Valley City (CSi) The Barnes County Sheriff’s Office reports a shooting took place early Friday morning, in the Fingal area.
The news release from Sheriff McClaflin states:
“In the early morning hours of 11/01/2019 the Barnes County Sheriff’s Office responded to a 19-year-old female who had received a non-life-threatening gunshot wound. This incident occurred in the Fingal area and the female was brought to Mercy Hospital by friends and family.
This incident is still under investigation by the Barnes County Sheriff’s Office. An arrest was made at the residence (on an outstanding warrant) however this arrest is not related to the shooting.”
Jamestown (CSi) Jamestown Public Works reports, that Due to the current high water flows, residents that live west of the James River and north of Klaus park should plug their basement sewer drains.
The City Sewer Department would like to remind residents to run sump pump water into the storm drain system by placing sump pump hoses out to the curb.
The City of Jamestown Municipal Code states as follows:
Sec. 30-36. – Draining rain, surface or ground water into sewers prohibited.
No person shall permit rain, surface or ground waters to be carried into the sewer system.
Rain water leaders shall not be connected with or run into the sewer system.
(b) Drain tile, sump pumps or other systems designed to eliminate the accumulation of seepage or other ground waters shall not be connected with or run into the sewer system.

Carrington (Foster Co. Sheriff’s Office, Facebook Page) On October 30, 2019 the Carrington Police Department, Stutsman County Narcotics Taskforce, ND Parole & Probation, and Foster County Sheriff’s Office conducted a search at 756 6th Street North in Carrington. Four arrests were made at the residence as a result of the search. They were transported to the Stutsman County Jail and have been charged with the following:
Brian Wagner- Possession of drug paraphernalia (methamphetamine), possession of a controlled substance (methamphetamine), maintaining a dwelling which is resorted to by person using a controlled substance.
Tyler Hahn- Possession of drug paraphernalia to package, repackage, and/or store Methamphetamine.
Jeffrey Hulbert- Possession of a controlled substance (methamphetamine).
Yvette Howell- Possession of drug paraphernalia (methamphetamine).
CARRINGTON, N.D. (AP) — Authorities in North Dakota are reminding people it’s illegal to hunt on property without the owner’s permission.
The Foster County Sheriff’s Department says it arrested six out-of-state hunters on Oct. 28 for hunting in an unharvested cornfield without permission from the owner.
KVLY reports North Dakota law says illegally hunting on land without permission is a class B misdemeanor.
Hazelton (NDHP) The North Dakota Highway Patrol reports, a semi pulling a cattle trailer, rolled over on Wednesday about 2-p.m., on Highway 83 at mile maker 41.5 at Hazelton.
A Freightliner truck transporting cattle driven by 20 year old Trajan Jangula of Bismarck, was traveling southbound on US Highway 83. The truck slowed to make a left turn into the Cenex gas station in Hazelton, ND. As the vehicle began to turn, the weight of the cattle shifted. The vehicle overturned onto its right side where it came to rest on the approach and partially in the ditch. The trailer was loaded with approximately 75 head of cattle. Several cattle were killed during the crash and several more were later euthanized due to their injuries.
Jangula was not injured. He was not wearing a seat belt.
This crash remains under investigation by the North Dakota Highway Patrol.
Dickinson (CSi) The Economic Development Association of North Dakota announced the 2019 Governor’s Choice Economic Development Award winners Tuesday, October 22nd, at their annual conference in Dickinson
The Director of Development for the Valley City Barnes County Development Corporation, Jennifer Feist, received Economic Developer of the Year. Jennifer, has been serving as the Corporation’s Director for 32 years, told the audience she was honored with the recognition and thanked the Board of Directors and her staff for their support.
She said, “We have an outstanding team of people who are fully engaged that make economic development success possible.” She also thanked the community, City and County Commissions, and friends and family for their support.
The Governor’s Choice Award is given to an individual who has made a significant contribution that will leave a lasting impact on the economic health of his/her community or region, thus increasing the quality of life for residents.
The Economic Development Corporation also received a second award- The Project of the Year. Mayor Dave Carlsrud, Past Board President JoAnn Hooper, President Elect Mary Lee Nielson and Work Force Development Coordinator Trinity Potts were on hand with Jennifer to receive the Governor’s Choice Award along with family and friends. The project included John Deere Seeding Group and I-94 Regional Development Corridor.
BISMARCK, N.D. (AP) — North Dakota regulators say the Keystone pipeline leaked more than 383,000 gallons (1.4 million liters) of oil in the northeastern part of the state.
Calgary-based TC Energy says in a statement that the pipeline leak affected about 22,500 square feet (2090.3 sq. meters) of land near Edinburg, in Walsh County.
The company says the spill has been contained and its cause is unknown.
North Dakota regulators were notified late Tuesday night of the leak. They say some wetlands were affected, but not any sources of drinking water.
Water Quality Division Director Karl Rockeman says the pipeline has been shut down since the leak.
The Keystone pipeline is part of a 2,687-mile (4,324 kilometer) system that also is to include the proposed Keystone XL pipeline.
Gov. Doug Burgum received an update Thursday from TC Energy President and CEO Russell Girling regarding efforts to clean up oil that leaked from the company’s Keystone pipeline in northeast North Dakota.
Burgum says, “We’ve received assurance from TC Energy that it will continue to work in full cooperation with the NDDEQ to clean up and remediate the site as thoroughly and quickly as possible. Burgum said after the phone call with Girling, other TC Energy representatives and DEQ Director Dave Glatt.
He added, “We also urged the company to review its pipeline inspection and monitoring programs to ensure pipeline integrity. The health and safety of our citizens will remain our top priority throughout this process.”
Burgum also encouraged Girling and TC Energy to join the Intelligent Pipeline Integrity Program (iPIPE). The industry-led consortium works together on developing and demonstrating emerging technologies to prevent and detect pipeline leaks. It was formed in response to a challenge Burgum made to industry in May 2017 to work toward eliminating pipeline leaks by thinking outside the box and applying new technology.
BISMARCK, N.D. (AP) — North Dakota officials say an oil pipeline leak has affected pastureland in McKenzie County.
The North Dakota Department of Environmental Quality says the spill resulted from a pipeline leak on a well pad north of Alexander. The above-ground pipeline is operated by New Horizon Resources LLC.
The leak happened Thursday and was reported that day.
Initial reports estimate about 8,400 gallons of oil were released.
State inspectors will monitor the investigation and remediation.
BISMARCK, N.D. (AP) — The North Dakota Water Commission has unveiled a new interactive mapping tool that provides information on potential flooding in the state.
State risk map coordinator Laura Horner says the map shows where flooding might occur and to what extent it could happen in various scenarios.
The Bismarck Tribune reports that the North Dakota Risk Assessment Mapservice was on display Wednesday at the Bismarck Event Center.
The tool is intended to help people make informed decisions about flood protection and provide resources to community leaders who want to keep citizens safe.
It uses base level engineering that combines elevation data with advancements in modeling technology.
The state partnered with the Federal Emergency Management Agency for the project.
OMAHA, Neb. (AP) — An October survey of business supply managers suggests a bump occurred in economic growth for nine Midwest and Plains states, according to a report released Friday.
The Mid-America Business Conditions index rebounded to 52.6, compared with 49.1 in September, the report said. The August figure was 49.3.
“For 2019, the Mid-America economy has been expanding at a pace well below that of the nation,” said Creighton University economist Ernie Goss, who oversees the survey.
“The trade war and the global economic slowdown have cut regional growth to approximately one-half that of the U.S. October’s survey results indicate that regional growth is likely to bottom at positive, but slow rate, in (the) fourth quarter of this year,” he said.
The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth. A score below that suggests decline. The survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

Dylan Haney (JR/Brandon, Manitoba) became the first University of Jamestown hockey player with four goals in a game as the Jimmies defeated Grand Canyon (Ariz.) University 5-0 Thursday night at Wilson Arena.
Haney and Michael Pruss (SR/Red Deer, Alberta) scored two minutes and nineteen seconds apart in the first period to give UJ a 2-0 lead.
Jamestown doubled their lead in the second period with Haney scoring at 9:39 and 19:38 of the period.
Haney capped off the scoring with his fourth of the night at 12:29 of the third.
Kyle Baron (SR/Abbotsford, British Columbia), Trevor Okino (SR/Richmond, British Columbia), and Allan Pruss (SR/Red Deer, Alberta) each had a pair of assists while Tyler Chavez-Leech (JR/Red Deer, Alberta), Cole McKechney (SR/Calgary, Alberta), Bryan Kromm (SR/Stockton, Calif.), and Aidan Potas (FR/Fargo, N.D.) also were credited with helpers.

SEWARD, Neb (uj.edu) .– The eighth-ranked University of Jamestown trailed two sets to one Thursday evening against No. 17 Concordia (Neb.) University, but rallied for wins in sets four and five to defeat the Bulldogs in Great Plains Athletic Conference action.
Jamestown (23-4, 11-2 GPAC) is at No. 24 Midland (Neb.) University on Friday.
Corina Ruud (JR/Breezy Point, Minn.) led the Jimmies with 13 kills, followed by Britta Knudson (SR/Bismarck, N.D.) and Taylor Sabinash (SO/Kensal, N.D.) with nine each. Isabel Wedell (SR/Ellendale, N.D.) finished with eight.
Sabinash (.389), Knudson (.364), and Ruud (.360) combined for 31 of UJ’s 48 kills and made just seven attack errors in 65 attempts.

Garoppolo throws 4 TD passes, 49ers beat Cardinals 28-25
GLENDALE, Ariz. (AP) — Jimmy Garoppolo threw for 317 yards and four touchdowns and the San Francisco 49ers reach the halfway point of their season undefeated, beating the Arizona Cardinals 28-25 Thursday night.
San Francisco, now 8-0, fell behind 7-0, but responded with three touchdowns — including one as time expired in the second quarter after Cardinals coach Kliff Kingsbury called a timeout and gave the 49ers a second chance on fourth down — to take a 21-7 halftime lead.
The 49ers were in control until about five minutes left in the fourth quarter, when Andy Isabella caught a short pass and sprinted 88 yards to help the Cardinals pull to 28-25.
But the 49ers were able to run out the clock on their ensuing offensive drive to end Arizona’s comeback.
Arizona (3-5-1) lost its second straight game. Rookie quarterback Kyler Murray threw for 241 yards and two touchdowns.

Redskins’ Williams reveals cancer scare, explains holdout
UNDATED (AP) — Washington Redskins tackle Trent Williams revealed a cancer diagnosis that played a part in his lengthy holdout and distrust of the team’s medical staff and the organization.
Williams says he told the team of the medical issue six years ago, and the growth on his head grew substantially over time. In an almost 20-minute meeting with reporters Thursday, the 31-year-old said he had a tumor removed from his skull and needs to get checked out every six months to make sure he’s OK.
The seven-time Pro Bowl selection had three surgeries during the offseason to remove the tumor and remained away from the team during that time. Williams said it got pretty serious and he was “told some scary things” by doctors that changed his outlook on life.
Williams also expressed dissatisfaction with his contract that runs through 2020 without guaranteed dollars. Despite returning, he would not commit to playing again for the organization that drafted him fourth overall in 2010.

_ Pittsburgh Steelers linebacker Anthony Chickillo is back at practice after being taken off the commissioner’s exempt list. The league made the move on Thursday, one day after misdemeanor chargers were withdrawn against Chickillo stemming from an incident with his girlfriend at a western Pennsylvania resort earlier this month. He had been charged with simple assault, criminal mischief and harassment.
_ Broncos offensive coordinator Rich Scangarello dismissed criticism from quarterback Joe Flacco as comments made in the heat of the moment. Flacco ripped his coaches for conservative play-calling in Denver’s last-minute loss at Indianapolis last weekend, a day before he was sidelined with a neck injury.
_ New York Jets rookie Blake Cashman will miss the rest of the season because of a shoulder injury. The fifth-round pick out of Minnesota suffered a torn labrum during practice Wednesday.

UNDATED (AP) _ Kendrick Nunn scored a career-high 28 points to add to his record-setting start and Miami beat Atlanta 106-97 Thursday night, giving the Heat two wins over the Hawks in three days
Nunn’s 112 points are the highest total through. the first five games for any undrafted player in NBA history. Connie Hawkins of the Phoenix Suns scored 105 points in his first five games of the 1969-70 season.
Nunn, a 6-foot-2 guard from Oakland University in Michigan, scored 14 points in the third quarter. He began his career with 24 points against Memphis on Oct. 23, and he has kept shooting. He has scored at least 24 points three times in Miami’s first five games.

_ Jahlil Okafor scored 26 points, Brandon Ingram added 25 and the New Orleans Pelicans beat the Denver Nuggets 122-107 for their first victory in five games this season. NEW YORK (AP) — Philadelphia center Joel Embiid and Minnesota center Karl-Anthony Towns have each been suspended two games without pay for an on-court altercation and continued escalation.
Kiki VanDeWeghe, the NBA’s executive vice president of basketball operations, announced the suspensions Thursday, a day after the undefeated 76ers’ 117-95 home victory over the Timberwolves.
The star players were ejected after tangling with 6:42 left in the third quarter and the 76ers ahead 75-55. Embiid shoved Towns, who answered with a punch that missed as both men fell to the floor. Philadelphia’s Ben Simmons jumped in and forcefully held Towns down as other players and coaches ran onto the court.
They were ejected after a video review.

UNDATED (AP) — Matthew Tkachuk (kah-CHUHK’) tied the game in the final minute of regulation and scored the winning goal with just over a second left in overtime on a nifty shot between his legs, leading the Calgary Flames to a 6-5 win over the Nashville Predators Thursday night.
Calgary rallied from a three-goal deficit and ended Nashville’s four-game winning streak.
On the winner, Tkachuk skated in front of the net against two Nashville defenders, let the puck slip between his legs and flipped a shot that beat Predators goalie Pekka Rinne high to the stick side with 1.4 seconds left in overtime.
Derek Ryan, Rasmus Andersson, Elias Lindholm and Alan Quine also scored for the Flames.

Kansas City Royals hire Mike Matheny as manager
UNDATED (AP) — The Kansas City Royals have hired Mike Matheny (muh-THEE’-nee) as manager.
The 49-year-old Matheny was manager of the cross-state St. Louis Cardinals from 2012-18, going 591-474 and becoming the first manager to reach the postseason his first four seasons. The Cardinals reached the World Series in 2013, losing to the Boston Red Sox.
Matheny was fired in July 2018 with the Cardinals 7½ games out of the NL Central race at the time. He was hired last November by the Royals as a special adviser for player development, putting him in place to succeed retiring Royals manager Ned Yost.

_ Jayce Tingler was presented as San Diego’s manager and he was wearing the club’s classic brown jersey, which is expected to return next season. The 38-year-old is a first-time big league manager and takes over a team that last had a winning record in 2010.
_The Cleveland Indians officially exercised starter Corey Kluber’s $17.5 million contract option for next season. The two-time Cy Young winner didn’t pitch for the Indians after May 1. That’s when the right-hander sustained a broken arm when he was hit by a comebacker.
_ The Chicago White Sox have traded catcher Welington Castillo and an international signing bonus pool slot to the Texas Rangers for minor league infielder and outfielder Jonah McReynolds. The 32-year-old Castillo batted .209 over 72 games last season.
_ Oakland reliever Yusmeiro Petit had his $5.5 million contract option for the 2020 season exercised by the Athletics. The A’s declined their half of a $5.75 million mutual option on left-handed pitcher Jake Diekman, who came to Oakland in a trade from Kansas City on July 27 and went 1-1 with a 4.43 ERA in 28 outings for Oakland after beginning 0-6 with the Royals.
— The New York Yankees have declined their 2020 option for Edwin Encarnación (ehn-kar-nah-see-OHN’), making the veteran slugger a free agent. Encarnación was due $25 million in 2020. The Yankees acquired the three-time All-Star from Seattle in June for $5 million to bolster a lineup sapped by injuries.
— The Philadelphia Phillies have hired former Cincinnati Reds manager Bryan Price as their pitching coach. Price joins new manager Joe Girardi’s staff after going 279-387 with Cincinnati over parts of five seasons from 2014-18. He previously was pitching coach for the Reds, Diamondbacks and Mariners.
— The Arizona Diamondbacks have declined the 2020 options for second baseman Wilmer Flores and left-handed pitcher T.J. McFarland. The 28-year-old Flores hit a career-high .317 with nine homers in 89 games during his only season with the D-backs. Flores was due to make $6 million in 2020 but instead will get a $500,000 buyout. The 30-year-old McFarland pitched the past three seasons for the D-backs and threw in 51 games with a 4.82 ERA in 2019. He was due $1.85 million in 2020.

Police say missing Alabama college student was harmed
BIRMINGHAM, Ala. (AP) — Evidence shows a missing college student was harmed and is now considered a victim of foul play, police said Thursday as her mother and stepfather, who’s an Ultimate Fighting Championship heavyweight, pleaded for information.
Speaking in an interview with WBRC-TV, Angela Harris said “there has to be someone who knows” what happened to Aniah Haley Blanchard, 19, of suburban Birmingham.
Husband Walt Harris, who fights with the mixed martial arts fighting organization, said relatives don’t understand what might have happened to the college student. The Southern Union State Community College student was last seen Oct. 24. Police later found her damaged car in Montgomery, about 55 miles away.

Scottie Scheffler leads PGA Tour’s Bermuda Championship
SOUTHAMPTON, Bermuda (AP) — Scottie Scheffler closed with a bogey for a 9-under 62 and a one-stroke lead Thursday after the first round of the PGA Tour’s inaugural Bermuda Championship.
Scheffler played his opening nine at Port Royal Golf Club in 6-under 29, making an eagle on the par-5 17th. He added birdies on Nos. 2, 4, 6 and 7 before dropping the stroke on the par-4 ninth.
The 23-year-old former University of Texas player won twice last year on the Korn Ferry Tour and earned fully exempt PGA Tour status.

WASHINGTON (AP) — Former National Security Adviser John Bolton is not agreeing to a voluntarily interview in the impeachment inquiry against President Donald Trump.
The House committees leading the impeachment investigation have asked Bolton to appear behind closed doors next week. But Bolton’s lawyer, Charles Cooper, says Bolton will not appear without a subpoena.
Democrats have issued subpoenas to several other witnesses who ended up testifying.
Lawmakers want to hear from Bolton after other witnesses told them of his concerns with Trump’s dealings in Ukraine and the backchannel activities of Rudy Giuliani, Trump’s personal lawyer.
Trump ousted Bolton as national security adviser in September.
WASHINGTON (AP) — The head of United States Central Command says Islamic State leader Abu Bakr al-Baghdadi was buried at sea after a weekend raid on his compound.
Gen. Frank McKenzie told reporters Wednesday that al-Baghdadi died after he exploded a suicide vest just before U.S. troops were going to capture him.
McKenzie says two children were killed in the explosion set off by the Islamic State leader.
The U.S. said earlier that three children were killed.
U.S. forces raided the compound in northwestern Syria on Saturday. There were no U.S. casualties.
SAN FRANCISCO (AP) — Twitter is banning all political advertising from its service, saying social media companies give advertisers an unfair advantage in proliferating highly targeted, misleading messages.
Facebook has taken fire since it disclosed earlier in October that it will not fact-check ads by politicians or their campaigns, which could allow them to lie freely. CEO Mark Zuckerberg told Congress last week that politicians have the right to free speech on Facebook.
Twitter CEO Jack Dorsey tweeted the change Wednesday, saying the company is recognizing that advertising on social media offers an unfair level of targeting compared to other mediums.
The majority of money spent on political advertising in the U.S. goes to television ads.
Twitter’s policy will start on November 22.
WASHINGTON (AP) — President Donald Trump’s nominee to be ambassador to Russia faced questions about election interference and the ouster of the U.S. ambassador to Ukraine at his Senate confirmation hearing.
Deputy Secretary of State John Sullivan was the official who told Ambassador Marie Yovanovitch she was being recalled early from the Ukraine post. Her ouster is now central to the impeachment inquiry.
Sullivan said at his confirmation hearing Wednesday that he was told only that she had lost the confidence of the president. He said he was given no other explanation.
He told the committee that if confirmed he would be “relentless” in confronting Russia over its election interference and hostile moves against neighbors such as Georgia and Ukraine.
Sullivan is the second highest ranking official at the State Department.
