The outage that started at 1:56-p.m., and affected  about 2535 customers.

St. Paul  (USACE)   – The U.S. Army Corps of Engineers, St. Paul District, plans to alter Baldhill Dam outflows at Lake Ashtabula, near Valley City, North Dakota, starting Monday, Sept. 28, to help US Geological Survey technicians perform maintenance on downstream stream gages.

Corps water management engineers plan to increase outflows to around 600 cubic feet per second, or cfs for approximately three days. The current outflow is 400 cfs. After the reservoir is lowered approximately 0.5 ft, the outflow will be slowly reduced to 50 cfs. Corps staff anticipate maintaining the lower outflow for approximately 7 – 10 days. During this time, the Lake Ashtabula pool elevation is expected to rise approximately 1 foot to an elevation of 1265.5 feet. Outflows will resume slightly above seasonal levels of approximately 500 cfs once the maintenance is complete, and Corps officials will begin the reservoir’s normal winter drawdown consisting of slowly lowering the water level to an elevation of 1262.5 feet by March 1.

Outflows and pool elevations are subject to change. Updated forecasts will be available at https://www.mvp-wc.usace.army.mil/reports/Baldhill_Dam.Report.shtml during the downstream maintenance.

Please be cautious near the water during the reduced outflow as conditions can change with little to no warning.

Bismarck  (CSi) – Gov. Doug Burgum Friday afternoon accepted the resignation of Interim State Health Officer Dr. Paul Mariani, thanking him for his leadership of the North Dakota Department of Health (NDDOH) and appointing NDDOH Chief of Staff Dirk Wilke to fill the role until a replacement can be named.

“While Dr. Mariani’s tenure was short, we are grateful for his service and for jumping into the many complexities of this extremely challenging role – including connecting directly with parents, school superintendents, mayors and local public health officials – at a time when our state is facing rising and record COVID-19 cases. We are saddened to see him leave and appreciate his meaningful contributions. Paul is a man of high intelligence and integrity. We agreed that the amended close contact order’s penalty provisions – a misdemeanor as required by current state law – became a large and unforeseen distraction to our mission of slowing the spread of the coronavirus in our state.”

“While the governor and I agreed on the urgent need to isolate positives and quarantine close contacts in accordance with CDC guidelines, and that the amended order’s penalty provision was overly punitive, the circumstances around the handling of the order made my position untenable,” Dr. Mariani said. “I want to thank the Governor for his understanding and for the outstanding team at the North Dakota Department of Health for their professionalism and dedication to the health and safety of North Dakota citizens.”

Bismarck  (CSi). – State officials met with leaders of Bismarck’s two largest hospital systems this weekend to discuss the availability of beds for COVID-19 patients as the state and Bismarck-Mandan area in particular continue to see a surge in coronavirus cases and an overall increase in COVID and non-COVID hospitalizations.

Interim State Health Officer Dirk Wilke, Department of Human Services Executive Director Chris Jones and the Governor’s Office met with Dr. Michael LeBeau, president of Sanford Health’s Bismarck region, and Kurt Schley, president and CEO of CHI St. Alexius Health, to review current bed availability and plans to handle additional patients if COVID-19 cases continue to rise.

“As our state continues to see record numbers of COVID-19 cases, it’s more important than ever that we understand the challenges facing our hospitals and caregivers to ensure that there is a bed available for every patient who needs one,” Gov. Doug Burgum said. “Working together, we can save lives and livelihoods, keep our schools and businesses open, protect those in our long-term care facilities and safeguard our health care workers who are so essential to the fight against COVID-19.”

“Meeting the needs of our patients and the communities we serve continues to be our highest priority at Sanford Health,” LeBeau said. “Like all hospitals across the state, we are experiencing high demand. We have capacity and staff to safely care for those who need us, while collaborating with partners across the state. Later this week, we will announce a plan to increase bed capacity at Sanford Medical Center in Bismarck. An increasing number of people are coming to Sanford with a variety of needs, including patients with COVID-19. Investing in our communities to keep people safe is our top priority.”

“We are committed to patient care, and we have adjusted operations to accommodate an increase in both COVID and non-COVID patients,” Schley said. “People can have confidence that the health care system in North Dakota is working together to ensure that every patient who needs care receives the highest quality service through this pandemic.”

In a joint statement, LeBeau and Schley said, “We can all do our part to help reduce pressure on the health care system by practicing social distancing, wearing a mask, washing hands frequently, avoiding large gatherings, getting a flu shot and following CDC and state guidance for isolating positive cases and quarantining close contacts.”

FARGO, N.D. (AP) — Police in North Dakota have arrested three people and cited 30 more in connection to a raucous party in Fargo. Police responded to a large party near the North Dakota State University Campus after receiving a complaint, but many party-goers were not cooperative, KFGO-AM reported. It took 12 officers from the Fargo and university police departments to shut the party down. The citations were for underage drinking. The three people arrested had tried to flee from police officers. Nearly 100 cases of the coronavirus have been reported among North Dakota State University students in the last two weeks.

BISMARCK, N.D. (AP) — A Republican state representative wants to become North Dakota’s next state health officer, a position from which three people have resigned during the unprecedented coronavirus pandemic. Rep. Rick Becker, who is a plastic surgeon in Bismarck, has a plan for addressing COVID-19 which calls for eliminating mass testing, contact tracing, guidelines for businesses and marketing campaigns for masking and social distancing. Interim State Health Officer Dr. Paul Mariani abruptly resigned after a close contact quarantine order, with a potential misdemeanor charge for violators, was rescinded one day after it was announced.

GRAND FORKS, N.D. (AP) — Police say a suspended driver is facing a list of possible charges after leading officers on a chase in Grand Forks. Authorities say the 51-year-old man was known to be a suspended driver when officers tried to stop him about 3:30 a.m. Monday. The driver pulled over, got out of his pickup as officers stopped him, but then got back behind the wheel and sped away. Officers used a blocking maneuver to bring the man’s vehicle to a stop and detain him. Police are recommending at least eight charges, including reckless endangerment and possessing illegal drugs.

BISMARCK, N.D. (AP) — The North Dakota Supreme Court says a North Dakota Republican lawmaker whose residence was challenged by Democrats is eligible for reelection. Kenton Onstad, who chairs the District 4 Democratic Party, had filed a lawsuit earlier this month asserting that Terry Jones is a resident of Wyoming, where he owns a farming, ranching and construction business. Jones argued that he owns a home in New Town, pays North Dakota income tax, and has led a congregation at a Mormon church there for years. In a ruling issued Friday, the high court cited 10 factors that favor Jones, including a state court complaint he filed in 2019 in which he swore under oath that he was a resident of Mountrail County.

MINOT, N.D. (AP) — A group of Minot High School honors biology students have volunteered to help with a water study that stretches from the United States to Canada. The project by the Lake Winnipeg Foundation is meant to evaluate phosphorus and dissolved oxygen levels in a portion of Souris River drainage that eventually merges with Canadian waters. Biology instructor Joe Super tells the Minot Daily News that blue-green algae is “the real killer” and the data collected by the students will make a difference. Blue-green algae can cause death for animals of all sizes and brings recreational use to a standstill. Phosphorus often triggers unwanted algae blooms.

Dickinson State 27 VCSU 13

DICKINSON, N.D. – Valley City State took an early lead but was unable to hold off Dickinson State in a Saturday afternoon battle of unbeaten NSAA football teams.

After the Vikings went ahead 7-0 early, Dickinson State rallied back with 21 straight points on its home field. The Vikings cut their deficit to one score in the fourth quarter but could get no closer and dropped the game, 27-13.

VCSU drops to 2-1 overall this season. Dickinson State improves to 3-0. The teams were picked to finish first (DSU) and second (VCSU) in the NSAA preseason coaches’ poll, and had both started the season with a 2-0 record entering Saturday’s game in Dickinson. The teams will meet again in Valley City on Oct. 31.

Valley City State struck first Saturday with a short touchdown less than four minutes into the game. Dickinson State received the opening kickoff, but on their second play from scrimmage the Blue Hawks fumbled and VCSU freshman Riley Gerhardt recovered at the Dickinson 28-yard line. VCSU quarterback Jalen Pfeifer hit Mack Jones for a short completion to convert a 4th-and-2, and after a Taylor Simmons 16-yard run brought the Vikings to the goal line, Pfeifer plunged in for a 1-yard touchdown run. Nico Magana hit the PAT to give the Vikings a 7-0 lead with 11:26 let in the first quarter.

Dickinson State would score the next three touchdowns, reeling off 21 straight points. Dickinson  quarterback Drew Boedecker threw two short touchdowns in the second quarter, connecting with Kellen Ray on an 8-yard score and Tyger Frye on a 6-yard TD to give the Blue Hawks a 14-7 halftime lead.

The Blue Hawks extended the lead to 21-7 after Boedecker hit Jaret Lee for a 37-yard touchdown with 3:21 left in the third quarter. VCSU battled back to make it a one-score game, putting together a nine-play, 75-yard touchdown drive that started in the third quarter. Taylor Simmons capped off the drive with a 17-yard touchdown run early in the fourth quarter. The extra point was blocked, keeping the Dickinson lead at 21-13.

Both teams traded three-and-out possessions before the Blue Hawks scored their final touchdown of the day. Seven straight carries by Riley Linder moved the Blue Hawks into Viking territory. VCSU forced Dickinson into a 4th-and-3, but Boedecker converted with a 23-yard touchdown pass to Tyger Frye that all but put the game away. VCSU blocked the extra point for the final margin of 27-13.

VCSU finished with 209 yards of offense, including 107 on the ground and 102 through the air. Dickinson racked up 449 yards of offense, rushing for 184 and passing for 265. Both teams had one interception and VCSU recovered one Dickinson fumble.

In world and national news…

(AP)  President Donald Trump paid just $750 in federal income taxes the year he ran for president and in his first year in the White House. That is according to a report in The New York Times. Trump has fiercely guarded his tax filings, becoming the only president in modern times not to make them public. The details of the tax filings complicate Trump’s description of himself as a shrewd and patriotic businessman, revealing instead a series of financial losses and income from abroad that could conflict with his responsibilities as president. Trump’s financial disclosures indicated he earned at least $434.9 million in 2018, but the tax filings reported a $47.4 million loss.

DETROIT (AP) — Police say a shooting outside a Detroit strip club has left six people wounded. According to preliminary information from police, a large group was outside the club on the city’s west side shortly before 2 a.m. Monday when at least one person opened fire. Details about what led up to the shooting were under investigation and no arrests were immediately reported. Police say those shot were in their 20s and two men were listed in critical condition. Two men and a woman were in stable condition, and the condition of another woman who was shot wasn’t immediately known by police.

NEW YORK (AP) — A federal judge on Sunday postponed a Trump administration order that would have banned the popular video sharing app TikTok from U.S. smartphone app stores around midnight. A more comprehensive ban remains scheduled for November, about a week after the presidential election. The judge, Carl Nichols of the U.S District Court for the District of Columbia, did not postpone that later ban. The ruling followed an emergency hearing Sunday morning in which lawyers for TikTok argued that the administration’s app-store ban would infringe on First Amendment rights and do irreparable harm to the business.

BEIJING (AP) — U.S.-China friction has flared again, with Beijing firing back at accusations by Washington that it is a leading cause of global environmental damage and has reneged on its promise not to militarize the South China Sea. A document issued last week by the State Department cited China’s record on issues from greenhouse gas emissions to wildlife trafficking. A State Department spokeswoman followed that with a statement saying China has “pursued a reckless and provocative militarization” of the South China Sea’s Spratly Islands. A foreign ministry spokesman responded Monday by asking why the U.S. is withdrawing from the Paris agreement on climate change. He says U.S. military actions have made it “the biggest threat to the peace and stability of the South China Sea.”

TOKYO (AP) — Global shares are mostly higher ahead of the first U.S. presidential debate and a national holiday in China later in the week. Benchmarks in France, Germany and Britain rose in early Monday trading, while indexes finished higher in Japan and South Korea. China is celebrating National Day on Oct. 1, followed by a weeklong holiday through Oct. 8. Strong Chinese industrial profits for August, reported over the weekend, helped boost sentiment. Signs of a recovery in economic activity despite the coronavirus pandemic, as businesses strive to achieve a new normal with social distancing and mask-wearing, are also helping.

LONDON (AP) — Uber can keep operating in London after the ride-hailing company won a court appeal on Monday against the refusal by transit regulators to renew its license. The U.S. company had challenged Transport for London’s decision in late 2019 not to renew its operating license over safety concerns involving imposter drivers. Deputy Chief Magistrate Tanweer Ikram wrote in his decision that he found the company to be “fit and proper” to hold a London operator’s license.” Uber was allowed to continue operating while the appeal was underway. Transport for London had decided two years ago to reject Uber’s application for a new license, citing several breaches that placed passengers at risk.
