humidity values of 20 to 30 percent. Winds this afternoon will be
20 to 30 mph gusting to 40 mph out of the east to southeast this
afternoon, highest in the Devils Lake basin. The combination of
dry conditions and gusty winds will create near-critical fire
weather conditions this afternoon. Please follow guidance from
local authorities and consider moving burning activities to
another day.
BISMARCK, N.D. (AP) — North Dakota health officials have reported 31 new cases of COVID-19, with all but five being confirmed in the state’s most populous county. Cass County, which remains the epicenter of the state’s coronavirus outbreak, had 26 cases on Monday, bringing the county’s total to 1,173.

Jamestown (CSi) Central Valley Health District in Jamestown will hold its weekly COVID-19 Stutsman County Response news briefing Tuesday May 19, 2020, at 2:30-p.m.
The meeting is held virtually to observe social distancing.

GRAND FORKS, N.D. (KVLY-TV) — The foster parents of a 5-year-old girl who died on the Spirit Lake Reservation are in custody in Grand Forks County. U.S. Attorney Drew Wrigley says 42-year-old Erich Longie and 45-year-old Tammy Longie have been arrested in the death of Raven Thompson and will be charged with murder. Federal agents made the arrests Friday. The U.S. Attorney plans a news conference following the couple’s initial court appearance Monday afternoon. Raven’s father, Aaron Thompson Jr. tells KVLY-TV the Longies were the foster parents of both Raven, and her 7-year-old brother, Zane Thompson.
FARGO, N.D. (AP) — Police said they received several calls about a mountain lion in Fargo. The calls about the sighting near Lemkey Park came in Sunday night. KFGO reports officers didn’t find the mountain lion but planned to put out surveillance equipment to see if they could confirm the sighting. The state Game and Fish Department has been notified. Police are urging residents to keep an eye on their pets when they’re outside. Last month West Fargo police shot and killed a mountain lion in Redezvous Park because it was considered a threat in an urban area. There have been other reported sightings of mountain lions in West Fargo in recent months.

GENEVA (AP) — The World Health Organization has bowed to calls from most of its member states to launch an independent evaluation of how it managed the international response to the coronavirus. WHO’s reaction to the crisis has been clouded by finger-pointing between the U.S. and China over a pandemic that has killed over 300,000 people and leveled the global economy. WHO’s normally bureaucratic meeting this week has been overshadowed by mutual recriminations and political sniping between the U.S. and China. President Donald Trump has repeatedly attacked WHO, claiming that it helped China conceal the extent of the coronavirus pandemic in its early stages.
WASHINGTON (AP) — The Treasury Department and Federal Reserve have lent hardly any money under a $500 billion fund created by the economic rescue law passed in response to the coronavirus crisis. So far only one of the new loan programs has started operating, a fund that is likely to be tapped by large public companies, according to a new report by the Congressional Oversight Commission. The loan program was started on May 11 with $37.5 billion from Treasury. The oversight panel issued its first report Monday even though it still does not have a chairman.
GUATEMALA CITY (AP) — Ten more Guatemalans deported from the United States last week have tested positive for COVID-19 upon their return. A Guatemalan health official who was not authorized to discuss the information publicly and requested anonymity said Sunday they had been aboard a May 13 flight from Alexandria, Louisiana. Last week, health authorities had said three people from that flight had tested positive for the virus. The official says the remaining 52 deportees aboard that flight will now be tested. It’s the latest example of an ongoing problem that now accounts for at least 115 infected Guatemalans.
Republican National Committee Chairwoman Ronna McDaniel tells reporters “we will not be holding a virtual convention.” The statement came Monday during a conference call with reporters and appears to be a line in the sand about the Republican National Convention scheduled for late August in Charlotte, North Carolina. Democrats had to move their convention from July to August amid the coronavirus outbreak. There’s still uncertainty about whether Democrats will gather in person. McDaniel cautioned on the call that it’s too soon to know exactly what a Republican convention will look like. But she appears to expect at least some in-person aspect.
MOREHEAD CITY, N.C. (AP) — Tropical Storm Arthur began moving away from the North Carolina coast Monday after dumping heavy rain as forecasters warned that the first named storm of the Atlantic hurricane season could also bring life-threatening surf and rip currents along the U.S. East Coast. With Arthur’s center passing off North Carolina, towns near the coast including Newport and Havelock recorded more than 4 inches (10 cm) of rain Monday morning as others approached that number, according to the National Weather Service. Wind gusts of at least 40 mph (64 kph) were recorded in at least two places on the Outer Banks, the weather service said.
ORLANDO, Fla. (AP) — As Walt Disney World prepares to allow some third-party shops and restaurants to open at its entertainment complex later this week, it’s posting a warning. The warning posted Monday on the website for Disney Springs says while enhanced safety measures are being taken, there’s “an inherent risk” of exposure to COVID-19 in any public place where people are present. The opening of some shops and restaurants at Disney Springs on Wednesday marks the latest baby steps Orlando’s theme park resorts are taking toward reopening. They have been shuttered since mid-March when the spread of the new coronavirus forced them to close their gates.
