6-of-7 from downtown to go with eight assists. Marvin Williams hit five treys and scored 17 points while helping Charlotte set a team record for 3-pointers in a regulation game.
_ Devin Booker’s 22 points and 10 assists were among the Suns’ highlights in a 124-95 pounding of the Kings. Ricky Rubio was among six Phoenix players to score in double-figures, finishing with 11 with 11 assists, six rebounds and four steals in his first game since inking a three-year, $51 million contract. Deandre Ayton added 18 points and 11 rebounds while shooting 9 of 14 from the field.
_ Justise Winslow scored 27 points and rookie Kendrick Nunn scored 24 in his NBA debut as the Heat whipped the Grizzlies, 120-101. Winslow also delivered seven rebounds and seven assists for Miami, which trailed 90-86 early in the final period before going on a 24-1 spurt. Jaren Jackson Jr. led the Grizzlies with 17 points and Tyus Jones added 15.

Butler sidelined for personal reasons
UNDATED (AP) _ Miami Heat forward Jimmy Butler missed Wednesday’s game against Memphis for what the team is calling “personal reasons.”
Butler was with the team for the game-day shootaround this morning, and told the team that he wasn’t going to be able to play around mid-afternoon. Heat coach Erik Spoelstra (SPOHL’-strah) says “everything’s fine” and that there is no reason for concern over the Butler situation.

Late goal lifts Bolts past Pens
UNDATED (AP) _ The Tampa Bay Lightning used a last-minute goal to steal at least one point from the Pittsburgh Penguins.
Victor Hedman scored a power-play goal with 56.8 seconds remaining to give the Bolts a 3-2 victory over the Pens. The Penguins thought they might have scored in the closing seconds of regulation, but video review showed Kris Letang’s (leh-TAHNZ’) shot never completely crossed the goal line.
Alex Killorn and Cedric Paquette (pah-KEHT’) also scored, and Andrei Vasilevskiy (va-sih-LEHV’-skee) made 37 saves as Tampa Bay won for the third time in four games since a 2-2-1 start.
Brandon Tanev (TAN’-ehv) and Jake Guentzel (GEHNT’-sul) scored and Tristan Jarry stopped 45 shots in the Penguins’ third straight loss since a five-game winning streak.

Avs’ Rantanen week to week
UNDATED (AP) _ The Colorado Avalanche say forward Mikko Rantanen (MEE’-koh RAN’-tah-nehn) is week to week with a lower-body injury suffered in Monday’s 3-1 loss at St. Louis.
Avalanche coach Jared Bednar says he’s optimistic Rantanen doesn’t have a “four-to-six week injury.” He’s tied with Nathan MacKinnon for the team lead with 12 points, scoring five goals and seven innings.

The Chicago Blackhawks have placed defenseman Connor Murphy on long-term injured reserve and recalled blueliner Dennis Gilbert. Murphy hurt his groin in Tuesday’s 2-1 shootout loss to the Golden Knights.

Mahomes showing quick progress
UNDATED (AP) _ Kansas City Chiefs head coach Andy Reid isn’t ruling out quarterback Patrick Mahomes (mah-HOHMZ’) for Sunday’s game against the Green Bay Packers.
Mahomes was expected to miss several games after dislocating a kneecap in last night’s blowout win at Denver. But he was expected to throw during Wednesday’s practice, raising the possibility the NFL’s reigning league MVP could return sooner than expected from a dislocated kneecap.
Reid said backup Matt Moore will continue to prepare is if he’s against the Packers.

_ The Patriots have placed receiver Josh Gordon on injured reserve with knee and ankle injuries suffered in a Week 6 win over the Giants. Gordon is among New England’s leading receivers this season, catching 20 passes for 287 yards and a touchdown.

_ Jets guard Kelechi Osemele says he is having surgery on his injured right shoulder Friday despite the team not yet approving the procedure. The Jets have been fining Osemele for conduct detrimental to the team for not practicing. He says he and his agents have filed a grievance against the Jets.

Harbaugh tells parents he’s staying put
ANN ARBOR, Mich. (AP) _ Michigan football coach Jim Harbaugh has sent an email to parents of his players, refuting a report saying representatives are working on his departure from the school.
In an email, a copy of which was obtained by The Associated Press, Harbaugh says the idea that he’s looking to leave his alma mater is not true. He says it happens every year by unspecified “enemies” to disrupt the program and impact recruiting.
Harbaugh is in the fifth season of a seven-year contract and is 43-16 since taking over the program.

Sooner Schooner parked for season
NORMAN, Okla. (AP) _ The University of Oklahoma says the “Sooner Schooner” will not run the rest of the season after it tipped over during a home game against West Virginia. The Schooner will be repaired and used for viewing purposes but not run. A new Schooner is under construction and should be ready to run its customary loop on the field for the Spring Game in 2020.
The mishap came after a second-quarter touchdown during Oklahoma’s 52-14 win Saturday. School officials says there were no injuries to the three student spirit group members riding the wagon or the horses that pull it.

KYIV, Ukraine (AP) — More than two months before the phone call that launched the impeachment inquiry into President Donald Trump, Ukraine’s newly elected leader told advisers he was worried about pressure from the U.S. president to investigate Democrat Joe Biden.
Volodymyr Zelenskiy gathered a small group together in Kyiv on May 7, where they discussed how to navigate Trump’s insistence for a probe and to avoid becoming entangled in American elections.
The meeting was recounted to The Associated Press by three people familiar with the details who spoke on condition of anonymity because of the diplomatic sensitivity of an issue that has roiled U.S.-Ukrainian relations.
The meeting came before Zelenskiy was inaugurated but about two weeks after Trump called to offer his congratulations on the night of the Ukrainian leader’s April 21 election.
LONDON (AP) — British police have confirmed that 39 people found dead in a container truck near an English port were Chinese citizens.
The Essex Police force says the dead found Wednesday in the southeastern city of Grays included 31 men and eight women. The force says one victim previously thought to be a teenager was a young adult woman.
The 25-year-old truck driver, who is from Northern Ireland, is being questioned on suspicion of attempted murder but has not been charged. Police in Northern Ireland have searched three properties there as they try to reconstruct the path of the truck and the victims’ final journey.
MADRID (AP) — Spain says it has exhumed the remains of Spanish dictator Gen. Francisco Franco from his grandiose mausoleum outside Madrid so he can be reburied in a small family crypt north of the capital.
The government-ordered, closed-door operation satisfies a decades-old desire of many in Spain who considered the vainglorious mausoleum that Franco built an affront to the tens of thousands who died in Spain’s Civil War and his subsequent regime and to Spain’s standing as a modern democratic state.
SAN FRANCISCO (AP) — Hundreds of thousands of Californians are without power for the second time in two weeks as dangerously windy weather prompts safety shutdowns.
Pacific Gas & Electric on Wednesday and Thursday cut power to about a half-million people from the Sierra foothills to portions of the San Francisco Bay Area.
Outages that could last 48 hours seek to keep gusts from pummeling power lines and sparking devastating wildfires.
Northern winds are expected to ease Thursday but pick up where Southern California Edison warned it might black out about 308,000 customers. San Diego Gas & Electric warned about 24,000 customers could lose power.
PG&E blacked out about 2 million people just two weeks ago, drawing criticism. The utility says outages were more targeted this time, but more are possible Saturday with dry gusts in the north.
WASHINGTON (AP) — The late Maryland Rep. Elijah Cummings will be remembered by congressional leaders and colleagues as he lies in state at the Capitol.
House Speaker Nancy Pelosi, Senate Majority Leader Mitch McConnell and other congressional leaders will speak at an arrival ceremony Thursday before Cummings lies in state at Statuary Hall. The public will be allowed to pay their respects to Cummings later Thursday.
Cummings, a Democrat and chairman of the House Oversight and Reform Committee, died Oct. 17 after complications from long-standing health problems.
A wake and funeral are planned Friday in Baltimore.
A sharecropper’s son, Cummings rose to become a civil rights champion, committee chairman and a leader of an impeachment inquiry of President Donald Trump.
As a tribute to Cummings, no votes are scheduled Thursday in the House.
