Valley City (CCHD) Starting Monday November 23, the Free COVID-19 Testing Site in Valley City moves to the VCSU W.E. Osmon Fieldhouse, from 1-p.m., to 2-p.m.

City/County County Health says, the testing will take place inside the “Bubble,” with priority in line given to Elderly and those with mobility issues. and wheelchairs will be available.

Face Masks are required for those entering the building.

Jamestown  (CVHD)  Due to Thanksgiving Holiday, Central Valley Health District says next Covid testing will be:

Tues Nov 24, 10am to noon

at the Jamestown Civic Center.   There will not be testing on Friday Nov 27.

Testing events at the Civic Center have been extremely busy over the past couple weeks with over 400 people participating each week. The North Dakota National Guard has been assisting local public health departments across North Dakota with testing events. Each region has been assigned a group of guard members who assist with various activities during the testing process.

CVHD Unit Administrator, Robin Iszler states that Central Valley Health Could not hold an event such as this, without the assistance of the National Guard. “We greatly appreciate their assistance,” stated Iszler.

Iszler also recognized that funding for the guard may change in December when the Federal FEMA dollars end and Central Valley is uncertain what that change will mean for future testing events.
Central Valley Health reminds the public to watch for other holiday changes in December.

Testing dates will change each week in December due to commitments at the Civic Center and
also the upcoming Christmas Holiday. Iszler encourages everyone to like Central Valley Health’s Facebook page to find the latest updates on testing events. Additionally, anyone wanting to attend a community testing event must register at least one time on the
https://testreg.nd.gov site.

Bismarck (NDDoH)– The North Dakota Department of Health, with support from local public health and the North Dakota National Guard, will roll out free rapid testing for K-12 teachers, staff and administrators this week as part of a pilot project to identify asymptomatic COVID-19 cases so they can quickly isolate and prevent further spread of the virus.

Testing of K-12 teachers, staff and administrators will begin this week in the Fargo and West Fargo school districts. Testing is highly recommended in order to proactively isolate positive cases and keep educational spaces safe for students and staff. Staff members who work closely with students are strongly encouraged to participate weekly. Testing is limited to K-12 personnel; students will not be tested.

The plan is to test teachers, staff and administrators weekly until Dec. 31, 2020.

“These rapid tests are a new tool in the toolbox that will help us break the chain of transmission by helping to identify the silent epidemic of COVID-positive individuals unknowingly spreading the virus,” said Dr. Joshua Wynne, the state’s chief health strategist and dean of the University of North Dakota School of Medicine & Health Sciences.

“Deploying these rapid tests to K-12 school districts will help to quickly identify and isolate asymptomatic carriers and prevent further spread of the virus to bend the curve in the right direction, while helping schools remain open or return to in-person learning,” said Gov. Doug Burgum, who met three times with Centers for Disease Control and Prevention, including twice with CDC Director Dr. Robert Redfield as the rapid testing strategy was developed. “Conducting this testing before and after Thanksgiving will also provide insights and help us fine-tune our strategy for reducing community spread, thereby protecting our health care capacity.”

“We know most students are best served by in-person learning where they receive critical academic, social, nutrition, and physical safety supports to help them learn and grow,” State Superintendent Kirsten Baesler said. “Our schools are implementing and consistently using strong mitigation strategies to keep in-person learning safe and slow community spread of COVID-19. Testing asymptomatic teachers, staff, and administrators will rapidly isolate positive cases which adds an additional layer to the foundation of consistent and strong mitigation strategies.”

The weekly testing will use Abbott BinaxNOW point-of-care antigen tests, which can diagnose a coronavirus infection in as little as 15 minutes. The U.S. Department of Health and Human Services is allocating 220,000 BinaxNOW tests to North Dakota by the end of the year as part of 150 million units purchased by the federal government in August.

The North Dakota Department of Health is working with local public health units and school districts to coordinate the testing. It’s anticipated that weekly rapid testing for teachers, staff and administrators will be rolled out to additional school districts in the coming days and weeks.

Rapid testing isn’t a substitute for basic measures to prevent the spread of COVID-19, including physical distancing, wearing a mask, washing hands and avoiding crowded indoor spaces.

Bismarck (CSi)  Governor Doug Burgum held his weekly COVID-19 News Briefing, on Friday at noon at the State Capital in Bismarck.  Joining Burgum were, North Dakota House Majority Leader Chet Pollert and Senate Majority Leader Rich Wardner,  Dr. Bill Heegaard, president of Essentia Health’s West Market, Dr. Josh Ranum of West River Health Services in Hettinger, Valley City Public Schools Superintendent Josh Johnson and Williston Public School District No. 1 Superintendent Jeff Thake.

The legislators also joined the governor, when Burgum issued on Wednesday November 18, an amended order that will allow practices to resume for high school winter sports and association, community and club sports for youth and adults starting Nov. 30. Competitions will remain suspended until Dec. 14, 2020. Burgum has said the state wants to preserve the winter sports season.

The change comes after daily consultation and collaboration between the governor and legislative leaders, constructive input from the North Dakota High School Activities Association and athletic associations, and feedback from numerous legislators, parents, school administrators, students, coaches, mental health professionals, and others concerned about the impacts of suspended activities on students’ well-being.

He says, 25,000 positive case have been recorded so far in November, and if the trend continues hospital capacity will be further stressed.

He added that the entire upper Midwest continues in “COVID Storm,” with a high rate of positive cases and deaths from the virus.

Dr. Bill Heegaard, president of Essentia Health’s West Market, said North Dakota currently has hospital beds available, but it’s getting tight.

He said staffing is the greatest bottleneck, if the staff has an increase in positives, then that’s a game changer, with those people quarantining, or sick at home or in the hospital as patients.

He said masking is effective, against the spread of the virus, as is physical distancing, along with frequent hand washing with soap and water.  He said Thanksgiving gatherings staying small is about not infecting people others, and increasing the spread.  He said the virus stays alive by spreading from person to person, especially in indoors settings.  The CDC is also advising against traveling for Thanksgiving, anywhere.

Dr. Josh Ranum of West River Health Services in Hettinger, said, the COVID Unit at that hospital has been filled with COVID positive patients.  He added if a critical patient needs to be transferred elsewhere, multiple phone calls need to made to find another hospital with room, one transferred as far away as Iowa.

Staffing issues there is also at issue, being engaged due to the number of positive cases in community.  Traveling spreads the virus, as a person can be asymptomatic and give COVID to someone unknowingly.  Wearing a mask keeps businesses open and students in school.

Burgum said his  announcement, late last Friday was timed in order to let the public know about the added mitigation measures in a timely fashion, when they were to take affect this past Saturday.

North Dakota will receive approximately 60 U.S. Air Force medical personnel to assist in the state’s COVID-19 response after the Federal Emergency Management Agency (FEMA) granted the state’s request for federal assistance, Gov. Doug Burgum announced today.

The personnel, part of a Department of Defense COVID-19 response operation, are primarily nurses, including critical care nurses. They will split up into multiple specialty teams to support at least six hospitals in four cities: Trinity Hospital in Minot, CHI St. Alexius Health in Bismarck, Sanford Medical Center in Bismarck, Essential Health in Fargo, Sanford Medical Center in Fargo and Altru Health System in Grand Forks.

The teams deployed Saturday and are expected to start work at the hospitals next week in coordination with the North Dakota Department of Health (NDDoH). The Air Force nurses will join the 167 nurses who are part of the NDDoH COVID Response Team.

“These dedicated Air Force personnel will help relieve the stress on North Dakota’s more than 20,000 nurses who continue to work tirelessly to provide exceptional care for patients under incredibly challenging conditions,” Burgum said. “With hospitals projecting a surge in COVID-19 patients in the coming weeks, we’re deeply grateful to the Department of Defense and FEMA for granting our request for additional resources to help save lives and alleviate the immense pressure on North Dakota’s hospitals and long-term care facilities.”

North Dakota Senate Majority Leader Rich Wardner, said recreation and physical health is an important aspect in the academic success and retention of students, along with good mental health.

North Dakota House Majority Leader Chet Pollert of Carrington said, when last Friday’s announcement was released the a legislative phone meeting was held each of the next several days, addressing issues the public has.  With his wife a school teacher, he is aware of school concerns.    The goal is to keep kids in school, and protest the elderly population.

Valley City Public Schools Superintendent Josh Johnson addressed items in K-12 education.

He said last spring and then forward challenges mounted

Friday was the 55th consecutive day of continuous in-person classes have been held at VCPS.  He said a fair amount of students have been absent due to COVID-19 or being close contacts.  The majority of VCPS students last week told administrators that they are in favor of in class learning.   A number of students have indicated concerns about mental health issues stemming from the pandemic. Johnson said mental health issues at Valley City Public School is of concern and continue to be addressed. He presented a drawing by a VCPS first grader, to Governor Burgum, indicating the student’s feelings about school and the pandemic.

Williston Public School District No. 1 Superintendent Jeff Thake, said the school district masked  up in September and is now mandated in line with state requirements to slow the spread of COVID-19.  He said, mitigation guidelines are not popular, but necessary.  He said a pause of activities are critical in the pandemic fight.

Burgum said the NDDoH has a public Healthline available at 1-866-207-2880.  On line for more information and service availability on line:  Health.nd.gov.

Behavioral Health

The North Dakota Department of Human Services’ Behavioral Health Division has launched a new program to help eligible North Dakotans access community-based substance use disorder treatment services and care coordination services.

Also available is support for parents whose children maybe be depressed concerning various pandemic issues, with school, at home and elsewhere.

MINNEAPOLIS (AP) — The head of one of the largest health systems in the Midwest has told employees he’s recovered from COVID-19 and is back in the office, without a mask. Sanford Health’s CEO, Kelby Krabbenhoft, said in an email Wednesday that he believes he’s now immune for “at least seven months.” And he says he isn’t a threat to transmit it, so wearing a mask would be merely for show. Krabbenhoft’s email comes as hospitals throughout the region are struggling. Other Sanford Health executives tried to walk his statement back, saying in an email Friday that his words don’t reflect the views of the system as a whole.

SIOUX FALLS, S.D. (AP) — Two South Dakota law enforcement officials want the courts to overturn a citizen-approved constitutional amendment legalizing marijuana in the state. Pennington County Sheriff Kevin Thom and South Dakota Highway Patrol Superintendent Rick Miller filed a lawsuit Friday challenging the constitutionality of the amendment. South Dakota became the first state to legalize recreational and medical pot on the same ballot in November. The lawsuit argues that because the amendment inserts a new section into the constitution, it should be considered a revision to the constitution, which can only be done placed on the ballot through a state convention.

It felt good to get back on the floor as a team and compete!”

(UJ) Jake Foscalina’s 47th-minute goal broke a 1-1 tie and proved to be the game winner as Northwestern (Iowa) College defeated the University of Jamestown men’s soccer team 2-1 Saturday at the Jimmie Turf Field.

The Red Raiders (10-3, 8-3 Great Plains Athletic Conference) took a 1-0 lead in the seventh minute on Joshua Wingfield’s third goal of the season.

Jamestown put three more shots on target in the first half following Zepeda’s goal, but Northwestern goalkeeper Ezekiel Foltz was able to turn all three aside.

Zepeda had a chance to tie the game for Jamestown in the 60th minute, only to have his shot carom off the right post.

Shots ended 11-8 in favor of the Jimmies, and shots on goal were even at seven. UJ won eight corner kicks to Northwestern’s four.

UJ will enter next spring’s GPAC conference tournament as the seventh seed and will face Briar Cliff (Iowa) University. Northwestern wrapped up the fourth seed and will host Concordia (Neb.) University. Tournament dates will be announced by the conference office next week.

NFL
—Andy Dalton returned from a two-game absence to throw three touchdown passes for Dallas. He hit Dalton Schultz for a 2-yard score with 1:37 left to lift the Cowboys to a 31-28 victory over the Minnesota Vikings. That stopped a four-game losing streak for Dallas and a three-game winning streak for Minnesota.
— Turnovers and sloppy mistakes cost the Philadelphia Eagles again. Carson Wentz threw a Pick-6, got sacked for a safety and the offense committed two turnovers inside Cleveland’s 10 in a 22-17 loss Sunday. Wentz was sacked five times, got hurried and hit numerous times and threw two more interceptions, increasing his NFL-leading total to 14.

The Indianapolis defense kept Aaron Rodgers off the field most of the second half, then forced a game-changing fumble less than a minute into overtime for a 34-31 victory over Green Bay. Rodgers threw three touchdown passes to stake the Packers to a 28-14 halftime lead. But Indy’s defense forced two three-and-outs in the third quarter and a turnover on downs in the fourth to fuel the comeback.

DENVER (AP) — The Denver Broncos handed Tua Tagovailoa his first loss in four starts Sunday when they beat the Miami Dolphins 20-13. The Broncos sacked Tagovailoa six times and he walked gingerly to the sideline after the last one by Bradley Chubb. Ryan Fitzpatrick replaced Tagovailoa on the next series and led the Dolphins on a field goal drive and had them in position to pull within a point with just over a minute to go when he was intercepted by Justin Simmons in the end zone.

UNDATED (AP) — It appears that Cincinnati quarterback Joe Burrow’s rookie season is done six games early.

Burrow was carted off the field early in the third quarter with a left knee injury. After the game, he posted on Twitter: “Thanks for all the love. Can’t get rid of me that easy. See ya next year.”

Teammates and opponents ran over to offer their support to Burrow after the injury. The No. 1 overall pick’s day ended 22 of 34 passing for 203 yards and a touchdown. Washington beat Cincinnati 20-9.

Burrow has thrown for 2,688 yards, 13 touchdowns and five interceptions this season.

— Patrick Mahomes threw a 22-yard touchdown pass to Travis Kelce with 28 seconds to play, and the Kansas City Chiefs avenged their only loss in the last 12 months with a 35-31 victory over the Las Vegas Raiders. Mahomes passed for 348 yards and led two go-ahead scoring drives in the frantic fourth quarter for the defending Super Bowl champions. Derek Carr passed for 275 yards and three touchdowns for the Raiders.

— Pittsburgh’s most dominant defensive performance of the season kept the Steelers perfect. Terrell Edmunds and Minkah Fitzpatrick intercepted two passes each and the Steelers steamrolled their way to 10-0 with a 27-3 win in Jacksonville. Rookie quarterback Jake Luton looked lost most of the day against the Steelers, who allowed just 206 yards and finished with two sacks.

— Baltimore has dropped into third place, four games behind unbeaten Pittsburgh in the AFC North because of Sunday’s 30-24 loss against the Titans. Derrick Henry ran for a 29-yard touchdown with 5:21 left in overtime to cap another memorable performance against the Ravens.

— P.J. Walker threw for 258 yards and a touchdown in his first NFL start. The much maligned Panthers’ defense earned its first shutout since 2015 and Carolina defeated the Detroit Lions 20-0 to snap a five-game losing streak. Walker, a former XFL player, was made the starter less than two hours before kickoff when Teddy Bridgewater was officially ruled out with a knee injury.

— Keenan Allen set a Chargers franchise record with 16 receptions, Justin Herbert threw for 366 yards and three touchdowns and Los Angeles held on for a 34-28 victory over the winless New York Jets to snap a three-game losing streak. The prolific-catch day helped Allen tie Antonio Brown as the fastest to reach 600 receptions.

— Deshaun Watson threw for 344 yards and accounted for three touchdowns, and J.J. Watt defended a career-high four passes to lead the Houston Texans to a 27-20 win over the New England Patriots . Watson’s two touchdown passes and scoring run all came in the first half as the Texans built a 21-10 halftime lead.

Patrick Killorin announced the update on Facebook where he’s provided periodic updates on the Hall of Famer’s health since Little’s bout with cancer became public in May.

The 78-year-old Little had his number 44 retired by both Syracuse and the Denver Broncos. In Denver Little was known as “The Franchise” because his signing was credited with keeping the team from relocating in the 1960s and with persuading voters to approve funds to build the old Mile High Stadium.

UNDATED (AP) — Alabama is now a unanimous No. 1 in The Associated Press college football poll, and Northwestern has moved up to No. 11 for its best ranking in 24 years.

For the second straight week, the top eight teams in the poll held their spots. The Crimson Tide received all 62 first-place votes after beating Kentucky 63-3, making Alabama the first unanimous No. 1 this season and the first team to do it in the regular season since 2018.

Notre Dame was No. 2, followed by Ohio State, Clemson and Texas A&M. Florida was No. 6 and No. 7 Cincinnati and No. 8 BYU also held their spots. The rest of the top 10 was No. 9 Miami and Oregon.

Northwestern moved up eight spots after beating Wisconsin 17-7 to improve to 5-0. The Badgers slipped eight spots to 18th. The Wildcats were last ranked this highly in 1996. The year after their surprising run to the Rose Bowl, coach Gary Barnett’s team reached a high of No. 10.

No. 12 Indiana dropped three spots after putting a scare into Ohio State in the Big Ten’s other top-25 matchup Saturday. The Buckeyes beat the Hoosiers 42-35 after leading 35-7.

Auburn said it has informed both the Southeastern Conference and the NCAA, which could opt to tack on more penalties.

The comeback against No. 3 Thiem added to victories Medvedev produced against No. 1 Novak Djokovic and No. 2 Rafael Nadal.

The tournament was played in London on an indoor hard court. Fans were barred because of the coronavirus pandemic.

PGA-RSM CLASSIC

ST. SIMONS ISLAND, Ga. (AP) — Robert Streb is a winner again at Sea Island, and it didn’t come easily. In a playoff against Kevin Kisner, he had to make an 8-foot par putt to stay alive after the first hole.

On the 18th hole again, Streb hit pitching wedge from the rough that came an inch away from going in the cup. That set up a tap-in birdie and the victory. Streb closed with a 68. Kisner shot a 63. The victory sends Streb back to the Masters.

SAN JOSE, Calif. (AP) — Two people are dead and multiple others are injured following a church stabbing in San Jose, California late Sunday. Police say the stabbing happened at Grace Baptist Church. It is unclear exactly how many people were wounded. KTVU-TV also reported that a 22-year-old man was apprehended. Police say no services were taking place at the time of the stabbing, but that homeless people had been brought to the church to take shelter from the cold.

BEIJING (AP) — Global stocks are higher as investors look ahead to quarterly U.S. economic data amid unease about anti-coronavirus restrictions and wrangling over the American presidential election. Market benchmarks in London, Shanghai, Frankfurt and Hong Kong advanced. Japanese markets were closed for a holiday. Third-quarter U.S. economic growth data are due out Wednesday after Wall Street’s benchmark S&P 500 index ended last week down as rising infection numbers eroded optimism about a possible vaccine. Investors have been rattled by decisions to reimpose anti-virus controls in the United States, Europe and some Asian countries that threaten to hamper retail spending, travel and other business activity.

LONDON (AP) — AstraZeneca says that late-stage trials showed its coronavirus vaccine was up to 90% effective, giving public health officials hope they may soon have access to a vaccine that is cheaper and easier to distribute than some of its rivals. The results announced Monday are based on interim analysis of trials in the U.K. and Brazil of the vaccine. Dr. Andrew Pollard said if people were given a half-dose followed by a full dose protection was about 90%. Two other drugmakers, Pfizer and Moderna, have reported preliminary results showing that their vaccines were almost 95% effective. Yet the AstraZeneca-Oxford vaccine does not have to be stored at ultra-cold temperatures, making it far easier to distribute in developing countries. It is also cheaper.

BEIJING (AP) — China is lashing out at Washington over its withdrawal from the “Open Skies Treaty” with Russia, saying the move undermines military trust and transparency and imperils future attempts at arms control. The treaty, to which China is not a signatory, had allowed each country overflight rights to inspect military facilities. That leaves only one arms-control pact still in force between the former Cold War foes _ the New START treaty, which limits the number of nuclear warheads each may have. That treaty will expire in February and the Trump administration had said it wasn’t interested in extending it unless China also joined, something Beijing says it will not do.

JERUSALEM (AP) — Israeli media are reporting that Prime Minister Benjamin Netanyahu flew to Saudi Arabia for a clandestine meeting with Crown Prince Mohammed bin Salman, which would mark the first known encounter between senior Israeli and Saudi officials. Hebrew-language media cited an unnamed Israeli official as saying that Netanyahu and Yossi Cohen, head of Israel’s Mossad spy agency, flew to the Saudi city of Neom on Sunday, where they met with the crown prince. The prince was there for talks with visiting U.S. Secretary of State Mike Pompeo. A flight tracking website showed flights between Tel Aviv and Neom on Sunday evening.

DUBAI, United Arab Emirates (AP) — Yemen’s Houthi rebels say they struck a Saudi oil facility in the port city of Jiddah with a new cruise missile, just hours after the kingdom finished hosting its virtual Group of 20 leaders summit. The kingdom did not immediately acknowledge any attack Monday as videos on social media suggested a fire at an Aramco oil facility. Brig. Gen. Yehia Sarie, a Houthi military spokesman, tweeted that the rebels fired a new Quds-2 cruise missile at the facility. He posted a satellite image online that matched Aramco’s North Jiddah Bulk Plant, where oil products are stored in tanks.

WASHINGTON (AP) — A longtime national security aide to President-elect Joe Biden is expected to become Biden’s nominee for secretary of state. Multiple people familiar with the Biden team’s planning tell The Associated Press that Antony Blinken is at the front of his choices to be America’s top diplomat. Blinken served as deputy secretary of state and deputy national security adviser during the Obama administration. If chosen and confirmed, Blinken would be a leading force in Biden’s bid to reframe the U.S. global relationship after four years in which President Donald Trump questioned longtime alliances.
