Jamestown  (CSi)  The City of Jamestown is notifying residents that a public information meeting will be held at the Jamestown Civic Center, in the Exchequer Room, 212 3rd Ave NE, Jamestown, ND, on Tuesday, October 29, 2019, at 5:30 PM, concerning water releases  from Jamestown and Pipestem Dams.

Jamestown City council members will be in attendance at this meeting, and Stutsman County Commission members may be in attendance.

Bismarck  (NDDOT)  Due to a statewide flood emergency, the removal of all hay bales on North Dakota highway rights of way has been extended until Friday, November 15, 2019.

Hay bales remaining on rights of way after November 15, will be removed as directed by the District Engineer. The bales need to be removed for snow management and safety reasons.

North Dakota Century Code prohibits hay from being placed in the right of way except on the outer edge. Large round bales must not be placed on in-slopes or within 60 feet from the outside edge of the driving lane.

Jamestown  (CSi)   A special meeting will be held with townships officers on Monday, October 28, 2019 at 10:00 am at the Stutsman County Extension Office, 502 10th Ave SE, Jamestown, ND to discuss damage assessments for township roads.

Due to the recent disaster declaration, the county and townships need to conduct a damage assessment for their roads by November 8, 2019. Due to FEMA increasing requirements for damage assessments, the Stutsman County Commission is contracting with Interstate Engineering to complete an assessment for county roads.

Since accuracy and time is of the essence, the Commission is willing to include township roads as part of their contract. Townships wanting to participate would be charged a pro rata share of the contract based on the number of roads assessed. That charge would be billed to the township’s road balance with the Stutsman County Road Department.

On Monday, any townships wanting to participate in the County contract should bring a copy of their township road map indicating areas needing assessment.

Townships may complete their own assessments or contract with an entity of their choice; however, the assessments need to be completed by November 8, 2019.

Please contact the Stutsman County Auditor’s Office at (701) 252-9035 with  any questions.

Jamestown  (CSi)  Stutsman County Sheriff Chad Kaiser is informing residents that  all recreation activities on the reservoirs will be prohibited once ice has formed.

The  U.S. Army Corps of Engineers, and the Bureau of Reclamation is notifying the public of the anticipated conditions on the Pipestem and Jamestown Reservoirs this winter.

Kaiser said in the news release, “Changing water elevations and increased water releases throughout the winter will create dangerous areas and changing ice conditions without warning,” Sheriff Kaiser says. “Fluctuating water levels beneath the ice on the Reservoirs will leave large voids between the ice and the water surface creating hazardous ice conditions.”

The Stutsman County Sheriff’s Office advises access to the Reservoirs will be restricted and recreational activities will be prohibited due to the anticipated dangerous ice conditions.

“I am urging everyone to adhere to this restriction as immediate rescue operations in these ice conditions will be nearly impossible. This also puts our rescue personnel in an extremely dangerous situation.”

Previously…

Omaha  (USACE) – The U.S. Army Corps of Engineers-Omaha District and The Bureau of Reclamation are notifying the public of the expected hazardous and constantly unstable winter ice condition on Pipestem Reservoir and Jamestown Reservoir in the coming winter months.

Changing water elevations and increased water releases throughout the winter will create dangerous areas of thin ice creating unsafe conditions for individuals recreating on Pipestem Reservoir and Jamestown Reservoir. These fluctuating water elevations change ice conditions without prior warning.

Due to unseasonably wet conditions, water releases will be made from both the Pipestem Dam and Jamestown Dam throughout the winter. Once the Reservoirs have iced-over, the ongoing water releases from the dams will create a fluctuation in Reservoir levels. Fluctuating water levels beneath the ice on the Reservoirs will leave large voids between the ice and the water surface creating extremely dangerous ice conditions.

MINOT, N.D. (AP) — A Minot man has been sent to prison for three years for stealing a Bobcat skid-steer loader from the Ward County Highway Department.

Thirty-year-old Michael Schell must also serve three years of probation and pay more than $1,100 in court costs for stealing the skid steer valued at $80,000 last January.

BISMARCK, N.D. (AP) — North Dakota health officials say three people have been diagnosed with meningococcal meningitis in the past couple of months.

The North Dakota Department of Health said Saturday that two of those cases have been confirmed by laboratory testing.

Meningococcal meningitis is rare in North Dakota and in the United States. Before this year, the last cases reported in North Dakota were in 2014.

Meningococcal meningitis is a severe infection of the bloodstream and the thin lining covering the brain and spinal cord caused by bacteria.

The bacteria are spread by sharing saliva or spit, and it usually takes close contact such as coughing or kissing or lengthy contact to spread the bacteria.

Symptoms include fever along with a severe headache, stiff neck or a rash.

BISMARCK, N.D. (AP) — A Devils Lake man charged with discharging a firearm during a gun show in Bismarck has been fined and placed on probation after entering a guilty plea.

The Bismarck Tribune reports 71-year-old Eugene Serumgard pleaded guilty to a charge of discharging a firearm in city limits. Municipal Judge William Severin ordered him to pay $500 in fines and fees and placed him on unsupervised probation for a year.

Serumgard was charged after police investigated an incident at a Dakota Territory Gun Collectors Association gun show on Sept. 28 at the Bismarck Event Center.

Authorities say Serumgard was a gun dealer and vendor at the show and was demonstrating the features of a revolver when the gun discharged.

Officials say it the third time in 50 years of the event that a gun was accidentally discharged.

WORLD SERIES

Cole sharp, Astros get third straight win after Scherzer is scratched

WASHINGTON (AP) _ It’s been 86 years since Washington baseball fans witnessed a World Series home win by one of their three major league teams. The wait continues.

The Houston Astros have a three-games-to-two lead in the Fall Classic after beating the Nationals in Washington for the third straight night, 7-1. The Astros took the three games in DC by a combined 19-3 margin after dropping the first two games at home.

It was a redemption game for Gerrit Cole, who dropped the series opener to end his 19-game winning streak. Cole was terrific in this one, limiting the Nationals to three hits while striking out nine over seven innings.

Cole blanked the Nats until Juan Soto homered with one out in the seventh to trim Houston’s lead to 4-1.

The Nationals banged out a trio of two-run homers while outhitting the Nationals, 10-4. Yordan (yohr-DAHN’) Alvarez opened the scoring with a second-inning homer and finished 3-for-3 with two runs scored. Carlos Correa added a two-run blast in the fourth, and George Springer capped the scoring with his second homer of the series.

Joe Ross was pressed into service when scheduled starter when ace Max Scherzer couldn’t lift his arm Sunday morning. Scherzer says he underwent treatment after the neck spasms started a few days earlier.

Ross was reached for four runs and five hits over five innings.

Game 6 is Tuesday in Houston.

UNDATED (AP) — The No. 1 vs. No. 2 game between Alabama and LSU in two weeks looks set, though the order of the Crimson Tide and Tigers changed in the AP Top 25 in one of the closet votes ever.

NASCAR-MARTINSVILLE

Truex wraps up berth in title race

MARTINSVILLE, Va. (AP) _ Martin Truex Jr. has earned a spot in NASCAR’s championship race for the third consecutive year with a dominating victory at Martinsville Speedway.

Truex led 464 of the 500 laps in becoming the first driver to claim a spot in the Nov. 17 title-race at Homestead-Miami Speedway. It marked the most laps led by a winner since Kyle Petty led 484 laps in 1992 at Rockingham.

Denny Hamlin was knocked to the ground in a confrontation with Joey Logano in the most intense action of an otherwise lackluster playoff race. They were having what appeared to be a civil conversation until Hamlin wagged his finger at Logano. Logano placed his hand on Hamlin’s shoulder somewhat flippantly as he walked away, causing Hamlin to chase after him.

Hamlin finished fourth, behind championship non-contenders William Byron and Brad Keselowski.

In world and national news…

WASHINGTON (AP) — Eliminating the Islamic State’s elusive leader gives President Donald Trump a new argument for leaving Syria. But the U.S. military campaign against extremists is far from finished.

The extremist group has ambitions to rebuild, and it remains a dangerous threat in Iraq, Afghanistan and beyond.

That means U.S. forces, perhaps in reduced numbers, will continue hunting and attacking key IS targets, even as Trump says he’s committed to a 2016 campaign pledge to bring them home and end “endless wars.”

U.S. analysts say the Islamic State group has been dealt a blow, at least symbolically. But its extremist ideology that has formed the foundation of its support in parts of the Middle East lives on.

LONDON (AP) — London Mayor Sadiq Khan has welcomed the European Union’s decision to extend the Brexit deadline until the end of January.

Khan tweeted Monday that the decision was “good news” and takes the “immediate risk of a catastrophic no-deal” Brexit off the table.

The mayor said the extension should be used for a public vote on Brexit.

He says, “It’s time to give the British public the final say on Brexit.”

Britain’s Parliament will consider the prospect of calling a national election at its Monday session. Prime Minister Boris Johnson wants an election on Dec. 12 but may not have enough backing to get his way.

The government is strongly opposed to holding a second referendum on Brexit.

SANTA ROSA, California (AP) — The Los Angeles Fire Department is ordering mandatory evacuations after a fire erupted on a hillside near the Getty Center museum.

The department posted an alert Monday advising everyone to leave the Mountain Gate and Mandeville Canyon communities between Mandeville Canyon Road and Interstate 405 north of Sunset Blvd.

Although the Getty Center is nearby, officials say the facility was built with thick walls and doors to compartmentalize any flames.

Mount Saint Mary’s University tweeted that its Chalon campus near the Getty has been evacuated under orders from the LAFD. Students were taken to its Doheny campus.

The blaze comes as the Tick Fire near Santa Clarita was 70% contained as of Sunday night. Up north, crews are grappling with a wildfire in Sonoma County that officials say covers 85 square miles (220 square kilometers).

WASHINGTON (AP) — Democratic congresswoman Katie Hill of California has resigned amid an ethics probe and revelations of an affair with a campaign staffer.

In a statement Sunday, the 32-year-old freshman from the Los Angeles area says leaving the House is best for her constituents, community and country.

Hill is under investigation by a congressional committee for an alleged intimate relationship with a male senior aide, which Hill denies.

She has acknowledged an affair with a young female staffer. Compromising photos and purported text messages surfaced online this past week in a right-wing publication and a British tabloid.

Last year, Hill won the last Republican-held House seat anchored in Los Angeles County.

HANOI, Vietnam (AP) — Britain’s ambassador has met with Vietnamese officials to discuss cooperation in the identification of 39 bodies that were found in a truck in southeastern England.

Ambassador Gareth Ward said he told Vietnam’s Ministry of Public Security that Britain still has not confirmed the identities or nationalities of the victims.

British police initially believed the victims were Chinese, but later acknowledged that details about the bodies found last Wednesday were still evolving. Up to two dozen Vietnamese families have since reported missing relatives whom they fear to be among the dead.

Ward said in a statement Monday that the British government is aware of Vietnamese concern and that he discussed how Britain would work closely with Vietnam on the identification process.
