Jamestown  (CSi)  At the Jamestown Civic Center Exchequer Room Wednesday evening a good number of individuals turned out to hear about the spring 2020 flood outlook and along with flood preparedness, and steps people can take to prepare themselves and protect their property, along with flood insurance information.

Stutsman County Emergency Manager, Jerry Berqquist opened the meeting by explaining the presentation was sponsored by the State Water Commission, the State Department of Emergency Services, and the Federal  Emergency Management Agency, (FEMA).

Officials on hand were representatives from The U.S. Army Corps of Engineers Omaha Office, with information on Jamestown & Pipestem Dam operations, the Federal Emergency Management Agency, (FEMA), and the National Weather Service with a look at probable precipitation amounts in the long-range weather forecast.

Information was passed along by the ND State Water Commission and North Dakota Department of Emergency Services.  SWC spokesperson, Dionne Haynes,  introduced a video with Governor, Doug Burgum who said individuals should consider purchasing flood insurance through the National Flood Insurance Program by contacting your insurance agent, for coverage, and premium costs.

FEMA’s Matthew Buddie said:

One inch of water can cause, $25,000 in damages.

Most homeowners insurance policies DO NOT cover flooding.

The cost is based on factors such as risks, and coverage.

The coverage is for a 12 month period and becomes effective 30 days from when the policy is taken out, and covers other  above ground water seepage, year round.  The policies are renewable at the end of the 12 month policy coverage.

20-percent of claims are made from outside the High Risk, Flood Plain area.

No presidential disaster declaration is necessary to be paid by National Flood Insurance.

FEMA Grants or low interest lows could be available if a presidential disaster declaration is made.

It was pointed out that the State Mapping information is on line at www.ndram.swc.nd.gov

Jessica Batterman with the U.S. Army Corps of Engineers Office in Omaha gave current information on water levels and releases at Jamestown and Pipestem Dams.

As of January 29, 2020, Jamestown Reservoir’s pool elevation in the flood storage zone was at nine percent occupied.   At Pipestem Reservoir, the flood storage zone was five percent occupied.  The Target Date to reach the normal fall freeze up storage capacity, or target evacuation date, is now March 1, 2020.  The current combined releases from Jamestown and Pipestem Dams is 650 cfs. That release rate is expected to remain through the rest of this winter.  The maximum combined release is 1800 cfs, or higher based on conditions.

She added that the Pipestem Creek is expected to have high runoff this spring.

Variables that may change that include water runoff from snowpack and rain events, temperatures affecting the rate of snow melt, and the soil moisture condition, including frost depth, affecting the runoff.

Todd Joersz the State Department of Emergency Services, Mitigation Officer said there are website resources including hazard mitigation assistance and other resources is www.ndresponse.gov

National Weather Service Hydrologist Allen Schlag pointed out record rain and snow fall moisture content events between October first 2019 and now, in the area, with the wettest calendar year on record in 2019. Between August and October of 2019 was the wettest period of rain fall recorded in 125 years.

The current snow-water equivalent is three inches at Jamestown, and three plus inches south of Jamestown.  The average snow-water equivalent is one and an half to two inches in the winter.

The outlook for February, March and April, 2020, suggests the snowpack lasting longer than usual, with cooler that normal temperatures, leading to above normal runoff.

The National Weather Service will update the Spring Flood outlook on, February 13, February 27, and March 12, 2020.

The presentation was recorded by CSi 10 The Replay Channel, with additional information that was passed along.  Be watching for when the replays start.

Jamestown  (CSi)  The 2020 Polar Pig “Walk The Plank for JRMC Hospice”  will be on Sat Feb 1  at Stutsman Harley-Davidson in Jamestown.

On The Wayne Byers Show on CSi Cable 2, Don Wegner said, activities start at 10-a.m., the Silent and Live Auction is from 10am – 1pm, Registration  at 10:30 am, and the Polar Pig Walk The Plank starts at noon.  Usually around 15-22 jumpers take part in the plunge.

Sponsors include:  Stutsman Harley-Davidson, the local Harley Owners Group (HOG) Chapter, and ABATE North Dakota.

He said organizers hope that the accumulative dollars raised during this 14th year of the event will top the $200,000 for the JRMC Hospice program.  Those wishing … not to take the plunge may make a monetary donation with representatives on hand at the event.

Don pointed out that District 8 ABATE is hosting the Chili Cookoff, and pre-registration of chili entries can be made by calling Stutsman Harley-Davidson in Jamestown at 701-252-5271, or call Marla Wegner at 701-320-1506.  He added that over 120 people on average are served.

Those wishing to vote on their favorite chili may get in line to sample the bowls, at a donation of $5.  The Chili Cookoff winners will receive prizes.

He added that numerous Jamestown businesses have contributed items for the Live and Silent Auctions, with Roger Nenow auctioning the larger items.

Stutsman Harley-Davidson will offer discounted Harley-Davidson items that day.

Meanwhile JRMC reports that back in 2014 Chad Henningsgard walked up to the plank and jumped. The water wasn’t cold. Neither was his heart or dedication to families in need.

Before he jumped in his first Polar Pig “Walk the Plank” in 2014, Henningsgard collected more than $1,500 in donations from businesses and individuals in the Valley City area. This year he is back. Already, he’s collected more than $3,000 in donations and auction items. All proceeds benefit Home Health & Hospice at Jamestown Regional Medical Center.

Months before the event, Henningsgard spends hours and days raising money for the cause. He likes the work, but declines the attention.

He said, “This isn’t about me, it’s about Hospice and raising money for those who need it. I feel guilty that I’ve gotten second chances in my life. Helping hospice is a way to give back.”

Henningsgard has seen the work of JRMC Hospice firsthand, saying,  “A friend asked me to help.  “I lived with him for six months and the nurses who came to support us were wonderful.”

Instead of riding for a good cause, the bikers walk the plank into a large pool of water. It would not be a big deal, other than the event always the fifth Saturday of the New Year.  The group challenges the community to participate to raise funds for need hospice services in the community.

Proceeds provide chaplaincy, bereavement support, medical supplies and equipment, telecare and comfort items.

BISMARCK, N.D. (AP) — North Dakota’s secretary of state says he has no problem with the state’s new elections director, despite complaints that he undermined election security work, created a toxic work environment and broke the law in previous roles elsewhere. Brian Newby started working for North Dakota’s secretary of state’s office in mid-December. Newby was executive director of the U.S. Election Assistance Commission from 2015 to 2019. Politico last year reported about management troubles at the federal agency under Newby’s tenure. Newby this week told The Bismarck Tribune that he’s proud of what he accomplished there and blamed the “political environment” for the allegations leveled against him.

BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum says the state should reinvest half of the earnings from the state’s voter-approved oil tax savings account to grow the fund’s principal by billions of more dollars over the next decade. Burgum gave his State of the State address Wednesday at the University of North Dakota in Grand Forks. Burgum says the state also should use earnings from a voter-approved oil tax savings account to help build infrastructure and provide property tax relief. Burgum said the state needs to embrace and pursue more technology industries, and diversify beyond energy and agriculture. The first-term Republican announced in October he would seek a second term.

(AP)  The North Dakota Supreme Court has rejected an appeal of a former Lyft driver from Mandan convicted of sexually assaulting a customer. Corey Wickham argued that some expert testimony during his trial should not have been admitted. Wickham argued the prosecution should have been required to qualify five witnesses as expert. He says he wouldn’t have been convicted without their testimony. The Bismarck Tribune reports Wickham was sentenced last spring to 20 years in prison after a jury convicted him of two counts of felony sexual assault. He was accused of assaulting a woman after driving her to her residence.

FARGO, N.D. (AP) — City leaders in Fargo are considering a change to an ordinance that restricts selling firearms and ammunition from home. City Commissioner Tony Gehring says the state has no restrictions on it and if there is no good reason for the law enacted in 2001, it should be fixed. KVLY-TV says gun shop owner Duane Spooner welcomes the potential change and doesn’t think it would negatively impact his business. Fargo commissioners have sent the law to the city planning staff and law enforcement so they can research it and provide a recommendation.

BISMARCK, N.D. (AP) — Republicans will have an intraparty race for North Dakota treasurer. Rep. Daniel Johnston of Kathryn and Rep. Tom Beadle of Fargo have announced runs for the post that’s being vacated by Republican Kelly Schmidt, who was first elected in 2004. Johnston was first elected to the House in 2016. Beadle has served in the Legislature since 2010. No Democrats have announced bids for the office. The state treasurer is custodian of the state’s funds and sits on several state boards, such as the State Historical Board, State Investment Board and State Canvassing Board. The treasurer’s annual salary is about $110,600.

Head coach Frank Vogel was the only person to speak to the media following the working, saying the Lakers “are all deeply, deeply saddened by this tragedy.”

We definitely need them. We are completely devastated by the sudden loss of my adoring husband, Kobe — the amazing father of our children; and my beautiful, sweet Gianna — a loving, thoughtful, and wonderful daughter, and amazing sister to Natalia, Bianka, and Capri. We are also devastated for the families who lost their loved ones on Sunday, and we share in their grief intimately.”

NFL-SUPER BOWL

Chiefs in relatively good health

UNDATED (AP) — The Kansas City Chiefs had everyone on the field Wednesday for their first significant practice of Super Bowl week as they went without helmets or pads during the 90-minute workout.

The only injury concerns involve defensive tackle Chris Jones and tight end Travis Kelce (KEHL’-see), although head coach Andy Reid says Kelce is fine and Jones is “good to go.” Kelce has been dealing with knee soreness during the postseason, and Jones is bothered by a calf strain.

In other news coming out of Super Bowl week:

The league has only two minority general managers among the 32 teams.

— Florida and federal law enforcement agencies preparing for Sunday’s game in Miami say they are ready for anything, including a detonated bomb or massive food poisoning. A person with knowledge of the negotiations tells The Associated Press that the 70-year-old Baker and the Astros have worked out a contract. He takes over from AJ Hinch, who was fired Jan. 13 just an hour after he was suspended for the season by Major League Baseball for his role in Houston’s sign-stealing scandal.

The former Braves and Dodgers slugger has previously managed the Giants, Cubs, Reds and Nationals, winning division titles with each club. He led the 2002 Giants to the National League pennant, one year before guiding the Cubs within one victory of the World Series.

Baker has won 1,863 games over his 22-year managerial career.

Elsewhere in the majors:

— Reliever Greg Holland is back with the Royals after accepting to a minor league contract. Holland was 1-2 with a 4.54 ERA last year in 40 relief appearances with the Arizona Diamondbacks, who released him on Aug. 9. The three-time All-Star pitched for the Royals from 2010-15, helping them win consecutive AL pennants in his final two seasons.

— All-Star third baseman Kris Bryant has lost his service-time grievance against the Chicago Cubs. Two people with direct knowledge of the situation confirmed the decision to The Associated Press. Bryant argued he was held in the minors in a deliberate effort to delay his free-agent eligibility.

NHL..

UNDATED (AP) — The Washington Capitals followed a couple of gift-wrapped goals by creating their own damaging miscue in a 5-4 loss to the Predators.

Ryan Johansen tied it with a short-handed goal three minutes into the third period following a giveaway by Caps All-Star goaltender Braden Holtby. Yannick Weber scored the go-ahead goal with 4:37 left as the Predators improved to 4-4 under new coach John Hynes.

The Predators also survived a couple of their own blunders. Netminder Juuse Saros (YOO’-see SAH’-rohs) made 29 saves to make up for handing the puck to Alex Ovechkin for his 693rd career goal. Saros also was victimized by teammate Nick Bonino, who fired the puck off the goalie and into the Predators’ net.

Washington still has a league-high 73 points, three more than conference rival Boston and the defending-champion Blues.

Elsewhere on NHL ice:

— Steven Stamkos scored twice and Eric Cernak scored the tiebreaking goal early in the third period of the Lightning’s 4-2 victory at Los Angeles. Every Kings player showed up to Staples Center wearing Kobe Bryant jerseys before the arena’s first sporting event since the retired Lakers superstar died in a helicopter crash.

— Vancouver and San Jose were tied 2-2 until Jake Virtanen (vur-TAN’-ehn) and Brandon Sutter scored 59 seconds apart in the third period of the Canucks’ 5-2 verdict over the Sharks. Quinn Hughes and Tanner Pearson also scored and J.T. Miller set up two goals as the Canucks made it four straight wins and 13 in their last 16 contests.

— Mitch Marner set up goals by Auston Matthews and Zach Hyman to jump start the Maple Leafs’ seventh win in their last eight road games, 5-3 at Dallas. Tyson Barrie and William Nylander (NEE’-lan-dur) also scored on All-Star Ben Bishop, Andreas Johnsson added an empty-netter and Frederik Andersen made 31 saves for Toronto.

— Adam Henrique (hehn-REEK’) scored twice in the first period and Hampus Lindholm notched the eventual game-winner as the Ducks doubled up the Coyotes, 4-2. Vinny Hinostroza had a goal and an assist for Phoenix, which has dropped three straight and six of seven.

NHL-SABRES-ULLMARK HURT

Sabres lose ullmark

BUFFALO, N.Y. (AP) — Buffalo Sabres starting netminder Linus Ullmark is expected to miss three to four weeks after injuring his right leg during Tuesday’s 5-2 loss to Ottawa.

Ullmark’s left skate slipped out from under him, and he fell back with his right leg bent under him.

Jonas Johansson was promoted by the Sabres from their AHL affiliate at Rochester to serve as Carter Hutton’s backup.

TENNIS-AUSTRALIAN OPEN

Djokovic beats Federer, reaches Australian final

MELBOURNE, Australia (AP) — Novak Djokovic (NOH’-vak JOH’-kuh-vich) has reached an eighth Australian Open final with a straight-set win over Roger Federer, 7-6 (1), 6-4, 6-3. The second-seeded Djokovic maintained his record of never losing a semifinal match at Melbourne Park and is one win from extending another streak.

He will meet the winner of Friday’s match between No. 5 Dominic Thiem (teem) and No. 7 Alexander Zverev in Sunday’s championship match.

It was an all-upset women’s semifinal at the Australian Open today as American Sofia Kenin and unseeded Garbiñe Muguruza (gahr-BEEN’ moo-gah-ROO’-thah) moved into the final.

Kenin has reached her first Grand Slam final by upsetting No. 1 Ash Barty. Kenin saved two set points in each set en route to the 7-6, 7-5 victory in the semifinals at Melbourne Park. The 14th-seeded Kenin had never been past the fourth round at a major tournament until now.

Barty was trying to become the first Australian woman to reach the final of the country’s Grand Slam tournament since 1980. Instead, Kenin became the first American other than a Williams sister to reach the Australian Open final since Lindsay Davenport in 1995. She’s also the first American woman to beat the No. 1 player at any major since Serena topped Venus at Wimbledon in 2002.

Kenin is the highest seed left standing after Muguruza knocked out No. 4 Simona Halep (HA’-lehp), 7-6, 7-5. Muguruza accumulated 39 winners, fired 10 aces and won 20 of 30 net points in reaching a hardcourt Grand Slam final for the first time. The former No. 1 is 4-0 versus Halep on hardcourts, the last coming under triple-digit temperatures.

TRACK-INDOOR WORLDS POSTPONED

Indoor world athletics championships postponed over virus

LONDON (AP) — The indoor world athletics championships in Nanjing, China, have been postponed for a year because of the dangerous virus outbreak in the country.

Nanjing is located about 330 miles from Wuhan, where the virus emerged.

World Athletics said in a statement that the event will now be held in March 2021 instead of March 13-15 this year.

In world and national news…

LONDON (AP) — U.S. Secretary of State Mike Pompeo is in London on the cusp of Britain’s departure from the European Union for talks focused on a post-Brexit free trade deal and the U.K.’s decision to allow the Chinese tech giant Huawei to play a role in the country’s high-speed wireless network. As President Donald Trump’s Senate impeachment trial nears a close Pompeo was to meet British Prime Minister Boris Johnson to re-register American concerns about Huawei and the possibility that its entry into the market could affect U.S.-Britain intelligence cooperation. U.S. officials said they believed the British decision would not greatly affect negotiations on a trade deal but could hurt other aspects of the relationship upon which Britain is counting after its divorce from the E.U.

WASHINGTON (AP) — The Senate impeachment trial of President Donald Trump adjourned late Wednesday night with Republicans appearing focused on bringing the proceedings to a vote of acquittal, possibly in a matter of days. Revelations from former national security adviser John Bolton were countered by the president’s lawyers, who used Wednesday’s question-and-answer session to insist senators have heard enough. Democrats maintained that Bolton’s account in a forthcoming book could not be ignored and pushed to have him testify to Trump saying he wanted military aid withheld from Ukraine until it agreed to investigate Joe Biden and his son. The vote on calling witnesses is expected by Friday.

SIOUX CITY, Iowa (AP) — Joe Biden plans an address Thursday in Iowa at the same time President Donald Trump is to stage a rally in Des Moines. And the Biden campaign is promising an aggressive and direct counterstrategy ahead of Monday’s Iowa caucuses, as the former vice president fends off a new onslaught of GOP attacks over his son’s business overseas and faces piling pressure to show Democratic voters he can handle the incoming. Republicans have amplified their allegations against Biden in a series of charges stemming from Trump’s impeachment trial.

WASHINGTON (AP) — Democratic presidential candidate Michael Bloomberg will use his Super Bowl ad to highlight his efforts to combat gun violence as he blankets the airwaves against President Donald Trump. Trump and Bloomberg will be airing dueling ads during Sunday’s NFL championship game, with both campaigns spending an estimated $10 million on 60 seconds of airtime. But instead of an attack ad, the former New York City mayor’s spot will instead feature a grieving mother who lost her son to gun violence. The focus underscores Bloomberg’s efforts to build a national profile with a highly unconventional campaign that is looking to get under the president’s skin.

CANBERRA, Australia (AP) — Australia’s government is defending its plan to send citizens evacuated from the epicenter of China’s new coronavirus emergency to a remote island used to hold asylum seekers and convicted criminals, despite warnings that some Australians would prefer to stay in China. Australia is preparing to send potentially hundreds of its citizens rescued from Hubei province to a quarantine camp on remote Christmas Island. The Indian Ocean island houses asylum seekers who attempt to arrive by boat, a widely condemned policy. Home Affairs Minister Peter Dutton says that Christmas Island strikes the right balance between supporting Australians stranded in China and protecting the wider population.

BEIJING (AP) — China has counted 170 deaths from a new virus and more countries have reported infections, including some spread locally, as foreign evacuees from China’s worst-hit region returned home. India and the Philippines reported their first cases in people who had been in the Chinese city where the new coronavirus first surfaced. South Korea confirmed a case that was locally spread, in a man who had contact with a patient diagnosed earlier. Locally spread cases outside China have been a worrying concern among global health officials. The World Health Organization is reconvening experts on Thursday to assess whether the outbreak should be declared a global emergency.
