Cooperstown (NDHP) The North Dakota Highway Patrol reports that on August 29, Law Enforcement was called to a farm accident west of Cooperstown around 10:10 A.M.
The report by Sgt. Evan Savageau says 32 year old Ryan Hoverson, of West Fargo, and another male were working on a fence when a tractor malfunctioned. The parking brake malfunctioned causing the tractor to run over Hoverson.
Hoverson was transported by Sanford Airmed to Sanford Hospital in Fargo to be treated for his injuries sustained in the incident.
Valley City (VCPS) Valley City Public School start classes on Monday August 31. In partnership with the City County Health District Valley City Public School District has added three nurses.
Superintendent Josh Johnson, urges those feeling sick to stay home.
Johnson said the school district is following all CDC and ND Dept. of Health Guidelines once the school reopens, on Monday August 31.
He adds that a few students have decided to stay home for virtual learning however most students will be attending in person class instruction.
Johnson reminds parents, concerning protocols that need to be followed by parents, guardians and students in the upcoming school year.
Q: How was it decided that students could be spaced three feet apart instead of six feet?
A: The guidance that we have received from our local health team, NDDoH, and the CDC/American Academy of Pediatrics has advised us to space students six feet apart, when feasible. Our efforts will be made to space students as far apart as possible; however, in some instances that will not be feasible in some classrooms, hallways, etc. We will require all students to be spaced a minimum of three feet apart according to guidelines from the American Academy of Pediatrics. We believe that the risk of bringing students back for in-person learning and potentially being within six feet, is far better than the risk of having our students continue to learn at home in Plan C or D. This is based upon our current case count in Barnes County and is subject to change based upon positive cases, infection rates, and new guidance.
Q: Why was it decided that students can remove face masks when seated in the classroom?
A: There will be few opportunities in the school day that will allow students to remove face masks and they will include; sitting in desk, eating lunch, and being outside of the school (outdoor classrooms, recess, etc.). We made our decisions regarding face masks following the guidance from our local health team based upon the current case counts in our county. Anyone (student or staff member) may choose to wear their face mask all day long in the schools. This guidance will be subject to change based upon recommendations from local health officials.
The only modifications that were made to our District Reopening Plan, since August 10th, were made within the Activities Plan. AD Mike Schultz shared these changes in a communication sent to parents/families on Thursday, August 20th. In the future, we will highlight changes for you when providing a preliminary and approved document.
The school districts protocol guidance comes from the North Dakota Department of Health, Center for Disease Control (CDC), and American Academy of Pediatrics. Please read the specific guidance regarding physical distancing and face masks as it applies to our district plan. If you have any additional questions, please feel free to contact me.

Fargo (CSi) – Gov. Doug Burgum and First Lady Kathryn Burgum Saturday welcomed the White House’s Coronavirus Response Coordinator, Dr. Deborah Birx, to North Dakota to discuss the state’s efforts to save lives and livelihoods in the fight against COVID-19.
<Grand Forks Herald Photo
Birx, an ambassador-at-large and U.S. Special Representative for Global Health Diplomacy, met with the governor and first lady and held a roundtable discussion with state and local officials at the North Dakota State University Alumni Center in Fargo.
“Dr. Birx is a familiar face to Americans because of her steadfast role in helping guide our country through this pandemic. She’s been an essential leader in the U.S. response, and she’s, I can say personally, a highly valued partner in North Dakota’s fight against the coronavirus,” Burgum said at a press conference after the meeting, noting this was the 22nd state Birx has visited in the last several weeks. “We’re grateful that this leg of the tour has brought her to North Dakota at a critical juncture in our state’s fight.”
Birx praised the state’s COVID-19 response and the North Dakota Department of Health (NDDoH) dashboard at www.health.nd.gov/covid19dashboard, which provides COVID-19 information ranging from active cases and positive test rates to county-level data, saying, “North Dakota has one of the best dashboards of all states.”
“North Dakota has done an excellent job. You can see it in the data. The leadership that we have here has always translated data into action,” Birx said at the press conference, highlighting the state’s Vulnerable Population Protection Plan (VP3) that has prevented spread of the virus in long-term care facilities. “The way that North Dakota expanded that out of the nursing homes into assisted living, into other areas of congregate living, into areas where people were together in large numbers and had to have really specific mitigation – that, combined with testing and isolation in those areas, was highly impactful.”
Birx also complimented the state’s robust testing capacity, which has expanded in recent weeks to include back-to-school testing for colleges and universities.
“Not only do they have that capacity, they’ve used that capacity for good, and they’ve used it to really protect those that are most vulnerable among us,” she said.
While noting North Dakota is still a “green” state with a positive test rate of under 5%, Birx cautioned that the state’s recent increase in active cases and the positive test rate could lead to an increase in hospitalizations and fatalities if action isn’t taken now to isolate and slow the spread of the virus. The state currently has 65 people hospitalized for COVID-19 and the nation’s fifth-lowest case fatality rate.
Birx urged North Dakotans to practice social distancing, wash their hands, avoid large gatherings and wear masks where social distancing isn’t possible, noting those mitigation measures, combined with restrictions on indoor dining capacity and bars, have helped to reduce cases dramatically in southern states that saw outbreaks earlier this summer. Masks are especially important heading into the fall and flu season, she said.
“They’re very critical right now in this area,” she said. “It’s important for us to wear masks to protect each other.”
Burgum echoed the call to action, saying slowing the spread of the virus by following the ND Smart Restart guidelines is essential if North Dakotans want schools and businesses to remain open and activities such as sporting events to continue.
“Masks aren’t a limit on our freedom, they’re our path toward freedom,” he said.
Citing recent data that found 56 percent of North Dakotans who tested positive for COVID-19 were asymptomatic at the time of the test, the governor urged students to get tested so they know their status and can help slow the spread. Roughly 8,000 of the nearly 40,000 students in the North Dakota University System, or 20 percent, have been tested in the past few weeks, with over 500 positive cases identified.
In addition to Birx, the governor and first lady, those in attendance for today’s roundtable discussion were Governor’s Office Chief Operating Officer Tammy Miller and North Dakota National Guard Maj. Gen. Alan Dohrmann, who co-lead the state’s COVID-19 Unified Command; Irum Zaidi, Birx’s chief epidemiologist; North Dakota Department of Health Disease Control Director Kirby Kruger; Department of Human Services Director Chris Jones; state House Majority Leader Chet Pollert, Senate Minority Leader Joan Heckaman and House Minority Leader Josh Boschee; mayors Steve Bakken of Bismarck, Brandon Bochenski of Grand Forks and Tim Mahoney of Fargo; Essentia Health West Market President Dr. Bill Heegaard; Sanford Health Vice President/Medical Officer Dr. Doug Griffin; Jon Riewer, president of Eventide Senior Living Communities; Southwestern District Health Unit Director Sherry Adams; and North Dakota State University Professor of Practice Dr. Paul Carson.

BISMARCK, N.D. (AP) — The number of American white pelicans at a North Dakota wildlife refuge is down dramatically due to high water that has gobbled up much of their nesting grounds, An aerial survey completed Friday showed about 14,200 birds nesting at the Chase Lake National Wildlife Refuge, or about half the number recorded two years ago. Acting refuge manager Jeff Dion says heavy snow melt followed by a wet spring swamped much of the pelicans’ main nesting grounds. The refuge normally draws thousands of tourists annually to see the birds but flooded roads have prevented access to viewing locations.

Officers were called to a Minot residence May 21 where 37-year-old Connie Rod had been shot. Her 42-year-old husband, Erik Rod, reported the shooting was an accident. She died at Trinity Hospital on May 25. Police say their investigators discovered evidence that led them to believe the shooting wasn’t accidental. The Ward County State’s Attorney’s Office reviewed the case and issued a felony murder charge. Erik Rod was arrested Thursday and is being held in the Ward County Jail. It was not immediately clear if he has an attorney to speak on his behalf.
GRAND FORKS, N.D. (AP) — The mayor of Grand Forks has ordered bars to close early due to a spike in coronavirus cases among young adults. Mayor Brandon Bochenski issued an emergency declaration temporarily modifying closing hours for bars, bars/restaurants and off-sales to 11 p.m. The order took effect Saturday night. Bochenski attended a round table discussion in Fargo on Saturday with North Dakota Gov. Doug Burgum and Dr. Deborah Birx, the White House coronavirus response coordinator, about how to stem the spread of the virus. The mayor says the recent spike has made it necessary to limit mass gatherings of people in close quarters.
BISMARCK, N.D. (AP) — Streets in a housing development east of Bismarck have been dedicated to honor fallen North Dakota National Guard soldiers. The Bismarck Tribune reports the streets the streets will be named after 14 soldiers in the Clear Sky Addition. Maj. Gen. Alan Dohrmann of the North Dakota National Guard and Sen. Kevin Cramer spoke at the ceremony Friday, which was hosted by Bismarck Mayor Steve Bakken. Harriet Goodiron says the ceremony and dedication are examples of ways to prevent a soldier’s name from “fading off in the distance.” Her son, Cpl. Nathan Goodiron, of Mandaree, was killed in Afghanistan in 2006.

Murray had a little more help. Nikola Jokic (nih-KOH’-lah YOH’-kihch) scored 22 points and Jerami Grant adding 18 for Denver.
Mike Conley had 21 points for the Jazz, but Rudy Gobert (goh-BEHR’) and Jordan Clarkson were each only held to 11.

PORTLAND, Ore. (AP) — Oregon State Police will return to Portland to help local authorities after the fatal shooting of a man following clashes between President Donald Trump supporters and counter-protesters that led to an argument between the president and the city’s mayor over who was to blame for the violence. On Saturday evening a caravan of about 600 vehicles packed with Trump supporters drove through the liberal city and was met with counterprotesters. Skirmishes broke out and, about 15 minutes after the caravan left the city, a supporter of the right-wing group Patriot Prayer was fatally shot.
ST. LOUIS, Mo. (AP) — Authorities say a St. Louis police officer who was shot in the head while responding to a shooting on the city’s south side has died. Twenty-nine-year-old Tamarris L. Bohannon had been with the department for nearly four years. A second officer who was shot in the leg was treated and released after the shooting around 6 p.m. Saturday in the South Grand neighborhood near Tower Grove Park. The gunman barricaded himself inside a home and police negotiated with him for nearly 12 hours before the 43-year-old was taken into custody Sunday morning. Police have released no details about his arrest.
WASHINGTON (AP) — Racing the political clock, Democrats are searching for way to force the Trump administration to continue briefing Congress in person about foreign attempts to interfere in the November election. Director of National Intelligence John Ratcliffe says most briefings on what the administration knows about efforts to influence the election will now be given to Congress in writing. He says that in the past, delivering “all-member” briefings in-person has resulted in “leaks” for political purposes within moments. A top Democrat calls that “a lie.” But there’s little time for Democrats to challenge the decision in the shadow of the Nov. 3 election and few options to compel the administration to change course.

The company says he died of heart failure on Aug. 27. Masuko joined with former Nissan Chairman Carlos Ghosn in forming an alliance in 2016. Ghosn was arrested in late 2018, but skipped bail and fled to Lebanon. After he was named president of Mitsubishi Motors in 2005, Masuko worked hard to rebuild its brand image, which had been hammered by a massive, systematic and decades-long cover-up of defects that surfaced in the early 2000s.
BEIJING (AP) — Global stocks are mixed after Wall Street turned in its fifth straight weekly gain and China’s manufacturing growth held steady. Tokyo and Frankfurt advanced while London and Hong Kong retreated. The Shanghai Composite Index lost 0.2% after Chinese manufacturing growth in August held steady at the previous month’s rate. U.S. stocks benefited from Federal Reserve chairman Jerome Powell’s announcement of a strategy change that could keep interest rates low for a long time. The change, dubbed “average inflation targeting,” could mean rates stay low even if inflation hits the Fed’s 2% target.
