The heavier snow is expected to move in from the south Friday evening, spreading north through the night. There is still uncertainty in how far north the heaviest snow will extend, but it appears likely that the I-94 corridor and points south will receive at least 8 inches of snow, potentially greater than one foot.
Even with only 40 mph gusts, this would still be enough to cause at least
near-blizzard conditions in areas of falling snow. Due to the
expected heavy wet nature of the snow.

BISMARCK – U.S. Senator Kevin Cramer (R-ND) announced Wednesday the U.S. Environmental Protection Agency (EPA) awarded the North Dakota Department of Environmental Quality a grant of $122,000 for drinking water lead testing at local schools and child care centers.
The EPA investment will fund the North Dakota Department of Environmental Quality working with the North Dakota Department of Public Instruction and the North Dakota Department of Human Services to continue voluntary lead testing in local schools and child care facilities. BISMARCK, N.D. (AP) — North Dakota regulators have endorsed a project that will test a process that injects natural gas underground to try to force more oil out of the state’s shale deposits.
The Bismarck Tribune reports the state Industrial Commission, a three-member panel led Gov. Doug Burgum, approved the “enhanced oil recovery” process Monday for Hess Corp.
The company is proposing the project to target newer Bakken wells near Ross in Mountrail County.
The process already is done in old oil fields by injecting them with carbon dioxide. The technology has not yet been proven in newer wells.
State Mineral Resources Director Lynn Helms says the company plans to inject a proprietary foam and natural gas underground, rather than carbon dioxide.
The project will take place over two years.
BISMARCK, N.D. (AP) — There will be a runoff election for a new North Dakota Supreme Court chief justice.
None of the three justices running to lead the state’s high court received the majority votes necessary on Monday to clinch the position.
Justices Lisa Fair McEvers and Jon Jensen were the top vote-getters, followed by Daniel Crothers.
McEvers and Jensen are still in the running.
The ballots were cast by the state’s 52 district court judges and each of the five justices on the high court. They will now recast their votes, which will be tallied in early December.
The chief justice position was left open after 86-year-old Chief Justice Gerald VandeWalle announced in September he would not seek reappointment to the top post when his term expires at the end of the year.

Bismarck (NDHP) Since 2014, North Dakota has had five fatalities resulting from motor vehicle crashes either leading up to or right after the Thanksgiving holiday. This Thanksgiving, the North Dakota Highway Patrol is conducting an All-Hands enforcement effort on Wednesday, November 27 and Sunday, December 1 as people travel to and from Thanksgiving festivities.
During the Wednesday preceding and the Sunday following Thanksgiving in 2018, the NDHP conducted just over 10 traffic stops per hour which resulted in a total of 490 stops. These traffic stops resulted in 299 speeding citations, 14 drug related charges, and nine arrests for driving under the influence. In total, NDHP troopers issued 467 citations on these two days.
NDHP requests motorists to drive responsibly this holiday by following the posted speed limit; driving impairment and distraction free; and following all rules of the road. Let’s work to keep things slow for NDHP troopers this Thanksgiving holiday as we all work toward Vision Zero: zero fatalities, zero excuses.

NHL suspends Lightning Cernak 2 games for elbowing Dahlin
NEW YORK (AP) — The NHL has suspended Tampa Bay Lightning defenseman Erik Cernak for two games for elbowing Buffalo Sabres defenseman Rasmus Dahlin in the face. Cernak wasn’t penalized for the hit, which occurred during a Sabres power play late in the second period of the Lightning’s 5-2 win on Monday night.
Dahlin was left bloodied and sustained a concussion.
The second-year play-making defenseman drove into the left circle before making a backhanded pass. As Dahlin curled back, Cernak caught him with an elbow that knocked him to the ice.
The suspension will cost Cernak $7,500 in pay.
— Los Angeles Kings defenseman Alec Martinez is expected to make a full recovery after undergoing surgery to repair a cut on his right wrist. The team says Martinez had the radial artery and two superficial radial nerves repaired after they were cut by a skate in the third period of the Kings’ 4-3 overtime loss to San Jose on Monday night. NFL-STEELERS-QUARTERBACKS
Steelers to start rookie Hodges against Browns
PITTSBURGH (AP) — Pittsburgh coach Mike Tomlin says rookie quarterback Devlin Hodges will start on Sunday when the Steelers face Cleveland.
Hodges came on in relief of an ineffective Mason Rudolph in a 16-10 victory over Cincinnati, throwing for a 79-yard touchdown to James Washington on his third snap that gave Pittsburgh the lead for good.
Tomlin stressed the decision is for one game only and did not commit to starting Hodges for the rest of the season.
Elsewhere in the NFL:
— Browns defensive tackle Larry Ogunjobi is back on the active roster after serving a one-game suspension for his involvement in the recent brawl with the Steelers. Ogunjobi was disciplined by the NFL for shoving Pittsburgh quarterback Mason Rudolph to the ground in the Nov. 14 melee between the AFC North rivals, who meet again Sunday at Heinz Field. In a surprise move, the Browns released defensive tackle Devaroe Lawrence. He made two starts and appeared in all 11 games.
— Atlanta Falcons running back Devonta Freeman has returned to practice for the first time since suffering a sprained foot. Wide receiver Julio Jones, who suffered a shoulder injury in Atlanta’s loss to Tampa Bay last week, was held out of the practice.
— Two-time Pro Bowl right guard Brandon Brooks said pressure of trying to live up to a new contract led to an anxiety attack that forced him out of the Philadelphia Eagles’ game last Sunday. Brooks has dealt with anxiety for several years but has started 50 straight games, including the playoffs. But he recently signed a four-year, $54.2 million contract and it weighed on his mind.
— The Tennessee Titans have placed five-time Pro Bowl linebacker Cameron Wake on injured reserve after the 37-year-old veteran was hurt late in their win over the Jaguars. The Titans also placed defensive back Chris Milton on injured reserve. They filled the spots by promoting outside linebacker Derick Roberson and cornerback Kareem Orr from the practice squad.
MLB-ROYALS-OWNERSHIP
Sherman takes over as Royals controlling owner
KANSAS CITY, Mo. (AP) — The Kansas City Royals have changed hands from David Glass to an ownership group led by John Sherman and that includes actor Eric Stonestreet and local businessmen.
The purchase of the Royals for approximately $1 billion was approved unanimously by the owners of the other big league clubs at their meeting last Thursday.
His group is just the third owner of the Royals since their inception in 1969, when Ewing Kauffman established the team. The Glass family served as caretakers of the franchise following Kauffman’s death before purchasing it outright and retaining control until this year.
Elsewhere in the majors:
— The Mariners have added another option for their rotation by agreeing to a one-year contract with Kendall Graveman. It guarantees the right-hander $2 million as he returns from Tommy John surgery. He will have a chance to earn a spot in Seattle’s starting rotation that has a couple of openings. Marco Gonzales, Yusei Kikuchi and prospect Justus Sheffield are likely the only set starters for Seattle heading into the season.
— Catcher Dustin Garneau agreed to a one-year contract with the Houston Astros, where he figures to compete for a backup role. Robinson Chirinos (chih-REE’-nohs) and Martín Maldonado (mahr-TEEN’ MAL’-doh-NAH’-doh) became free agents. Adding Garneau likely will not be the final catching move for the AL champions. The 32-year-old Garneau hit .244 with three homers and 14 RBIs in 35 games this year for the Los Angeles Angels and Oakland, which claimed him off waivers on Aug. 3.
— A full postseason share on World Series champion Washington was worth $382,358, down from $416,838 for Boston last year and the record $438,902 for Houston in 2017. The commissioner’s office says the Nationals voted 61 full shares, along with partial shares and two cash awards. The players’ pool was nearly $81 million, the third highest behind a record $88 million last year and more than $84 million in 2017.
In world and national news…
WASHINGTON (AP) — The House Judiciary Committee intends to bring in legal experts to examine the constitutional grounds for President Donald Trump’s impeachment when they meet next week.
The Judiciary panel on Tuesday scheduled its first hearing for Dec. 4 as it decides whether to write articles of impeachment against Trump.
That committee take over the process handled so far by the Intelligence Committee, which has been investigating Trump’s efforts to push Ukraine to take action against his political rivals.
Lawmakers on Tuesday released the last two transcripts from its depositions, including from a White House budget official who detailed concerns among colleagues as Trump ordered them, through intermediaries, to put a hold on military aid to Ukraine. He said he knew of two people who left the agency over the issue.
RACINE, Wis. (AP) — In Racine County, Wisconsin, voters on either side of the ideological spectrum say the impeachment hearings haven’t so far changed their minds on President Donald Trump.
The attitudes in the swing county in the swing state echo public polls that suggest that, nationwide, impeachment is having little effect on the president, even after congressional hearings.
It’s a disappointing response for Democrats, who had hoped to use the hearings to sway public opinion. Without that backing, it’s virtually impossible to imagine Republican senators voting to convict and remove Trump.
It’s also a reaction that leaves the political impact of this dramatic chapter in American history remarkably uncertain. If the division holds, it is possible that the impeachment inquiry and any subsequent trial may ultimately play little role in his reelection bid.
DUBAI, United Arab Emirates (AP) — Iranian state media is quoting its supreme leader as calling recent mass protests against government-set gasoline prices rising a “conspiracy.”
Ayatollah Ali Khamenei made the comment Wednesday while addressing members of the Revolutionary Guard’s all-volunteer Basij force, which help put down the demonstrations.
Khamenei in part blamed the U.S., without offering any evidence to support his claim.
Iran’s government still hasn’t offered any statistics on injuries, arrests or deaths in the protests and security crackdown that followed government-set gasoline prices rising Nov. 15. Amnesty International says it believes the violence killed at least 143 people, something Iran disputes without offering any evidence to support its claims.
DURRES, Albania (AP) — The Albanian Defense Ministry says the death toll from Tuesday’s earthquake has now reached 26.
Some 650 people were injured, and rescuers are still digging through rubble in search of survivors.
The earthquake, with a magnitude of 6.1, brought down several apartment blocks in the city of Durres and a town close to the epicenter.
