(AP)  The U.S. Army Corps of Engineers doesn’t expect to eliminate from its reservoir system all the leftover water from last year’s near record runoff that led to massive flooding along the Missouri River. Officials are raising the current releases in expectation of high spring runoff again this year. The Corps’ John Remus told the Omaha World-Herald the system needs to make as much space as possible in light of forecasts for warmer than normal weather and higher than normal runoff. He says the Corps normally doesn’t release more during the winter because of the potential for ice jams and dams upriver.

BISMARCK, N.D. (AP) — Sheriff’s officials say the wife of a man found fatally shot after a residential fire in Bismarck has been arrested on felony conspiracy charges in his death. The Burleigh County Sheriff’s Department says 38-year-old Nikki Entzel was arrested Tuesday night on possible charges of conspiracy to commit murder, conspiracy to commit arson and conspiracy to tamper with physical evidence. Formal charges have not been filed. Sheriff’s officials say another person of interest has been identified and is being sought. A Denver company is proposing a 70-mile natural gas pipeline to a planned processing plant in western North Dakota. Officials say Outrigger Energy’s project brings to six the number of similar facilities planned to come online by the end of next year. Outrigger Energy says its pipeline would originate in Williams County and end at the plant proposed near Williston. The company says the project is pegged at “hundreds of millions of dollars” but less than $1 billion. Exact locations for the processing plant and pipeline route are still being finalized and no permits have been filed.

(AP)  Former North Dakota State football players who have contributed to the school’s dynasty over the course of more than seven decades have found a way to relive their glory days — and it’s not just by telling old stories over beers. The 3-year-old Bison Football Players Association has been raising thousands of dollars to donate to worthy causes such as families of deceased players, a Christmas toy drive and even for the recovery of a rival player who was paralyzed in a skiing accident. Formed originally as a way to locate former players, the nonprofit has grown to about 450 people.

In world and national news…

WASHINGTON (AP) — President Donald Trump says his administration will immediately impose new economic sanctions on Iran in response to Iranian missile strikes on U.S. bases in Iraq. The vow left many wondering what’s left to sanction, since the Trump administration has already reimposed all the U.S. sanctions that were eased under the 2015 nuclear deal. But it still has room to boost the penalties. It can expand existing sanctions on Iran’s financial, energy, shipping and military sectors. It also can target Iranian officials and their families with penalties, including asset freezes and travel bans. And it can raise the pressure by threatening foreign individuals and companies if they do business with designated Iranians.

NEW YORK (AP) — U.S. stocks climbed toward records on hopes that the United States and Iran were backing away from the edge of war. The rally capped a whirlwind of reversals. Markets around the world initially reeled early Wednesday after Iran fired missiles at two military bases in Iraq that house U.S. troops, retaliation for a U.S. drone strike that killed an Iranian general. But the selling abated as reports suggested no Americans died and after Iran’s foreign minister said his country had concluded “proportionate measures in self-defense.” Stock gains accelerated after President Donald Trump said Iran “appears to be standing down.”

WASHINGTON (AP) — Senate Majority Leader Mitch McConnell says “there will be no haggling” over the terms of President Donald Trump’s impeachment trial. He’s brushing back House Speaker Nancy Pelosi’s demand for details on the upcoming trial and Democrats’ insistence on new witnesses. It’s a deepening standoff that’s testing the two leaders and leaving the Senate proceedings at a standstill. Pelosi has delayed sending the Senate the articles of impeachment and wants to see details of McConnell’s proposed rules for the trial. McConnell said Wednesday there’s nothing to negotiate. He says he has the 51 Senate votes needed to launch the trial.

WASHINGTON (AP) — The repeal of an unpopular fine for people without health insurance has had little impact on “Obamacare” sign-ups or premiums. It’s a gap between the real world and legal arguments from conservatives again challenging the 10-year-old Affordable Care Act. The law has proved more resilient than its creators or detractors imagined, even as the Supreme Court considers whether to take up the latest effort to roll it back. The demise last year of the penalty for not being insured had little effect on the law’s health insurance markets, as measured by a recent independent study of premiums and insurer earnings. Government data show enrollment for 2020 is basically stable.

2019 was a tough year for the IRS, a new federal report says. Burdened with years of budget cuts and a recent increase in workload to implement new tax law, the IRS is struggling to deliver on its mission, according to the annual report from the Office of Taxpayer Advocate released Wednesday. The report found that in the past fiscal year, the majority of taxpayer phone calls to the IRS went unanswered, the agency failed to collect billions in unpaid taxes and many legitimate refunds due to taxpayers were delayed.

LONDON (AP) — In a stunning declaration, Britain’s Prince Harry and his wife, Meghan, said they are planning “to step back” as senior members of the royal family and “work to become financially independent.” A statement issued by the couple Wednesday evening also said they intend to “balance” their time between the U.K. and North America. The royal couple says after months of reflection, they will “carve out a progressive new role within this institution.” Harry, 35, is a grandson of Queen Elizabeth II and is sixth in line to the British throne. Before marrying Harry in 2018, the Duchess of Sussex was an American actress known as Meghan Markle.
