A clear sky and calm winds overnight will help temperatures drop into the single digits.
Friday will be the warmest day of the foreseeable future, with highs reaching the mid 40s in the southwest. Plenty of sunshine and dry conditions prevail for the end of the work week.
The quiet weather will not continue through the weekend, with
a clipper-type system moving through the region Saturday and Sunday. Accumulating snow is very possible, but still a large range of possibilities.

Fire Danger Map for North Dakota
Valley City (CSi) Barnes County Road 22 (Old Highway 10) is closed at Hobart Lake because of high water washing over the roadway.
Motorists should not remove or drive around the barricades.
Authorities have set up a barricade on both sides of the roadway near the entrances of the low grade area of the lake.
Motorists driving around the barricade will be cited, and fined $250.
Jamestown (CSi) The public got a close up look Tuesday evening at City Hall of the proposed Downtown Jamestown traffic flows under the Road Diet plan.
Interstate Engineering’s Ben Aaseth says the project’s design is geared to provide a better aesthetic appeal, be more pedestrian friendly, in the downtown area, while providing wider driving lanes and parking lanes. The plan is to reduce conflict points between pedestrians and motorists.
Aaseth pointed out that the project begins on 5th Street Northwest, and continues east to 1st Avenue then south on main street.
The outlined plan includes each traffic lane 12 feet wide, with a 12 foot space for parking on main street. He says this would make Jamestown compliant with the amount of traffic along main, with an estimated count of 12,000 vehicles daily.
The plan eliminates all but one traffic light on main street, and that one will remain at the intersection at the Posthouse, at 3rd Street Southwest.
The project is estimated to cost, $3.076 million, with the project paid for with a grant of a federal share of $2.4 million, the state share at $275,978 State, and $361,522.
Aaseth says when final project approval is given, preliminary work would start in July 2020 and finish that Fall .

Mayor Carlsrud read a proclamation, “ No Shave November,” In conjunction with Valley City Public Schools, to support awareness of funding for the Access For All Program.

Approved was a Resolution Placing City Sales, Use and Gross Receipts Tax Advisory Vote on Ballot of Municipal Election to be held June 9, 2020. City Administrator, David Schelkoph said, the extension of the current sales tax from 30 years to 45 years, to be applied to permanent flood control project.
NEW BUSINESS
Approved was the 2020 Board Calendar. City Auditor, Avis Richter said the calendar plans city meetings for the year.
Approved the Annual Maintenance Certification for NDDOT urban federal aid projects. KLJ, said maintenance and cost participation is included.
Also approved was Amendment to Prepare the SRF Facility Plan for Paving Improvement District No. 119 & 119B (7th Avenue NW & 2nd Avenue NE), in an amount not to exceed $8,500. KLJ said the amendment outlines tow project corridors, along with an engineering agreement, and prepares the required facility plan.
Approved was a Special Alcohol Event Permit for Fraternal Order of Eagles Aerie 2192 at North Dakota Winter Show for Cattleman’s Auction on December 6, 2019. The police and fire departments have signed off on the permit.
Council Members approved the end to the Flood Emergency, recommended by City Adminisrator Schelkoph, based on criteria. the Flood emergency was based on predictions by the National Weather Service rainfall predictions. He said the city was protected to a river level of 16 feet, and ultimately to 18 feet, if needed. He added that during the flood emergency the storm water outlets were closed, and the street flooding was pumped by over 20 pumps.

City Auditor Richter said Barnes County Emergency, Sue Lloyd is requesting a flood damage report, to apply for funding.
She added that the 2020 Census Committee will continue promote participation in the upcoming census, to be counted.
Mayor Carlsrud gave a “shout out,” to the behavioral health program and the Access for All program, and the No Shave November Contest to raise money to support the program.

Jamestown (CSi) Jamestown Tourism Director, Searle Swedlund on Tuesday’s Wayne Byers Show on CSi Cable 2, gave a time line of over the past two weeks, of events, meetings, and decisions concerning the turn of events that led to the Frontier Village Association to vote to turn over the Village to the City of Jamestown.
He pointed out that city officials will be dealing with the legalities of assuming ownership, including addressing the legal action brought against the city by the FVA attorney, Matt Sorensen, a complaint filed, requesting Southeast District Court issuing a temporary restraining order, prohibiting the City of Jamestown from interfering with the transfer of items from the Village to Perham, Minnesota’s Pioneer Village. Sorensen has said the FVA intended to resolve the issue out of court.
The request for a restraining order can be withdrawn or dismissed if the FVA reaches an agreement with the city, out of court.
At the November 1, 2019 Special Meeting of the Frontier Village Association, the board voted to turn over the assets, and debts of the association to the city.

HERRIMAN, Utah (AP) — The three women who were gunned down with six of their children in northern Mexico by suspected drug cartel members are being remembered as good people who loved their families and enjoyed quiet lives centered around a successful pecan farming operation south of the U.S. border.
Austin Cloes, a Utah relative of the victims, said Tuesday during an interview at his home in a Salt Lake City suburb that he saw all the victims at a family reunion in Mexico last summer, where they played basketball and spent time together.
The nine were killed in the northern Mexican state of Sonora, where they lived as members of a community that broke away long ago from the Church of Jesus Christ of Latter-day Saints.
BISMARCK, N.D. (AP) — A woman who died with four of her children in an attack in Mexico is being remembered in North Dakota for her kindness and faith.
Jordan Kannianen, a state senator from Stanley, said he and his wife, Elizabeth, knew Rhonita María Miller and her children.
Jordan Kannianen says she often attended the Mormon Sunday school class he taught in Stanley, in northwestern North Dakota.
Kannianen says she was kind and “very earnest about her faith.”
The Kannianens say the family left North Dakota several months ago and before their twins were born.
The Kannianens say Maria’s children attended Sunday school with their children.
Elizabeth Kannianen says she can’t tell her own children about the murders.
She says she fears “it’s too much.”
BISMARCK, N.D. (AP) — North Dakota Attorney General Wayne Stenehjem has asked South Dakota authorities to help investigate an agency that allegedly violated state law on contract bidding.
Auditor Joshua Gallion released a report last month that said the Department of Commerce violated the law on bidding uncompetitive contracts totaling more than $87,000 for the state’s new “Be Legendary” logo.
The logo sparked criticism earlier this year when the contract for it was awarded to a Minnesota firm headed by a woman who once worked for Gov. Doug Burgum’s old Fargo software business.
Stenehjem says he wants an investigator who has no knowledge of the audit or the agency to conduct a probe.
The Commerce Department says it did nothing wrong but has identified where some improvements can be made.
BISMARCK, N.D. (AP) — The North Dakota Supreme Court has heard the first of two legal challenges to an oil refinery planned near Theodore Roosevelt National Park.
Tuesday’s arguments involve a lawsuit brought by the National Parks Conservation Association. It’s concerned about how the state will regulate emissions from the Davis Refinery under a permit issued last year by health officials. The association says the permit lacks safeguards that would protect the park and its visitors from air pollution.
The Bismarck Tribune reports the state maintains that the permit it issued does adequately control emissions, in part by requiring a leak detection system.
A second legal challenge to the refinery will be heard before the Supreme Court next week. A pair of environmental groups are suing over issues surrounding the site of the refinery.
BISMARCK, N.D. (AP) — Prosecutors won’t pursue criminal charges against North Dakota State College of Science officials accused by the state auditor of withholding records from investigators.
Cass County State’s Attorney Birch Burdick says in a letter that there was no proof college President John Richman or vice presidents Tony Gridberg and Dennis Gladen committed crimes of obstructing or misleading state auditors.
Auditor Josh Gallion issued the report earlier this year that focused on management of the school’s career workforce program. It alleged that Tony Grindberg, the school’s vice president of workforce affairs and a former state lawmaker, failed to disclose his wife’s company that was paid $39,500 to formulate a marketing plan for the program.
Burdick says the school administrators did not benefit “directly or indirectly” from the “marketing services.”

Baylor wins as college hoops season begins
UNDATED (AP) _ The second-ranked Kentucky Wildcats and fourth-rated Duke Blue Devils have opened their men’s basketball schedules with victories in the Champions Classic at Madison Square Garden.
Kentucky freshman Tyrese Maxey scored 26 points to lead a 69-62 victory over No. 1 Michigan State. The Spartans had whittled a 10-point halftime deficit down to four when Kentucky went on a 9-0 behind 3s from Kahlil Whiney and Nate Sestina.
Cassius Winston was the lone Spartan to score in double-figures, finishing with 21.
Tre Jones scored 15 points and Cassius Stanley added 11 of his 13 points in the second half of the Blue Devils’ 68-66 victory over No. 3 Kansas. Duke trailed 61-60 until Stanley converted a 3-point play with 2:29 remaining. Jones added a big basket and two free throws in the final 93 seconds to help the Blue Devils ice the victory.
Devon Dotson had 17 points and Udoka Azubuike (oo-DOH’-kah as-uh-BOO’-kay) added eight in his return to the Kansas lineup after missing most of last season with a hand injury.

Buckeyes No. 1 in first CFP rankings
NEW YORK (AP) _ Ohio State is the top team in the first College Football Playoffs rankings of the season.
LSU, Alabama and Penn State round out the top four as chosen by the 13-person selection committee that will release four more sets of rankings before the final one comes out on Dec. 8.
The top four in the selection committee’s initial rankings have never all reached the semifinals in the playoff’s five-year history.
Defending-champion Clemson is fifth, followed by Georgia, Oregon and Utah. Oklahoma and Florida round out the top 10.

Fleck gets seven-year extension
MINNEAPOLIS (AP) _ No. 13 Minnesota and football coach P.J. Fleck have agreed to a seven-year contract extension that will keep him with the Golden Gophers through the 2026 season.
The Gophers are off to an 8-0 start and on pace for just their second 10-win season since 1905.
The extension is pending approval from the Board of Regents.

Celtics extend win streak
UNDATED (AP) _ The Boston Celtics have reeled off a five-game winning streak since a season-opening loss to the Philadelphia 76ers.
Gordon Hayward hit all 16 of his 2-point attempts while scoring a career-high 39 points as the Celtics downed the Cavaliers, 119-113. Hayward put in Kemba Walker’s miss with 22 seconds left to give Boston a 118-113 lead.
Walker had 25 points for the Celtics, who hit 56% of their 85 shots.

Hawks’ Collins suspended 25 games
ATLANTA (AP) _ The Atlanta Hawks will spend a huge chunk of the NBA season without one of their up-and-coming forwards.
John Collins has been suspended for 25 games without pay for a violation of the NBA’s Anti-Drug Program after testing positive for a growth hormone.
Collins is the team’s No. 2 scorer and top rebounder, averaging 17 points and 8.8 boards.

_ Trail Blazers forward Zach Collins has undergone a shoulder surgery that will sideline him for at least four months. The team said Collins had successful surgery Tuesday to repair his left labrum. Collins dislocated his shoulder in a game against Dallas on Oct. 27.

UNDATED (AP) _ _Mats Zuccarello (zoo-kah-REH’-loh) scored the tying breakaway goal and got an assist on Eric Staal’s go-ahead goal early in the third period of Minnesota’s 4-2 triumph over the Ducks. Kevin Fiala (fee-A’-lah) also scored and Alex Stalock (STAY’-lahk) made 29 saves for the Wild, who came back from a two-goal deficit before ending a five-game road losing streak.
_ Boston’s six-game winning streak is over after Ben Chiarot (shah-RAHT’) scored the tiebreaking goal midway through the third period of the Canadiens’ 5-4 victory over the Bruins. Victor Mete tallied twice and Tomas Tatar (tah-TAHR’) also scored before setting up the deciding goal in Montreal’s fourth win in five games.
_ Patrick Marleau celebrated his 800th consecutive game by scoring a goal to help the Sharks double up the Blackhawks, 4-2. Evander Kane added a short-handed goal as San Jose ended a five-game skid.
It’s a 10-game winning streak for the New York Islanders after they knocked off the Ottawa Senators for the second time in a week.
Cole Bardreau scored his first NHL goal on a penalty shot in the second period to help the Isles post a 4-1 win over Ottawa. Cal Clutterbuck and Casey Cizikas (sih-ZEE’-kihs) each had a goal and an assist for the Islanders, who have the second-longest winning streak in team history.
New York led just 2-1 until Cizikas and Josh Bailey tallied 40 seconds apart midway through the third period.
Thomas Greiss stopped 27 shots and blanked the Senators after J.P. Pageau (pa-ZHOH’) had a short-handed tally 7:44 into the game.

_ The Flames rallied to earn a 4-3 win over the Coyotes on Matthew Tkachuk’s (kah-CHUHKS’) overtime goal with 33 seconds left on the clock. Calgary trailed 3-1 late in the third period until Tkachuk and Mark Giordano scored in a 59-second span to send the game to overtime.
_ Radek Faksa (FAK’-sah) scored twice off rebounds and the Stars made it seven wins in their last eight games by downing the Avalanche, 4-1. Ben Bishop made 36 saves to help Dallas send Colorado to its fifth consecutive loss.

NFL-PANTHERS-NEWTON INJURED
Panthers place Newton on injured reserve
UNDATED (AP) _ The Panthers have placed quarterback Cam Newton on injured reserve.
Newton has missed the last six games while trying to battle back from a mid-foot sprain. Panthers general manager Marty Hurney said in a statement Tuesday that two foot specialists told the team “it likely will take significant time for the injury to fully heal.”
Newton was the league’s MVP in 2015, but has lost his last eight starts dating to last season.

Cardinals manager gets new three-year contract
ST. LOUIS (AP) _ St. Louis Cardinals manager Mike Shildt has been given a new three-year contract through the 2022 season.
Shildt was hired as interim manager in 2018, replacing Mike Matheny. He just led the Cardinals to the NL Central title with a 91-71 record and is 132-99 as their bench boss.
The Redbirds also announced extensions for president of baseball operations John Mozeliak (moh-ZEH’-lihk) and general manager Mike Girsch.

WASHINGTON (AP) — The State Department’s third-ranking official is expected to tell Congress that political considerations were behind the agency’s refusal to deliver a robust defense of the former U.S. ambassador to Ukraine.
People familiar with the matter say the highest-ranking career diplomat in the foreign service, David Hale, plans to tell congressional impeachment investigators on Wednesday that Secretary of State Mike Pompeo and other senior officials determined that defending Ambassador Marie Yovanovitch would hurt the effort to free up U.S. military assistance to Ukraine.
Hale will also say that the State Department worried about the reaction from Trump’s personal attorney, Rudy Giuliani, also one of the strongest advocates for removing the ambassador.
The officials are not authorized to discuss the matter publicly and spoke on condition of anonymity.
GALEANA, Mexico (AP) — Criminal investigators in northern Mexico say a suspect has been arrested and is under investigation for possible connections with the deaths of nine U.S. citizens — three women and six children — slaughtered Monday when cartel gunmen ambushed their vehicles.
In a statement posted on Facebook, the Agency for Criminal Investigation for the state of Sonora said Tuesday that the suspect was found in the town of Agua Prieta, right at the border with the U.S. state of Arizona, holding two hostages who were gagged and tied inside a vehicle.
The suspect, whose gender was not specified in the release, was also found in the possession of four assault rifles and ammunition, as well as various large vehicles including a bullet-proofed SUV.
Officials have said that the gunmen may have mistaken the group’s large SUVs for those of a rival gang amid a vicious turf war. Eight children, some just infants, survived the ambush.
HONG KONG (AP) — Hong Kong police say an anti-government supporter has stabbed and wounded a pro-Beijing lawmaker who was campaigning for local elections.
The government condemned the Wednesday morning attack against Junios Ho, a hate figure for protesters, and said police arrested the assailant. A police official, who requested anonymity as he isn’t authorized to make statements, says Ho, his assistant and the attacker have been hospitalized.
A video circulating on social media purportedly showed the man giving flowers to Ho before asking permission to snap a picture with him. Instead, he took out a knife from his bag and stabbed Ho’s chest but was quickly overpowered by Ho and several others.
The man kept hurling abuses at Ho, calling him “human scum.”
The 5-month-old protests demanding political freedom have increasingly become violent.
PARADISE, Calif. (AP) — The Northern California town of Paradise is rebuilding a year after a wind-driven wildfire killed 85 people and incinerated roughly 19,000 homes, businesses and other buildings.
But all the construction begs the question of whether the resurgent community will be any safer than it was before the deadliest and most destructive wildfire in state history.
Paradise leaders are trying to make the town more fire resistant. But some experts say rebuilding in such high-risk areas is a recipe for another disaster.
California’s growing homelessness crisis is one reason there is little talk of prohibiting construction in high-risk areas like Paradise.
They are generally much more affordable than cities like San Francisco and Los Angeles, which face their own dangers from earthquakes, fires and rising oceans.
