Jamestown  (CSi)    The Jamestown City Council met in Special Session Wednesday, at City Hall.  All members were present.

Mayor Heinrich’s opening statement said, the actions of the Frontier Village Board is an embarrassment to themselves and the Jamestown Community.

He added that with leadership comes responsibility, and that the board has a “sacred trust,” to preserve the community’s heritage.  He said the recent actions by the board does not meet those standards, and asked the FVA to “Please stop now,” in “acting out.”

Heinrich said he has been in contact with the Perham, Minnesota  City Manager, and expressed his sincere apologies to the city and its historic village, and said no artifacts from Frontier Village have been moved to the Perham location.

At Public Input Session was held regarding Frontier Village, several comments were made.

David Smette said 11 years ago he was chairman of the Tourism Committee, saying at that time he saw a lack of management of Frontier Village and that there was mismanagement of the Village.

He said since that time there has been no improvements, no upgrades and no vision.

Others speaking hoped that an arrangement can be worked out.

John Liechty of Jamestown indicated that his late wife, Fern donated dolls to the Village.

Nancy Kuykendall added that she and her husband came to Jamestown from out of state, and said that losing Frontier Village is “Giving away the Riches,” of the Community.

A young person said she goes to the Frontier Village every year, and wants the Village to stay.

Others indicated a community drive to raise dollars.

Clarice Liechty asked about the background of the turn of events that led to the divisions between the board and the city.

Beth Dewald said she served on the Tourism Board, which tried to assist the Village with grants, to provide sustainability, and tried to work with the Village to enable improvements, but “ran up against roadblocks.”

Karen George, who operates the stagecoach said she is not happy with the FVA board operations, and actions toward the employees there.

A Volunteer at Frontier Village said the current situation is a good opportunity to “clean house,” and to give individuals in the community the opportunity to “move on.”

Mayor Heinrich said he wants to hear from the board that it will turn over artifacts to the donors.

He added that any talk about Frontier Village “going away,” did not come from city official actions.

Other speakers said the Frontier Village Board’s actions come from ‘spite.’

National Buffalo Museum Director, Ilana Xinos pointed out that those who donated or loaned items to Frontier Village should check to see if they have paperwork, concerning the donation or loan between themselves and Frontier Village.

From the City Council, Steve Brubakken said the City Council favors keeping  Frontier Village.

Gale Martin asked why no one was in attendance from the Frontier Village Board at Wednesday’s City Council meeting.  She wants to know if the city can issue a cease and desist order against the FVA in moving out items, until “calmer heads prevail.”

Mayor Heinrich is hopeful the FVA Board is listening to speakers at  Wednesday’s City Council meeting that the community wants Frontier Village to stay in Jamestown.

He said several legal questions need to answered. He added that the City Council will act on a recommendation from the Legal and Finance Committee to accept requests for proposals from those interested in operating Frontier Village.

Barb Lang referred the city to the North Dakota Secretary of State’s Office, regarding dissolving a non-profit corporation, along with the proper procedures for changing by-laws, which the FVA Board has indicated it did.

Tourism Board, President, Matthew Woods said the city is taking action, that something needs to be changed, and the process “needs to play out.”  Adding that Frontier Village will continue to exist, but likely not in its present form.

City Fire Chief Jim Reuther said the city fire truck, registered to the city was retrieved from the Frontier Village ‘Fire Dept,’ building, Wednesday along with artifacts that belong to the City Fire Department, indicating its history.

Tourism Director Searle Swedlund said the speakers Wednesday have a passion for the past, adding the City Council has and is taken action to keep Frontier Village open.

Following the Public Input Session, a Resolution of Support for the continuation of Frontier Village was unanimously passed, and asked the Frontier Village Board to pledge to do no harm and return assets at the Village to the City of Jamestown.

The meeting was shown live on CSi Cable 67 followed by replays.

Earlier Wednesday, members of the Jamestown Fire Department were observed by CSiNewsNow removing the Fire Truck and other items from the Frontier Village “Fire Dept” display building.

Tuesday Jamestown Tourism director Searle Swedlund released information that the FVA was removing some of the items in Frontier Village.

City Attorney Leo Ryan said the city does not have standing in acting on behalf of individuals who have donated items, and getting them back from the Frontier Village.

The meeting was shown live on CSi Cable 67 followed by replays on 67 and at CSi 10 The Replay Channel, and Facebook.

BISMARCK, N.D. (AP) — The U.S. surgeon general is urging teens in North Dakota not to get caught up in addicting e-cigarettes.

Surgeon General Jerome Adams visited Legacy High School in Bismarck Wednesday where he spoke to about 500 students from across the region about the dangers of vaping. Adams told the teens it can affect learning, attention and memory and that the amount of nicotine in one Juul pod equals the amount in a pack of cigarettes.

KXMB-TV reports the “nation’s doctor” says he plans to work toward more restrictions on e-cigarettes, making it more difficult for underage children to buy them. Adams is the 20th surgeon general of the U.S. and took office in September 2017.

BISMARCK, N.D. (AP) — The Keystone pipeline has leaked an unknown quantity of oil in northeastern North Dakota.

State Environmental Quality Chief Dave Glatt tells The Associated Press that regulators were notified late Tuesday night of the leak near Edinburg, in Walsh County.

Glatt says pipeline owner TC Energy shut down the pipeline after the leak was detected. He says the cause and the size of the spill are under investigation.

The Calgary, Alberta-based company did not immediately respond to telephone messages.

Glatt says state regulators were expected to be on scene Wednesday afternoon. He says some wetlands appear to be affected, but not any sources of drinking water.

The Keystone pipeline is part of a 2,687-mile system that also is to include the proposed Keystone XL pipeline.

BISMARCK, N.D. (AP) — The North Dakota auditor is retracting an audit critical of the city of Williston after officials provided more information to the state.

Auditor Josh Gallion issued the audit report Monday but retracted it late Tuesday.

Gallion says the audit “highlighted several areas of concern,” including a violation of the state’s open meetings law and $92 million in airport contracts that were not disclosed in financial statements.

Gallion says the city auditor signed off on the report last week. But Gallion says the city has now provided more information for review.

Gallion says auditors are reviewing the new information and will issue a revised audit later.

WORLD SERIES

Nationals win first World Series

HOUSTON (AP) _ Washington has a World Series championship for the first time since the 1924 Senators beat the New York Giants.

Anthony Rendon (rehn-DOHN’) and Howie Kendrick belted huge home runs in the seventh inning as the Nationals rallied to take Game 7, 6-2 over the Astros in Houston. Winning pitcher Patrick Corbin gave the Nats three solid innings of shutout relief to close out a series in which the road team won every game.

Astros starter Zack Greinke (GREHN’-kee) cruised through the first 6 1/3 innings, allowing just one hit and one walk until the dam burst. Rendon belted a solo homer got the Nationals within 2-1 before Howie Kendrick slammed a two-run blast off reliever Will Harris two batters later.

It was yet another big postseason hit for Kendrick, who was the MVP of the NL Championship Series after slamming a tiebreaking grand slam in extra innings to give the Nats the fifth and deciding game of the division series against the Dodgers.

Juan Soto doubled Washington’s lead with an RBI single in the eighth, one inning before Adam Eaton’s two-run single put the Nats in complete control.

Houston managed just two of their nine hits after Washington starter Max Scherzer left the game. Scherzer needed 103 pitches to complete his five innings of work, yielding seven hits and four walks but just two runs. The three-time Cy Young Award winner made a quick recovery after being scratched from Game 5 due to a nerve irritation near his neck.

It’s the first World Series crown for the Nationals in franchise history, including their time as the Montreal Expos from 1969 through 2004. The Nats had never won a playoff series before this year. Their playoff run occurred despite a 19-31 start to the campaign.

Yuli Gurriel (YOO’-lee gur-ee-EHL’) hit a solo homer for the Astros, who were seeking their second championship in three seasons.

Stephen Strasburg was named the MVP of the series after going 2-0 with a 2.51 ERA. Strasburg was outstanding in helping the Nationals win Game 6 and extending the Fall Classic to the limit.

According to a police affidavit, Hamilton’s daughter told Keller police that he went on a rampage Sept. 30th. She says she made a comment to Hamilton that upset him, so he threw a full bottle overhand at her, hitting her in the chest, then began cursing and shouting at her.

Hamilton played for the Rangers, Reds and Angels.

In world and national news…

WASHINGTON (AP) — House investigators expect to hear from the man who until recently was President Donald Trump’s top adviser for Russian and European affairs.

Tim Morrison had been with the National Security Council until leaving his post the day before his scheduled testimony in the House impeachment inquiry.

Morrison is expected to be asked Thursday to explain that “sinking feeling” he described to a colleague when Trump demanded that Ukraine investigate Joe Biden and meddling in the 2016 election.

He was brought on board to address arms control matters and shifted into advising on Russia and Europe. In that role he stepped into the thick of an in-house squabble about the activities of Trump’s personal attorney, Rudy Giuliani, who had been conversing with Ukrainian leaders outside of traditional U.S. diplomatic circles.

WASHINGTON (AP) — House Democrats and Republicans alike are rounding up votes on the ground rules for considering the impeachment of President Donald Trump.

A near party-line vote is expected Thursday on the eight pages of procedures, which are certain to be passed in the Democratic-controlled House. While Republicans say the process has been secretive and tilted against them, Democrats counter that their plan follows impeachment efforts in the past.

The investigation is focused on Trump’s efforts to push Ukraine to investigate his Democratic political opponents by withholding military aid and an Oval Office meeting craved by the country’s new president.

It is likely to take weeks or more before House lawmakers vote on whether to impeach Trump. If they do impeach, the Senate would decide whether to remove Trump from office.

SIMI VALLEY, Calif. (AP) — Santa Ana winds are expected to linger for a final day after driving more than a dozen wildfires through California, sending thousands fleeing and burning nearly up to the walls of the Ronald Reagan Presidential Library.

Firefighters managed to tamp down or at least partially corral fires that for the past few days surged through tinder-dry brush in both the north and south, destroying dozens of homes.

But much of Los Angeles and Ventura counties remain under a National Weather Service red flag warning of extreme fire danger through Thursday evening because of bone-dry humidity and the chance of winds gusting to 70 mph (112 kph) in the mountains.

Fire crews worked through the night to make sure a fire that burned dangerously near the Reagan library Wednesday and prompted thousands to flee doesn’t re-erupt.

MULTAN, Pakistan (AP) — A Pakistani official says the death toll from a horrific train fire that broke out after a cooking gas stove used by passengers for cooking breakfast exploded has risen further to 71.

Kaleem Ullah, an official with the district emergency services, says another 43 people are injured, with 11 still in critical condition following the blaze on the train traveling in eastern Punjab province on Thursday morning.

Survivors said it took the train nearly 20 minutes to come to a halt after the fire broke out and passengers began screaming for help. Some pulled at emergency cords that weave through the train to notify the conductor.

Thursday’s tragedy underscores how Pakistan’s dilapidated train system is badly in need of repairs and maintenance.

MILAN (AP) — The boards of Fiat Chrysler and PSA Peugeot have approved merging the two companies to create the world’s fourth-largest automaker with a value of about $50 billion.

The formal announcement that the companies have agreed “to work towards a full combination of their respective entities by way of a 50/50 merger” came early Thursday.

The combined companies will be able to share in the cost of developing electric and autonomous vehicles. They’ll also share vehicle technology and save money with greater purchasing power.

The merger decision comes about five months after a similar deal with French automaker Renault fell apart.
