Saturday morning looks to be another frigid one with even colder temperatures likely across much of the area.

 

Several chances of light snow will be possible Saturday through

Monday with below normal temperatures in place into the work week as

another round of arctic cold spreads across the Northern Plains

Sunday night through Monday night.

 

 

Jamestown  (CSi)  The Jamestown City Council met in Regular Session, Monday evening at City Hall.  All members were present.

 

PUBLIC HEARINGS:

 

  • HEARING FROM THE AUDIENCE:
  • (Individuals may address the City Council about any item not contained on the agenda. A maximum of 15 minutes is allotted for the hearing. If the full 15 minutes are not needed, the City Council will continue with the agenda.   • Tim Nill spoke. He asked about garbage pick up over the past week, when the schedule was changed due to the snow storm. He asked what to do with garbage when it doesn’t fit into the bin.

 

  • City Administration Sarah Hellekson said she would inform the city sanitation department, and noted the bailer is also available.

 

  • Nill also said his recycling has not been picked up regularly.

 

  • She said anyone with questions about recycling to contract Recycle North Dakota and not the city.

 

  • A Public Hearing was held, concerning the performance of the City of Jamestown in carrying out its community development responsibilities related to the $33,334.00 Community Development Block Grant (CDBG) Project No. 4455-SL18-MS for River Rock Investments, 302 1st Ave North, and to obtain citizen views and to respond to proposals and questions.
  • Mayor Heinrich has said, that the funding comes from the CDBG program to improve building facades.
  • The building formerly was K&D Auto, and is now be rehabbed into an insurance agency office fro NoDak Mutual.
  • At the Public Hearing, no one spoke.

Consent Agenda items approved included, a Resolution to approve the 2021-2024 NDDOT Urban Roads and Urban Regional State Transportation Improvement Program (STIP) list.  The top priority is paving the area between 3rd Street and 6th Street, near Hillcrest Municipal Golf Course, and the former Porter Brothers location, involving realigning 11th Avenue and 12th Avenue to form a contiguous paved traffic flow.

  • Also approved was a Resolution to approving NDDOT elimination of bump outs on all side streets and at the intersection of 4th Avenue NW for an overall decrease of $292,900 in Main Street Road Diet project costs.

 

REGULAR AGENDA

 

RESOLUTIONS:

  • Considered was approving the bill of sale between the City of Jamestown and Karen George for the personal property including livestock described as five ponies, one horse, and three goats, all acquired from the Frontier Village Association, Karen George being the current and previous caretaker for these animals.
  • City Administrator Hellekson said the city is not in the business of caring for animals.
  • Jamestown Tourism Director Searle Swedlund said the animals were purchased by the Frontier Village Association and are in the possession of Ms George.
  • The City Council voted to approve the Bill of Sale.

 

APPOINTMENTS:

  • Appointed Dwaine Heinrich to serve as a City Council representative on the Law Enforcement Center Governing Board for a four year term to December 2023
  • Appointed Trent Sletto to serve as a member on the Jamestown Regional Airport Authority for a five year term to December 2024.
  • Appointed Jim Weight to serve as members on the Board of Adjustments for three year terms to January 2023. No other application was received for the second vacancy, and it will be re-advertised.
  • Appointed Amy Aesoph to serve as a member on the Civil Service Commission for a five year term to January 2025.
  • MAYOR AND COUNCIL MEMBER’S REPORT:

 

  • Council member Phillips said the next Jamestown Census Committee meeting will be on January 14 at 2-p.m., at City Hall. She said Mayor Heinrich, and Valley City Mayor Dave Carlsrud will challenge each other in which city can mobilize the most census takers. The loser will wearing a cap of the other city.

 

  • Council Member Steele reminded residents to clear fire hydrants of snow in their neighborhoods.

 

  • Council Member Brubakken thanked members of the Jamestown High School Student Council on the recent food drive collection. He also complemented the city street department on the timeliness of the recent snow storm removal.

 

  • Mayor Heinrich said there will be a debriefing with the City of Jamestown and staff including the Street Department following the recent snow storm and the snow removal process. (See story below)

 

  • He also pointed out the need for the city owned parking lots to have vehicles parked along the railroad fence, to expedite snow removal. The city would sent out public notices ahead of a snow storm.

 

  • City Administrator Hellekson said petition forms are available at City Hall, for those interested in running in the June 2020 city elections. There are two City Park Board seats up for election and three City Council seats up for election. She suggests the petitions be used drawn up by the city, so as to contain the proper wording and will have paper work attachments.  Information will be provided concerning the proper number of signatures needed to be on the election ballot.

 

  • The deadline to file the petitions is April 6th at 4-p.m. at City Hall.

 

OTHER BUSINESS:

The City Council approved the draft Resolution affirming the urgency and necessity of the State’s

participation in replacing the State of North Dakota ladder truck for the City.

On a recent Wayne Byers Show on CSi Cable 2, Mayor Heinrich says, while to state has funded a a ladder truck to the city of Jamestown for 91 years, the city was informed last month that the state no longer will provide funding for the truck, which the city was unaware of.  The ladder truck has since been returned to the state, and parked at the state hospital grounds.

He said he’s discussed the issue with State Senators, Terry Wanzek and John Grabinger to address the situation in the state legislature, or with state officials.

The meeting was shown live on CSi Cable 67, followed by replays.

 

Jamestown  (CSi)  In the wake of the blizzard two weekends ago that dumped over 20 inches of wind blown snow on Jamestown, Mayor Dwaine Heinrich says city officials, including Street Foreman, Rick Lipetzky  will meet in a debriefing session to look at what went right, and what needs improvements in snow removal.

On Monday’s Wayne Byers Show on CSi Cable 2, the mayor said, one snow removal option in the future, includes having vehicles parked in the two city lots, downtown, to park in advance of a forecasted heavy snow storm, along the railroad fence, to allow for efficient snow removal in those lots.

He also asks contractors removing snow from parking lots…not… to place snow in city streets, as city snow removal equipment is not able to encounter and remove those large amounts of snow while clearing already large amounts of snowfall.

He said other options will be discussed concerning where vehicles in the city can be parked off-street in advance of a forecasted large snow storm event to allow for efficient snow removal.

Overall, Mayor Heinrich said the city street crews removed snow from city streets in a timely manor given the unusually large amount of snow that had fallen on city streets.

Jamestown Public Works says that during the winter months, citizens are reminded to remove snow in and around any utility meters located on the property so utility personnel are able to access and record the meter readings.

Examples are related to water, gas, and electric utilities that need to be read by City meter readers and other utility company personnel. Thank you for your cooperation in this matter.

Jamestown  (CSi)   The future is already here at the ninth annual Precision Ag Summit scheduled for Jan. 20-21, 2020, at the North Dakota Farmers Union Conference Center in Jamestown.

North Dakota Farmers Union, Praxis Strategy Group, The North Dakota State University Extension Service, Dakota Precision Ag Center, GK Technology and others are coordinating the event. Precision agriculture industry experts, producers, practitioners and technology developers will discuss data management and analytics, profitability of precision agriculture, precision planting and agricultural automation.

Producers and others will have an opportunity to learn about the latest trends in precision agriculture during the summit. A panel of longtime practitioners of precision agriculture including John Nowatzki, agricultural machine systems specialist in the agricultural and biosystems engineering department at North Dakota State University, Lanny Faleide, Founder and President of Satshot, and Kelly Sharpe, Agronomist at GK Technology will discuss the current state of precision agriculture and the challenges that remain in realizing its full potential.

Keynote speaker Terry Griffin, Associate Professor and Cropping Systems Economist at Kansas State University, will discuss the “The Return on Investment for Selected Precision Agriculture Technologies and Practices.” Griffin is a renowned expert on farmer’s utilization of precision ag technologies.

The next generation of precision farming will be featured in presentations by Brian Carroll, Director of Emerging Prairie’s Grand Farm and Alex Meltnichouck, Digital Farming & Precision Ag Evangelist, from the Olds College Smart Farm in Calgary, Alberta.

(AP)  The search continues for a woman missing on the Standing Rock Reservation. Horseback riders joined other volunteers and law enforcement Monday in the search for 30-year-old Kara Lynn Mauai. The volunteers on horseback search areas that are hard to reach on foot between Selfridge and Porcupine, a distance of about 20 miles. The Fort Yates woman was last seen Nov. 8 in the Selfridge area. The Bureau of Indian Affairs and the woman’s family have declined to comment on whether foul play is suspected in Mauai’s disappearance. The mother of three is a member of the Standing Rock Sioux Tribe.

BISMARCK, N.D. (AP) — A North Dakota county commission that recently voted to limit how many refugees it would accept for resettlement has voted not to put the issue before voters in a nonbinding straw poll. The five-member Burleigh County Commission voted 3-2 on Monday against putting on the ballot a nonbinding straw poll on future refugee resettlement. The vote breakdown was the same as the commission vote last month not to accept more than 25 refugees in 2020. Burleigh County doesn’t receive many refugees, getting just 24 in fiscal 2019 after 22 the year before.

 

BISMARCK, N.D. (AP) — Officials say high winds caused a power outage that led to a produced water and oil spill in Dunn County. The North Dakota Department of Environmental Quality was notified Monday of the spill at a salt water disposal facility operated by Hunt Oil Co. The spill happened Sunday about 8 miles northwest of Halliday. Equipment failure caused by the power outage led to tanks overflowing. Initial estimates indicated about 27,720 gallons of produced water and 15,540 gallons of crude oil overflowed the tanks. Most of the spill was contained on site, but winds blew some of the material onto pastureland.

(AP)The gavel has been passed to the new chief justice of the North Dakota Supreme Court. A ceremony Monday marked the transition from 86-year-old Chief Justice Gerald VandeWalle to Justice Jon Jensen. The 54-year-old Jensen was elected chief justice by the state’s district court judges and the Supreme Court last month.  VandeWalle announced in September that he would not seek reappointment when his term expired at the end of the year. VandeWalle was the longest-serving chief justice in state history and the oldest in the nation.  Jensen was appointed to the high court by Gov. Doug Burgum in 2017.

(AP)  A judge in North Dakota has dismissed a felony conspiracy charge against a South Dakota man who prosecutors say was part of the 2016 riot at the Dakota Access pipeline construction site. Lawrence Malcolm Jr. was charged last year with conspiring to commit criminal mischief based on DNA from a cigarette butt left at the scene. His attorney argued it was impossible to determine where the cigarette butt originated or how long it may have been there. An affidavit says more than 100 demonstrators halted construction and vandalized equipment on the Standing Rock Indian Reservation. Malcolm still faces a misdemeanor charge of engaging in a riot.

LAS VEGAS, Nev(uj.edu)-– Aidan Potas (FR/Fargo, N.D.) scored twice while Allan Pruss (SR/Red Deer, Alberta) and Tyler Chavez-Leech (JR/Red Deer, Alberta) also added goals as the University of Jamestown hockey team defeated the University of Nevada-Las Vegas 4-3 Monday night at Orleans Arena.

Potas tallied both goals as UJ took a 2-1 lead after the first.

Pruss made it 3-1 just 1:55 into the second period, but the Jimmies’ two-goal lead was short-lived. The Rebels countered with a goal 93 seconds later and cut the lead to 3-2.

Chavez-Leech tallied an unassisted goal at 11:49 of the second for a 4-2 lead.

The score remained 4-2 until UNLV scored with 53.3 seconds left as Jamestown was trying to kill off a five-minute major penalty. The Rebels pulled their goaltender in favor of an extra skater to create a 6-on-4 advantage, but the Jimmies staved off any further damage.

Chavez-Leech finished with a pair of assists while Trevor Okino (SR/Richmond, British Columbia) and Jason Richter (SR/Cranbrook, British Columbia) got the helpers on Potas’ first goal. Tyson Brouwer (SR/Lethbridge, Alberta) had 27 saves in goal for UJ. Shots were 30-23 in favor of UNLV.

Jamestown  (uj.edu)   The second annual Hockey Day North Dakota is coming back to University of Jamestown January 17-19, 2020 for a weekend of outdoor hockey played by all levels from around the state.

This event will pack the campus with hockey players, families, and fans alike in celebration of sport and community. Ish Smith’s 27 points help Wizards top no-Kemba Celts 99-94

UNDATED (AP) — Missing Kemba Walker, the Boston Celtics became the latest NBA contender to surprisingly come up short against one of the league’s worst teams, losing 99-94 to the Washington Wizards, who got 27 points from Ish Smith to lead a depleted lineup Monday night.

Walker sat out his third game in a row with the flu, and while the Celtics won the previous two — against also-rans Atlanta and Chicago — they couldn’t overcome poor shooting, a slow start and a whole lot of Smith.

In other NBA Monday action:

— De’Aaron Fox had 21 points and seven assists, Buddy Hield also scored 21 and the Sacramento Kings thumped the Golden State Warriors 111-98. Trevor Ariza added a season-high 18 points for the Kings, and Harrison Barnes scored 18 as well. Glenn Robinson III had 16 points for Golden State. The Warriors have lost five straight after a season-high four-game winning streak.

— DeMar DeRozan had 25 points and the San Antonio Spurs had a season-high 19 3-pointers in beating Milwaukee 126-104, snapping the Bucks five-game winning streak. Patty Mills added 21 points, including 6 for 10 on 3-pointers, for San Antonio.  Giannis Antetokounmpo had 24 points, 12 rebounds and eight assists for Milwaukee, which lost for the first time since Dec. 25.

— Luka Doncic scored 21 of his 38 points in the third quarter to lead the Dallas Mavericks past the Chicago Bulls 118-110. Doncic had 11 rebounds and 10 assists for Dallas. It was his NBA-leading 11th triple-double of the season. Lauri Markkanen led the Bulls with 26 points, who lost Wendell Carter Jr. to an apparent ankle injury.

— Joel Embiid (joh-EHL’ ehm-BEED’) scored 18 points playing with a dislocated left ring finger as the Philadelphia 76ers beat the Oklahoma City Thunder 120-113. Ben Simmons had 17 points and 15 rebounds for Philly, which snapped a four-game losing streak. Embiid injured his finger in the first quarter. He got it taped up and returned to have a solid offensive game.

— Nikola Jokic (NEE’-koh-lah YOH’-kich) scored a career-high 47 points and Will Barton added a season-best 28 as the Denver Nuggets held off the Atlanta Hawks 123-115. Denver improved to 25-11, second-best in the Western Conference. Jokic surpassed his previous career high of 41 with a putback that gave the Nuggets a 114-109 lead with 3:14 remaining.

— T.J. Warren scored 30 of his season-high 36 points in the second half, and the Indiana Pacers beat the Charlotte Hornets 115-104. The Pacers snapped a two-game skid and had lost four of their last five.

— Markelle Fultz scored a career-high 25 points, including seven straight during a 15-1 run in the fourth quarter that sent the Orlando Magic past the slumping Brooklyn Nets 101-89. Nikola Vucevic had 23 rebounds and 11 points for his 300th career double-double.

NEW ORLEANS (AP) — Pelicans coach Alvin Gentry says Jrue Holiday has been scratched from the lineup against Utah because of an elbow bruise. The Pelicans have announced that Josh Hart is starting in Holiday’s place at shooting guard. Holiday is New Orleans’ second-leading scorer. He’s averaged 19.6 points per game this season. Hart is e’s averaging 10.9 points. New Orleans also continues to await the regular-season debut of top overall draft choice Zion Williamson. He remains inactive as he recovers from arthroscopic knee surgery but is practicing again and dunked several times during pregame warm-ups.

— The Atlanta Hawks have signed Paul Watson from the G League to give the team more depth at the forward position. The Hawks were short-handed at forward in Saturday night’s win over Indiana. John Collins missed the game with a back contusion that’s not believed to be serious. Jabari Parker was held out with a throat infection and Cam Reddish missed the game with a sprained right wrist.

— Cavaliers rookie guard Kevin Porter Jr. will be sidelined at least two weeks with a sprained left knee. Porter was hurt in the second half of Sunday’s loss to Minnesota. His knee buckled as he attempted to change directions and the Cavs feared he was hurt much worse.

UNDATED (AP)  — Connor McDavid scored a highlight-reel goal and added three assists as the Edmonton Oilers snapped the Toronto Maple Leafs’ point streak at 10 games with a 6-4 victory. Oscar Klefbom, Darnell Nurse, Kailer Yamamoto, Alex Chiasson and Leon Draisaitl also scored for the Oilers. Edmonton was making its third stop on a five-game road trip.

Nikolaj Ehlers had a goal and an assist, and the Winnipeg Jets beat Ilya Kovalchuk and the Montreal Canadiens 3-2 on Monday night.

Andrew Copp and Josh Morrissey also scored for Winnipeg, which had dropped five of six. Captain Blake Wheeler had two assists, and Connor Hellebuyck made 29 saves.

The 36-year-old Kovalchuk picked up an assist in his Canadiens debut. He signed a one-year contract on Friday.

In other rink action:

— Semyon Varlamov made 32 saves against his former team, Anders Lee scored and the New York Islanders beat the Colorado Avalanche 1-0. The Islanders had lost two straight overall, and four in a row at the Nassau Coliseum.

Tagovailoa to enter NFL draft

TUSCALOOSA, Ala. (AP) — Alabama quarterback Tua Tagovailoa (TOO’-ah tuhng-ah-vy-LOH’-ah) says is entering the NFL draft.

Tagovailoa, who had surgery on his right hip in November, announced his decision Monday. He ended two months of speculation regarding the star quarterback’s plans as he tries to return from a serious injury.

Tagovailoa was projected as a potential No. 1 overall pick before the injury Nov. 16 against Mississippi State.

In other draft news:

— Wisconsin’s top receiver is joining its top running back and leaving for the NFL. Quintez Cephus is skpping his senior season to enter the NFL draft.

COWBOYS-MCCARTHY HIRED

AP source: Cowboys pick McCarthy to replace Garrett as coach

UNDATED (AP) — A person with direct knowledge of the decision says the Dallas Cowboys and Mike McCarthy have agreed on a deal for the former Green Bay coach to replace Jason Garrett.

McCarthy interviewed over the weekend before the Cowboys had announced Garrett wasn’t returning. Garrett had an expiring contract coming off a make-or-break season that ended with Dallas missing the playoffs for the sixth time in his nine full seasons.

The 56-year-old McCarthy won a Super Bowl with the Packers on the Cowboys’ home field nine years ago. Green Bay made nine trips to the playoffs in his 13 years.

In other NFL news:

— Veteran defensive coordinator Wade Phillips has been fired by the Los Angeles Rams after three winning seasons. Phillips teamed up on the Rams in 2017 with Sean McVay.

—The Browns resumed their coaching search by meeting with Buffalo offensive coordinator Brian Daboll. He is the fifth candidate to speak with Cleveland. Daboll has spent the past two seasons running Buffalo’s offense.

— The NFL wild-card playoff games were the most watched opening weekend in four years. The four games averaged 30.5 million viewers. Seattle’s 17-9 victory over Philadelphia drew the most viewers. It averaged 35.8 million, according to Nielsen and Abode Analytics. That makes it television’s most watched show since last year’s Super Bowl.

Lewis, Louisiana-Lafayette beat Miami of Ohio 27-17

MOBILE, Ala. (AP) — Levi Lewis threw two touchdown passes to Ja’Marcus Bradley, and Louisiana-Lafayette beat Miami of Ohio 27-17 in the LendingTree Bowl.

Lewis was 19 for 26 for 246 yards as the Ragin’ Cajuns earned their first bowl win since 2014. Bradley finished with seven receptions for 88 yards. Brett Gabbert was 22 for 31 for 248 yards for Miami, and Jack Sorenson had 10 receptions for 107 yards. Gabbert is the younger brother of NFL quarterback Blaine Gabbert.

COLLEGE BASKETBALL POLL

First three unchanged atop poll

UNDATED (AP) — Gonzaga, Duke and Kansas remain atop The Associated Press men’s college basketball poll.

The Bulldogs received 54 first-place votes from a 65-member media panel. The Blue Devils had nine first-place votes and the Jayhawks two.

No. 4 Baylor moved into the top five for the first time in three years and undefeated Auburn rose to No. 5. Butler climbed five spots to No. 6 for the program’s highest ranking ever. San Diego State is the only other undefeated Division I team. The Aztecs jumped six spots to No. 7.

Michigan State, Oregon and Florida State round out the top 10.

COLLEGE BASKETBALL-DUKE-MOORE

Moore to have surgery

DURHAM, N.C. (AP) — Duke coach Mike Krzyzewski (shuh-SHEF’-skee) says freshman Wendell Moore will have surgery for a broken bone in his right hand. It’s unclear exactly how long Moore will be out for the second-ranked Blue Devils. Moore was hurt late in the weekend win at Miami. He has started five games and is averaging 7.4 points for the Blue Devils.

In other college basketball news:

— Syracuse says that forward Robert Braswell is out for the season. The sophomore has been suffering from pain in both shins. He has played just 48 minutes in parts of seven games.

MLB-CONTRACT MOVES

— Outfielder Shogo Akiyama agreed to a $21 million, three-year deal with the Cincinnati Reds, the only major league team that hasn’t had a player born in Japan. The 31-year-old center fielder was a five-time All-Star during his nine seasons with the Seibu Lions in Japan’s Pacific League.

— Outfielder Kole Calhoun can earn $23 million over three seasons as part of his $16 million, two-year contract with the Arizona Diamondbacks. The 32-year-old Calhoun has a .249 average with 140 homers and 451 RBIs in eight seasons with the Los Angeles Angels. He hit .232 last year with 74 RBIs and a career-high 33 homers.

— The Washington Nationals are bringing back reliever Daniel Hudson and adding first baseman Eric Thames.  The 33-year-old Thames hit .247 with 25 homers, 61 RBIs and 140 strikeouts for the Milwaukee Brewers in 2019. Hudson was acquired in a trade-deadline swap with the Toronto Blue Jays on July 31 and eventually moved into the closer’s role with Washington. He got the final out of the World Series.

— Pitcher Shun Yamaguchi is guaranteed $6.35 million as part of his two-year contract with the Toronto Blue Jays. The deal allows the 32-year-old right-hander to earn $9.15 million if he pitches at least 170 innings per season.

— Catcher Martín Maldonado will have salaries of $3.5 million each season as part of his $7 million, two-year contract with the Houston Astros. The 33-year-old spent the second half of the last two seasons with the Astros after being traded in July in both 2018 and 2019. Maldonado hit .219 with 10 homers last season.

— The Baltimore Orioles filled a huge hole in the middle of the infield by agreeing to a $3 million, one-year contract with shortstop José Iglesias. The Orioles desperately needed a shortstop after trading veteran Jonathan Villar to Miami in December.

— Right-hander Kohl Stewart would earn an $800,000 salary while in the major leagues and a $200,000 salary while in the minors as part of his one-year contract with the Baltimore Orioles. The 25-year-old pitched the past two seasons with the Minnesota Twins.

— Second baseman César Hernández can earn $250,000 in performance bonuses for plate appearances as part of his $6.25 million, one-year contract with the Indians. The 29-year-old spent his entire professional career in the Philadelphia Phillies organization.

—The Los Angeles Angels have acquired right-handed reliever Kyle Keller from the Miami Marlins. The Angels traded minor league catcher Jose Estrada to Miami. The 26-year-old Keller made his major league debut last Aug. 4 and pitched in 10 games for the Marlins. He had a 3.38 ERA with 11 strikeouts.

— The Philadelphia Phillies have hired Bobby Meacham as an assistant coach and Greg Brodzinski as bullpen catcher/catching coach to complete manager Joe Girardi’s staff. Meacham spent the past three seasons managing Triple-A Buffalo in Toronto’s organization. Brodzinski spent the last two seasons as a coach in Philadelphia’s system with Single-A Williamsport.

Red Sox attendant accused of sexual assault at youth prison

CONCORD, N.H. (AP) — One of two men charged with repeatedly raping a teenage boy at New Hampshire’s youth detention center in the late 1990s went on to work as a clubhouse attendant for the Boston Red Sox, which suspended him when it learned of the allegations, the team told The Associated Press on Monday.

Stephen Murphy, of Danvers, Massachusetts, was charged in July with 26 counts of aggravated felonious assault. He and Jeffrey Buskey, of Boston, are accused of sexually assaulting and beating the boy at the Sununu Youth Services Center in Manchester, where they worked as youth counselors.

Trump planning to attend college football championship game

WASHINGTON (AP) — President Donald Trump is planning to attend the Jan. 13 College Football Playoff National Championship in New Orleans.

The game features No. 1 Louisiana State University versus No. 3 Clemson, which is looking for its third national title in the last four seasons. Both teams are undefeated.

TEHRAN, Iran (AP) — Croatia’s defense ministry says the country’s 14 troops in Iraq have been moved to Kuwait amid soaring tensions after a U.S. airstrike killed Iran’s top commander in Baghdad last week. A growing number of European countries are shifting troops out of Iraq. Germany says it has moved 35 soldiers serving in Iraq to neighboring Jordan and Kuwait. Slovakia says it has moved its seven service members from Iraq to an unspecified location. Slovenia, however, says its six soldiers in Iraq are staying there but it will monitor developments.

 

PARIS (AP) — France is marking five years since the deadly Islamic extremist attack on the satirical newspaper Charlie Hebdo and later on a kosher supermarket. Two French brothers armed with automatic weapons opened fire in the newsroom of Charlie Hebdo, and two days later, an accomplice seized hostages inside a kosher supermarket. In all, 17 people died before the gunmen were killed by police. Riss, the editor who goes by his pen name, survived the attack, which the gunmen claimed was in retaliation for publishing cartoons of the Prophet Mohammed. The offices remain under armed guard, as does Riss.

 

PARIS (AP) — France has warned it will retaliate swiftly with the full backing of the European Union if the United States imposes tariffs on up to $2.4 billion worth of French products. The U.S. is considering 100% tariffs on French goods including Champagne, Roquefort cheese, handbags, and lipstick. Those tariffs would be in response to France’s decision to tax the local digital business of major tech companies like Google and Facebook. A U.S. decision on the tariffs is by next week. Finance Minister Bruno Le Maire met Tuesday with EU trade chief Phil Hogan in Paris.

 

SAN JUAN, Puerto Rico (AP) — A 6.4-magnitude earthquake has struck Puerto Rico. It was followed three hours later by an aftershock that measured 6.0. They are the largest in a series of quakes that have struck the U.S. territory in recent days and caused heavy damage in some areas. The mayor of the city of Ponce said eight people were injured. The U.S. Geological Survey said the quake hit just south of the island at a shallow depth of 10 kilometers before dawn on Tuesday. A tsunami alert was initially issued but later canceled. Power is down across the island, according to the power authority.

 

TOKYO (AP) — Tokyo prosecutors have issued an arrest warrant for the wife of Nissan’s former chairman, Carlos Ghosn, on suspicion of perjury. The move Tuesday by Japanese prosecutors comes after Ghosn skipped bail and fled to Lebanon while he was awaiting trial for alleged financial misconduct. Details on the allegations against Carole Ghosn, who is not in Japan, were not immediately available. Japanese officials have warned that those caught helping a fugitive will face legal consequences. Prosecutors earlier said Carole Ghosn was banned from meeting with her husband after his release on bail because they feared she might help him escape. Lebanon and Japan do not have an extradition treaty.

 

NAIROBI, Kenya (AP) — Kenyan authorities say four small children have been shot dead while trying to take refuge from the latest al-Shabab extremist attack. Police say the attackers targeted a telecommunications mast in eastern Garissa county and officers on patrol killed two of them. Other attackers are wounded and on the run. The al-Qaida-linked al-Shabab based in neighboring Somalia has vowed retribution on Kenya for deploying troops to fight the extremist group. Since December al-Shabab has increased attacks inside Kenya including Sunday’s attack on a military base that killed three U.S. military personnel.
