The North Dakota Department of Transportation (NDDOT) along with the North Dakota Highway Patrol (NDHP) have issued a Travel Alert for northwest North Dakota due to icy roads creating hazardous driving conditions. Cities included in the Travel Alert are Williston, Watford City, Crosby, Minot, Mohall, and surrounding areas. A Travel Alert means conditions are such that motorists can still travel in these areas, but should be advised of rapidly changing conditions. Motorists are encouraged to reduce speeds and drive according to the conditions.

Jamestown (CSi) Jamestown Police is warning the public of a new convicted high risk sex offender living in Jamestown.
Keith Alrando Lundy resides at 403 First Avenue, North, Apt No. 12, Jamestown, ND
He presently has no vehicle.
Lundy is a 32 year old black male, six feet tall, weighing 260 pounds with brown eyes and black hair.
He has been assigned a high risk assessment by the North Dakota risk level committee of the North Dakota Attorney General’s Office.
Offense: Gross Sexual Imposition, having had sexual contact with a 12 to 13 year old female on several occasions.
Conviction Date: August, 2016, in Mercer County, ND, District Court.
Disposition: 15 years, 10 years suspended, 379 days credit, five years supervised probation.
Lundy is currently on GPS Monitoring.
Lundy is not wanted by police at this time and has served the sentenced imposed by the court.
This notification is meant for public safety and not to increase fear in the community, nor should this information be used to threaten, assault, or intimidate the offender.
Any attempts to harass, intimidate or threaten these offenders, their families, landlords, or employers will be turned over for prosecution.

Valley City (CSi) The Valley City Barnes County Public Library is conducting a survey, as it looks to make future changes in the strategic plan, and improve services.
VCSU students in the Research Methods class will conduct the survey.
The deadline to take part in the survey is December 8.
Board President Hilde Van Gijssel says the library has a number of new services that people may not be aware of.

Devils Lake (FUI) – Lake Region State College (LRSC) in Devils Lake announced Wednesday its receipt of a lead gift from Farmers Union Insurance (FUI) for construction of a new Precision Ag Center that will house the college’s precision agriculture program.
LRSC President, Doug Darling says, “The opportunity to build a state-of-the-art center for ag education is beyond exciting. We appreciate Farmers Union Insurance’s commitment and investment in our program, in our students, and in the future of farming.”
The new ag education building will provide enhanced space and a shop more suited for working with today’s precision ag components and large equipment. With LRSC’s own test field right outside the new building location, students will gain real world experiences and graduate with knowledge from both the classroom and field, said Darling.
Construction of the $3 million facility on campus grounds was authorized by the 2019 state legislature, but requires LRSC to raise half the amount before appropriated dollars and matching funds can be accessed.
Farmers Union Insurance Chief Executive Officcer, Mark Anderson says, “LRSC was recognized by PrecisionAg magazine as one of the Top 10 Best Colleges in the country for precision ag education. That level of excellence and contribution to our state’s bread and butter industry is something we’re very proud to support.”
Darling adds, LRSC’s program is delivered with a “hands on” approach. Students learn about concepts in the classroom, see and experience it in the lab, and then apply what they have learned on the test field.
He says, “Graduates of our program are successfully operating family farms and excelling in agribusiness positions now. They are emerging in the top of their field as a generation of new leaders.” He notes that employees of implement dealerships, agronomy centers, and other agribusinesses will benefit from training and resources the new facility will provide.

FARGO, N.D. (AP) — The U.S. Army Corps of Engineers has awarded its second contract for a Red River diversion project around the flood-prone Fargo and Moorhead, Minnesota metropolitan area.
The Corps announced Thursday that the more than $59 million project to build a flow control structure on the Wild Rice River will be built by Ames Construction Inc., based out of Burnsville, Minnesota.
The concrete structure with two gates would be located about 7 miles south of the Fargo-Moorhead Area.
The first contract, for a control structure closer to the metro area, was awarded to Ames Construction in 2016 for about $46 million. That project was delayed over a lawsuit by upstream residents and changes in order to meet Minnesota permit requirements. Construction resumed earlier this year.
The $2.75 billion diversion is meant to provide flood protection for more than 230,000 people.
FARGO, N.D. (AP) — For the second time in three months, a North Dakota prosecutor has decided against charging a priest accused of sexual misconduct involving a minor.
The Fargo Roman Catholic Diocese said in a statement Wednesday that the McHenry County States Attorney’s Office announced it will not pursue a case against the Rev. Wenceslaus Katanga. Authorities say a young girl accused Katana of inappropriately touching her in the late 2000s, in Fargo and in Towner.
The Cass County State Attorney’s Office in late August said it would not charge Katanga, citing insufficient evidence.
Katanga currently serves at churches in Ashley, Wishek and Zeeland. Bishop John Folda says Katanga will remain on administrative leave until the Fargo Diocese completes an internal investigation.
A phone number for Katanga could not be located.
BISMARCK, N.D. (AP) — North Dakota’s pardon advisory board unanimously endorsed pardons for 26 people with low-level marijuana convictions.
With little discussion, the five-member panel approved the pardons Wednesday. It’s a first under a new policy aimed at fixing problems the convictions have caused for people trying to find jobs and housing.
The list now goes to Gov. Doug Burgum, who is expected to approve the pardons.
Attorney General Wayne Stenehjem estimates as many as 175,000 marijuana convictions over several decades could be eligible. People may petition to have their records wiped clean if they avoid unlawful behavior for five years.
Stenehjem says his office will reach out to attorneys statewide urging them to let their former clients know of the change that took effect in July.
FARGO, N.D. (AP) — Two Democratic senators plan to introduce a companion bill to a U.S. House measure to revoke Medals of Honor for soldiers who participated in the 1890 Wounded Knee massacre on the Pine Ridge Indian Reservation in South Dakota.
Medals of Honor were given to 20 soldiers for participating in the massacre that killed an estimated 250 Native Americans, many of whom were women and children.
Sens. Elizabeth Warren of Massachusetts and Jeff Merkley of Oregon announced Wednesday they will sponsor the Remove the Stain Act. It was first introduced in the House by Democrats Denny Heck of Washington and Deb Haaland of New Mexico and Republican Paul Cook of California.
Republican Sen. Mike Rounds of South Dakota has said he does not support the effort because “we’re now guessing” about the roles of individual soldiers.

Saints claim division crown…Bills dump Cowboys…Bears rally past Lions
UNDATED (AP) — The New Orleans Saints are NFC South champions for the third consecutive year following a victory over the Falcons in Atlanta.
Taysom Hill and the New Orleans defense highlighted a 26-18 victory against the Falcons. Hill blocked a punt to set up his 3-yard touchdown catch, and he later scored on a 30-yard run to put New Orleans ahead, 17-6 late in the first half.
Cameron Jordan recorded four of the Saints’ nine sacks of Matt Ryan, the last coming on fourth down in New Orleans territory with 38 seconds to play.
Drew Brees (breez) passed for 184 yards and a TD to help the 10-2 Saints avenge their Nov. 10 loss to the Falcons in New Orleans.
Ryan was picked off twice while completing 32 of his 50 passes for 312 yards and two touchdowns for the 3-9 Falcons.
The Buffalo Bills have fortified their postseason chances by earning their first Thanksgiving Day victory in 44 years.
Josh Allen threw for a touchdown and ran for another as the Bills knocked off the Dallas Cowboys, 26-15. Allen also turned a fourth-down fumble into a first down before John Brown became the first Buffalo receiver to throw a touchdown pass.
Brown’s 28-yard scoring pass to Devin Singletary put Buffalo ahead to stay just after the two-minute warning in the first half.
Cole Beasley had 110 yards receiving and a touchdown in his first game against his former team, helping the Bills improve to 9-3. It was Buffalo’s first Thanksgiving Day appearance in 25 years.
Dak Prescott threw a TD pass on the Cowboys’ opening drive, but Dallas didn’t score again until Prescott found Ventell Bryant for a touchdown with 4:01 remaining.
Dallas is 6-6 following its sixth loss in nine games. The Eagles can catch the Cowboys for first place in the NFL East by defeating the Dolphins in Miami on Sunday.
In Detroit, the Chicago Bears have given their fading playoff hopes a big boost with a second-half comeback against the Lions.
Mitchell Trubisky tossed a three-yard scoring pass to David Montgomery with 2:17 remaining to send the Bears to their third win in four games, 24-20 over the Lions. The nine-play, 90-yard drive left the Bears 6-6 and allowed Trubisky to finish with 338 yards and three touchdowns.
The Lions got to the Chicago 26 on their final drive before Eddie Jackson intercepted a pass on fourth down in the closing seconds.
David Blough (blow) didn’t look bad in his first NFL start. The undrafted rookie from Purdue was 22 of 38 for 280 yards with two TDs and an interception for Detroit.
The Lions are 3-8-1 following their fifth straight loss, eliminating them from postseason contention.

Wolverines roll past Tar Heels
UNDATED (AP) — North Carolina is the latest top-10 team to suffer its first loss of the season.
Eli Brooks matched his career high with 24 points and Michigan advanced to the Battle 4 Atlantis championship game by surprising the sixth-ranked Tar Heels, 73-64. Isaiah Livers added 12 points for the 6-0 Wolverines, who led by five in the second half before a 19-0 run gave them a 60-36 lead with 11:18 remaining.
Freshman Cole Anthony had 22 points and seven rebounds to lead the 6-1 Tar Heels.
Five of the current top-10 teams in The Associated Press have at least one loss, and No. 3 Michigan State has two.

— Anthony Cowan Jr. scored five of his career-best 30 points in the final minutes to help fifth-ranked Maryland close out a 76-69 win over Temple in the opening game of the Orlando Invitational. — Boogie Ellis scored 21 points to help No. 16 Memphis beat North Carolina State 83-78 in the Barclays Center Classic. Precious Achiuwa added 15 points and 11 rebounds for the 6-1 Tigers, while Tyler Harris had 14 points. Markell Johnson had a game-high 22 points for the Wolfpack, who cut a 16-point halftime deficit to 75-72 with 3:51 remaining.

MONTREAL (AP) — The New Jersey Devils have added to the Montreal Canadiens’ losing streak.
Blake Coleman scored twice and had two assists as the Devils dealt the Habs their sixth consecutive loss, 6-4. Damon Severson provided the game-winner 8:21 into the third period to give New Jersey at 5-3 lead.
Travis Zajac (ZAY’-jak) added a goal and two assists to back Mackenzie Blackwood, who stopped 44 shots in the Devils’ second win over the Canadiens in 12 days.
Montreal has surrendered 20 goals in its last three games.

Aliu calls Flames coach’s apology ‘misleading, insincere’
UNDATED (AP) — Former NHL player Akim Aliu (ah-KEEM’ ah-LOO’) isn’t happy with the apology Calgary Flames coach Bill Peters issued for a racial slur he allegedly used when both were in the minors 10 years ago.
Aliu released his own statement Thursday on Twitter, saying he found Peters’ statement acknowledging that he used offensive language to be “misleading, insincere and concerning.”
Aliu tweeted Monday that Peters directed racial slurs toward him when both were with the American Hockey League’s Rockford IceHogs, the Chicago Blackhawks’ top farm team, in 2009-10.
Aliu says he has accepted an invitation from the NHL to discuss the situation and will not make any further comments until after the meeting.
Peters issued a letter Wednesday night to multiple media outlets, apologizing to the Flames and general manager Brad Treliving (treh-LIH’-vihng). The letter did not mention the Nigerian-born Aliu or specify the words Peter used.

PITTSBURGH (AP) — The Pirates’ leadership overhaul is complete.
Pittsburgh hired longtime major league coach Derek Shelton as manager on Wednesday, the final piece of a new-look leadership following a last-place finish in the NL Central. Shelton replaces Clint Hurdle, who was fired on the final day of the regular season.
“We are confident Derek will help lead an elite playing and coaching environment at the major league level and be a true partner to all of baseball operations as we challenge each other to get better every day,” Pittsburgh general manager Ben Cherington said in a statement.
Shelton was the third high-profile hire by the Pirates since the end of a 69-93 season marred by issues both on and off the field. Travis Williams replaced Frank Coonelly as president in October. The team brought in Cherington this month after Neal Huntington was let go after 12 years on the job.
Shelton filled the eighth and final manager vacancy, joining Joe Maddon (Los Angeles Angels), Joe Girardi (Philadelphia), David Ross (Chicago Cubs), Jayce Tingler (San Diego), Mike Matheny (Kansas City), Carlos Beltrán (New York Mets) and Gabe Kapler (San Francisco). Beltrán was the only minority hired for a manager opening.
The 49-year-old Shelton spent the last two seasons as the bench coach for the Minnesota Twins.
Arlington, TX (CSi) The Texas Rangers bolstered their rotation by agreeing to a three-year deal with veteran right-hander Kyle Gibson, according to multiple reports on Wednesday.
The team has not confirmed the deal, which is reportedly worth $30 million and is contingent on Gibson passing a physical.
Gibson, 32, has spent his entire seven-year career with the Minnesota Twins, racking up a 67-68 record with a 4.52 ERA in 193 games (188 starts).
He went 13-7 last season, posting a 4.84 ERA and striking out 160 batters in 160 innings.
Gibson would join a rotation that features fellow veterans LHP Mike Minor and RHP Lance Lynn.
The Rangers, who finished 78-84 last season, are expected to add at least one more starter in the offseason.

BAGRAM AIR FIELD, Afghanistan (AP) — President Donald Trump is returning to the U.S. after an unannounced trip to Afghanistan, his first visit to the site of America’s longest war.
Trump took off after midnight from Bagram Air Field after several hours with the troops and a brief meeting with Afghan President Ashraf Ghani.
Trump says the U.S. and Taliban have been engaged in ongoing peace talks and he thinks the Taliban want to make a deal.
Trump abruptly broke off peace talks with the Taliban in September, canceling a secret meeting with at Camp David after a bombing in Kabul that killed 12 people, including an American soldier. It was not immediately clear how long or substantive the U.S. reengagement with the Taliban has been.
White House spokesman Judd Deere said Ghani was notified of the president’s visit a few hours before Trump’s arrival and accepted an invitation to meet at the base.
SEOUL, South Korea (AP) — North Korea says the latest test-firing of its “super-large” multiple rocket launcher was a final review of the weapon’s combat application.
A Friday report from the Korean Central News Agency likely means North Korea is preparing to mass produce and deploy the new weapons system soon.
KCNA says leader Kim Jong Un expressed “great satisfaction” over the results of the test-firing.
South Korea’s military says North Korea fired two projectiles into its eastern waters on Thursday. It says the projectiles were likely fired from that “super-large” rocket launcher.
It was the fourth test-launch of projectiles from the multiple rocket launcher since August.
North Korea has fired other new weapons in recent months in what some experts say is an attempt to wrest concessions from the United States in nuclear diplomacy.
BEIJING (AP) — China says the implementation of U.S. bills on Hong Kong human rights will undermine cooperation in important areas.
Chinese Foreign Ministry spokesman Geng Shuang made the remarks at a press briefing Thursday in response to a question about whether President Donald Trump’s signing of the legislation will impact ongoing trade talks.
Regarding unspecified countermeasures that China has threatened over the bills, Geng said: “What ought to come will come sooner or later.”
The bills mandate sanctions on Chinese and Hong Kong officials who carry out human rights abuses in Hong Kong, require an annual review of Hong Kong’s favorable trade status and prohibit the export to Hong Kong police of certain nonlethal munitions.
The Chinese territory has been rocked by six months of pro-democracy demonstrations.
HONG KONG (AP) — Police in Hong Kong are preparing to reopen access to a university campus after blocking it for 12 days to try to arrest protesters holed up inside.
Assistant Commissioner Chow Yat-ming said Friday morning that officers had almost finished a 1 ½-day operation to collect evidence and remove gasoline bombs and other dangerous materials from Hong Kong Polytechnic University.
He says they did not encounter any protesters. One masked protester told media before police came in that about 20 people were still hiding to avoid arrest.
They are the holdouts from roughly 1,000 protesters who had retreated inside the campus after battling police on the streets. A few escaped a police cordon, but police say they arrested 700 people and recorded the details of 300 minors.
BAGHDAD (AP) — Iraqi officials say five anti-government protesters have been killed by security forces in the holy city of Najaf, amid tension following the burning of an Iranian consulate, bringing the death toll to 40 over 24 hours.
Security and medical officials say five protesters were killed and 32 wounded late Thursday when security forces fired live rounds to repel them from setting alight a central mosque in Najaf.
The officials spoke on condition of anonymity in line with regulations.
Protesters had torched the Iranian consulate the previous night. One demonstrator was killed when security forces attempted to prevent them from storming the building.
Thirty-five protesters were killed by security forces in separate demonstrations in Nasiriyah and Baghdad since Wednesday evening.
At least 350 people have died since Oct. 1, when protesters took to the streets to decry corruption.
