A storm system developing over the Rockies Tuesday will expand into
the Plains tonight, and strengthen as it approaches the upper
Mississippi Valley Wednesday night. Rain or snow will develop over
northwestern North Dakota early Tuesday evening, quickly changing over
to all snow as it spreads east across northern North Dakota.

Locations along and north of Highway 2 could receive 2 to 6
inches of snow Tuesday night through Wednesday afternoon. Farther
south, across southwest and south central North Dakota, a mix of
snow and light freezing rain or freezing drizzle will be the main
threats late Tuesday night through Wednesday night. Light ice
accumulations are possible.

People planning travel across North Dakota Tuesday night through
Wednesday night should monitor the latest weather conditions and
updated forecasts.

Jamestown  (CSi)  The North Dakota Aeronautics Commission reports, Jamestown Airline boardings increased in October this year, compared to October 2018.

In October this year, boardings were put at 896 compared to 804 in October 2018. An increase of 11.4 percent.

Year to date numbers through October this year were 9,191 down from 10,050 passengers a decrease of  8.5-percent.

Jamestown  (Chamber)   The Jamestown Area Chamber of Commerce reminds Christmas shoppers that “Chamber Bucks,” is a great gift giving idea, while supporting participating Chamber businesses.

Executive Director, Emily Bivens points out that Chamber Bucks look like checks and that is how the vendor, processes the payment, by taking it to the  bank and deposit it like a check.

The customer should spend the whole amount on the Chamber Gift Certificate, as  cash will not be given back for Chamber Bucks.

Also, the Gift Certificate cannot hold a partial amount on it. Chamber businesses participating should inform employees and teach them about accepting and processing Chamber Bucks.

Valley City  (CSi)  The Barnes County Jail Committee will meet on Thursday November 21 at 4:30 p.m., and then at 5-p.m.  interview managers from three companies at the Barnes County Courthouse, Commission Chamber.

Those to be interviewed are from AP Construction, Construction Engineers and J.E. Dunn.

The public is invited to attend interviews.

If approved by the  Barnes County Commission, the proposed jail would be constructed east of the National Guard Maintenance facility at the I-94 corridor in Valley City.

The news release says, Sixteen North Dakota retail stations offering Unleaded88 participated in this promotion by donating three cents of every gallon of Unleaded88 sold from Oct. 1 through Oct. 31 to North Dakota Women’s Way.

MINOT, N.D. (AP) — Police are trying to determine whether shootings at two locations in Minot are connected.

Authorities say multiple shots were fired into an apartment about 1:30 a.m. Monday. There are no known injuries.

The second shooting happened about 3 a.m. and again involved multiple gunshots fired into an apartment at a different location. No one was hurt.

BISMARCK, N.D. (AP) — An oil spill from the Keystone pipeline in eastern North Dakota has affected almost 10 times the amount of land as first reported.

State environmental scientist Bill Suess (sees) said Monday the leak reported on Oct. 29 is now estimated to have affected about 209,100 square feet (19,426 square meters) of land near Edinburg.

State regulators had said the leak affected about 22,500 square feet (2,090 square meters) of land.

TC Energy reported the pipeline leaked an estimated 383,000 gallons (1.4 million liters) of oil. Suess says that estimate has not changed.

Suess says cleanup continues and about 337,550 gallons (1.2 million liters) of oil has been recovered.

The pipeline restarted on Nov. 9 after approval by federal regulators.

The cause of the leak has not been determined.

 

FARGO, N.D. (AP) — A Fargo police sergeant who accidentally shot himself in the hand is home after undergoing surgery at a Minneapolis area hospital.

Sgt. Matt Ysteboe (YIS’-tah-boh) suffered a rifle wound to his left hand on Friday. Ysteboe and other officers were responding to a call of a man firing a gun in downtown Fargo. He was giving other officers instructions when his rifle went off.

Fargo police say Ysteboe’s surgery went well. He was home in time to coach his son’s hockey team over the weekend.

KFGO-AM reports Ysteboe has more medical appointments next week, where he will learn more about his recovery and restrictions he might face.

Ysteboe was the night shift supervisor on Friday. He has been with the department since 2001 and was promoted to sergeant in 2016.

 

FARGO, N.D. (AP) — Fargo Public School District officials say a teacher has been suspended with pay after being accused of striking a special education student.

KFGO reports the teacher is accused of hitting the student on the shoulder at Centennial Elementary School recently. The student is enrolled in the early childhood special education program.

Fargo police are investigating and hope to be done their work on the case this week.

WILLISTON, N.D. (AP) — The Williams County Commission will soon decide whether to allow a landfill near Williston to accept radioactive oilfield waste.

Secure Energy Services needs approval from the county and the state in order to accept the waste at its 13-Mile Landfill. The waste is generated when materials like soil, water and rocks, with low levels of radiation that occur naturally, are brought above ground during oil production and concentrated in well pipes.

The Bismarck Tribune says the company’s request has prompted questions and safety concerns from some county residents. Secure Energy says the landfill would operate safety within “stringent” regulations.

If the commission grants permission at its meeting Tuesday, the landfill would also need a radioactive materials license and a solid waste permit from the state.

(VCSU) The Valley City State University football team has been recognized with 11 All-Conference honors for the 2019 season.

The Vikings had six 1st Team All-Conference selections and five 2nd Team selections as the Dacotah Bank/North Star Athletic Association All-Conference Teams were announced Monday by the conference office.

Seniors Louis Quinones, JohnL Jones and Jake Peterson all earned 1st Team All-Conference Offense. Quinones, a running back, led the NAIA in rushing yards per game (150) and all-purpose yards per game this season (210). He became the school’s all-time career rushing leader with 3,530 yards and 36 rushing touchdowns in his career.

Jones, an offensive lineman, was named 1st Team All-Conference for the second straight season as he anchored the Viking line. Peterson battled injuries in his final season and was focused on by opposing defenses, but he still hauled in 34 catches for 454 yards and four touchdowns as a wide receiver.

Defensively, the Vikings also had three 1st Team All-Conference selections as senior Arron Martin and juniors Marshaun Jones and Doniaj Smelker earned the honor. Martin, a linebacker, led the Vikings with 93 tackles in his senior season. He was also named VCSU’s NSAA Champion of Character recipient.

Marshaun Jones tallied 58 tackles and eight tackles for loss on the defensive line, and Smelker finished with 48 tackles, two interceptions and eight passes broken up from a defensive back position.

Five Vikings were named 2nd Team All-Conference, including offensive lineman Spencer Dorsey, linebacker Sal Avila, defensive back Andrew Hanretty and kicker Landon Arredondo. Quinones was also named 2nd Team as a kick returner.

Earned Honorable Mention All-Conference for the Vikings were quarterback Jalen Pfeifer, offensive lineman Berkley Santos, defensive lineman Dakota Johnson and linebacker Dustin Kasowski.

NFL..MONDAY NIGHT FOOTBALL…

MEXICO CITY (AP) — The Kansas City Chiefs have regained a half-game lead in the AFC West by winning in Mexico City.

Daniel Sorenson picked off Philip Rivers at the goal line with 18 seconds remaining to preserve the Chiefs’ 24-17 victory over the Chargers. Mike Williams made a spectacular 50-yard catch with 44 seconds to play and Los Angeles got to the Kansas City 14 before Rivers tossed his fourth interception of the night.

Patrick Mahomes (mah-HOHMZ’) passed for 182 yards and hit Travis Kelce (KEHL’-see) for his only touchdown. LeSean McCoy and Darrel Williams rushed for touchdowns as the 7-4 Chiefs hung on to win the fourth regular-season NFL game played in Mexico.

Kansas City leads its division by a half-game over Oakland.

Rivers passed for 353 yards during his first four-interception game since November 2016.

The Chargers are 4-7 following their fifth loss in seven games.

Mack out indefinitely with hand fracture

UNDATED (AP) — Indianapolis Colts running back Marlon Mack will be out indefinitely with a fractured right hand.

Coach Frank Reich (ryk) says Mack already has undergone a “procedure” and the team had not established a timetable for his return.

The third-year player was injured after a 20-yard run in the third quarter of Sunday’s 33-13 victory over Jacksonville. He had already rushed for 109 yards and one touchdown before getting hurt.

— Browns defensive end Myles Garrett’s appeal hearing for his indefinite suspension will be Wednesday. Garrett was suspended for at least the last six regular-season games and playoffs for ripping off Pittsburgh quarterback Mason Rudolph’s helmet and striking him on the head with it.

— Cleveland quarterback Baker Mayfield won his appeal and won’t have to pay a $12,500 fine he received from the NFL last month for criticizing officials. Following Cleveland’s 32-28 loss to the Seattle Seahawks on Oct. 13, Mayfield called the officiating “pretty bad.”

— Giants tight end Evan Engram is out of his walking boot and may play Sunday at Chicago. Engram says his sprained left foot is feeling better and he will start running later this week.

UNDATED (AP) — — Karl-Anthony Towns nailed seven 3-pointers in a 29-point performance that carried the Timberwolves to a 112-102 win at Utah. Minnesota held the Jazz to 36.8% shooting and was bolstered by Jeff Teague’s 21 points and 11 assists. Bojan (BOY’-ahn) Bogdanovic scored 18 points before fouling out as the Jazz suffered their first home loss of the season.

The Houston Rockets continue to own the NBA’s longest current winning streak following a rout of Portland on Monday.

James Harden poured in 36 points and Russell Westbrook had a triple-double as the Rockets rolled to their eighth consecutive win, 132-108 over the Trail Blazers. Westbrook had 28 points, 13 rebounds and 10 assists for his third triple-double of the season and the 141st of his career after sitting out to rest in Houston’s last game on Saturday night.

Clint Capela added a season-high 22 points and had 20 rebounds to become the first Rocket to have at least 20 rebounds in four straight games since Hall of Famer Elvin Hayes in 1971.

— Jayson Tatum scored 26 points on 8 of 16 shooting and grabbed 11 rebounds in the Celtics’ 11th win in 12 games, 99-85 at Phoenix. Marcus Smart scored 17 points but left early in the fourth quarter because of a sprained right ankle.

— The Clippers are 8-1 at home after Paul George hit a go-ahead 3-pointer with 25 seconds left to send Los Angeles past the Thunder, 90-88. Montrezl (MAHN’-trehz) Harrell had 28 points and 12 rebounds off the bench to lead the Clippers. George finished with 18 points after scoring 30-plus points in his first two games of the season.

— Luka Doncic (DAHN’-chihch) scored a career-high 42 points in his sixth triple-double of the season as the Mavericks dealt the Spurs their sixth straight loss, 117-110. Doncic also contributed 11 rebounds and 12 assists to go with the biggest shot of the game, a 3-pointer with 26.5 seconds left to put the Mavericks up 115-110. Dorian Finney-Smith added a career-best 22 points and Kristaps Porzingis (KRIHS’-tahps pohr-ZIHN’-gihs) had 18 points and 10 rebounds for Dallas.

— Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) had 33 points and 10 rebounds in the Bucks’ fourth straight win, 115-101 at Chicago. Brook Lopez added 19 points and 10 rebounds as Milwaukee won for the eighth time in nine games. Daniel Gafford had a team-high 21 points for the Bulls, who led 99-98 until the Bucks closed the game on a 17-2 run.

 

— OG Anunoby (ah-noo-NAH’-bee) provided 16 of his 24 points while the Raptors outscored the Hornets 32-18 in the third quarter of a 132-96 laugher at Toronto. The Raptors forward shot 4 for 5 from long distance in the third period before taking an elbow in the eye from Nicolas Batum (bah-TOOM’) late in the quarter. Seven Raptors scored in double digits, with Pascal Siakam (see-A’-kam) providing 20 points and Norm Powell getting 17.

— Aaron Holiday and Domantas Sabonis (doh-MAHN’-tahs sah-BOH’-nihs) each had double-doubles and Justin Holiday added 20 points in the Pacers’ 115-86 thumping of the Nets. Aaron Holiday had career highs with 24 points and 13 assists, while Sabonis finished with 16 points and a career-high 18 rebounds. T.J. Warren added 19 as Indiana snapped a two-game losing streak.

— The Knicks coasted to a 123-105 win over the Cavaliers as Julius Randle scored 30 points and Marcus Morris Sr. added 23. Randle had 15 points in the first quarter as the Knicks built two 16-point leads before settling for a 32-20 advantage at the end of the period. Randle also nailed a 3-pointer to cap a 24-8 run that put New York ahead, 60-39 with 2:26 left in the first half.

Nets’ Irving out again with right shoulder injury

UNDATED (AP) — Brooklyn Nets guard Kyrie Irving missed a second straight game Monday against Indiana because of a right shoulder injury.

Irving sat out for the first time this season Saturday at Chicago. He is averaging 28.5 points in his first season in Brooklyn.

— Kings guard Buddy Hield (heeld) has been fined $25,000 by the league for kicking a ball into the stands. The incident occurred at the end of Sacramento’s 100-99 win over the Celtics on Sunday

College Basketball…

UNDATED (AP) — Ninth-ranked Kentucky had another struggle on its hands less than a week after losing to Evansville.

Ashton Hagans scored a career-high 26 points to lead the short-handed Wildcats to an 82-74 home win against Utah Valley. Nick Richards added 21 points and 10 rebounds for Kentucky, which played without second-leading scorer Immanuel Quickley because of a chest injury. Quickley has scored 16 points in each of the last two games.

The Wildcats also have been without forward EJ Montgomery, who has missed the past three games because of an ankle injury.

Also on Monday’s top-25 men’s basketball schedule:

— Xavier Tillman scored a career-high 21 points and grabbed 10 rebounds to help third-ranked Michigan State cruise past Charleston Southern, 94-46. Gabe Brown scored a season-high 12 points while starting in place of Aaron Henry, who missed the game after rolling both ankles during Thursday’s win against Seton Hall.

— Sam Merrill nailed five 3-pointers while scoring 21 points in leading No. 15 Utah State to an 82-50 victory over UTSA. Diogo Brito added 17 points and Brock Miller chipped in 10 for the 5-0 Aggies.

— Samir Doughty was high man for No. 19 Auburn with 20 points in a 91-62 pounding of Colgate. Austin Wiley had 13 points and 10 rebounds for the Tigers, who are 5-0 for the first time in 15 years.

— Tyler Bey and McKinley Wright each scored 16 points to send No. 23 Colorado past UC Irvine, 69-53. The Buffaloes scored 21 points off the Anteaters’ 22 turnovers and won for the 17th time in their last 19 home games.

Men’s College Basketball Poll..

UNDATED (AP) — Duke has moved to No. 1 in The Associated Press men’s college basketball poll following Kentucky’s surprising loss to Evansville.

The Blue Devils received 52 first-place votes from a 65-member media panel in the poll released Monday. No. 2 Louisville received eight first-place votes and No. 3 Michigan State, the preseason No. 1, had four.

Kansas and North Carolina rounded out the top five, with No. 7 Virginia receiving the final first-place vote.

Kentucky moved up to No. 1 last week after knocking off top-ranked Michigan State to open the season. The Wildcats fell flat a day later, losing 67-64 to unranked Evansville in Lexington and dropped to No. 9 in this week’s poll.

Notre Dame is out of women’s poll after 12 years

NEW YORK (AP) — Notre Dame’s 12-year run in The Associated Press women’s college basketball poll is over.

The Irish fell out of the AP Top 25 on Monday for the first time since the end of the 2006-07 season, ending a streak of 234 consecutive weeks being ranked. It was the third longest active streak behind UConn (492) and Baylor (302).

Muffet McGraw’s team lost at home to Tennessee and Michigan State this week, marking the first time since 2008 the Irish dropped consecutive game in South Bend, Indiana.

While the Irish dropped out of the rankings, Oregon remained No. 1. The Ducks received 27 of the 29 first-place votes. Baylor was second.

WASHINGTON (AP) — Tempers boiled over while the Washington Capitals hosted the Anaheim Ducks on Monday.

Capitals forward Garnet Hathaway was given a match penalty for spitting on Anaheim’s Erik Gudbranson during a second-period brawl in Washington’s 5-2 victory. Hathaway fought Gudbranson, Derek Grant and Nick Ritchie in a matter of minutes midway through the period.

Officials were attempting to separate players when Gudbranson rabbit-punched Hathaway, who then spit in his face with referee Peter MacDougall a few feet away.

Hathaway could face disciplinary action from the NHL.

John Carlson had two assists to run his point streak to seven straight games. Alex Ovechkin (oh-VEHCH’-kihn) scored a power-play goal and Braden Holtby stopped 32 shots as the Caps improved to a league-leading 16-3-4.

Washington leads the Metropolitan Division by seven points over the New York Islanders, who now have five games in hand.

In Monday’s other NHL game:

— Conor Garland scored his team-high 10th goal and had an assist in the Coyotes’ 3-0 win over the Kings. Antti Raanta (AN’-tee RAHN’-tah) turned back 30 shots in his first shutot of the season and 12th of his career. Drouin, Byron out indefinitely

UNDATED (AP) — Montreal Canadiens forwards Jonathan Drouin (DROO’-an) and Paul Byron are scheduled for surgery and will be out indefinitely.

Drouin injured a wrist and Byron a knee Friday during Montreal’s 5-2 victory at Washington. Coach Claude Julien says the team hopes to have a better idea in a few days on when they can return.

Elsewhere in the NHL:

— Sabres forward Kyle Okposo (ah-POH’-soh) is out indefinitely after being diagnosed with his fourth concussion in a little more than 2 ½ years. Okposo was hurt in Saturday’s 4-2 win over the Senators.

— Devils veteran goaltender Cory Schneider has been placed on waivers and will be assigned to Binghamton of the AHL if no other team makes a claim on the 33-year-old. Schneider is 0-4-1 with a 4.59 goals-against average and an .852 save percentage in six starts this season, appearing in just two of the Devils’ last 13 games.

— Commissioner Gary Bettman has declined to elaborate on commentator Don Cherry’s polarizing remarks, saying the matter has been sufficiently covered and he’s not “going to start another news cycle.” The 85-year-old commentator was fired a week ago for calling immigrants “you people” in a television rant in which he said new immigrants are not honoring the country’s fallen soldiers.

Derek Jeter among 18 newcomers on ballot

NEW YORK (AP) — Derek Jeter is among 18 newcomers on the 2020 Hall of Fame ballot.

The 14-time All-Star shortstop and five-time World Series champion hit .310 with 3,465 hits in 20 seasons, all with the Yankees. Jeter was the 1996 AL Rookie of the Year and has been CEO of the Miami Marlins the past two seasons.

Other newcomers announced Monday by the BBWAA include Cliff Lee, Josh Beckett, Jason Giambi, Paul Konerko, Rafael Furcal, Bobby Abreu and Alfonso Soriano. Holdovers include Curt Schilling, Roger Clemens, Barry Bonds and Larry Walker.

In other baseball news:

— Twins prospect Ryan Costello was found dead in his hotel room in New Zealand Monday, days after joining the Auckland Tuatara in the Australian Baseball League. Team officials say the 23-year-old third baseman died in his sleep, apparently of natural causes. Concerns were raised when Costello failed to report for practice Monday morning, days ahead of the Tuatara’s season opener.

— Yuli Gurriel (YOO’-lee gur-ee-EHL’) has agreed to an $8.3 million, one-year contract with the Astros after helping the team reach the World Series for the second time in three seasons. , a $300,000 raise from his originally scheduled salary for next season. Owners of disqualified Derby winner plan appeal

LOUISVILLE, Ky. (AP) — The owners of Maximum Security say they will appeal a federal judge’s dismissal of their lawsuit that seeks to challenge the decision to disqualify their horse as winner of the Kentucky Derby.

Gary West said in a statement that he has authorized his attorneys to file an appeal.

U.S. District Judge Karen Caldwell issued a ruling Friday in which she said “Kentucky’s regulations make clear that the disqualification is not subject to judicial review.”

FRESNO, Calif. (AP) — An attack on a family party in California’s Central Valley that left four people dead and six wounded has spurred shock and fear in the close-knit Hmong community.

Police say at least two gunmen entered a Fresno backyard Sunday evening and fired at a group of men watching football on TV outdoors. The dead include Xy Lee, a well-known Hmong singer and musician.

Police haven’t identified a motive or suspects. They say the victims haven’t been linked to gangs.

Police Chief Andrew Hall says the shooters appeared to target the house but fired randomly at the victims.

About 25,000 Hmong, an ethnic group originally from Laos, live in Fresno. Community members say the shooting has left them wondering what happened and how they can protect themselves and their families from further violence.

WASHINGTON (AP) — Two top national security aides who listened to President Donald Trump’s call with Ukraine are scheduled to testify in the impeachment hearings, launching back-to-back sessions as Americans hear from those closest to the White House.

An Army officer at the National Security Council, Lt. Col. Alexander Vindman, and his counterpart at Vice President Mike Pence’s office, Jennifer Williams, both had concerns as Trump spoke on July 25 with the newly elected Ukraine president about political investigations into Joe Biden.

They are set to testify publicly Tuesday morning. In the afternoon, the House will hear from former NSC official Timothy Morrison and the former Ukraine special envoy, Kurt Volker.

In all, nine witnesses are testifying in a pivotal week as the House’s historic impeachment inquiry accelerates and deepens.

 

KABUL, Afghanistan (AP) — The American University of Afghanistan welcomed news of the release of their professors, American Kevin King and Australian Timothy Weeks, freed after more than three years in a swap for three high ranking Taliban.

The university said in a statement Tuesday that it “shares the relief of the families of Kevin and Timothy” and would look to provide “all the support we can to Kevin and Tim and their families.”

Pakistan’s Prime Minister Imran Khan was also quick to welcome the release of the two professors.

“We appreciate steps taken by all involved to make it possible,” he said.

 

HONG KONG (AP) — China has accused America of “double standards” after U.S. Secretary of State Mike Pompeo said the Hong Kong government bears the prime responsibility for restoring calm to the former British colony.

Chinese foreign ministry spokesman Geng Shuang said Tuesday that while the U.S. has “appeared to be fair” concerning pro-democracy protests in Hong Kong, it harbors “ulterior intention to intervene … and double standards on violent crimes.”

Geng said efforts by Hong Kong police to enforce the law should not be compared to the violent behavior of “extremist forces.”

Pompeo said Monday that the government must address public concerns because law enforcement alone cannot stop the unrest.

Hong Kong was returned to China in 1997 under a framework that promised the territory certain democratic freedoms not afforded to the mainland.

 

BEIRUT (AP) — Scuffles have broken out in central Beirut as hundreds of anti-government protesters tried to prevent lawmakers from reaching Parliament.

The house was to meet on Tuesday for a legislative session despite opposition from protesters who are outraged at the delay in forming a new Cabinet. They have raised questions about the constitutionality of the session in the absence of a government.

Hundreds of young people blocked all entrances to the parliament building, vowing to disrupt the session. Scuffles with riot police broke out while women stood as barriers between the two sides to prevent clashes.

The session was scheduled to be held last Tuesday but was postponed by the Parliament speaker for security reasons amid the nationwide protests.

 

PEACHTREE CORNERS, Ga. (AP) — Growth and urbanization, along with President Donald Trump’s struggles among previously GOP-leaning white college graduates, have put Georgia on the cusp of presidential battleground status.

The question is how close.

Republicans acknowledge demographic change but are skeptical the state will swing to Democrats.

As with any competitive electorate, Georgia’s direction will turn on a combination of variables within an electorate that now exceeds 7 million registered voters.

The 2020 elections offer plenty of opportunities for both sides to prove their case.

Georgia will play host to this month’s Democratic presidential debate, featuring 10 candidates. It is being held Wednesday at actor Tyler Perry’s Atlanta film complex.

 

LONDON (AP) — British Prime Minister Boris Johnson and opposition leader Jeremy Corbyn are preparing to square off in the first televised debate of this year’s election campaign.

The hour-long encounter Tuesday offers Corbyn a chance to make up ground in opinion polls, which show his Labour Party trailing Johnson’s Conservatives.

The debate will feature only two candidates after the High Court in London rejected a legal challenge from two smaller parties, the Liberal Democrats and the Scottish National Party, over the exclusion of their leaders.

Britain’s stalled departure from the European Union is the overriding issue in the Dec. 12 election. Johnson called the vote more than two years ahead of schedule in an effort to win a majority for his divorce deal with the EU.
