A regional swath exceeding one inch of snowfall (using a 10:1 ratio) on Saturday greater than 40percent. What is likely most certain with this pattern, as has been the case too often lately, is that it will be windy.
North Dakota health officials say the number of active COVID-19 cases rose for the fifth straight day in the state that leads the nation in the number of new cases per capita in the last two weeks. The update showed 120 new active cases, for a total of 4,546 since the pandemic began. Cass County tops the state with 902 active cases. Burleigh County is next with 713 active cases. Six deaths were confirmed in the last day, including two people in Nelson County, two in Traill County, one from Dunn County and one from Emmons County. The death toll stands at 345. Officials say 158 people are currently hospitalized due to COVID-19, an increase of 14 from Sunday’s report.

Valley City (CSi) The City of Valley City has issued a news release, from City Attorney Carl Martineck.
It states:
“On Friday, October 9, 2020, the North Dakota Insurance Reserve, on behalf of the City of Valley City, reached a mutually agreeable resolution with the family of Warren Lindvold which, if approved, will result in the City and its police officers being dismissed from the lawsuit filed in United States District Court in May 2019, following Mr. Lindvold’s tragic death.
City Attorney Carl Martineck said the City was informed that the settlement amount is $325,000 which also includes dismissal of Barnes County from the lawsuit. The County is also represented by NDIRF, although through a different law firm. NDIRF was authorized by the City to negotiate and settle on behalf of the City if the terms were appropriate. The officers and city officials were involved in the litigation process from the beginning, and approve of the outcome. The settlement amount is paid by NDIRF, not the City or the taxpayers of the City. Civil litigation decisions are often made for economic reasons prior to any determination of the merits of the case.
Martineck said in the 17 months since the lawsuit was filed, the City has strongly defended the professionalism of Sgt. Wade Hannig and Officer Christopher Olson. The Valley City Police Department continues to have the full support of the City. Sgt. Hannig remains employed by the department along with 13 other officers who proudly protect and serve the citizens of Valley City for little reward and often under great pressure. Mr. Olson completed field training with the North Dakota Highway Patrol in August and is stationed in the Northwest Region.”

Jamestown (NDHP) The North Dakota Highway Patrol reports a one vehicle rollover about 11:15 a..m., Monday, on Highway 11 and Richland County Road One, Junction at Hankinson.
The report says, a 2012 Kenworth towing a hopper, grain trailer loaded with corn
was operated by Jeremiah Medenwald, of Hankinson.
Medenwald had turned northbound on Richland Co. Rd. 1 from ND State Hwy. 11. While making the right turn, the Kenworth rolled onto its drivers’ side. The Kenworth came to rest on Co. Rd. 1 facing north on its drivers’ side. The load of corn spilled on the roadway.
Medenwald was not belted during the crash but remained in the cab of the Kenworth during the rollover. He extricated himself from the truck.
Co. Rd. 1 was blocked for several hours while the truck and corn were removed from the roadway.
Medenwald was transported by private party to Sanford Hospital in Fargo for possible injuries.
The crash remains under investigation by the ND Highway Patrol.
Assisting at the scene were: The Richland County Sheriff’s Office and , Hankinson Fire Department.
Bismarck (CSi) – Governor Doug Burgum announced Monday that competitive grants are now available to K-12 school districts for developing and improving the availability of distance or remote learning techniques and technologies.
The Governor’s Emergency Education Relief (GEER) Fund, created by the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act), allows the governor to provide support to local educational agencies and institutions of higher education.
In collaboration with the state Department of Public Instruction, the Governor’s Office has released a competitive grant program to support the unique challenges and inspire innovative practices associated with providing educational opportunities and meeting local needs. North Dakota received approximately $5.93 million in GEER funding from the U.S. Department of Education, $2.48 million of which is available through the K-12 competitive process.
Governor Burgum says, “This grant opportunity allows school districts to seek reimbursement for investments made to improve education delivery and support services to students and families across North Dakota.”
All local education agencies are eligible to apply for the GEER grants. Districts may receive up to $200,000 each based on their application. The application is available online here. Applications are due on or before Oct. 23.
In addition to the grants to K-12 education, the remaining GEER funding is being utilized for a Higher Education COVID Modified Learning and Workforce Grant. Applications were accepted and once selected will be utilized to support modified education across public and private institutions and support entry and re-entry into high-demand workforce needs.
Bismarck (CSi) A statewide campaign against underage drinking begins this week as a part of Drive Sober or Get Pulled Over.
Law enforcement across the state will conduct compliance checks and shoulder taps during the campaign that runs from October 16 to November 15.
Drinking alcohol under the age of 21 is illegal. Underage persons found to be consuming or in possession of alcohol could face fines and end up in court. No matter the age, driving under the influence of alcohol is not only illegal, but dangerous.
Fall events present many opportunities where students may consider consuming alcohol. The Drive Sober or Get Pulled Over enforcement campaign is a great reminder to young drivers that drinking and driving is dangerous and illegal,” said Jamestown Police Chief Scott Edinger.
Alcohol and drug-related crashes and arrests are 100% preventable. Many lives would be saved in North Dakota each year if every driver consistently makes the choice to always drive sober, designate a sober driver or use a ride-hailing service.
This campaign is part of the Vision Zero strategy to eliminate motor vehicle crash fatalities and serious injuries on North Dakota roads.

Braves rally in ninth to beat Dodgers
ARLINGTON, Texas (AP) — A pair of ninth-inning homers have allowed the Atlanta Braves to take Game 1 of the National League Championship Series against the Los Angeles Dodgers.
Austin Riley led off the ninth with a homer off Blake Treinen to spark a four-run ninth in the Braves’ 5-1 win over the Dodgers. Ronald Acuna (ah-KOON’-yah) Jr. followed with a double and scored on Marcell Ozuna’s (oh-ZOO’-nuhz) single to right before Ozzie Albies unloaded a two-run blast to cap the rally.
Freddie Freeman belted a solo shot in the first inning, and the lead held up until Kike (KEE’-kay) Hernandez went deep off Braves starter Max Fried (freed).
Fried was sharp over six innings, striking out nine and allowing four hits. Dodgers starter Walker Buehler (BYOO’-lur) looked good as well, yielding three hits while fanning nine over five frames.
Atlanta finished the game without left fielder Adam Duvall, who hurt his left oblique in his first at-bat during the second inning.
It’s the first postseason loss for the Dodgers. It’s also the first game to be played in front of fans this season. A crowd of about 11,500 were allowed to sit in the stands in socially-distant groups of four.
Game 2 is Tuesday in Arlington, Texas.

Rays beat Astros again for 2-0 lead
SAN DIEGO (AP) — A Gold Glove winner made a critical error that helped the Tampa Bay Rays take a two-games-to-none lead in the American League Championship Series.
Manuel Margot launched a three-run homer and Mike Zunino (zoo-NEE’-noh) added a solo shot as the Rays downed the Houston Astros, 4-2. Margot’s first-inning blast came two pitches after second baseman Jose Altuve (al-TOO’-vay) threw away a potential inning-ending grounder. Altuve also had a throwing error in the third inning without creating any damage.
The 2016 Gold Glove winner didn’t have an error this entire season until Monday.
Zunino also went deep off starter and loser Lance McCullers, who gave up just four hits while striking out 11 over seven innings.
Charlie Morton tossed five shutout innings to get the win as Houston continued to turn hard contact into loud outs.
Nick Anderson loaded the bases with nobody out in the ninth before getting out of the jam with just one run scoring. Anderson also filled the bags with two out but got Alex Bregman to line out to Kevin Kiermaier near the warning track.
Game 3 is Tuesday in San Diego, where the Astros will serve as the home team for the next three contests.

Former Reds star Joe Morgan dies
CINCINNATI (AP) — Hall of Fame second baseman Joe Morgan has died. A family spokesman says he died at his home Sunday in Danville, California. Cincinnati reds great was suffering from a nerve condition, a form of polyneuropathy.
He became the sparkplug of the Big Red Machine and the prototype for baseball’s artificial turf era. Morgan was a two-time NL Most Valuable Player, a 10-time All-Star and won five Gold Gloves. He could hit a home run, steal a base and disrupt any game with his daring. Most of all, the 5-foot-7 dynamo known for flapping his left elbow drove a Cincinnati team featuring the likes of Pete Rose, Johnny Bench and Tony Perez to World Series titles in 1975 and ’76.
Joe Morgan was 77 years old.
MLB-PADRES-PHAM STABBED
SAN DIEGO (AP) — San Diego Padres outfielder Tommy Pham is recovering after he was stabbed in the back Sunday night.
A police spokesperson told the San Diego Union-Tribune that Pham was stabbed shortly after 10:30 p.m. outside a gentlemen’s club. The spokesperson said Pham apparently didn’t know the attackers, who remain at large.
Pham issued a statement through the team saying he’s on the road to recovery and will be able to begin his offseason training regimen in no time.

CHICAGO (AP) — The Chicago White Sox and manager Rick Renteria have agreed to split following a disappointing finish to a breakout season in which the team made the playoffs for the first time in 12 years.
The White Sox went 35-25 in his pandemic-shortened fourth year. They held a three-game lead in the AL Central before losing seven of their final eight to finish tied for second with Cleveland, one game behind Minnesota. Chicago then got knocked out by Oakland in three games in their wild-card series.
Renteria drew criticism for some questionable decisions down the stretch.

Saints top Chargers in OT
NEW ORLEANS (AP) — It was another heart-breaking loss for rookie quarterback Justin Herbert and the Los Angeles Chargers.
Will Lutz nailed a 36-yard field goal with 5:08 left in overtime before New Orleans stopped Chargers receiver Mike Williams just short on fourth down to preserve a 30-27 victory.
The Chargers blew a 17-point lead for the second straight game and dropped to 1-4.
Herbert’s fourth touchdown pass of the game was a 64-yarder to Michael Williams that gave Los Angeles a 27-20 lead in the fourth quarter. But the 3-2 Saints tied it on Taysom Hill’s 9-yard run with 52 seconds left in regulation.
Chargers kicker Michael Badgley missed an extra point and had a chance to end it with a field goal, but his 50-yard kick clanged off the right upright as the fourth quarter expired.
Saints QB Drew Brees (breez) rushed for a 1-yard touchdown and hit tight end Jared Cook for a 41-yard score.

Morris named interim Falcons coach
ATLANTA (AP) — The Atlanta Falcons have named defensive coordinator Raheem Morris interim head coach after firing Dan Quinn.
Morris is in his sixth season with the Falcons and his first full season as defensive coordinator.
The Falcons fired Quinn on Sunday night, hours after the team fell to 0-5 for the first time since 1997 with a 23-16 loss to the Carolina Panthers. Falcons owner Arthur Blank also fired longtime general manager Thomas Dimitroff.

Bills-Titans game remains on schedule for Tuesday
NASHVILLE, Tenn. (AP) — A person familiar with the situation tells The Associated Press the Buffalo Bills’ game with Tennessee remains on schedule for tonight after the Titans had no positives.
The New England Patriots also returned no positives after the NFL pushed back their game with Denver from last night to Sunday.
The latest testing results come a day after the NFL juggled the schedule affecting nine teams after both the Patriots and Titans had a positive result apiece Sunday. Both teams closed their facilities but the NFL gave the Titans permission for an afternoon practice involving only players, coaches and trainers.

Baylor COVID cases within athletic department raise
UNDATED (AP) — Baylor had 32 active COVID-19 cases in its athletic department in the wake of having to postpone a football game for the second time this season.
Updated numbers released Monday include student-athletes from multiple sports and show 29 new cases since last week.
The school’s weekly update came a day after the Big 12 rescheduled next Saturday’s home game against No. 7 Oklahoma State to Dec. 12. Baylor’s pause of football activities since last Thursday will extend through at least this week.
Of the 32 active cases, 29 student-athletes had symptoms and only three were asymptomatic.
In other pandemic-related news around college football:
— Vanderbilt’s football game at Missouri on Saturday has been postponed because COVID-19 issues have left the Commodores without enough available players. The Southeastern Conference has announced the game has been tentatively rescheduled for Dec. 12. It is the first SEC game rescheduled due to COVID-19-related problems and the 28th FBS game overall to be postponed or canceled since Aug. 26.

76 arrests in LA following Lakers’ title win
LOS ANGELES (AP) — Police said yesterday afternoon that 76 people were arrested and more than 30 buildings and businesses were damaged when a downtown celebration turned chaotic after the Los Angeles Lakers won their 17th National Basketball Association championship.
Causes for the arrests included failure to disperse, vandalism and assault on a police officer.
A police statement says eight officers were treated for injuries and three members of the crowd were taken to hospitals after being injured by so-called less lethal munitions fired by officers.
Authorities said the celebration by about 1,000 people was at first largely peaceful, but “unruly individuals” mixed into the crowd and threw glass, bottles, rocks and other projectiles at officers.
The Lakers beat the Heat 106-93 Sunday night to win the NBA Finals in six games. Fans went to the Staples Center to celebrate despite admonitions to stay away.

Kansas State QB Thompson is out for the season
MANHATTAN, Kan. (AP) — Kansas State quarterback Skylar Thompson has undergone season-ending surgery on his throwing shoulder, leaving freshman Will Howard to lead the No. 22 Wildcats the rest of the way.
Thompson was hurt two weeks ago when Texas Tech’s Rico Jeffers drove him into the ground after unloading a pass in the Wildcats’ 31-21 victory.

Pietrangelo leaves Blues for Knights
UNDATED (AP) — The Vegas Golden Knights have acquired a recent Stanley Cup-winning captain.
A person with direct knowledge of the situation says the Knights and Alex Pietrangelo (peh-TRAN’-jeh-loh) have worked out a seven-year, $61.6 million contract.
Pietrangelo will count $8.8 million against the salary cap through 2027. The deal also means Vegas will need to shed salary to fit him under the $81.5 million salary cap.
The 30-year-old defenseman leaves the St. Louis Blues after serving as captain of their 2019 Stanley Cup championship team. Pietrangelo scored a career-high 16 goals last season despite a pandemic that cut the Blues’ schedule by 10 games.
In other NHL activity:
— The Canadiens have signed forward Tyler Toffoli (tah-FOH’-lee) to a four-year deal that carries an average annual value of $4.25 million. Toffoli played 10 regular-season games for the Canucks this season after being acquired from Los Angeles in a February trade.
— The Rangers have agreed to terms with No. 1 draft pick Alexis Lafrenière (lah-frehn-YEHR’) on a three-year, entry-level contract. Lafrenière signed a day after turning 19 and less than a week since New York selected him first overall. The Quebec-born left winger is expected to play in the NHL right away when next season begins. The league is targeting a Jan. 1 start.
— The Blackhawks have agreed to a one-year contract with Mattias Janmark, adding a veteran forward to help make up for the loss of Brandon Saad. Janmark’s contract carries a salary-cap hit of $2.25 million. Saad was traded to Colorado on Saturday, and the 27-year-old Janmark could step into his role on Chicago’s penalty-killing unit.

Former Olympic champ Charlie Moore dies
UNDATED (AP) — Former Olympic gold medal winner Charlie Moore has died at 91.
Moore won the 400 hurdles in the rain at the Helsinki Summer Games in 50.8 seconds, tying the Olympic record he set in the quarterfinals. Moore also earned a silver medal in Helsinki on the United States’ 1,600-meter relay team.
Moore died Thursday from pancreatic cancer, according to World Athletics.

WASHINGTON (AP) — Supreme Court nominee Amy Coney Barrett is set to face senators’ questions during a second day of confirmation hearings. The mood is likely to shift to a more confrontational tone as the appellate court judge is grilled in 30-minute segments by Democrats gravely opposed to President Donald Trump’s nominee. Barrett’s approach to health care, legal precedent and even the presidential election are expected topics. SACRAMENTO, Calif. (AP) — California’s chief elections officer has ordered Republicans to remove unofficial ballot drop boxes set up in at least four counties. Secretary of State Alex Padilla said Monday the boxes are illegal. But Republicans refused to remove them. They said they were just taking advantage of California’s liberal ballot collection law that allows anyone to collect ballots from voters and deliver them to county election offices. Padilla’s office sent Republicans a cease and desist letter ordering them to remove the drop boxes by Thursday. Attorney General Xavier Becerra threatened to prosecute anyone trying to improperly solicit ballots. The boxes have been reported in Los Angeles, Orange, Fresno and Ventura counties.
NEW BRUNSWICK, N.J. (AP) — A late-stage study of Johnson & Johnson’s COVID-19 vaccine candidate has been paused while the company investigates whether a study participant’s “unexplained illness” is related to the shot. The company said in a statement Monday evening that illnesses, accidents and other so-called adverse events are an expected part of large clinical studies. Its physicians and a safety monitoring panel will try to determine what might have caused the illness. The pause is at least the second such hold to occur among several vaccines that have reached large-scale final tests in the U.S. Final-stage testing of a vaccine made by AstraZeneca and Oxford University remains on hold in the U.S., though it has restarted elsewhere.
BEIJING (AP) — Authorities in the eastern Chinese port city of Qingdao say they have completed coronavirus tests on more than 3 million people following the country’s first reported local outbreak in nearly two months. The city’s health department says no new cases have been found among the more than 1.1 million test results returned thus far. The city says it had a total of 12 cases, six confirmed and six asymptomatic, since the new outbreak was spotted over the weekend at a hospital. The National Health Commission, however, says at least six new virus cases were found in Qingdao in the past 24 hours. The reason for the discrepancy was not immediately clear.
Stocks have fallen in Europe after a mixed session in Asia as investors turned cautious over a resurgence in coronavirus outbreaks. Shares fell Tuesday in Paris and London, but edged higher in Tokyo and Shanghai after China reported its exports jumped nearly 10% in dollar terms in September as its economy recovered from the pandemic. U.S. futures were lower. Overnight, the S&P 500 rose 1.6%, with big Tech companies including Apple and Amazon, thriving despite the pandemic, leading the way higher. Investors are still waiting to see whether Washington can overcome its partisan divide to deliver more support for the U.S. economy. This week also marks the start of earnings reporting season.
SANFORD, Florida (AP) — Defiant as ever about the coronavirus, President Donald Trump has turned his first campaign rally since contracting COVID-19 into a full-throated defense of his handling of the pandemic that has killed 215,000 Americans. Trump joked Monday that he was healthy enough to plunge into the Florida crowd and give voters “a big fat kiss.” There was no social distancing among the thousands in front of Trump and mask-wearing was spotty as he held forth for an hour, trying to to get his struggling reelection campaign back on track with just weeks left before Election Day.
