(AP) Hundreds of electronic devices aimed at adding speed and security at the voting polls in North Dakota will be distributed to the state’s 53 counties in the coming weeks.
The 990 poll books replace the paper process to check in voters that are used in most counties. North Dakota has no voter registration, but maintains a central voter file which is a database of who has voted.
The Bismarck Tribune says the state’s six or seven larger counties have been using the poll books already and by February every county will have them. Training sessions on new poll books begin next week for election officials.
BISMARCK, N.D. (AP) — Ten North Dakota communities will use part of a settlement with Volkswagen to build electric vehicle charging stations. The North Dakota Department of Environmental Quality will send $2.7 million to the local governments and businesses for clean vehicle projects, including 17 charging stations statewide. The Bismarck Tribune says all but one are fast chargers which can charge vehicles in about 30 minutes. Just 187 electric vehicles are registered in the state, and North Dakota has no fast chargers. North Dakota was awarded about $8 million through the 2016 Volkswagen settlement between the federal government and the auto manufacturer, which admitted that it programmed some of its diesel vehicles to cheat on emissions tests.
GRAFTON, N.D. (AP) — A North Dakota jury has convicted a man of fatally shooting his 36-year-old daughter during a family argument. KFGO-AM reported Monday that jurors convicted 66-year-old Steven Aune of manslaughter. A date for sentencing has not been set. He faces a maximum of 10 years in prison and a $20,000 fine. Prosecutors had originally charged Aune with murder. But his defense attorneys argued the shooting on May 2019 was unintentional.
BILLINGS, Mont. (AP) — The Army Corps of Engineers is studying the possible construction of an $11.1 million network of weather stations to improve flood control across the Upper Missouri River Basin. The Billings Gazette reports stations are being upgraded for proof of concept in Bozeman and in Sheridan, Wyoming, and Brookings, South Dakota. After the systems and equipment demonstrate their capability, Corps officials propose installing 360 similar stations at a cost of more than $31,000 each. The details of the study are contained in a draft environmental assessment of updates to the three soil moisture and plains snowpack monitoring stations.
(AP) A former intern for the Democratic-NPL Party in North Dakota has been named as its new executive director. The party’s Policy Committee voted unanimously for Michael Taylor. He worked as caucus director for the House and Senate Democratic-NPL caucuses during the 2019 legislative session and also was a legislative assistant to House Minority Leader Josh Boschee. The Bismarck Tribune says Taylor, a native of Sturgeon Bay, Wisconsin, was an intern for the party in 2016 and was later hired as a field organizer and then operations director in 2017. His family has lived in Bismarck since 2015.
BISMARCK, N.D. (AP) — A new agreement between the state and Mandan, Hidatsa and Arikara Nation means bighorn sheep could be roaming the reservation in the next couple weeks. North Dakota Game and Fish director Terry Steinwand says 30 to 40 bighorns will be brought to North Dakota once they are captured on a Montana reservation. They’ll be released in the Mandaree and Twin Buttes areas. The Bismarck Tribune says the state-tribal agreement includes a provision for a ram hunting season. Williams says that will depend on how well the animals to in their new habitat.

COLLEGE BASKETBALL-POLL
Baylor takes top spot
UNDATED (AP) — Baylor has become the seventh team to sit atop The Associated Press men’s basketball poll since November, already matching a single-season record for the most No. 1 teams since the ranking began in the 1948-49 season.
The Bears picked up 33 of 65 first-place votes to climb over No. 2 Gonzaga, which came away with 31 first-place votes. The two teams are separated by just three points.
Kansas, unbeaten San Diego State and Florida State round out the top five. They replace Duke, Auburn and Butler, each of which lost twice last week.
Sixth-ranked Louisville is followed by Dayton, the Blue Devils, Villanova and Seton Hall. The Cardinals, Flyers, Wildcats and Pirates all climbed at least five spots, with Seton Hall moving up eight notches.

AUSTRALIAN OPEN
Day 2 at Melbourne
MELBOURNE, Australia (AP) — John McEnroe told Nick Kyrgios he was proud of him and promised to donate $1,000 to the bush fire recovery effort for every set the Aussie player wins at the Australian Open.
Kyrgios beat Lorenzo Sonego 6-2, 7-6 (3), 7-6 (1) in his first-round match at Melbourne Arena, which was delayed for a couple of minutes in the second set when the lights went out.
— Garbiñe Muguruza is a two-time Grand Slam title winner but she sure looked on the way to a third consecutive first-round exit at a major when she dropped the opening set at love against American qualifier Shelby Rogers at the Australian Open. And then Muguruza turned everything around in remarkable fashion, grabbing 12 of the last 13 games to beat Rogers 0-6, 6-1, 6-0.
— Cici Bellis has won a Grand Slam match for the first time in nearly three years after having a series of operations. The 20-year-old Californian, once ranked as high as 35th, moved into the second round of the Australian Open by beating Tatjana Maria of Germany 6-0, 6-2.
— Two-time major winner Simona Halep took a tumble and then saved three set points in the first set before recovering to fend off Jennifer Brady 7-6 (5), 6-1 in the first round. Halep has had four first-round exits at Melbourne Park, but not since she reached the final here in 2018 — having saved match points in third round and the semifinals.
— A back injury has forced 2008 Australian Open runner-up Jo-Wilfried Tsonga to retire from his first-round match against Alexei Popyrin after falling behind two sets to one. The 34-year-old Frenchman won the first set in a tiebreaker before losing the next two sets 6-2, 6-1, calling for a trainer and then notifying the chair umpire that he could not continue.
— Rafael Nadal had a 6-2, 6-3, 6-0 win over Hugo Dellien in his first competitive match back on Rod Laver Arena since losing the Australian Open final to Novak Djokovic last year. The top-ranked Nadal is chasing his 20th major singles title, aiming to equal Roger Federer’s men’s record. He’s also aiming to complete a collection by winning each of the four Grand Slam titles at least twice. He won the Australian title in 2009 and has lost four finals since then at Melbourne Park.
— Former No. 1-ranked Maria Sharapova’s run of first-round exits at the majors continued with a 6-3, 6-4 loss to 19th-seeded Donna Vekic at the Australian Open. Sharapova, a five-time Grand Slam title winner, was given a wild card for the main draw at Melbourne Park after her year-end ranking slipped to 136 in 2019 after a season interrupted by injuries.
— Second-seeded Karolina Pliskova clinched a 6-1, 7-5 win with a late service break against Kristina Mladenovic in the opening match on at Rod Laver Arena on Day 2 of the Australian Open. Pliskova lost to eventual champion Naomi Osaka in the semifinals in Melbourne last year.
— Former semifinalist Johanna Konta is out of the Australian Open after losing her first-round match to Ons Jabeur 6-4, 6-2.

In world and national news…
WASHINGTON (AP) — President Donald Trump’s impeachment trial is set to unfold at the Capitol in a contentious proceeding to render judgment on his actions. On the eve of the trial, Senate Majority Leader Mitch McConnell proposed a condensed, two-day calendar for each side’s opening arguments. The rules package will be one of the first orders of business when senators convene about midday Tuesday. Trump’s lawyers are seeking swift acquittal. But Senate Democratic leader Chuck Schumer call’s McConnell’s plan “a national disgrace.” When the trial begins in earnest, Trump will be attending a global leaders conference in Davos, Switzerland.
DUBAI, United Arab Emirates (AP) — Iran has acknowledged that its armed forces fired two Russian anti-aircraft missiles at a Ukrainian jetliner that crashed after taking off from Tehran’s main airport earlier this month, killing all 176 people on board. However, a new preliminary report by Iran’s Civil Aviation Organization publicized on Tuesday stopped short of blaming the TOR-M1 for the crash of the Boeing 737-800 flown by Ukraine International Airways. For days after the Jan. 8 shootdown, Iran denied that it fired missiles at the plane, initially blaming a technical malfunction and engine fire for the crash.
DAVOS, Switzerland (AP) — Nobel prize-winning economist Joseph Stiglitz has slammed U.S. President Donald Trump’s speech at the World Economic Forum for misrepresenting the economy and for failing to tackle climate issues. In his speech, Trump rattled off a long list of achievements by his administration since it came to office three years ago. Stiglitz said that “the characterization of the economy is totally wrong.” Trump’s speech was met with polite silence from the crowd, unlike his last address in Davos in 2018, when he was met with occasional boos and laughter. Stiglitz on Tuesday also voiced his frustration at Trump’s failure to address head on the climate emergency.
COPENHAGEN, Denmark (AP) — For the second time this month, predawn explosions minutes apart have rocked Stockholm. The two blasts damaged buildings and slightly injured one person. Explosives were used but authorities have ruled out terrorism. Fifty people were evacuated following the blasts at housing complexes on the Swedish capital’s northwestern outskirts. The explosions damaged balconies, windows, doors and the insides of some apartments. They took place 500 meters (yards) apart. Sweden has in recent years seen explosions and shootings linked to feuding gangs.
Moscow (AP) — Russian emergency officials say 11 people were killed and two more injured in a fire at a sawmill in a Siberian village. One person remains unaccounted-for. Most of the victims were from Uzbekistan. The fire, most likely sparked by a malfunctioning electric heater, broke out Tuesday morning in a single-story wooden building, rented by an unnamed Chinese company and used as a dormitory for the sawmill workers. Russian police have opened a criminal probe. Uzbek officials are working to identify their nationals and arrange the return of the bodies.
