BISMARCK, N.D. (DEC. 13, 2019) – Gov. Doug Burgum Friday requested a presidential major disaster declaration for the impacts of an October storm that dumped heavy rain and snow on a large swath of the state and caused up to $9.7 million in damage to public infrastructure, according to preliminary assessments.

In a letter directed to President Donald Trump through the Federal Emergency Management Agency (FEMA), Burgum requested that the President declare a major disaster for the period of Oct. 9-26 for 15 counties: Barnes, Foster, Griggs, Grand Forks, Kidder, LaMoure, Logan, Mountrail, Nelson, Sargent, Sheridan, Stutsman, Traill, Walsh and Wells. A copy of the letter and supplemental materials can be viewed here.

Bugum says,“Local governments incurred significant costs as a result of the early October rain and snowstorm, and we appreciate the Trump administration considering our request. “We’re also grateful for the emergency managers and many other officials who worked diligently with our Department of Emergency Services to compile data and make the case for federal assistance to help local jurisdictions recover from these unprecedented wet conditions.”

(AP)  Police have arrested a man suspected of setting a fire at a Walmart store in Bismarck. The 27-year-old man was taken into custody Monday after officers searched for him over the weekend. Authorities say the Walmart fire Friday happened under “suspicious circumstances.” Firefighters were able to contain it to the garden area of the store. Fire officials say the store’s sprinkler system activated and helped limit smoke and fire damage. No one was injured. Police say charges against the man are pending.

BISMARCK, N.D. (AP) — Fire officials say a small fire at a Bismarck Walmart store may have been an “incendiary fire.” There were no reports of injuries in the fire, which happened Friday morning in the garden center of the Walmart on Skyline Boulevard. The fire is being investigated, but officials say early signs point to it being incendiary, which is a term associated with arson.

(AP)  Twenty barrels of produced water spilled in North Dakota’s McKenzie County after a truck accident. The truck was being operated by Blackshirt and was transporting produced water, which is a by-product of oil and gas development. The truck crashed on Thursday about 9 miles southeast of Watford City. Icy road conditions are believed to be the cause. The spill is impacting a small unnamed creek on U.S. Forest Service property. The creek discharges into Elkhorn Creek, more than 4 miles downstream.

BISMARCK, N.D. (AP) — North Dakota’s mineral resources director says the state reached a production record of 1.5 million barrels of oil per day. The figures Lynn Helms released Friday reflect the month of October. The increase comes a month after production had dropped to 1.44 million barrels per day. The Bismarck Tribune reported that rainy weather in September hampered activity because roads were closed. She said she expects production will continue to increase in the Bakken for the foreseeable future because OPEC and Russia agreed to curb oil outputs this month to reduce an abundant global supply.

(AP) Additional North Dakota counties won’t have to face a decision on whether to resettle more refugees, an issue that has drawn passionate responses on both sides of the issue. Burleigh, Grand Forks and Cass counties have voted to accept additional refugees. Lutheran Social Services, which handles all of North Dakota’s refugee resettlement cases, says it will not be asking for consent from any more North Dakota counties because it resettles refugees only in the state’s three most populous counties. A vice president for LSS, Shirley Dykshoorn, says the resettlement sites must meet criteria, including affordable housing, employment opportunities and access to public transportation.

(AP)  The Minot Air Force Base is among other similar bases that will soon receive replacements for the Vietnam-era Huey helicopters. A ceremony will be held later this week at Duke Field, in Crestview, Florida where Air Force officials will accept the first delivery of the Huey’s replacement, the MH-139A helicopter, and announce its name. The new helicopter is the first major acquisition in the Air Force command’s 10-year history. The helicopters provide security and support for the nation’s intercontinental ballistic missile fields. The MH-139 was acquired from Boeing at a cost of about $2.4 billion for up to 84 aircraft.

WASHINGTON (AP) — House leaders are preparing for the final impeachment vote just as lawmakers are about to leave for the holiday break. Approval would set up a 2020 trial in the Senate. A vote could come as soon as Wednesday, with a meeting to set debate rules already scheduled for Tuesday. Floor consideration is expected to be much like that of a regular bill. Meanwhile, Senate leaders are considering how to structure a trial for President Donald Trump. In a letter to Majority Leader Mitch McConnell, Minority Leader Chuck Schumer proposed calling four witnesses during a trial that could last three weeks or longer. Trump denies any wrongdoing.

BASTOGNE, Belgium (AP) — Allies and former enemy Germany together marked the 75th anniversary of one of the most important battles in World War II. At dawn on Dec. 16, 1944, Adolf Hitler launched a last-ditch offensive to turn the tide of the war after the allies had pushed German forces back across France, Belgium and the Netherlands. At first Hitler’s surprise offensive pierced the front line so deeply it came to be known as the Battle of the Bulge. Then, American troops launched a counteroffensive and by Christmas fortunes started to change. After the month-long battle, the move into Germany was unstoppable.

BENI, Congo (AP) — A human rights group says at least 11 people are dead in the latest of a series of rebel attacks in eastern Congo, bringing to 43 the number killed in the assaults. The Congolese rights group, known by its French acronym CEPADHO, said Monday that Allied Democratic Forces rebels launched the attacks on Friday in and around Beni, the epicenter of the ongoing Ebola epidemic. The attacks are expected to further set back heath workers’ efforts to reach areas affected by the outbreak.

DUBAI, United Arab Emirates (AP) — Amnesty International is saying that at least 304 people were killed in last month’s protests in Iran, a significantly higher number than what the rights group had reported previously. The four days of protests in November were sparked by a sharp rise in gasoline prices. During the violence and in the days that followed, Iranian authorities blocked access to the internet. Amnesty says Iranian security forces opened fire on unarmed protesters, killing scores. It says the authorities in Iran subsequently arrested thousands in a sweeping crackdown. Tehran has yet to release any nationwide statistics about the scale of the unrest.

LONDON (AP) — Prime Minister Boris Johnson will be welcoming new Conservative lawmakers arriving in London following his party’s big win in last week’s general election. Johnson will welcome 109 newly elected colleagues on Monday. Many come from parts of the country that were once strongholds of the opposition Labour Party. Johnson will move fast to deliver on his campaign mantra to “get Brexit done.” To do that, he must ensure legislation known as the Brexit withdrawal agreement bill is passed in time for the U.K. to complete its historic departure from the European Union by the current deadline of Jan. 31.
