Bismarck  (Gov. Burgum’s Office)  – Governor Doug Burgum and North Dakota Agriculture Commissioner Doug Goehring have announced the availability of a program that will reimburse eligible producers for a portion of feed transportation expenses.

The Emergency Feed Transportation Assistance Program will help producers who have verifiable feed losses as a result of extraordinary weather conditions this fall.

The state Emergency Commission met Wednesday and unanimously approved $250,000 for the program.

Goehring says, “Some producers have lost feed or were unable to access feed and have had to purchase hay or feed.  This program will assist producers with defraying some of those transportation costs.”

Commssion Chairman, Burgum added, “Livestock is a billion-dollar industry in North Dakota, and producers have been hard hit by the wettest August-September-October period on record in 125 years.   “This is a narrow program to try to support our livestock producers in this extremely challenging area of feed availability and access.”

Program eligibility requirements include:

  • Must have verifiable feed losses which required the producer to purchase supplemental feed or haul breeding livestock to a feedlot. Examples include:
    • Producer was unable to cut corn at the appropriate time to make silage.
    • Producer had hay that was flooded.
    • Producer lost access to hay or other feed.
  • Must own at least 25 animal unit equivalents of dairy cattle, beef cattle, bison, sheep or goats. A description of animal unit equivalents may be found directly on the application.
  • Feed must be used for the purposes of the producer’s own livestock operation.
    • Feed is considered to be hay or any other forage (excluding silage); grain including distillers and other co-products; straw and other feed supplements.
  • Transportation costs must have been incurred between Sept. 30, 2019, and Jan. 31, 2020.
  • Must have costs related to transportation outside of an applicant’s normal livestock operation.

Producers must provide verifiable feed losses through photos, written descriptions and third-party verifications. Applicants must have receipts for purchased feed and transportation costs. Transportation costs will be reviewed and approved based on standard trucking rates. The program will reimburse producers a portion of expenses dependent on the total amount of eligible applications received and approved through the program.

Livestock producers interested in applying or wanting to find more information on eligibility should go to the North Dakota Department of Agriculture’s website at www.nd.gov/ndda to fill out and submit an application or to download a paper version.

Applications must be submitted or postmarked by Feb. 10, 2020.

Goehring encouraged those willing to help transport feed to add their information to the Hay Hotline by calling 701-425-8454 to have their name and information added to the database. A self-service Hay Hotline map is available at www.nd.gov/ndda/ for those looking for forage.

Questions about acceptable feedstocks or filling out the application may be directed to 1-800-242-7535 or haytransport@nd.gov.

Update…

(NDHP) On Wednesday, December 11 at 1:51 pm, a North Dakota Highway Patrol Trooper was patrolling I-29 south of Grand Forks, near MM 134. At that time, he observed wheel tracks leading off the northbound lane that led to a white Ford F250.

The Trooper observed a man slouched over in the vehicle. The Trooper broke the window, pulled the man from the vehicle, and began CPR. Additional Troopers, members of the Grand Forks Sheriff’s Office and Thompson Fire Department arrived to assist on scene.

The man, 51 year old Erick Magnusen, of East Bethel MN, was taken to Altru Hospital by ambulance, where he died.

BISMARCK  (CAP)  – The Bismarck Squadron Civil Air Patrol will facilitate this year’s Wreaths Across America event at the ND Veterans Cemetery on December 14th starting at 11am, with the help of the community. The event will occur simultaneously with over 1,500 other ceremonies at locations in the United States and beyond, and will be highlighted by the placement of military service ceremonial wreaths by veterans of each respective service. The ceremonial wreath presenters were nominated by the community, and selected via a random drawing. The event will culminate with adorning gravesites with a holiday wreath. Nearly 7,000 wreaths were sponsored for this year’s event.

Ceremonial wreaths will be placed as part of the program starting at 11am for Army, Navy, Marine, Corps, Air Force, Coast Guard, and Merchant Marine veterans. A wreath will also be placed for those veterans whose last know status was as a Prisoner of War or Missing in Action.

The event will start at 11 AM on Saturday, December 14, 2019, but everyone is encouraged to get there early if possible because parking can take some time. Attendants will be present to guide participants to parking spaces. Bismarck CAP anticipates they will be able to fit everybody inside the cemetery, so parking on Highway 1806 should be avoided unless an attendant directs otherwise. Overflow parking will also be available at Ft. Lincoln like in previous years.

Once the ceremony is over, all participants will be given instructions on how the wreath placement part of the event will occur. The event will be held outdoors, so attendees are encouraged to check conditions before leaving home and dress accordingly. The Chapel building at the Veterans Cemetery will be open, but is set aside for those participants who may be especially sensitive to being outside in the cold.

Wreath shipping from Maine is donated by truck companies across the US, with Britton Trucking of Grand Forks making final delivery to North Dakota locations.

The WAA program at the ND Vets Cemetery was one of the original 150 sites to participate in this annual event.

Those interested in finding out more on the Wreaths Across America program, Civil Air Patrol, and wreath sponsorship for future ceremonies can contact Bismarck CAP at BismarckCAP30@gmail.com. Information can also be found at www.BismarckCAP.com.

WASHINGTON (AP) — The Defense Department’s internal watchdog is investigating a $400 million border wall contract awarded to a firm that used multiple appearances on Fox News to push for the job. The Pentagon’s inspector general sent a letter Thursday to House Homeland Committee Chairman Bennie Thompson telling him they would audit the contract awarded to North Dakota-based firm Fisher Sand and Gravel Co. Thompson asked for the review last week, in part over concerns the proposals did not meet operational requirements and prototypes came in late and over budget.

MANDAN, N.D. (AP) — The trial has been delayed again for a man accused of killing four people at a North Dakota property management company. NFL THURSDAY NIGHT FOOTBALL…

BALTIMORE (AP) — The AFC North title belongs to the Baltimore Ravens, and the No. 1 seed in the conference playoffs isn’t far behind.

With a victory next week in Cleveland, the Ravens will be assured the top seed in the AFC and home-field advantage leading up to the Super Bowl.

10 ex-NFL players charged with defrauding healthcare program

UNDATED (AP) — Clinton Portis and Correll Buckhalter are among 10 former NFL players charged with defrauding the league’s health care benefit program.

Prosecutors allege that the players targeted the Gene Upshaw NFL Player Health Reimbursement Account Plan, which was established as part of a collective bargaining agreement in 2006. It provides tax-free reimbursement of out-of-pocket medical care expenses that were not covered by insurance and that were incurred by former players, their spouses and dependents.

Also in the NFL:

— Officials say former football star Michael Vick owes about $70,000 in unpaid taxes on luxury cars that he owned in Virginia, according to the Daily Press of Newport News. Hampton Treasurer Molly Ward told the newspaper that the city has failed to reach Vick or people who have handled his affairs. She said the city has so far filed warrants for $51,900 in unpaid taxes and plans to file more.

NBA…

Embiid answers critics, leads Sixers over Celtics

UNDATED (AP) — Joel Embiid (joh-EHL’ ehm-BEED’) and the Philadelphia 76ers have continued their hot streak by handing the Boston Celtics their first home loss of the season.

The Sixers’ center scored 16 of his 38 points in the fourth quarter and had 13 rebounds to lead a 115-109 victory over the Celtics. Embiid hit five of six free throws in the final 26 seconds and blocked a shot by Daniel Theis in the waning moments to help the 76ers secure their fourth straight win and eighth in nine games.

Embiid was dominant after being chided on television by former NBA players Shaquille O’Neal and Charles Barkley earlier this week for being too passive.

Tobias Harris had 23 points, eight rebounds and seven assists to help Philadelphia take over first place in the NBA’s Atlantic Division, one game ahead of Boston.

Kemba Walker scored 29 points in the Celtics’ second consecutive loss.

Checking out Thursday’s other NBA action:

Former commissioner has brain hemorrhage

NEW YORK (AP) — The NBA says former Commissioner David Stern had emergency surgery Thursday after a sudden brain hemorrhage.

The 77-year-old Stern served as commissioner for exactly 30 years, from February 1, 1984 until February 2014. He took over what was a struggling league and oversaw the NBA’s growth as a world-wide sport. He also was an architect for league drug testing and the salary cap.

Stern has remained affiliated with the league with the title of commissioner emeritus and continues to be active in his other interests, such as sports technology.

NBA-HEAT-WAITERS

Waiters punished again

MIAMI (AP) — Dion Waiters has been suspended yet again without pay by the Miami Heat, his third banishment of the season.

The team cites “his failure to adhere to team policies, violation of team rules and continued insubordination” as the reasons. He will not be allowed back until after Miami’s game against Utah on Dec. 23, which amounts to a six-game suspension.

Waiters already has lost about $920,000 in salary from two previous suspensions totaling 11 games.

Known by the nickname “Big Baby,” Davis played for the Boston Celtics, the Orlando Magic and the Los Angeles Clippers.

WASHINGTON (AP) — The House Judiciary Committee is expected to approve two articles of impeachment against President Donald Trump after postponing a vote late Thursday night. The panel met for more than 14 hours through debate that split sharply along party lines. Republicans insisted on votes on a series of amendments aimed at killing the charges against Trump. Early Friday, Trump tweeted his approval of the Republican effort, calling the GOP lawmakers on the panel “warriors.” The panel is expected to approve the impeachment charges Friday, which would sent them to the full House for a vote next week. Trump denies doing anything wrong.

MADISON, Wis. (AP) — A Wisconsin judge is considering whether to revoke up to 234,000 voter registrations in the key swing state. The lawsuit being heard Friday comes from three voters represented by a conservative law firm. They argue that the state’s elections commission should immediately invalidate the registrations of those voters because they may have moved. It’s a fight with implications for next year’s presidential race in swing-state Wisconsin. That’s because the movers are more likely to be Democratic voters, and a successful lawsuit could lead to some of them not voting. The elections commission doesn’t want to invalidate anyone until 2021.

LONDON (AP) — Britain’s Conservative Party has secured a majority by winning 326 seats out of 650 in the House of Commons. While results are still coming in, the decisive outcome to a Brexit-dominated election means Prime Minister Boris Johnson should be able to fulfill his plan to take the U.K. out of the European Union next month. The victory makes Johnson the most electorally successful Conservative leader since Margaret Thatcher. It’s also a disaster for left-wing Labour leader Jeremy Corbyn, who is facing calls for his resignation. Johnson says it looks like the Conservatives have a powerful new mandate to get Brexit done.

MADRID (AP) — Officials from almost 200 countries are preparing for a last push at a U.N. summit to finalize the rules of the Paris climate accord. There were signs at the climate summit in Madrid that resolving the issue of international carbon markets may be postponed for another year. Negotiators pored over revised drafts Friday, hours before the annual climate talks were officially meant to end. German Environment minister Svenja Schulze said a decision Thursday by European Union leaders in Brussels to make the bloc ‘climate neutral’ by 2050 would provide a boost to the negotiations in their final hours. Environmental groups planned to stage protests outside the venue in Madrid later Friday.
