Valley City (VCPS) Valley City Public Schools Superintendent Josh Johnson Friday afternoon, Sept. 4, is sending a message in a news release to the public, concerning behavioral issues on the part of some parents, concerning a positive COVID-19 test result in the school district.

“This morning (September 4th) we learned that a student at Valley City Public Schools tested positive for COVID-19. This is not our first student to test positive, and unfortunately, will not be our last student. Over the past six months, we have all likely been affected by COVID-19 in one way or another. Whether that was a family member, friend, or co-worker, this virus is not new for us and right now in Barnes County, we are dealing with an increased number of positive cases and close contacts. This is our new normal that we are learning to manage with our day-to-day activities, while remaining healthy and safe.

I’m very disappointed it has been brought to my attention that a few adults in our community of Valley City have taken it upon themselves to “shame” students, parents, and family members that have been affected by COVID-19. These UNCOMPASSIONATE adults have made phone calls, sent text messages, and posted comments on social media about their opinions regarding our Hi-Liner students. We WILL NOT allow this behavior in our school and community. Valley City Public Schools teaches our students to follow the “Hi-Liner Way” and represent our school and community with “Hi-Liner Pride”. It is TIME for adults to start doing the same and holding each other accountable when they DON’T.

PLEASE, support one another, BE KIND, empathetic, and set a great example that our students will follow. We remain entrenched in these challenging times in our community, state, and nation. PLEASE remember that we are BETTER TOGETHER as one community VC STRONG!”

Valley City  (VCP)  Stemming from Governor Doug Burgum’s announcement, last Thursday, Valley City Public School District’ has adjusted protocols on keeping students, and staff safe.

Burgum has moved Barnes County to the Yellow, of Moderate Risk Level, stemming from recent increases in the number of COVID-19 positive cases.

Valley City Public Schools Superintendent, Josh Johnson has posted a letter regarding the latest information, on the school district’s plan.

The information, is available on their website at www.hiliners.org and click on the COVID-19.

The letter states:

September 3, 2020

Students, Staff, Parents/Guardians,

This (Thursday Sept. 3, 2020)  afternoon we learned from Governor Doug Burgum the COVID-19 risk level increased from green to yellow in Barnes County. This elevated change from low to moderate was based upon the increased positive cases in our county.

Valley City Public Schools District Emergency Response Team met with our local health team following the Governor’s press conference and has made the decision to CONTINUE with our Learning Plan B, which is in-person learning for all students K-12.

We discussed mitigation strategies and will be implementing the following changes within the district:

* Students in grades K-6 will wear face masks on the playground during recess

* The district will be changing the spectator attendance limitations following the NDDoH

guidelines beginning on Saturday, September 5th (update to follow).

We have had an amazing first four days of the school year and could not be more proud of our students, staff, and parents who have assisted in implementing and following the safety procedures in our district. While the number of positives cases in the county has increased, the number of cases and close contacts in the school has remained very low. Our adherence to the recommended safety measures already in place will allow us to continue with Learning Plan B.

Thank you students, staff, and parents for your continued support. We are better together bridging health and education at Valley City Public Schools. Let’s continue to move from surviving to thriving.

Valley City  (Greg Vanney VCSU) The VCSU Foundation has issued information:  “The fundraising arms of VCSU, UND, NDSU, and Minot State University are notifying alumni and friends via mail and email this week of a security incident at a third-party vendor used by all four.’

The news release goes on to state:  “Blackbaud, Inc., provides a variety of specialized customer relationship management products to universities and nonprofits around the world, including the Valley City State University Foundation, the University of North Dakota Alumni Association and Foundation, the North Dakota State University Foundation, and the Minot State University Development Foundation.

Blackbaud informed its client organizations in mid-July that its systems had been the target of a ransomware attack earlier in 2020. The cyber criminals removed backup files from Blackbaud’s platform, which hosted data for most of Blackbaud’s clients. Blackbaud paid the threat actor’s ransom demand and received assurances that the files taken from its system were destroyed. The company has hired third-party experts to monitor for any activity that would indicate the data had been disseminated. It has found no such evidence.

At this time, based on the information provided by Blackbaud, the four North Dakota university organizations have no reason to believe any data will be misused, disseminated or otherwise made publicly available. Information removed by the threat actor may have contained name, address, date of birth, and, in some cases, giving histories. Sensitive personal data like financial account information and payment card information that are likely to lead to identity theft and encrypted Social Security numbers were NOT involved in this incident and, in most instances, are not stored in the databases of the four foundations.

Based on the limited data that was involved, the four North Dakota university foundations are only legally required to notify those in North Dakota and the State of Washington about the security incident, but in the spirit of transparency and an abundance of caution, each is notifying others in their databases as well.

Each of the foundations involved understands the tremendous responsibility of protecting the data they hold and regrets any inconvenience that may be caused by Blackbaud’s security incident. Each also hosts detailed information about the incident and advice on protecting oneself from identity theft on their respective websites. That information can be found on the Valley City State University Foundation’s website at vcsualumni.org/news-events-publications/alumni-news.html”

Bismarck    (Extension Service)  Palmer amaranth (Amaranthus palmeri) has been confirmed in Stutsman County, according to the North Dakota Department of Agriculture. A county weed officer noticed some suspect plants in a field and notified the landowner. The weed officer then worked with North Dakota State University Extension to submit samples for DNA analysis to the National Agricultural Genotyping Center, where it was confirmed as Palmer amaranth.

This is the second finding this year. Palmer amaranth was also found in Benson County earlier this year, and originally in 2018.

BISMARCK, N.D. (AP) — A new report says a structural failure led to a 2018 air ambulance crash in North Dakota that killed all three people on board. The Bismarck Tribune reports the National Transportation Safety Board last month published its factual report, which outlines conditions and information of the aircraft, its wreckage, the weather and autopsies. The report, however, doesn’t pinpoint the exact cause of the crash. The Bismarck Air Medical crash northwest of Bismarck killed Todd Lasky, nurse Bonnie Cook, and paramedic Chris Iverson. They were on their way to Williston to pick up a patient. There were no survivors.

GRAND FORKS, N.D. (AP) — Authorities say a 21-year-old Grand Forks man has been arrested following an early morning robbery in the city. A K-9 unit responded and tracked the suspect about six blocks before the arrest. Police say no one was injured and the investigation is ongoing.

TENNIS-US OPEN

Williams advances, Kenin ousted

NEW YORK (AP) — Serena Williams is into the quarterfinals at the U.S. Open for a 12th consecutive appearance, but her stiffest challenger for the title has been ousted.

Williams needed to come from behind in the third set before taking another step closer to Grand Slam title No. 24, edging Maria Sakkari (SAH’-kah-ree), 6-3, 6-7, 6-3.

This was a rematch from less than two weeks ago at the Western & Southern Open. That one was won in three sets by Sakkari as Williams dealt with leg cramps and faded down the stretch.

This time, Williams was two points from victory at 6-all in the tiebreaker but dropped the next two points and the set. Then she trailed 2-0 in the third before turning things around.

The possibility of Williams facing second seed Sofia Kenin in the semifinals is over.

No. 16 Elise Mertens has knocked off Kenin, 6-3, 6-3 to earn a berth in the quarterfinals of the U.S. Open for the second year in a row.

Kenin won the Australian Open and was trying to become the first back-to-back Grand Slam winner since Naomi Osaka won the U.S. Open and the Australian in 2018-19. But the American had 26 unforced errors to only seven for Mertens.

Other fourth-round winners on the women’s side were Victoria Azarenka and Tsvetana Pironkova (sveh-TAH’-nah pih-RAHN’-koh-vah).

Azarenka won her ninth straight match, beating No. 20 Karolina Muchova 5-7, 6-1, 6-4 for her first quarterfinal appearance at Flushing Meadows since 2015. Azarenka considered retiring at the start of the year, when she was returning from maternity leave.

SHAVER LAKE, Calif. (AP) — California’s largest utility shut off power to 172,000 customers to guard against its power lines and other equipment sparking wildfires. High winds are forecast for the next two days, and fire danger is high throughout wildfire-ravaged California. Pacific Gas & Electric said the outages started at 9 p.m. Monday and affect 22 counties in Central and Northern California. The utility hopes to return power by Wednesday night. The move came at the end of a scorching Labor Day weekend that saw several major wildfires break out in different areas of California. Earlier Monday, the U.S. Forest Service closed national forests in the southern half of California and added restrictions at others because of dangerous fire conditions.

MIAMI (AP) — Two tropical storms have formed in the Atlantic Ocean, including Rene, which formed off the coast of West Africa. The U.S. National Hurricane Center issued a tropical storm warning for the Cabo Verde Islands, saying Rene would produce tropical storm-force winds and heavy rainfall across the island country on Tuesday morning. Rene is the earliest “R-named” storm in a record-setting hurricane season, breaking the previous record of Rita, which formed Sept. 18, 2005. Earlier Monday, Tropical Storm Paulette formed in the central Atlantic, where it currently poses no threat to land.

In Europe, another round of Brexit trade talks is scheduled in London for later in the day. WASHINGTON (AP) — Hopes are dimming for another coronavirus relief bill from Washington as Congress returns to session. Talks between top Democrats and the Trump administration broke off last month and remain off track. Recent conversations among the key players have led to nothing. And toxic relationships among those players are making it harder to break the impasse. The legislation was supposed to deliver another round of $1,200 direct payments to most Americans, help schools and local governments and restore more generous unemployment benefits. Now all of that is at risk.
