Jamestown (USACE) The U.S. Army Corps of Engineers has decided to delay the ramping down of the combined releases from Jamestown and Pipestem Dams, now to start on Nov 10 or 11.
Jamestown Mayor Dwaine Heinrich on Monday’s Wayne Byers Show on CSi Cable 2, said the Corps notified him and other city officials that the ramping down of the combined releases of 2400 cfs, is because the anticipated freeze up date has been moved from Nov 11, to November 19.
He said the releases will be incrementally ramped DOWN by 100 cfs per day from both dams, until a release of 1400 cfs is reached by freeze up.
The release for winter flow under the ice cover is still expected to be 800 cfs.

Omaha, Neb (USACE) – Previously announced decreases to releases from Jamestown and Pipestem Dams have been delayed. Additional data and updated air temperature forecasts have extended the date river ice downstream of Jamestown and Pipestem Reservoirs is expected to start forming, allowing the Corps to release more flood water before winter. The current combined release rate will remain at 2,400 cubic feet per second until river ice is forecasted to form.. River ice forecasts are being continuously updated.
To mitigate the risk of freeze-up ice jams or other ice-related flooding, the target combined release rate before ice-in is 800 cfs .
Updated reservoir forecasts indicate combined winter releases are not expected to exceed 750 cfs; however, additional precipitation, earlier than expected ice-over on the river, or higher than expected baseflow could necessitate higher release levels. Ice conditions in the entire James River basin will be continually evaluated throughout the winter. The Corps of Engineers will operate to minimize the risk of ice-related flooding, and adjustments to the releases will be made as needed.
On Monday, Jamestown Dam was at a pool elevation of 1441.7 ft, about 30% into the flood pool, and rising. Inflows into the reservoir peaked on October 30 and are dropping, currently near 1,900 cfs. Reservoir releases are 1,200 cfs.
Pipestem Dam is currently at a pool elevation of 1473.2 ft, about 40% into the flood pool, and dropping. The pool elevation peaked on October 29 at 1475.0 ft, which was 43% into the flood pool. Inflows are near 650 cfs, and releases are 1,200 cfs.
The Corps of Engineers is coordinating with relevant agencies in North and South Dakota.
Jamestown (CSi) The Jamestown City Council met in Regular Session Monday evening at City Hall. All members were present.
HEARING FROM THE AUDIENCE: (Individuals may address the City Council about any item not contained on the agenda. A maximum of 15 minutes is allotted for the hearing. Melody Mittleider representing the Frontier Village spoke, saying she has received community support for the continuance of Front Village, and thanked those in support of Frontier Village.
She recently became President of the Frontier Village Board, and chaired last Friday’s meeting.
Mayor Heinrich thanked her for putting an end to the past struggles.

RESOLUTIONS:
The 2018 City of Jamestown Audit Report as prepared by Schauer & Associates, PC, was moved to the November Legal and Finance Committee meeting when a representative is present.
The City Council approved and authorized the City Administrator to enter into a Municipal Advisor Agreement with Dougherty & Company LLC, for the issuance of improvement warrants for $2,680,000.00 Refunding Improvement Bonds of 2019 (Paving District 18-41), and to schedule the sale at the January 6, 2020, City Council meeting.
Considered was awarding the bid for the Tier 2 Sampling Project, Title V Air Quality Permit, Sanitary Landfill. City Attorney Leo Ryan said the bids will need to be re advertised, as the bid submitted was not proper.

No bids were received for the sale of impounded/abandoned vehicles.
MAYOR AND COUNCIL MEMBER’S REPORT:
Council Member Brubakken asked about the sandbags stored at the Civic Center parking lot.
City Engineer Travis Dillman said the bags are being moved into public building, and heated storage is being sought, to preserve the sand bags.
Council Member Pam Phillips of the 2020 Census Committee explained the importance of filling out a census form, completed by April of 2020.
Council Member Steele said he watched on line meeting of the Governor’s Main Street Initiative presentation.
He cautioned residents to stay off the ice cover this winter with dangerous ice cover due to continued water flows under the ice.
Mayor Heinrich also pointed out the sheriff’s office warning, that personnel will not be risked to assist anyone that needs rescuing going onto the ice.
Council Member Buchanan said he’s been bird watching and found Canada Geese in Klaus Park.
Mayor Heinrich reminded that the NDDOT will be on hand with city officials for the Tuesday evening presentation at City Hall, from 5-p.m., to 7-p.m., with the formal presentation at 5:30-p.m.
He added that the Corps of Engineers will not begin stepping DOWN the releases from Jamestown and Pipestem Dams until November 11, reaching in increments, 1100 cfs, by the new freeze up date of November 19. The increments are expected to be by 100 cfs each day.

Mayor Heinrich said with the Frontier Village board giving the Village to the city, that the city officials are looking into the legalities of the property transfer of artifacts, and other background matters.

Bismarck (NDDOT) The Jamestown City Council will hold a public input meeting on Tuesday November 5, 2019 from 5-pm to 7-pm with the formal presentation at 5:30-p.m., at City Hall. The meeting concerns the proposed Road Diet on First Aveneue, to redesign and construct US Highway 52 in Jamestown.
On Monday’s Wayne Byers Show on CSi Cable2, Mayor Dwaine Heinrich said, the meeting is designed to allow for public input. The project consists of the road diet, signal modifications, bump-outs, sidewalk, ADA curb ramps, bike racks, benches, trash & recycling receptacles, landscaping, LED lighting, and storm sewer.
Project members will be available to discuss the project and answer questions.

Jamestown (CSi) The North Dakota State Hospital invites the public to an Open House on Friday November 8 from 10-a.m. to noon, in celebrating its history and recognizing Superintendent Rosalie Etherington for preserving history.

Jamestown (CSi) Jamestown Public Schools will observe Veteran’s Day on Monday, November 11th. There will be NO SCHOOL on Monday, November 11th. The school offices at the High School, Middle School, Career and Technology Center, and Central Office will be open on November 11th and will be closed on Friday, November 29.
Jamestown Public Schools will be closed Thursday, November 28 and Friday, November 29 for the Thanksgiving Holiday. School will resume on Monday, December 2nd at the regular time.
BISMARCK, N.D. (AP) — A task force made up of law enforcement agencies in North Dakota and the U.S. Marshals Service has arrested 100 fugitives and seized heroin and methamphetamine since its formation four months ago.
Morton County Sheriff Kyle Kirchmeier says the collaboration of resources is making a difference by getting dangerous individuals off the streets. Officials say task force members have made arrests for drug offenses, robbery, sexual assault and firearms violations.
The Bismarck Tribune says law enforcement officers have seized a handgun, a gram of heroin and 228 grams of methamphetamine since the task force began operating.
It includes the Morton County and Burleigh County sheriff’s departments, Mandan and Bismarck police as well as the federal Marshals Service.
BISMARCK, N.D. (AP) — Construction is moving along on a North Dakota bridge while future funding remains unclear for the rest of the highway expansion.
Project manager Mike Fanelli says the 2.2-mile segment of the Long X Bridge project should be about half done this season.
The bridge will replace the narrow two-lane bridge and realign the roadway over a four-lane, open-deck bridge to be opened to traffic in fall 2020.
A Transportation Department engineer, Matt Linneman, says a timeline for the U.S. Highway 85 four-lane expansion from Belfield to Watford City depends on funding.
The department’s traffic count shows that 4,200 vehicles come though the bridge corridor daily. The Bismarck Tribune reports the highway is a major artery for heavy oilfield traffic.
The $34 million bridge project is to be completed July 2021.
SANTA FE, N.M. (AP) — Evidence is mounting that wild North American bison are gradually shedding their genetic diversity across many of the isolated herds overseen by the U.S. government, weakening future resilience against disease and climate events in the shadow of human encroachment.
Advances in genetics are bringing the concern in to sharper focus.
Preliminary results of a genetic population analysis commissioned by the National Park Service show three small federal conservation herds would almost certainly die off within 200 years under current wildlife management techniques.
Answers to protecting genetic diversity may lie in the transfer of bison between unlike herds or initiatives to create larger herds.
North America’s bison squeezed through a genetic bottleneck of fewer than 1,000 animals in the late 1800s.

Jamestown (25-4, 13-2 Great Plains Athletic Conference) closes out the regular season with a home match Wednesday against College of Saint Mary (Neb.)
UJ took a 20-3 lead on the way to a 25-10 first set victory.
Mount Marty got within 15-10 in the second set but a 7-2 Jimmie run quickly pushed the lead to 10 before Jamestown closed out the set 25-14.
Two separate 5-0 runs by UJ in the third set keyed a 25-10 win and a match sweep.
Anna Holen (SO/LaMoure, N.D.) had a team-high 12 kills and 13 digs to lead the Jimmies. Jordan Thomas (SR/Pingree, N.D.) added seven kills and hit .429, while Britta Knudson (SR/Bismarck, N.D.) had six kills and hit .667. Taylor Sabinash (SO/Kensal, N.D.) hit a team-best .714 with five kills.

BISMARCK, N.D. (AP) — North Dakota wildlife officials say the number of tags issued for the upcoming deer hunt is up by about 10,000.
The Game and Fish Department says about 67,500 deer tags have been issued. Wildlife division chief Jeb Williams says the deer population is trending up in western North Dakota, while the eastern part of the state has been slower from the rough winters of 2009, 2010 and 2011.
The Bismarck Tribune reports Williams says there are fewer acres idled under the federal Conservation Reserve Program than a dozen years ago, which means less habitat.
In 2018, 64% of tag holders harvested a deer, a little below the department’s benchmark of 70%. The season opens at noon Nov. 8 and ends Nov. 24.

Cowboys dump Giants
EAST RUTHERFORD, N.J. (AP) _ A black cat did nothing to jinx the Dallas Cowboys at the Meadowlands Monday night.
Dak Prescott threw two of his three touchdown passes in a 21-point fourth quarter that carried the Cowboys to a 37-18 win over the Giants. Prescott hit Blake Jarwin for a 42-yard touchdown in the final minute of the first half to cut into New York’s 12-3 lead. The Dallas QB added a 15-yarder to Michael Gallup and a 45-yarder to Amari Cooper in the fourth to clinch the victory.
Jourdan Lewis scored on a 63-yard fumble return in the final seconds for the 5-3 Cowboys.
The game was stopped for a few minutes while a cat scampered on the field during a Giants drive in the second quarter. The feline darted toward the end zone and made an elusive beeline toward a camera platform before running up the tunnel to the cheers of the big crowd.
Dallas outscored the Giants, 34-9 once the kitty left the field.
The cat picked up almost as much yardage as Ezekiel Elliott, who shredded the Giants for 139 yards rushing.
Giants rookie quarterback Daniel Jones was 26 of 41 for 210 yards, one touchdown and one interception. He also was New York’s top ground-gainer with 54 yards on six carries, while Saquon (SAY’-kwahn) Barkley ran 14 times for just 28 yards.
New York is 2-7 following its fifth straight loss.

Browns release Whitehead
UNDATED (AP) _ Cleveland Browns safety Jermaine Whitehead has been released following his disturbing social media rant after a loss in Denver.
Whitehead made several threatening and expletive-filled posts on Twitter. One of Whitehead’s tweets was directed at former NFL player Dustin Fox, who works for the team’s radio network and has criticized Whitehead’s tackling. Whitehead missed tackles on two big plays by the Broncos. He was in his second season with Cleveland.

_ Colts quarterback Jacoby Brissett has a sprained left knee but has not been ruled out of Sunday’s game against Miami. It’s not even clear if Brissett will practice this week. Reich says receiver Parris Campbell also had surgery on a fractured hand.
_ Le’Veon Bell had an MRI on one of his knees, and the Jets are awaiting the results to see if the star running back will need to miss any time. Coach Adam Gase says he’s unsure when Bell was injured during New York’s 26-18 loss at Miami on Sunday.
_ Miami rookie receiver Preston Williams will miss the rest of the season with a knee injury suffered in the team’s first win of the year against the Jets. It’s not yet known whether Williams will be ready for training camp next year.
_ Dolphins running back Mark Walton has been suspended without pay for the next four games for violating NFL conduct and substance abuse policies. Walton was arrested three times last offseason in his hometown of Miami and was sentenced in August to six months’ probation after pleading no contest to a misdemeanor weapons charge. Walton will be eligible to return to the active roster Dec. 2 following the Week 13 game against the Philadelphia Eagles.
_ Former NFL player Kellen Winslow Jr. has pleaded guilty to raping an unconscious teen and sexual battery involving a 54-year-old hitchhiker. In exchange for his plea, the court agreed to sentence him to between 12 and 18 years in prison. He had faced life in prison if convicted of rape on multiple counts in the retrial. In June, a jury found him guilty of raping a homeless woman in Encinitas, north of San Diego.

UNDATED (AP) _ The Bucks rolled to a 134-106 romp over the Timberwolves as Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) furnished 34 points and 15 rebounds for his seventh straight double-double to start the season. Khris Middleton matched his season high with 26 points and Eric Bledsoe set a season best with 22 to go with nine boards and six assists.
The Phoenix Suns have moved three games over .500 for the first time in more than four years while also handing the Philadelphia 76ers their first loss of the season.
Devin Booker poured in 40 points and Ricky Rubio added 21 with 10 assists as the Suns downed the 76ers, 114-109. Booker finished a sizzling 15 of 19 from the field, including 3 of 4 from 3-point range.
Phoenix blew a 100-93 lead before Booker and Kelly Oubre (OO’-bray) Jr. made big buckets to put the Suns in front for good.
Al Horford scored a team-high 32 points for the 5-1 Sixers, who were the last NBA team to suffer a loss.

_ Rookie forward Eric Paschall (PAS’-kul) hit a key 3-pointer with 4:05 remaining and finished with 36 points and 13 rebounds as the Warriors finally earned its first home win of the season, 127-118 against the Trail Blazers. Paschall is the first Warriors rookie with back-to-back games of 25 points since Stephen Curry had five in a row in April 2010.
_ James Harden shot 7-for-16 from 3-point range while delivering 44 points, 10 rebounds and six assists in the Rockets, 107-100 victory at Memphis. Eric Gordon added 16 points for Houston, which gave Russell Westbrook the night off.
_ Kyrie Irving had 39 points and nine assists as the Nets earned a 135-125 win over the Pelicans. New Orleans lost despite Brandon Ingram’s career-high 40 points on 17 of 24 from the field.
_ Bradley Beal’s 20 points and six assists carried the Wizards to a 115-99 whipping of the Pistons. Pistons center Andre Drummond fell short in his bid to become the first player in at least 35 seasons to post four consecutive games with at least 20 points and 20 rebounds, finishing with 15 points and 24 boards.

B’s win sixth straight despite wasting 3-0 lead
UNDATED (AP) _ The Boston Bruins have continued their torrid start to the season despite wasting a three-goal lead on Monday.
Brad Marchand scored his second goal of the game with 1:57 left to send the B’s to their sixth straight win, 6-4 over the Penguins. Marchand also had three assists while extending his point streak to 13 games.
David Pastrnak (PAHS’-tur-nahk) and Jake DeBrusk tallied as the Bruins jumped out to a 3-0 lead, but the Penguins stormed ahead before Torey Krug (kroog) tied it midway through the third period.
Jaroslav Halak (YAH’-roh-slahv hah-LAHK’) made 40 saves as Boston improved to 11-1-2.

_ The Coyotes beat the Oilers, 3-2 on Derek Stepan’s (STEH’-pahnz) goal 61 seconds into overtime. Michael Grabner and Carl Soderberg also scored for Arizona, which is 8-2 in its last 10 games.
_ Matt Duchene (doo-SHAYN’) scored twice while the Predators put together a five-goal second period in a 6-1 rout of the Red Wings. Nick Bonino’s team-high eighth goal sparked the second-period outburst as Nashville halted a two-game skid and dealt Detroit its 11th loss in 12 games.

Bumgarner gets qualifying offer from Giants
UNDATED (AP) _ If Madison Bumgarner decides to leave the San Francisco Giants this winter, his new team will have to pony up at least one draft pick.
The Giants have made a $17.8 million qualifying offer to the 30-year-old left-hander, who is 119-92 with a 3.13 ERA in 11 seasons with the ballclub. San Francisco would receive at least one draft pick from any team that signs Bumgarner before next year’s draft, a compensation rule that caused pitchers Dallas Keuchel (KY’-kul) and Craig Kimbrel to wait until after the draft to sign 2019 contracts.
The 30-year-old Bumgarner went 9-9 with a 3.90 ERA over 34 starts this year after two injury-shortened seasons.

_ Red Sox designated hitter J.D. Martinez has decided to keep his contract with the Red Sox instead of becoming a free agent again. The 32-year-old slugger has averaged just short of 40 homers and 118 RBIs in his two seasons with the Bosox, along with a .317 average and .985 OPS.
_ The Yankees have declined to make a $17.8 million qualifying offer to shortstop Didi Gregorius (DEE’-dee greh-GOHR’-ee-uhs), which means they won’t receive draft-pick compensation if he signs with another team. Gregorius came back from Tommy John surgery in early June and hit .238 with 16 homers and 61 RBIs in 82 games.
_ Elvis Andrus is staying with the Rangers after the shortstop passed up on a second chance to opt out of his contract and become a free agent. Andrus has $43 million and three years left on his contract in Texas. The 31-year-old shortstop hit .275 with 12 home runs, 72 RBIs and 31 stolen bases in 147 games last season, his 11th with the Rangers. Andrus is the team’s longest-tenured player, and the only player remaining from their only two World Series appearances in 2010 and 2011.
_ The Brewers have cut $15 million in payroll for next season by trading right-hander Chase Anderson to the Toronto Blue Jays and declining a $7.5 million option on first baseman Eric Thames (thaymz). The Brewers received first baseman/outfield prospect Chad Spanberger for Anderson, who was 8-4 with a 4.21 ERA in 27 starts and five relief appearances. Thames batted .247 with 25 homers and 61 RBIs in 149 games last season.
_ The Pirates have exercised their 2020 options on pitcher Chris Archer and center fielder Starling Marte. Archer is scheduled to make $9 million next season and Marte $11.5 million.
_ Former All-Star Danny Salazar has become a free agent after refusing an outright assignment to the Cleveland Indians’ Triple-A team at Columbus. Salazar made the AL All-Star team in 2016 before shoulder problems set him back.
_ The Angels have declined their $14 million contract option for 2020 on longtime right fielder Kole Calhoun, making him a free agent. Calhoun belted a career-best 33 homers last season while batting .232 with 74 RBIs.
_ The Cubs have declined their $5 million option on reliever David Phelps. The 33-year-old right-hander was 2-1 with one save and a 3.18 ERA in 24 appearances with the Cubs after he was acquired from Toronto at the trade deadline.
_ The Phillies have declined club options on left-hander Jason Vargas and right-handers Jared Hughes and Pat Neshek.
_ Angels outfielder Mike Trout, Astros third baseman Alex Bregman and Athletics shortstop Marcus Semien are finalists for the AL MVP award. Nationals third baseman Anthony Rendon (rehn-DOHN’), Dodgers outfielder Cody Bellinger and Brewers outfielder Christian Yelich (YEH’-lihch) are the top three for the NL MVP Award.
_ Houston’s Gerrit Cole and Justin Verlander are finalists for the AL Cy Young Award along with Tampa Bay’s Charlie Morton. Mets ace Jacob deGrom (de-GRAHM’) is a finalist for the NL Cy Young Award after getting 29 of 30 first-place votes last year. He is competing with Washington’s Max Scherzer and the Dodgers’ Hyun-Jin Ryu.
_ Mets first baseman Pete Alonso, Atlanta right-hander Mike Soroka and San Diego shortstop Fernando Tatís Jr. are finalists for the NL Rookie of the Year. Houston designated hitter Yordan Álvarez, Tampa Bay second baseman Brandon Lowe and Baltimore left-hander John Means are the top candidates in the AL.
_ The Yankees’ Aaron Boone, Minnesota’s Rocco Baldelli and Tampa Bay’s Kevin Cash are finalists for AL Manager of the Year. Atlanta’s Brian Snitker is a finalist to win the NL award for the second straight season, joined by Milwaukee’s Craig Counsell and St. Louis’ Mike Shildt.
_ The Nationals were guests of honor on the South Lawn of the White House, two days after the team paraded down Constitution Avenue. Reliever Sean Doolittle was among several Nationals to skip the event. He and his wife have worked with Syrian refugees and military veterans and support gay rights. Also among those not listed as being in attendance were National League MVP candidate Anthony Rendon (rehn-DOHN’), outfielders Victor Robles and Michael A. Taylor, and pitchers Joe Ross, Javy Guerra (HAH’-vee GEHR’-ah) and Wander Suero (SWEHR’-oh).
_ Dwight Evans, Thurman Munson and Lou Whitaker have been added to the ballot for the baseball Hall of Fame’s modern era committee to consider next month. Former players’ association head Marvin Miller will be on a Hall of Fame ballot for the eighth time when the modern era committee meets Dec. 8 ahead of the winter meetings in San Diego. Other holdovers on the 10-man ballot are Steve Garvey, Tommy John, Don Mattingly, Dale Murphy, Dave Parker and Ted Simmons, but Luis Tiant has been dropped.

INDIANAPOLIS (AP) _ Indianapolis Motor Speedway and the IndyCar Series have been sold to Penske Entertainment Corp. in a stunning announcement that relinquishes control of the iconic speedway from the Hulman family after 74 years.
The speedway spun off multiple other subsidiaries, including the IndyCar Series and Indianapolis Motor Speedway Productions, which are also part of the deal to Penske Entertainment.

WASHINGTON (AP) — Interview transcripts from the depositions of two key diplomats dealing with U.S. relations with Ukraine are expected to be released by the House impeachment inquiry.
The chairman of the House Intelligence Committee, Adam Schiff, says transcripts expected to be released Tuesday come from the depositions of the former special envoy for Ukraine, Kurt Volker, and U.S. Ambassador to the European Union Gordon Sondland.
Democrats have called for several witnesses to meet the impeachment investigators this week, including Energy Secretary Rick Perry and former national security adviser John Bolton. It’s unclear whether any of them will come to Capitol Hill.

TEHRAN, Iran (AP) — Iran’s president says Tehran will begin injecting uranium gas into 1,044 centrifuges, the latest step away from its nuclear deal since President Donald Trump withdrew from the accord over a year ago.
President Hassan Rouhani made the statement in an address carried live by Iranian state TV on Tuesday.
Under Iran’s 2015 nuclear deal, these machines are supposed to spin without gas injection.
Rouhani says the machines, at its nuclear facility in Fordo, will be injected with the uranium gas as of Wednesday.
There was no immediate comment from the International Atomic Energy Agency, the United Nations’ nuclear watchdog.
Iran on Monday doubled the number of advanced IR-6 centrifuges now in operation in another violation of the nuclear deal.
NEW YORK (AP) — A court filing says President Donald Trump’s cell phone records show a call to a former “Apprentice” contestant on a day when she says he subjected her to unwanted kissing and groping.
Records filed in Summer Zervos’ defamation suit and obtained Monday by The Associated Press indicate that Zervos got a call from Trump’s phone on Dec. 21, 2007, when she says he rang to invite her to dinner. She says she went for career advice and was sexually assaulted.
The records also show a call to Zervos from Trump’s phone the next afternoon and calls from her to his phone in the following months.
Her lawyers say the phone calls support that she’s telling the truth.
Trump lawyer Marc Kasowitz said Monday that Zervos’ claims “are entirely meritless and not corroborated by any documents.”
