Davis says tribal leaders are taking the virus seriously and that he has warned the pandemic will probably last a long time. A foreign ministry spokesperson says the 11 “performed badly” on issues concerning Hong Kong, where China has cracked down on opposition voices following its imposition of a national security law in the semi-autonomous southern Chinese city last month. The number of Americans named by the ministry exactly equals the number of Hong Kong and Chinese officials placed on a sanctions list by the U.S. last week over the crackdown. China showed its determination to defy such pressure on Monday by arresting media tycoon Jimmy Lai and raiding the publisher’s headquarters.

FALLS CHURCH, Va. (AP) — States are having to consider whether they can afford a plan from President Donald Trump to extend additional unemployment benefits, The plan requires states to provide 25 percent of the funds, and it’s unclear whether states have the money or the will to do it. Trump issued an executive order Saturday to provide an additional $400 a week in benefits after Congress failed to extend a $600 weekly benefit. But Trump’s plan requires states to kick in $100 a week, and many states are already suffering budget woes related to the coronavirus. Connecticut Gov. Ned Lamont says it would cost his state alone $500 million to provide the extra benefit through the rest of 2020.

PORTLAND, Ore. (AP) — Authorities in Portland, Oregon, again declared a riot Sunday night after protesters marched to union building, blocked the road and set dumpster fires. Police forced a couple hundred people away from the building shortly after they had arrived from a nearby park. Since George Floyd was killed in Minneapolis, protests have occurred nightly in the city for more than 70 days. A fire inside the union building Saturday night led authorities to declare a riot and force protesters away from the offices. Many in the city had hoped for calm after federal agents sent by the Trump administration began to withdraw more than a week ago.
