GRAND FORKS, N.D. (AP) — A break-in at a sorority house at the University of North Dakota in Grand Forks has some students on edge.

Police are looking for a man who broke into the Gamma Phi Beta house early Monday and took pictures of a woman who was sleeping. Senior Matthew Ely tells KVLY-TV the crime is “kind of weird, kind of scary” because it’s something that doesn’t happen very often on campus.

Chloe Shelton, a freshman and sorority member, says she always walks with a group of people, especially at night.

University administrators sent an alert to students after the crime occurred.

MOORHEAD, Minn. (AP) — American Crystal Sugar has already ended its fall sugar beet harvest in the Red River Valley.

KFGO-AM reports the Moorhead-based cooperative ended its harvest on Saturday.

American Crystal has not released the number of acres that were not harvested. The co-op has five processing plants in the Red River Valley.

Melting water from an early snow last month has aggravated flooding from heavy rains in September and October, leaving many sugar beets frozen into place.

BISMARCK, N.D. (AP) — The Keystone pipeline has been restarted nearly two weeks after it leaked an estimated 383,000 gallons (1.4 million liters) of oil in North Dakota.

TC Energy says the pipeline “returned to service” Sunday after approval of a repair and restart plan by the U.S. Pipeline and Hazardous Materials Safety Administration.

The agency ordered the company last week to keep the pipeline shut down until corrective action was taken, including sending an affected portion of the pipe to an independent laboratory for testing.

State regulators say the leak that was reported on Oct. 29 affected about 22,500 square feet (2,090 square meters) of land near Edinburg.

The cause of the leak has not been disclosed.

The company says about 285,600 gallons (1 million liters) of crude oil has been recovered.

BISMARCK, N.D. (AP) — North Dakota environmental regulators want public input as they prepare to take greater control of emissions from oilfield facilities.

The Bismarck Tribune reports the Department of Environmental Quality has scheduled a hearing Tuesday in Bismarck.

The Legislature this year approved funding for the agency so that the state can administer the federal emissions program.

The North Dakota Petroleum Council says having the state assume control will help ensure better communication over emission issues.

Regulators also are weighing a request from an oil company that officials worry could lead to more emissions over time.

Continental Resources wants to change the state’s emissions rules. The company says state has imposed a “zero leaks” rule that “is impossible to achieve with current technology” and is more stringent than federal rules.

In world and national news…

OMAYAGUA, Honduras (AP) — The 3-year-old girl traveled for weeks in her father’s arms, as he set out to seek asylum in the United States. Now she won’t even look at him.

After being forcibly separated at the border by government officials, sexually abused in U.S. foster care and deported, she arrived back in Honduras convinced her once-beloved father abandoned her. He fears their bond is forever broken.

“I think about this trauma staying with her too, because the trauma has remained with me and still hasn’t faded,” he said, days after their reunion.

This month new government data shows the little girl is one of an unprecedented 69,550 migrant children held in U.S. government custody over the past year, enough infants, toddlers, kids and teens to overflow the typical NFL stadium.

LA PAZ, Bolivia (AP) — Bolivia is facing its worst unrest in decades amid a political vacuum, while Evo Morales, who transformed the Andean nation as its first indigenous president, has fled the country following weeks of violent protests.

Morales flew out on a Mexican government plane late Monday hours after being granted asylum as his supporters and foes fought on the streets of the capital while an opposition leader tearfully laid out a possible path toward new elections in the wake of the president’s resignation.

Morales stepped down Sunday following weeks of widespread protests fed by allegations of electoral fraud in the Oct. 20 presidential election that he claimed to have won. Resignations by every other constitutionally designated successor have left it unclear who will take his place and how.

JERUSALEM (AP) — Israeli Prime Minister Benjamin Netanyahu says the Islamic Jihad commander killed in an Israeli airstrike Gaza was planning a new attack.

Netanyahu says Bahaa Abu el-Atta was the driving force behind recent attacks against Israel and was a “ticking time bomb.”

The Israeli strike that killed the 42-year-old Abu el-Atta and his wife set off a furious barrage of dozens of rocket attacks that reached as far north as the Tel Aviv heartland. Islamic Jihad vowed further revenge. Israel reportedly targeted an Islamic Jihad commander in Syria, also on Tuesday.

The pair of strikes looked to escalate Israel’s confrontation with Iran and its proxies across the region and threatening to unleash another devastating round of cross-border violence with Palestinian militants. Netanyahu has issued a series of warnings recently about Iranian aggression.

HONG KONG (AP) — Protesters are disrupting the morning commute in Hong Kong after an especially violent day in the Chinese city that has been wracked by anti-government protests for more than five months.

Blocking streets and subway stations has been a common tactic of the anti-government protesters, but recent weeks have been marked by more violence.

On Monday, a police officer drew his gun during a struggle with protesters, shooting one in the abdomen. In another neighborhood, a person was set on fire after an apparent argument. Video also showed a policeman on a motorcycle riding through a group of protesters in an apparent attempt to disperse them.

Hong Kong’s leader Carrie Lam pledged to “spare no effort” to halt the protests, fueling speculation a harsher response was planned.
