(AP)  A North Dakota jury has convicted a man of fatally shooting his 36-year-old daughter during a family argument. KFGO-AM reported Monday that jurors convicted 66-year-old Steven Aune of manslaughter. A date for sentencing has not been set. He faces a maximum of 10 years in prison and a $20,000 fine. Prosecutors had originally charged Aune with murder. But his defense attorneys argued the shooting on May 2019 was unintentional.

(AP)  The Army Corps of Engineers is studying the possible construction of an $11.1 million network of weather stations to improve flood control across the Upper Missouri River Basin. The Billings Gazette reports stations are being upgraded for proof of concept in Bozeman and in Sheridan, Wyoming, and Brookings, South Dakota. After the systems and equipment demonstrate their capability, Corps officials propose installing 360 similar stations at a cost of more than $31,000 each. The details of the study are contained in a draft environmental assessment of updates to the three soil moisture and plains snowpack monitoring stations.

Ten North Dakota communities will use part of a settlement with Volkswagen to build electric vehicle charging stations. The North Dakota Department of Environmental Quality will send $2.7 million to the local governments and businesses for clean vehicle projects, including 17 charging stations statewide. The Bismarck Tribune says all but one are fast chargers which can charge vehicles in about 30 minutes. Just 187 electric vehicles are registered in the state, and North Dakota has no fast chargers. North Dakota was awarded about $8 million through the 2016 Volkswagen settlement between the federal government and the auto manufacturer, which admitted that it programmed some of its diesel vehicles to cheat on emissions tests.

In world and national news…

RICHMOND, Va. (AP) — Thousands of gun-rights activists from around the country rallied peacefully at the Virginia Capitol on Monday, protesting plans by the state’s Democratic leadership to pass gun-control legislation that have become a key flashpoint in the national debate over gun violence. The size of the rally and the expected participation of white supremacists and fringe militia groups raised fears that the state could see a repeat of the violence that exploded in 2017 in Charlottesville. But the rally concluded uneventfully around noon, and the mood was largely festive. Attendees spilled into the streets, chanting “USA” and waving signs denouncing Democratic Gov. Ralph Northam.

WASHINGTON (AP) — President Donald Trump won’t be watching from inside the chamber or on TV from the White House when his historic impeachment trial reconvenes in the Senate this week. Instead, Trump will be thousands of miles away at the Davos economic forum in the Swiss Alps, trying to charm global CEOs over dinner when the trial is called to order on Tuesday. The president’s participation in the annual World Economic Forum in Switzerland will test his ability to balance his anger over being impeached with a desire to project leadership on the world stage.

WASHINGTON (AP) — President Donald Trump’s legal team is asserting that he did “absolutely nothing wrong” and calling the impeachment case “flimsy” and a “dangerous perversion of the Constitution.” The brief from Trump’s lawyers was filed before arguments expected this week in the Senate impeachment trial. It offered the most detailed glimpse of the defense they intend to use against Democratic efforts to convict the president and oust him from office. It is meant as a counter to a brief filed by House Democrats that summarized weeks of testimony from more than a dozen witnesses in laying out the impeachment case.

MOSCOW (AP) — Russian President Vladimir Putin has submitted to Parliament a package of constitutional amendments widely seen as an attempt to secure his grip on power well after his current term ends in 2024. Putin first presented the proposed changes in his state-of-the-nation address Wednesday, arguing they are intended to bolster the role of parliament and strengthen democracy. Kremlin critics have argued that they are intended to allow his rule for life. The Kremlin-controlled lower house, the State Duma, confirmed on Monday that it has received a draft bill on constitutional proposals from the Kremlin.

BEIJING (AP) — The head of a Chinese government expert team says human-to-human transmission has been confirmed in an outbreak of a new coronavirus. State media said Monday that the leader of the National Health Commission team said two people in southern China caught the diseases from family members. The English-language China Daily newspaper said the National Health Commission task force also found that some medical workers have tested positive for the virus. Human-to-human transmission could make the virus spread more quickly and widely. The outbreak is believed to have started from people who picked it up at a fresh food market in the city of Wuhan in central China.
