Argusville N.D. (Gov. Burgum’s Office) – Gov. Doug Burgum and state Agriculture Commissioner Doug Goehring Friday applauded the announcement that U.S. Secretary of Agriculture Sonny Perdue has approved the governor’s request for a secretarial disaster designation for 47 of North Dakota’s 53 counties, making assistance available to farmers and ranchers struggling with the impacts of an early blizzard and abnormally wet fall.
Burgum submitted the request to Perdue last Friday, working in cooperation with Goehring, North Dakota’s congressional delegation of U.S. Sen. John Hoeven, U.S. Sen. Kevin Cramer and Congressman Kelly Armstrong, the federal Farm Service Agency and agencies across state government. Friday’s announcement was made as U.S. Department of Agriculture (USDA) Under Secretary for Farm Production and Conservation Bill Northey was in North Dakota to see and hear about the tremendous challenges facing the state’s farmers and ranchers.
“We deeply appreciate Secretary Perdue’s quick response to our request, because help can’t come soon enough for our farmers and ranchers facing one of the most difficult and stressful seasons on record,” Burgum said. “We continue to explore every available avenue to make sure our ag producers have the resources and tools they need to cope with these unprecedented wet conditions that are delaying the harvest and hurting our livestock producers. We’re extremely grateful to the state, federal and local officials and all the agencies that helped prepare the disaster request.”
“We are extremely grateful to Secretary Perdue for his swift reply to our request,” said Goehring, who is currently in Mexico with Perdue on a trade mission. “The designation makes resources available to help alleviate the difficult situation North Dakota agricultural producers are facing.”
A secretarial disaster designation allows for implementation of FSA’s Emergency Farm Loan Program and the Small Business Administration’s (SBA) Economic Injury Loan Program for farm-related business. The Wildfires and Hurricanes Indemnity Program+ (WHIP+) is also available to eligible producers in presidential disaster-declared and secretarial-designated primary counties for 2018 and 2019 qualifying disaster events, which are flooding, snowstorm, tornado and wildfire in North Dakota.
Of the 47 counties included in the designation, 45 have experienced a minimum 30 percent production loss of at least one crop due to natural disaster, and the other two are eligible for the designation because of the inability to secure commercial financing to cover losses.
This morning, Burgum and state Deputy Agriculture Commissioner Tom Bodine helped welcome Northey to Argusville for a roundtable discussion hosted by Hoeven with Cramer and local producers. Burgum and Goehring invited Northey to North Dakota last month to see how record fall precipitation, flooding, an early October blizzard and cold temperatures have delayed fall harvest and caused hundreds of millions of dollars in crop losses already, with billions more at risk. A field tour was planned after the roundtable.
In the last week, Burgum, working in cooperation with Goehring and other state agencies, has signed executive orders waiving certain restrictions on hauling of hay, livestock, propane and other petroleum products to help farmers, ranchers and agribusinesses dealing with the compressed harvest season.
Individuals affected by flooding and adverse conditions can find information on other farm and ranch assistance at www.NDResponse.gov.
MIINTO, N.D. (AP) — A North Dakota state trooper has escaped serious injury when two vehicles struck his squad car on an icy interstate.
The North Dakota Highway Patrol says the crash happened Friday night on Interstate 29 in Walsh County. Trooper Ryan Mugan had his emergency lights turned on when he stopped at a crash.
The driver of a car lost control on the icy overpass deck and sideswiped Mugan’s police car. An SUV read-ended the trooper’s car just seconds later.
Mugan was treated at a hospital for minor bruises. No one else was hurt.
The Walsh County Sheriff’s Office will investigate.
WILLISTON, N.D. (AP) — Law enforcement officers are investigating a shooting in Williston that left one man dead and another critically injured.
KFYR reports police received a report of gunshots about 8:30 p.m. Sunday. They found the two victims behind a Cash Wise store. A witness told police he saw a man run off after he heard what he thought were firecrackers. Then he heard yelling and went outside to help the victims before first responders arrived.
A suspect is still at large.
HARVEY, N.D. (AP) — A 90-year-old North Dakota woman who was scammed out of her life savings by a Jamaican lottery scam wants all of her $400,000 back.
Edna Schmeets, of Harvey, was the victim whose case launched what became the first large-scale Jamaican lottery scam case prosecuted in the U.S. All 31 defendants have been prosecuted, including 14 Jamaican nationals who were extradited from that country. Authorities identified victims of the scam in 31 states, with more than 100 mostly elderly Americans bilked out of a total of more than $6 million.
Schmeets told The Bismarck Tribune she is “so disappointed” to this point because she has only received three checks totaling $287. She says she was told that another check for $138 is pending.
Federal prosecutors have pledged to get at least some of the victims’ money back. But the National Center for Victims of Crime says many crime victims wait years before receiving any money and that they may never get the full amount they are owed.
TUCSON, Ariz. (AP) — A caravan of more than a dozen vehicles holding Mormon families escaping after a violent attack in Mexico has arrived in Arizona.
The families crossed the border into the state Saturday afternoon, the Arizona Daily Star reports.
They came nearly a week after an attack Monday in which nine women and children were killed by what authorities said were people from drug cartels.
The families had lived in two hamlets in Mexico’s Sonora state: La Mora and Colonia LeBaron.
The attack occurred as the women traveled with their children to visit relatives.
Other residents of the hamlets planned to depart in the coming days.
The spread-out community traces its origins to the end of polygamy more than a century ago by The Church of Jesus Christ of Latter-day Saints, forcing Mormon families in the U.S. with multiple wives to establish offshoots elsewhere.
BISMARCK, N.D. (AP) — The Kmart store that has been a fixture in Bismarck since the early 1970s is scheduled to close in February.
The Bismarck Tribune reports a going-out-of-business sales expected to begin Dec. 2.
Transform Holdco LLC, which acquired Kmart’s former parent company Sears Holdings Corp. this year, says it will close 51 Sears and 45 Kmart stores, including the one in north Bismarck.
Bismarck’s Sears location closed last year during a round of closings announced in January 2018. The Kmart in Fargo plans to close next month, leaving the Minot location as the only store remaining in North Dakota.
A company spokesman declined to answer questions, including how many people in Bismarck would lose their jobs.

VALLEY CITY (VCSU) – A cold and snowy Senior Day did not end Valley City State’s way during the Viking football season finale Saturday. With snow falling throughout the game, Waldorf University scored 14 fourth-quarter points and pulled away late to defeat Valley City State, 28-7
The Vikings entered the game needing a victory to secure a share of the North Star Athletic Association Conference Championship. Valley City State came up short though as Waldorf’s top-ranked offense racked up 435 yards and its defense made a key defensive stop inside the 5-yard line late in the third quarter.
Valley City State ends the season with a 7-3 overall record and a 5-2 mark in conference play. Waldorf University also ends the year at 7-3 overall and 5-2 in conference play. The Vikings and Warriors finished tied for second in the NSAA standings, one game back of conference champion Dickinson State University – which defeated Mayville State 63-13 on Saturday.
VCSU senior running back Louis Quinones became the school’s all-time career rushing leader Saturday, racking up 129 yards and a touchdown as he finished his Viking career with 3,530 rushing yards and 36 rushing touchdowns. Quinones broke Derek Elliott’s career rushing mark of 3,489 yards and tied Elliott’s school record of 36 rushing TDs.
Quinones was one of 11 Viking seniors who played their final game Saturday and were recognized in a short ceremony before kickoff.
After the opening kickoff, the teams each traded a pair of scoreless drives before Waldorf University struck first. Waldorf’s James Jackson picked up a Quinones fumble and returned it 24 yards to the Viking 21-yard line midway through the first quarter. Two plays later Hilton Joseph hit Ryan Harrison for a 21-yard touchdown and a 7-0 Waldorf lead.
Waldorf’s defense then forced a three-and-out and the Warrior offense struck again. A 41-yard pass from Joseph to Treyvon Brinson set the Warriors up at the 4-yard line and then Joseph found Jeff Jones for another touchdown and a 14-0 lead with 1:44 left in the first quarter.
VCSU’s offense answered on the next possession, putting together an 11 play, 63-yard touchdown drive. Quinones did most of the work, carrying the ball nine times for 61 yards on the drive and capping it with a 3-yard score. Landon Arredondo added the extra point to cut the deficit to 14-7 – a score that would hold until the fourth quarter.
The Vikings appeared poised to tie the game on a drive late in the third quarter. VCSU converted a fake punt pass to Doniaj Smelker on 4th-and-10 from midfield, and then drove down to the 5-yard line for 1st-and-goal. Waldorf stuffed Quinones’ run for no gain on first down, and then the Vikings threw two incomplete passes. VCSU attempted a 23-yard field goal but Arredondo’s kick went wide right as Waldorf came away with a game-changing red zone stop.
The Warriors took over at the 20-yard line after the missed field goal and then proceeded to put the game away with a 12-play, 80-yard touchdown drive that took 6:17 off the clock. Jeff Jones capped the drive with an 8-yard touchdown run. The Warriors added another touchdown later in the fourth quarter on a 50-yard pass from Joseph to Zach Morel.
Quinones led the Viking offense with a touchdown and 129 rushing yards on 29 carries. Caid Combs and Jake Peterson each caught three passes. Quarterback Jalen Pfeifer was 11-for-24 for 131 yards and an interception.
The Vikings gained 255 yards of total offense, including 124 on the ground and 131 through the air. Waldorf picked up 435 total yards – 321 of which came through the air.
Joseph had a big game for the Warriors, going 19-for-30 for 321 yards, three touchdowns and an interception. Jeff Jones carried the ball 13 times for 62 yards and a score. Ryan Harrison caught three passes for 78 yards and a TD, and Zach Morel had five catches for 79 yards and a TD.
Marshaun Jones, Doniaj Smelker and Hunter Olson all had eight tackles for the Viking defense, and Olson broke up two passes. Arron Martin totaled seven tackles and broke up one pass. Andrew Hanretty added six tackles, and Vance Dumas had six tackles, a sack and a forced fumble.
Waldorf’s defense was led by 12 tackles – including two for loss – by Marcel Lindner. James Bell added nine tackles and a sack.

In world and national news…
HONG KONG (AP) — Hong Kong’s leader says her administration will “spare no effort” in bringing an end to anti-government protests that have wracked the city for more than five months.
Carrie Lam spoke to reporters Monday during a day of spiraling violence that included the shooting by police of an unarmed protester and the setting on fire of a man during an argument over national identity.
Lam said she did not want to go into details, but her comments are likely to fuel speculation that harsher legal and police measures may be in the works.
Lam also said there would be no giving way to protesters’ demands for political concessions.
“If there is still any wishful thinking that, by escalating violence, the Hong Kong SAR government will yield to pressure to satisfy the so-called political demands, I am making this statement clear and loud here: That will not happen,” Lam said, using the initials for Special Administrative Region, which describes the city’s status as a semi-autonomous Chinese territory.
KYIV, Ukraine (AP) — Two political supporters of U.S. Energy Secretary Rick Perry secured a potentially lucrative oil-and-gas exploration deal from the Ukrainian government soon after Perry proposed one of the men as an adviser to Ukraine’s new president.?
Perry’s efforts to influence Ukraine’s energy policy came earlier this year just as President Volodymyr Zelenskiy’s new government was seeking military aid from the U.S. to defend against Russian aggression and allies of President Donald Trump were ramping up efforts to get Ukraine to investigate Joe Biden.
Ukraine awarded the contract to a joint venture owned by Michael Bleyzer and Alex Cranberg, businessmen with longstanding ties to the former Texas governor.
A spokeswoman for Perry denies he advocated for the business interests of any individual or company during his meetings with Ukraine’s leaders.
LA PAZ, Bolivia (AP) — Bolivia has entered a sudden era of political uncertainty with the resignation of President Evo Morales after a push by the military and weeks of massive protests.
His foes celebrated in the streets, treating his ouster as a triumph of democracy after he claimed victory in a widely questioned October election.
But the resignation of every constitutionally designated successor left unclear who would take his place and how.
His vice president also resigned, as did the Senate president, who was next in line. The head of the lower house did so earlier.
Morales was the first member of Bolivia’s indigenous population to become president and he brought stability and economic progress over nearly 14 years in office. But even many backers eventually grew wary of his reluctance to leave power.
WASHINGTON (AP) — Democratic presidential candidate Pete Buttigieg (BOO’-tuh-juhj) says if elected he’d like to name a woman to lead the Department of Veterans Affairs for the first time. It’s part of a broader plan he’s unveiling on Veterans Day.
The South Bend, Indiana, mayor tells The Associated Press that President Trump has “let veterans down” and the needs of female veterans have been neglected for too long.
The former Navy intelligence officer pointed to concerns of sexual harassment and gaps in access to women’s health. He says a woman leading the VA could help spur cultural changes.
Women are the military’s fastest-growing group, comprising about 17% of those enlisted.
More broadly, Buttigieg’s plan would boost core VA health care including suicide prevention. Trump wants to steer more veterans to private-sector doctors outside the VA.
Buttigieg is unveiling his proposal in Rochester, New Hampshire.
ANKARA, Turkey (AP) — Turkey says a U.S. national who is a member of the Islamic State group has been deported home as Ankara begins repatriating captured foreign IS fighters.

Interior Minister Suleyman Soylu has said that Turkey is not a hotel for IS militants and that Ankara would begin repatriating IS militants as of Monday.
Soylu did not provide any numbers or say which countries they would be sent back to.
