Approved was a Design Engineering Agreement for 2020 Seal Coat Project with KLJ in an amount not to exceed $12,000. KLJ reported the project includes 40 blocks that were previously milled and overlayed, and awaiting a seal coat.
CITY ADMINISTRATOR’S REPORT:
David Schelkoph said thanks for eight years of service, and appreciated working with the community and, wished the community the best, as he has recently resigned the position, effective later this month.

Commissioners and City Staff and KLJ thanked Schelkoph for his eight years of service to Valley City.
Commissioner Magnuson added that the city has grown under Schelkoph, and gave thanks and best wishes.
Mayor Carslrud said the city street crews did “wonderful work,” in removing snow from the recent storm.
He pointed out instances in the community of racism, bullying, in schools and the university, and within the community, that are “very disheartening.” He encouraged citizens of all ages to be kind to each other.
He said his position of Mayor would have been much tougher without Schelkoph’s guidance, Carlsrud said he would not have, “Survived this deal,” (of being Mayor) without his guidance.
He wished Schelkoph well in the future.

Jamestown (CSi) – Jamestown and Valley City are challenging each other to be the most counted during the 2020 U.S. Census.
A kickoff event has been scheduled for January 14, 2020, at 2 p.m. in the Jamestown City Council Chambers.

Valley City Mayor Dave Carlsrud has challenged Jamestown Mayor Dwaine Heinrich to a response rate competition. The competition will pit Jamestown against Valley City to see who can get more residents to respond and get counted for the 2020 U.S. Census.
Mayor Carlsrud says, “After the census response period ends on July 31, we will compare the cities’ “self-response rates” — that is, the percentage of residents in each city who voluntarily self-responded to the census, as tabulated by the U.S. Census Bureau.”
The city with the higher self-response rate/percentage will be declared the winner. The “losing” city’s mayor will have to wear a baseball cap promoting the “winning” city (e.g., “I Love Valley City”) at the next televised city meeting. This is a friendly competition that is aimed at raising awareness and participation in both communities.
Manager of the Census Office at the North Dakota Department of Commerce, Kevin Iverson says, “Counting everyone across the state is vitally important. Every person we fail to count will cost the state of North Dakota more than $19,000 over the next 10 years. That is money we need for roads, emergency services, healthcare services, school programs, etc.”
The challenge event was created by the Jamestown Complete Count Committee (CCC), a volunteer committee established by local governments and community leaders to increase awareness about the 2020 U.S. Census and encourage local residents to respond.
Mayor Heinrich adds, “Each CCC is charged with developing and implementing an outreach plan designed to target and address the needs of its community. This process involves identifying populations within the communities that are traditionally undercounted and working with the ‘trusted faces’ of those groups to increase self-response rates.”
Both mayors will give short statements, during the January 14, event.
Jamestown (CSi) The 1883 Stutsman County Courthouse Committee has received a $24,000 grant from the Jamestown Tourism Grant/Executive committee on behalf of the Stutsman County Courthouse State Historic Site.
The grant will support the creating of an exhibit about citizenship.
It enables the courthouse to obtain historically accurate furnishings, objects and historic technology.
The multi-sensory exhibit will be a fully furnished and immersive recreation of a historic space illustrating concepts from history for children and adults. It will illustrate various roles in local government such as judges, sheriffs and auditors, and provide insights into rights and responsibilities as U.S. citizens.
PORCUPINE, N.D. (AP) — The family of a woman missing on the Standing Rock Reservation says a search has turned up evidence in her disappearance. Volunteers joined law enforcement in their search for 30-year-old Kara Lynn Mauai this week. The Fort Yates woman was last seen Nov. 8 in the Selfridge area. Family spokeswoman Sheridan McNeil says clothing belonging to Mauai was found in Porcupine near tribal housing on Monday. McNeil says the clothes were taken by the Bureau of Indian Affairs for further testing. The Bureau of Indian Affairs and the woman’s family have declined to comment on whether foul play is suspected in Mauai’s disappearance. The mother of three is a member of the Standing Rock Sioux Tribe.
BISMARCK, N.D. (AP) — North Dakota’s new tourism marketing campaign will promote what the sparsely populated state has plenty of: elbow room. The tourism agency for one of the least-visited states in the nation on Tuesday unveiled a $2.9 million campaign with the slogan, “Don’t follow the crowds _ follow your curiosity.” Tourism officials confirmed last week that Hollywood actor Josh Duhamel will continue to promote tourism in his home state. The “Transformers” star’s contract with North Dakota’s Tourism Division has been extended until Dec. 31, 2021.
BISMARCK, N.D. (AP) — The North Dakota Supreme Court has suspended newly expanded online access to court documents. In September, the high court adopted a rule change on public access to court documents. That change was made to “maximize accessibility of court records” by allowing people to access documents remotely, instead of going to a courthouse to request records. The change took effect Jan. 1. But the state Supreme Court suspended the expanded access after dozens of complaints about privacy concerns. State Court Administrator Sally Holewa told The Bismarck Tribune on Tuesday that remote access is “on hold while we evaluate the situation.”
BISMARCK, N.D. (AP) — The gavel has been passed to the new chief justice of the North Dakota Supreme Court. A ceremony Monday marked the transition from 86-year-old Chief Justice Gerald VandeWalle to Justice Jon Jensen. The 54-year-old Jensen was elected chief justice by the state’s district court judges and the Supreme Court last month. VandeWalle announced in September that he would not seek reappointment when his term expired at the end of the year. VandeWalle was the longest-serving chief justice in state history and the oldest in the nation. Jensen was appointed to the high court by Gov. Doug Burgum in 2017.
BISMARCK, N.D. (AP) — A judge in North Dakota has dismissed a felony conspiracy charge against a South Dakota man who prosecutors say was part of the 2016 riot at the Dakota Access pipeline construction site. Lawrence Malcolm Jr. was charged last year with conspiring to commit criminal mischief based on DNA from a cigarette butt left at the scene. His attorney argued it was impossible to determine where the cigarette butt originated or how long it may have been there. An affidavit says more than 100 demonstrators halted construction and vandalized equipment on the Standing Rock Indian Reservation. Malcolm still faces a misdemeanor charge of engaging in a riot.

Jamestown (uj.edu) Five players reached double figures in scoring as the University of Jamestown men’s basketball team cruised to an 85-54 win over Presentation (S.D.) College Tuesday night at Harold Newman Arena.
Devan Praska (SO/Thompson, ND) posted his first career double-double, scoring a season-high 14 points and grabbing a personal best 13 rebounds.
Marc Kjos (FR/Lake City, MN) added a career-high 13 points, while Brady Birch (JR/Melrose, MN) and Jack Talley (JR/Sioux Falls, SD) finished with 12 each and Brock Schrom (JR/Grand Rapids, MN) came off the bench to score 10.
The Jimmies opened up an 18-8 lead only to have the Saints storm back and get within a bucket at 19-17. Following a timeout, UJ scored the next seven points to build a nine-point lead, which eventually grew to 13 late in the half.
Presentation got as close as 13 points with 12:42 in the game but a 12-0 run over the next 3:59 nearly doubled the lead at 67-42.
UJ shot 17-of-32 in the second half while holding the Saints to 7-of-28 shooting. The Jimmies also outrebounded Presentation 31-12 in the final 20 minutes.
Jack Frazier (SR/Salem, OR) chipped in with nine points and a team-high four assists. Kjos (3) and Praska (2) combined for five of Jamestown’s eight steals.
Jamestown (11-6) is on the road Saturday against Concordia (Neb.) University.

JAMESTOWN (VCSU) – Valley City State’s women’s basketball team fell to (RV)University of Jamestown Tuesday, 80-65.
Valley City State shot 42 percent from the field (24-57), 45 percent on 3’s (9-20), and 57 percent from the free throw line (8-14). University of Jamestown shot 40 percent from the field (29-72), 44 percent on 3’s (14-32), and 34 percent from the free throw line (8-9).
The Vikings fall to 3-8 on the season while University of Jamestown improves to 10-6 overall.
Valley City State started out strong Tuesday night as they only trailed by two at the end of the first quarter 16-14.
The Vikings took the lead within the first minute of the second quarter on back-to-back buckets from Adriana Torres. Jamestown took back a short lead before Valley City State scored seven straight points, including five from Maara Nelson, to lead by four with 5:32 on the clock. The Jimmies answered back with 10 straight points as they regained their lead and led 39-32 at the half.
The Jimmies scored the first eight straight points of the third quarter to build a double-figure lead early in the second half. The Vikings wouldn’t score until the 5:46 mark on a layup from Mackenzie Huber. Valley City State garnered some momentum late in the third, scoring nine points in the final three minutes of the third quarter.
The Vikings scored five 3-pointers in the fourth quarter, but it wouldn’t be enough as the Jimmies took the victory 80-65.
Valley City State was led by Mackenzie Huber who scored a team-high 13 points and pulled down eight rebounds. Alexis Bentz tallied a team-high nine rebounds for the Vikings while Dani Schwanke recorded five assists for the Vikings.
Kia Tower led the Jimmies with 15 points while Grace Benz added 13.

UNDATED (AP) — Dillon Brooks scored 28 points and Ja Morant added 25 in the Grizzlies’ third consecutive win, 119-112 against the Timberwolves. Jaren Jackson Jr finished with 21 points for Memphis, including a trio of 3-pointers in final period after entering the period 1-for-7 over the first three quarters.
The Portland Trail Blazers had lost six of their previous seven games before going into Toronto and knocking off the defending NBA champs.
Carmelo Anthony capped his 28-point performance by nailing the tiebreaking basket with four seconds left in the Blazers’ 101-99 triumph over the Raptors. Damian Lillard had 20 for the Trail Blazers, who had lost in their last four visits to Toronto and eight of their previous nine meetings with the Raptors overall.
Hassan Whiteside added 14 points and 16 rebounds for Portland, which bounced back from Sunday’s loss at Miami.
Kyle Lowry had 24 points and 10 rebounds for the Raptors, but he missed a 3-point attempt at the buzzer.

Griffin out indefinitely after knee surgery
UNDATED (AP) — Pistons forward Blake Griffin is out indefinitely after having surgery on his left knee.
The Pistons announced Tuesday that Griffin will have an extended rehabilitation period with no timetable for his return.
The 30-year-old Griffin was an NBA All-Star last season for the sixth time. He has played in just 18 games this season and is averaging career lows of 15.5 points and 4.7 rebounds per game.

— Pelicans coach Alvin Gentry said Tuesday there is still no firm date on when Zion Williamson will play in his first regular season game. The first player taken in last year’s draft has now participated in full-court and five-on-five drills as the NBA’s top overall draft choice moves closer to making his NBA debut. Gentry says Williamson generally looks “fine,” but he ruled out the 6-8, 285-pound forward for Wednesday’s game against the Bulls.

Giants start negotiations with Judge after Rhule goes to Panthers
UNDATED (AP) — The New York Giants were scheduled Tuesday to interview Matt Rhule (rool) for their head coaching vacancy. Instead, Rhule was hired by the Carolina Panthers, while the Giants began contract negotiations with Joe Judge.
Rhule has left Baylor to become head coach of the Panthers. The 44-year-old Rhule has accepted a seven-year, $62 million contract to replace Ron Rivera, who was fired with four games remaining in the 2019 regular season. Rhule just led the Bears to an 11-1 regular season before losses to Oklahoma in the Big 12 championship game and Georgia in the Sugar Bowl.
Meanwhile, a person familiar with the situation says the Giants and Judge are working on a deal for him to become the team’s head coach. Judge has spent the last eight years under New England coach Bill Belichick and was the Patriots’ special teams coordinator and wide receivers coach this season. The 38-year-old Judge has also worked for Nick Saban at Alabama but has never been a head coach before.
Judge would take over a team that went 4-12 and 5-11 in Pat Shurmur’s two seasons.

UNDATED (AP) — No. 12 Maryland put together a stifling defensive performance to remain unbeaten at home.
Anthony Cowan Jr. scored 20 points and the Terrapins held Ohio State to 31% shooting in a 67-55 downing of the No. 11 Buckeyes. Maryland went up by 10 on a 3-pointer by Cowan with 12:58 left.
Jalen Smith had 11 points and seven rebounds as the Terps won their third in a row to improve to 13-2 overall and 3-1 in the Big Ten.

UNDATED (AP) — The Rangers were 5-3 winners against the Avalanche as Artemi Panarin (ahr-THE’-mee pah-NAH’-rihn) provided a goal and two assists. Mika Zibanejad (MEe’-kah zih-BAN’-eh-jad) and Ryan Strome (strohm) each had a goal and an assist to back Igor Shesterkin (shehs-TUR’-kihn), who stopped 29 shots to win his NHL debut.
The Tampa Bay Lightning and Vancouver Canucks each brought lengthy winning streaks into their game on Tuesday, but the outcome was lopsided.
Carter Verhaeghe (vur-HAY’-gee) recorded his first career hat trick and the Lightning exploded for six goals in the second period of a 9-2 thrashing of the Canucks. Verhaeghe, Nikita Kucherov (KOO’-chuh-rahv) and Erik Cernak scored during a 56-second span late in the second period to break open the game.
Brayden Point contributed a goal and three assists, while Steven Stamkos added a goal and two helpers in the Lightning’s season-high eighth consecutive victory.
The Canucks carried a 1-0 lead into the second period before ending a seven-game winning streak.

Predators hire John Hynes as new coach
UNDATED (AP) — The Nashville Predators have made a head coaching change with the team in danger of missing the Stanley Cup playoffs for the first time in six seasons.
Predators general manager David Poile (poyl) has hired John Hynes after the team dropped to 11th in the Western Conference at 19-15-7. He replaces the fired Peter Laviolette, who led Nashville to the 2017 final and was 248-143-60 over five-plus seasons with the club.
Hynes was just let go as head coach of the Devils after opening this season 9-13-4. He was 150-159-45 with one playoff appearance in four-plus seasons in New Jersey.
It’s the first time Poile has dismissed a head coach at midseason since he replaced Terry Murray with Jim Schoenfeld (SHOHN’-fehld) while GM of the Capitals in 1993-94. Poile says his players are responsible for the coaching change, not Laviolette.

Baseball to investigation allegations against Red Sox
UNDATED (AP) — Major League Baseball says it will investigate allegations the Boston Red Sox illegally used their video replay room to steal signs between opposing pitchers and catchers during their 2018 World Series championship season.
The claims were made Tuesday in a report by The Athletic. The website cited three anonymous sources it said were with the Red Sox during the 2018 season who said some players visited the replay room during regular-season games to get information on sign sequences.
The Red Sox say they will cooperate with MLB’s investigation into the allegations.

— Infielder Starlin Castro has finalized a two-year contract with the Nationals after batting .270 with career highs of 22 homers and 86 RBIs for the Marlins last year. The four-time All-Star is a lifetime .280 hitter with a .414 slugging percentage, 133 homers and 636 RBIs over 11 big league seasons.
— The White Sox have agreed to a $6 million, one-year contract with free-agent reliever Steve Cishek (SEE’-shehk), pending a physical. The 33-year-old Cishek spent the previous two seasons with the crosstown Cubs and was 4-6 with a 2.95 ERA and seven saves in 70 appearances last season.
— Right-hander Jimmy Nelson and the Dodgers have worked out a one-year, $1.25 million package that could be worth $13.25 million over two seasons. The 30-year-old pitcher spent the last six seasons with Milwaukee, going 33-46 with a 4.22 ERA and 578 strikeouts and 240 walks. He appeared in just 10 games last season after missing all of 2018 with a partially torn labrum in his pitching shoulder.
— The Orioles have signed veteran infielder José Iglesias to a one-year, $3 million contract that includes a $3 million club option for 2021. Iglesias is virtually guaranteed a starting job after shortstop Jonathan Villar (vee-AHR’) was traded by Baltimore in December.

Man who stabbed Kvitova gets sentence increased to 11 years
PRAGUE (AP) — An appeals court in the Czech Republic has upheld a lower court conviction of a man for knifing two-time Wimbledon champion Petra Kvitova (kuh-VIHT’-oh-vuh) in her home and increased his sentence from eight to 11 years in prison.
The regional court ruled in March that Radim Zondra caused Kvitova serious bodily harm in December 2016 when he attacked her in her apartment.
The state prosecutor requested 12 years in prison for Zondra, who pleaded not guilty and appealed.
The prosecution also appealed and a High Court handed Zondra an 11-year prison today.
The verdict is final.
Kvitova had surgery on injuries to her playing left hand. It took the tennis star more than five months to recover.

TEHRAN, Iran (AP) — Slovenia’s defense ministry says its six soldiers stationed in northern Iraq with a German-led training mission will be evacuated after their base came under Iran’s missile attack in retaliation for the U.S. killing of Iran’s top general. The Slovenian ministry said Wednesday the soldiers were unhurt in the attack near Irbil as they were in the base’s shelter during the strike. No casualties have been reported in the attack. The ministry said the evacuation will be conducted “in cooperation with the German partners.” It did not say where the soldiers will go.
SHAHEDSHAHR, Iran (AP) — A Ukrainian passenger jet carrying 176 people has crashed just minutes after taking off from the Iranian capital’s main airport, turning farmland on the outskirts of Tehran into fields of flaming debris and killing all on board. The crash of Ukraine International Airlines came hours after Iran launched a ballistic missile attack on Iraqi bases housing U.S. soldiers, but both Ukrainian and Iranian officials said they suspected a mechanical issue brought down the Boeing 737-800 aircraft. Ukraine’s foreign minister says Iranian, Canadian, Ukrainian, Swedish, Afghan, British and German nationals were among those killed in Wednesday’s crash.
NEW DELHI (AP) — Commercial airlines are rerouting flights crossing the Middle East to avoid possible danger amid escalating tensions between the United States and Iran. Australian carrier Qantas says it’s altering its London to Perth, Australia, routes to avoid Iranian and Iraqi airspace until further notice. Malaysia Airlines says that “due to recent events,” its planes would avoid Iranian airspace. Singapore Airlines also says its flights to Europe would avoid Iran. The U.S. Federal Aviation Administration has barred American pilots and carriers from flying in areas of Iraqi, Iranian and some Persian Gulf airspace. Analysts say that changed flight plans are expected to inconvenience as many as 15,000 passengers per day and lengthen flight times by an average of 30 to 90 minutes.
MANILA, Philippines (AP) — The Philippine government has ordered Filipino workers to leave Iraq and Iran and is sending a coast guard vessel to the Middle East to ferry its citizens to safety in case hostilities between the United States and Iran worsen. The Department of Foreign Affairs in Manila said the government has raised the alert level in Iraq to the highest level. Labor Secretary Silvestre Bello III said Filipino workers should also move out of Iran and Lebanon. Other Asian nations with large populations of expatriate labor may weigh similar decisions after Iran fired missiles at two Iraqi bases housing U.S. forces in a major escalation of hostilities.
VATICAN CITY (AP) — Pope Francis is asking for prayers for Australia as it copes with devastating fires. Francis drew a round of applause after he made the unscripted appeal at the end of a general audience. Francis said in his comments Wednesday that “I’d like to ask for you all to pray to the Lord to help” the Australian people.” The fires, which have been blazing since September, have killed 26 people, destroyed 2,000 homes and scorched an area twice the size of the U.S. state of Maryland. They have been fueled by drought and the country’s hottest and driest year on record.
BERLIN (AP) — Germany says new asylum applications in the country dropped more than 14% last year. They have been declining since an influx of migrants from the Middle East and elsewhere in 2015 and 2016. The Interior Ministry said Wednesday that 111,000 first-time asylum applications were made in 2019. That was 14.3% fewer than the previous year. Syrians were easily the biggest single group of asylum-seekers, with more than 26,000 making applications. They were followed by people from Iraq, Turkey, Iran and Afghanistan. Interior Minister Horst Seehofer says it’s the third consecutive fall in the number of asylum-seekers in Germany..
