(Prairie Public Radio) – A new State Hospital will likely be proposed to the 2021 Legislature.

Prairie Public Radion reports, Hospital Superintendent Dr. Rosalie Etherington, says the results of that bed study will be given to the Legislature’s interim Human Services Committee.

Governor Burgum had proposed building a new state hospital in his 2019 executive budget. It was a part of a major change in corrections facilities. The James River Correctional Center is on the same campus as the state hospital.

An interim Legislative committee is also studying North Dakota’s mental health commitment statute  and procedures  to see if it should be changed.

Etherington says the education will help make sure people aren’t going without care. And she says in some instances, that’s been the case.

WASHINGTON, D.C. (Sen. Cramers Office)[11/14/19] —In association with World Diabetes Day, U.S. Senators Tina Smith (D-Minn.) and Kevin Cramer (R-N.D.) have introduced bipartisan legislation—along with Sens. Tammy Baldwin (D-Wis.), Dick Durbin (D-Ill.), Cindy Hyde-Smith (R-Miss.) and Roger Wicker (R-Miss.)—to create a national study to more fully understand the scope of the insulin affordability crisis in America.

Earlier this year, Sens. Smith and Cramer introduced bold, bipartisan legislation to bring down the cost of insulin and hold manufactures accountable for excessive increases in the price of the life-sustaining medicine. Now, the senators and a bipartisan group of their Senate colleagues are working to expand the scope of studies on insulin affordability and its impacts on rationing.

The bipartisan Insulin Affordability Data Collection Act would direct the U.S.

Department of Health and Human Services (HHS) to study rates of diabetic

ketoacidosis—which took the life of Minnesotan Alec Smith two years ago after the high cost of insulin forced him to ration his doses. It would also direct HHS investigators to look into how high insulin prices make it more difficult for people with diabetes to adhere to their insulin prescriptions, and to calculate the amount of money Federal health programs could save if they didn’t have to treat Americans who need additional care because they are unable to afford their proper doses.

“We know that thousands of people are rationing their insulin and that some are paying with their lives like Alec Smith because we’re hearing tragic stories firsthand, and seeing Facebook groups pop up dedicated to helping Americans access insulin. We need to do more than just gathering piecemeal information and have the federal government fully behind addressing this crisis,” said Sen. Smith, a member of the Senate Health Committee. “Our bipartisan bill is about continuing to elevate this issue, fully understanding the scope of what we’re dealing with, and then developing solutions to help the Americans struggling to afford their life-savinginsulin.”

“50,000 North Dakotans need insulin to live, yet we struggle to understand why it is becoming so expensive and what we can do to change that. We need answers,” said Sen. Cramer. “This legislation is an investment in fixing the insulin affordability crisis.”

The Insulin Affordability Data Collection Act would require the HHS Secretary through the Assistant Secretary for Planning and Evaluation (ASPE) to conduct a study that examines the impact of the affordability of insulin on individuals who are insulin-dependent.

FARGO, N.D. (AP) — The U.S. Bureau of Prisons says an inmate walked away from a Fargo facility and his whereabouts are unknown.

Authorities say 30-year-old Juan Francisco Martinez walked away from Centre Inc. early Sunday morning.

Authorities say he was serving a federal sentence for a 2015 conviction of felon in possession of a firearm.

Martinez was transferred from Lee United States Prison in Virginia to Fargo in August to serve the remainder of his sentence. He was due for release in February.

Center Inc.’s website says it is a “private nonprofit agency that provides rehabilitative services to individuals to achieve social re-integration.”

FARGO, N.D. (AP) — A Fargo police sergeant underwent a four-hour surgery in a Minneapolis-area hospital after shooting himself in the hand.

KFGO radio reports Sgt. Matt Ysteboe (YIS’-tah-boe) was hurt on Friday while hunkering down after a man fired a gun toward officers.

Fargo Police Chief David Todd says Ysteboe suffered a serious injury. No further information about Ysteboe’s condition was released.

Todd says the 54-year-old suspect shot a revolver with a laser in the direction of officers and fired additional shots in the Radisson Hotel lobby, where he was arrested. No other injuries were reported.

Ysteboe, who was the night shift supervisor on Friday, has been with the department since 2001. He was promoted to sergeant in 2016.

WATFORD CITY, N.D. (AP) — Authorities say a northwestern North Dakota sheriff’s deputy was injured during a vehicle pursuit when his squad car struck a deer.

The McKenzie County Sheriff’s Office says the accident happened 15 miles (24 kilometers) north of Watford City about 11:30 p.m. Friday. Deputy Robert Shipp was chasing a white Chevrolet Camaro that had fled a traffic stop on the Fort Berthold Indian Reservation earlier in the day when Shipp hit the deer with the front center of his vehicle. Shipp suffered minor injuries. Authorities say the deputy was wearing his seatbelt and his air bag deployed.

The North Dakota Highway Patrol says the occupants of the Camaro were Tyler Defoe, of Watford City, and Candice Clark, of Fairview. Clark is also wanted on an outstanding warrant. They remain at large.

NFL…

UNDATED (AP) —  The Vikings erased a 20-0 halftime deficit by scoring touchdowns on each of their four possessions of the second half to beat the Broncos, 27-23. Kirk Cousins went 29 for 35 for 319 yards and three scores for the 8-3 Vikings, who went ahead on Kyle Rudolph’s 32-yard scoring grab with 6:10 remaining. Denver got to the Minnesota 4 with 10 seconds left before Brandon Allen’s next three throws fell incomplete.

Tom Brady threw for 216 yards on Sunday, but wide receiver Julian Edelman provided the biggest pass for the New England Patriots as they bounced back from their only loss of the season.

Edelman hit Phillip Dorsett for a go-ahead, 15-yard touchdown early in the third quarter of the Pats’ 17-10 comeback over the Eagles in Philadelphia. It was his second career TD pass and first since a playoff victory over the Ravens in January 2015.

New England fell behind 10-0 early in the second quarter before Nick Folk hit three field goals to get the Patriots within 10-9 at halftime. The Pats didn’t cross midfield until Brady connected with Benjamin Watson for 22 yards to the Eagles 31 near the midpoint of the second quarter.

Carson Wentz tossed a 5-yard TD pass to Dallas Goedert to give the Eagles a 10-point cushion before the Pats improved to 9-1.

The Eagles fell to 5-5 and dropped one game behind Dallas for the NFC East lead.

— Todd Gurley and Malcolm Brown ran for touchdowns to help the Rams grind out a 17-7 victory over the Bears. Gurley tied a season high with 97 yards on 25 carries, including a 1-yard scoring run with 3:28 remaining in the first half to put Los Angeles ahead, 10-0. Jared Goff was 11 of 18 for 173 yards and an interception as the 6-4 Rams dropped Chicago to 4-6.

— Jimmy Garoppolo’s (gah-RAH’-pah-lohz) fourth TD pass of the day was a go-ahead, 25-yard scoring toss to Jeff Wilson with 31 seconds left in the 49ers’ 36-26 victory against the Cardinals. The 9-1 Niners trailed 16-0 before pulling off their largest comeback win since 2011 against the Eagles.

— Lamar Jackson threw four touchdown passes and ran for 86 yards as part of the Ravens’ sixth straight win, 41-7 over the Texans. Jackson threw for three touchdowns in the third quarter and followed with his most impressive play of the day: a 39-yard run in which he broke six tackles while weaving through the Houston secondary. NFL receptions leader Michael Thomas had a 16-yard scoring grab and became the first player in league history with 90-plus catches through the first 10 games of a season. Safety Marcus Williams returned the third of New Orleans’ four interceptions 55 yards for a touchdown to cap the scoring with just over five minutes remaining.

UNDATED (AP) — A person familiar with the meeting says suspended Browns star defensive end Myles Garrett will have his appeal heard by the NFL early this week.

Kyle Busch wins NASCAR Cup for second time

HOMESTEAD, Fla. (AP) — Kyle Busch has emerged from the Joe Gibbs Racing juggernaut as NASCAR’s latest champion, winning his second title after teammates Denny Hamlin and Martin Truex Jr. were slowed by pit-road gaffes.

Busch won the season finale at Homestead-Miami Speedway to snap a 21-race losing streak and beat Hamlin, Truex and rival Kevin Harvick for the Cup. Busch joined seven-time champion Jimmie Johnson as the only active drivers with multiple titles.

Busch is the 16th driver in NASCAR history to win multiple championships, and one of only five to win titles in both the Cup Series and the second-tier Xfinity Series.

Truex dominated early but fell a lap back after his crew put tires on the wrong side of his Toyota. Hamlin fell out of contention when a crew member placed a large piece of tape across the front of his car, causing his engine to overheat leading to an unscheduled pit stop.

Truex recovered to finish second, but Hamlin didn’t have enough time to overcome the miscue and was a disappointing 10th.

Harvick never seemed to be a solid contender despite his fourth-place finish.

NBA…

Kings end Celtics’ streak

UNDATED (AP) — The Sacramento Kings have put an end to the Boston Celtics’ 10-game winning streak.

Richaun Holmes hit two free throws with 13.3 seconds remaining to give Sacramento the lead in a 100-99 triumph over the Celts. Marcus Smart had a chance to win it for Boston, but his runner in the lane hung on the rim before trickling off as the buzzer sounded.

Buddy Hield (heeld) scored a season-high 35 points for the Kings, who entered the game just 4-7 before handing Boston its first loss since opening night.

Jaylen Brown scored 18 points and Kemba Walker had 15 for the Celtics.

Checking out Sunday’s other NBA action:

Kyle Kuzma (KOOZ’-muh) scored 17 points in the Lakers’ 11th win in 12 games since a season-opening loss to the Clippers. Trae Young scored 31 for Atlanta, which lost four of five on a swing through the West.

— Jamal Murray shot 7-for-12 from beyond the arc while pouring in a season-best 39 points in the Nuggets’ highest scoring game of the season, a 131-114 rout of the Grizzlies. — J.J. Redick (REH’-dik) drained his sixth 3-pointer of the game from the left corner with 1:09 left to help the Pelicans secure a 108-100 triumph over the Warriors. In world and national news..

HONG KONG (AP) — Hong Kong police are calling on protesters barricaded inside the city’s Polytechnic University to surrender and face justice, saying they have no other option given the level of violence in recent days.

The regional commander of Kowloon West district, Cheuk Hau-yip, told reporters at a daily briefing on Monday that “These rioters, they are also criminals. They have to face the consequences of their acts.”

Cheuk added: “Other than coming out to surrender, I don’t see, at the moment, there’s any viable option for them.”

He said police have the ability and resolve to end the standoff peacefully so protesters should not “try their luck.”

Police said they arrested 154 people aged 13 to 54 over the weekend on charges including burglary, rioting and possessing offensive weapons. They said protesters used slingshots to fire ball bearings, hurled bricks and gasoline bombs, and fired arrows at police, seriously injuring a police media liaison officer.

WASHINGTON (AP) — Impeachment hearings are entering a crucial second week as Democrats are set to hear from eight witnesses about President Donald Trump’s dealings with Ukraine.

Three State Department officials have already testified about their concerns as Trump pushed Ukraine to investigate Democrats and withheld military aid.

In an interview aired on CBS’ “Face the Nation,” House Speaker Nancy Pelosi said Trump would be welcome to appear before investigators or answer questions in writing. Trump has said the impeachment process is stacked against him and is nothing more than a “witch hunt.”

The week’s most anticipated witness may be Ambassador Gordon Sondland, set to appear Wednesday. Sondland spoke multiple times to Trump about Ukraine policy. Other witnesses have said the two discussed efforts to push for the investigations of Democrats.

FRESNO, Calif. (AP) — Police in central California say 10 people were shot at a backyard party, and four them died.

Fresno police say the shooting took place about 6 p.m. Sunday on the city’s southeast side.

Fresno Police Deputy Chief Michael Reid tells the Fresno Bee and the KSEE/KGPE TV stations that 10 people were shot, and three people were found dead in the backyard. A fourth victim died at the hospital.

Police say six others are expected to survive and are recovering at the hospital.

It was at least the second fatal gun attack Sunday in southeast Fresno. A man in his 20s was shot to death early Sunday at a home in another part of the city. Police have not said whether the incidents could be connected.

MASON CITY, Iowa (AP) — Pete Buttigieg (BOO’-tuh-juhj) is leaning hard on his seven-month deployment as an intelligence officer in Afghanistan as a powerful credential, but the Democratic presidential candidate is walking a narrow path between giving that service its due and overstating it.

As his support grows, Buttigieg can expect greater scrutiny of his military record in a climate where service is far from sacred.

He’s careful to not call himself a combat veteran even as he notes the danger he faced.

Former White House rival Seth Moulton draws a sharp contrast between his four combat tours in Iraq and Buttigieg’s service.

One of Buttigieg’s former commanding officers says he thinks Buttigieg would be within his rights to say he’s a combat veteran, but questions the use of a rifle in Buttigieg’s ads.

CONCORD, N.H. (AP) — The number of Democrats running for president is growing as Election Day approaches. And on the ground in the states that matter most this primary season, voters have a clear message: Stop.

Former Massachusetts Gov. Deval Patrick launched a surprise bid last week and New York billionaire Michael Bloomberg may do the same in the coming days.

The late entries, less than 80 days before voting begins, have exposed a fresh divide in the Democratic Party.

On one side are anxious establishment leaders who are concerned about the direction of the race and welcome new candidates. On the other are voters and local officials across early voting states who are satisfied with their existing options.

The satisfied voters are yelling the loudest, but the fresh faces are not giving in.
