Jamestown (CSi) The City of Jamestown is notifying residents that a public information meeting will be held at the Jamestown Civic Center, in the Exchequer Room, 212 3rd Ave NE, Jamestown, ND, on Tuesday, October 29, 2019, at 5:30 PM, concerning water releases from Jamestown and Pipestem Dams.
Jamestown City council members will be in attendance at this meeting, and Stutsman County Commission members may be in attendance, in a quorum to conduct business.
Valley City (CSi) Valley City officials met Monday morning (Oct 28, 2019) for discussions on the river watch in the city.
City Administrator David Schelkoph says, discussion items included:
On the topic of opening Viking Drive, the city will look at the river flood stage Tuesday, but if the river is below 13.9 feet the Public Works will schedule the removal of the flood wall on Viking Drive, this week. Maybe as early as Tuesday.
The Corps is reducing the flow from the river starting late Sunday. The river will be at 13.5 starting Monday and will stay there for some time. City storm sewer pumps are still in place and monitored by crews 24/7. This will continue until the river gets below 12 feet above flood stage.
Schelkoph says it looks like at least a week of 13+ feet above flood stage. Water levels in upper watershed is still high but constant. Baldhill Creek is still coming down 807 cfs.
On the water pumps throughout the city, he says, at 13+ feet the city needs to monitor the 20+ pumps. The City will monitor the river gage over the next two weeks and start to remove the temporary pumps when the openings into the river begin to clear. This could take as long as 2-3 weeks.
If significant rains happens the city could easily reverse the current status.
Schelkoph recommends before those actions take place, to:
Make sure the lake level is back to normal and he river level is under 12 feet above flood stage.
When these two things happen he recommends to the City Commission inform Barnes County and North Dakota to know the city is no longer facing an emergency.
Valley City (VCSU) Valley City State University is partnering with the Valley City High School junior class to collect donations for “Operation; End Hunger,” Oct. 29 – Nov. 14.
This annual event is organized by Valley City Public Schools and each year grades 7-12 compete to fill a truck with nonperishable and monetary donations, which are then donated to the Barnes County Food Pantry.
VCSU students, staff, and faculty are invited to donate items at designated drop-off locations around campus. Students will also be asked to bring a donation item for admission to the Halloween Dance this week.
The junior class goal is 1,500 items with an overall school goal of 4,000 items to be donated to the food pantry.
Jamestown (uj.edu) University of Jamestown students will be going door to door in Jamestown Tuesday evening between 6-p.m., and 9-p.m., collecting non-perishable food donations, with the annual University of Jamestown Trick-or-Can.
A friendly competition is between student groups to see which one collects the most food donations for local food pantries.
Donations can also be left outside at the door.
Jamestown (CSi) The All Vets Club in Jamestown will host a Veterans and Family PTSD Information Fair on Monday November 4 from 2-p.m., to 6-p.m.
Presentations will include PTSD Family Education, Suicide Prevention Training, and Project New Hope.
There will be other resources on hand for Flu Shots, VA Claims, Blood Pressure Checks, Post 9/11 Veteran Info and more.
The event is free and open to veterans, family members, and the public.

Bismarck (CSi) The State Water Commission has announced the upcoming release of its online flood map data viewer, North Dakota Risk Assessment Mapservice (NDRAM).
NDRAM, a tool designed by the Water Commission and located on the agency’s MapServices, provides a user-friendly format that combines new federal data along with the agency’s existing IT and GIS capabilities.
NDRAM is a collaborative effort with FEMA that utilizes the Water Commission’s existing robust technology and infrastructure. In 2018, FEMA completed a Base Level Engineering (BLE) effort for every county in North Dakota – the first state to do so. The BLE dataset is a quality flood risk assessment that can be enhanced to create engineering models and other flood hazard data.
NDRAM allows users to zoom in and visually display current flood risks, both approximate floodplains from BLE and effective regulatory floodplains from FEMA’s NFIP. This new tool also provides users water surface elevations, flood depths, and the ability to download engineering model data and print customized maps. Another exciting feature of the tool includes real-time weather warning displays across the state, making it especially useful for planning, mitigation, and disaster recovery actions.
State Engineer Garland Erbele, says, “This innovative map viewer is an incredible asset for residents, emergency managers, and community leaders seeking flood risk information. Adding, “NDRAM offers an invaluable service that will help generate informed decisions regarding flood preparedness and will increase public awareness.”
Demonstrations of the viewer will be provided by Water Commission staff at the agency’s booth on Wednesday, October 30 at the Main Street Initiative Summit at the Bismarck Event Center.

FARGO, N.D. (AP) — A Fargo woman wants local police to change the way it handles mental health crisis calls after her adult son was injured by pepper spray.
Stephanie Patel says police went to the group home where her 27-year-old son Tyler Patel lives on Oct. 2 after receiving a 911 call for medical assistance. Police say the situation involving the man escalated to the point where a pepper ball gun was used, striking him in the eye and blinding him.
The mother questions whether that use of force was necessary because police knew her son suffered from a mental illness.
KFGO reports police are reviewing the response. Lt. Chris Helmick says the pepper ball gun is a non-lethal option available to officers for the past two years.
SIOUX FALLS, S.D. (AP) — The U.S. Department of Justice says Sanford Health has agreed to pay more than $20 million to resolve kickback allegations.
The DOJ said Monday the settlement resolves allegations that the Sioux Falls, South Dakota-based health system knowingly submitted false claims to federal health care programs resulting from medically unnecessary spinal surgeries.
The settlement resolves allegations that Sanford knew that one of its top neurosurgeons was improperly receiving kickbacks from his use of implantable devices distributed by his physician-owned distributorship.
Sanford chief operating officer Matt Hocks says the health system denies any liability or wrongdoing. Hocks says Sanford settled because the $20.25 million amount is “far less than the unnecessary costs and operational disruption that would have persisted for multiple years.”
The allegations came in a whistleblower lawsuit filed by two Sanford doctors.
WILLISTON, N.D. (AP) — Police say a Williston woman accused of trying to exact revenge by setting a fire to a mobile home targeted the wrong house.
Authorities say 26-year-old Kassandra Cote thought she was setting fire to the home of someone who had stolen items from a storage unit. Cote’s accused of placing a two-liter bottle of gas outside the home and igniting it Sept. 21.
KFYR-TV reports the fire damaged skirting and plastic trim. The couple who live in the home with their child were not injured.
Cote is charged with endangering by fire and arson. She’s being held on $50,000 bond.
OMAHA, Neb. (AP) — Flooding along the Missouri River has stretched on for seven months in some places and could endure through the winter. That could leave some Upper Midwest farmland and possibly some homes encased in ice.
The icy flooding is possible due to a still-high river, saturated ground, broken levees and a forecast for a wetter-than normal winter. It’s possible some flooding could continue into spring.
In places along the lower Missouri River where levees broke in the spring, large areas of mostly farmland remains underwater. Fixing the broken levees will take several years.
Tom Bullock says there’s no end in sight to flooding in northwestern Missouri, where he is Holt County’s emergency management director.
Roughly 30,000 acres remain underwater in Holt County, and some of that floodwater is likely to freeze in place.

WATERTOWN, S.D. (VCSU) – The Valley City State University women’s basketball team opened up a big first quarter lead Monday night but could not hold it as the Vikings fell in their first road game of the season against Mount Marty College.
The Vikings burst out of the gates with a 23-point first quarter, but Mount Marty took a 31-30 halftime lead and then pulled away in the fourth quarter for a 59-46 victory.
Valley City State drops to 0-1 on the season. Mount Marty improves to 2-0. The game was played in Watertown, S.D., where Mount Marty has a satellite campus.
After falling behind 6-2 early, the Vikings ripped off a 21-8 run over the final 7:10 of the first quarter. Mackenzie Huber scored eight points in the quarter to spark the Vikings to a 23-14 advantage.
Mount Marty outscored the Vikings 17-7 in the second quarter to take a 31-30 halftime lead. The teams played nearly even in the third quarter as Mount Marty held a 44-42 lead entering the fourth quarter. The final period belonged to the Lancers as they pulled away with a 15-2 run en route to the victory.
Valley City State shot 30 percent from the field (17-56) and 92 percent on free throws (11-12). The Vikings made just one 3-pointer, going 1-for-15 from beyond the arc. Mount Marty shot 34 percent overall (23-68), 21 percent on 3’s (6-28) and 54 percent at the line (7-13).
Huber posted 11 points and eight rebounds for VCSU, while Maara Nelso had eight points and 11 rebounds. Adrianna Torres scored seven points and pulled down five rebounds, and both Gabby Martin and Breanna Price had six points.
The Vikings were hampered by 19 turnovers compared to just nine giveaways by the Lancers.
Ali Kuca led Mount Marty with 19 points on five 3-pointers. Karlee McKinney scored 18 points.

NFL…PITTSBURGH (AP) _ The Pittsburgh Steelers are the latest team to hang an “L” on the Miami Dolphins.
James Conner ran for 145 yards and a touchdown, and Mason Rudolph overcame a shaky start to guide the Steelers’ offense to a 27-14 victory over the winless Dolphins. Rudolph completed 20 of 36 passes for 251 yards, including a 45-yard touchdown to rookie Diontae Johnson late in the second quarter and a 26-yard strike to JuJu Smith-Schuster in the third.
Former Dolphin Minkah Fitzpatrick picked off Dolphins quarterback Ryan Fitzpatrick twice and the 3-4 Steelers forced four turnovers in all to avoid an embarrassing loss.
The Dolphins failed to score after building a 14-point lead in the first quarter. Ryan Fitzpatrick passed for 190 yards with two touchdowns and two picks for Miami, which is 0-7 for the first time in eight years.

Broncos QB Flacco to miss game
UNDATED (AP) _ Denver Broncos quarterback Joe Flacco will miss Sunday’s game against the Browns because of a herniated disk in his neck.
Flacco has been sacked 26 times already this season for a league-leading 194 yards after being sacked 16 times in nine games with the Ravens last season.
The injury was announced one day after Flacco ripped Denver’s coaches for their play-calling in their last-minute loss at Indianapolis.
Coach Vic Fangio said backup Brandon Allen will start versus Cleveland.

_ The Cardinals have acquired running back Kenyan Drake from the Dolphins for a conditional sixth-round draft pick in 2020. The 25-year-old Drake gives the Cardinals some depth at the position while starter David Johnson and backup Chase Edmonds deal with injuries.
_ A person with direct knowledge of the deal says the Jets have traded defensive lineman Leonard Williams to the Giants for a third-round draft pick next year and a fifth-rounder in 2021. The sixth overall pick in the 2015 draft has 17 career sacks and none in seven games this season.
_ The Browns have agreed to trade linebacker Genard Avery to the Eagles for an undisclosed 2021 draft pick. Avery was taken by Cleveland in the 2018 draft and started five of his 16 games during his rookie season, but he’s been active for just two games this year.
_ The Chargers fired offensive coordinator Ken Whisenhunt following a 3-5 start to the season. Whisenhunt had been the Chargers’ offensive coordinator since 2016, their last season in San Diego. Kyle Lowry scored 10 of his 26 points in the fourth quarter to help the Raptors stave off an Orlando rally in a 104-95 win over the Magic. Pascal Siakam (see-A’-kam) finished with 24 points for Toronto, which blew a 14-point, fourth-quarter lead before rallying.
Jonathan Isaac scored a career-high 24 points, Evan Fournier had 18 and Markelle Fultz 13 in the Magic’s second consecutive loss.

_ DeMar DeRozan scored 27 points and the Spurs completed a season-opening, 3-0 homestand by topping the Trail Blazers, 113-110. Nationals not sure about Scherzer, Suzuki
WASHINGTON (AP) _ The Washington Nationals remain unsure about the health of pitcher Max Scherzer and catcher Kurt Suzuki heading into Tuesday night’s Game 6 of the World Series against Houston.
Scherzer was scratched from his Game 5 start Sunday night because of nerve irritation near his neck and had a cortisone shot. Scherzer won the opener and hopes to be able to pitch in a Game 7 if the Nationals get that far.
Suzuki missed the last two games after injuring his right hip flexor on Friday.
Houston won three in a row at Washington to take a 3-2 World Series lead.
Stephen Strasburg starts for the Nationals and Justin Verlander for the Astros in Game 6.

UNDATED (AP) _ The Buffalo Sabres picked up a point for the 11th time in their first 13 games of the NHL season, but they had to settle for a shootout loss after wasting an early 2-0 lead.
Nick Schmaltz scored the lone shootout goal while Darcy Kuemper (KEHM’-pur) was stopping Buffalo’s three attempts to give the Coyotes a 3-2 victory. Conor Garland began the Arizona comeback late in the first period and Carl Soderberg tied it with a power-play goal 16:32 into the second.
Jeff Skinner had a goal and an assist to help Buffalo go ahead by two less than 11 ½ minutes into the contest. Jack Eichel (EYE’-kul) also scored for the Sabres, who fell to 9-2-2.
The Coyotes are 7-3-1.

_ J.T. Miller had two goals and the Canucks scored five times in the first period on their way to a 7-2 blowout over the Panthers. Tarasenko out 5 months
UNDATED (AP) — St. Louis Blues forward Vladimir Tarasenko is slated for left shoulder surgery and is expected to be out at least five months.
Tarasenko left last Thursday’s 5-2 win over Los Angeles after getting tangled up with Kings defenseman Sean Walker with late in the first period.
The right wing was off to a good start this season, collecting three goals and 10 points in 10 games. He has scored at least 33 goals each of the last five seasons and provided 11 goals and 17 points during the Blues’ Stanley Cup run last spring.

_ Jets forward Adam Lowry has received a two-game suspension from the NHL for boarding Flames defenseman Oliver Kylington. The infraction came with two seconds left in the second period of the Jets’ 2-1 overtime win over the Flames in Saturday’s outdoor game in Regina (reh-JY’-nah), Saskatchewan. Lowry is considered a repeat offender under the labor agreement will lose about $71,000 in salary.
_ The Red Wings have acquired forward Brendan Perlini from the Blackhawks for blueline prospect Alec Regula. The 23-year-old Perlini has been a healthy scratch for most of this season, appearing in just one game. But he has 45 goals and 27 assists in 200 career appearances with Chicago and Arizona since being taken by the Coyotes with the 12th overall pick in the 2014 NHL draft.
_ The Blue Jackets will spend a few weeks without rookie forward Alexandre Texier and defenseman Ryan Murray due to injuries suffered in Saturday’s loss to the Flyers. Both have been placed on injured reserve.
_ Former New York Rangers forward and “Miracle on Ice” member Mark Pavelich has been found incompetent to stand trial on charges he beat a neighbor with a metal pole. Authorities allege Pavelich attacked his friend after the two returned from fishing in August. A Minnesota judge told the 61-year-old Pavelich a psychologist’s report indicates Pavelich “needs some assistance” to understand the proceedings. The Star Tribune reports the case against Pavelich was suspended as authorities petitioned to have him committed.

Osaka out of WTA Finals with injured right shoulder
SHENZHEN, China (AP) — Naomi Osaka has withdrawn from the WTA Finals because of a right shoulder injury ahead of her scheduled round-robin match against top-ranked Ash Barty.
Alternate Kiki Bertens will take Osaka’s place against Barty later today.
The two-time Grand Slam title winner opened with a 7-6 (1), 4-6, 6-4 win over Petra Kvitova in the Red Group.
Barty opened the round-robin stage with a 5-7, 6-1, 6-2 win over Belinda Bencic.
As an alternate, Bertens is eligible to advance to the semifinals, which is determined by match wins.

Ex-Michigan State president to stand trial; trustee quits
LANSING, Mich. (AP) _ A judge has ordered former Michigan State University President Lou Ann Simon to stand trial on charges that she lied to police about her knowledge of a sexual misconduct complaint against now-imprisoned sports doctor Larry Nassar. The ruling came the same day the school revealed that a trustee resigned Saturday. The trustee stepped down over the governing board’s decision last month to drop an independent review of Nassar’s assaults, despite having unanimously voted for the probe in June.

Tokyo officials feud with IOC over Olympic marathon switch
TOKYO (AP) — Tokyo city officials are in a public feud with the International Olympic Committee over IOC plans — made without consulting the city or local organizers — to move next year’s Tokyo Olympic marathons 800 kilometers (500 miles) north to Sapporo to avoid the capital’s summer heat.
The abrupt decision to shift the marathons and race walks was announced almost two weeks ago by the IOC.
Tokyo’s governor is angry about it. Her allies say no change is needed and have raised questions about who will pay if the move goes through, and have not ruled out a lawsuit to recover damages.
Members of the governor’s political party in the metropolitan legislature, told a news conference today that moving the marathon would cost at least $34 billion yen, about $310 million.

WASHINGTON (AP) — An Army colonel at the National Security Council says he raised concerns twice over the Trump administration’s effort to have Ukraine investigate Democrats.
Lt. Col. Alexander Vindman is set to appear Tuesday before House investigators in the impeachment inquiry into President Donald Trump’s actions.
In prepared testimony, Vindman says he first reported his concerns after a July 10 meeting in which a U.S. ambassador, Gordon Sondland, stressed the importance of having Ukraine investigate the 2016 election as well as a company linked to the family of 2020 Democratic presidential candidate Joe Biden.
Vindman says he and others listened in the Situation Room as Trump spoke with Ukraine’s president on July 25 and pushed for investigations. In his prepared testimony, Vindman says he reported his concerns to the NSC’s lead counsel.
WASHINGTON (AP) — President Donald Trump is suggesting House Democrats’ impeachment probe contributed to his decision to withhold notice to congressional leaders before Saturday’s raid on Islamic State leader Abu Bakr al-Baghdadi.
Trump told reporters Monday he didn’t inform the so-called “Gang of Eight” because “Adam Schiff is the biggest leaker in Washington.”
The group includes the top Democrat and Republican in both chambers and the chairs and ranking members of the intelligence committees.
Schiff, the Democratic chairing the House intelligence committee, is playing a central role in the impeachment inquiry.
House Speaker Nancy Pelosi wasn’t informed of the raid and called Sunday for a briefing for top congressional leadership.
Trump’s decision not to inform leaders is the latest example of the Trump White House keeping Congress in the dark on foreign policy.
BAGHDAD (AP) — An Iraqi security official says 18 people have been killed and hundreds wounded in an attack against protesters in Iraq’s Shiite holy city of Karbala.
The official says the attack happened early on Tuesday, as Iraqis took to the streets for a fifth consecutive day, protesting their government’s corruption, lack of services and other grievances.
An eyewitness says dozens of protesters were in a tent encampment they had erected in a city square when live bullets were fired toward the protesters from a passing car.
The witness says masked gunmen in black plainclothes arrived then and started shooting at the protesters. He spoke on condition of anonymity, fearing for his safety.
Karbala, as other cities in Iraq’s predominantly southern region, has been gripped by a wave of deadly anti-government protests.
LONDON (AP) — The leader of Britain’s opposition Labour Party has told fellow lawmakers that he’ll back an early election now that the prospect that the country could crash out of the European Union without a deal has been taken off the table.
Jeremy Corbyn’s remarks Tuesday come only hours before Conservative British Prime Minister Boris Johnson was set to once again ask lawmakers to approve an early election — on Dec. 12 — saying voters must have the chance to break the Brexit deadlock in Parliament.
Corbyn’s comments come as other opposition parties, the Liberal Democrats and Scottish National Party, had proposed an even earlier election date of Dec. 9 in hopes that there wouldn’t be enough time for Johnson’s government to push through its Brexit bill before Parliament is suspended ahead of the election.
They did not want Johnson to campaign on his crowning achievement of having gotten the country out of the 28-nation bloc.
SANTIAGO, Chile (AP) — It’s not about a 4-cent hike in subway prices.
The decision to add 30 pesos to the cost of a ticket on Latin America’s most modern public transportation system this month drew little attention inside or outside Chile, at first. People quietly fumed. A week later, high-school students launched four days of turnstile-jumping protests. Crowds of angry youths built up inside metro stations.
With no warning, on the afternoon of Oct. 18, they set fire to stations, then trains. Then grocery and department stores went up in flames. But instead of blaming the protesters, Chileans used social media to call for protests against years of mismanagement.
Santiago exploded into a week street protests that culminated Friday with more than a million people gathering in the capital and other major cities.
