BISMARCK, N.D. (AP) — North Dakota’s attorney general says the Army Corps of Engineers has reversed course on an Obama-era proposal to charge for water drawn from reservoirs that the Corps manages. North Dakota Republican Attorney General Wayne Stenehjem headed the effort that was also backed by attorneys general from Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming. They sent a letter last year to the Trump administration asking that the proposal be withdrawn. Stenehjem said it would have usurped states’ authority over their own water. He says that in North Dakota, 75% of Missouri River water could have been subjected to fees.
In world and national news…
WASHINGTON (AP) — With the viral pandemic accelerating across the country, America’s employers sharply scaled back their hiring last month, adding 245,000 jobs, the fewest since April and the fifth straight monthly slowdown. At the same time, the unemployment rate fell to a still-high 6.7%, from 6.9% in October as many people stopped looking for work and were no longer counted as unemployed, the Labor Department said. November’s job gain was down drastically from a 610,000 gain in October. Friday’s report provided the latest evidence that the job market and economy are faltering in the face of a virus that has been shattering daily records for confirmed infections.
WILMINGTON, Del. (AP) — President-elect Joe Biden is pushing ahead with his call for massive economic stimulus as the economic recovery from this spring’s coronavirus lockdowns falters amid a nationwide spike in COVID-19 cases. Biden was to deliver remarks Friday afternoon reacting to November’s national jobs report. It showed a sharp decrease in U.S. hiring even as the nation is about 10 million jobs below pre-pandemic levels. Surging cases of the virus have led states and municipalities to roll back their re-opening plans. And more restrictions may be on the way as colder temperatures and holiday travel lead to new records for confirmed cases and deaths.
WASHINGTON (AP) — House Speaker Nancy Pelosi is optimistic about the prospects for a mid-sized COVID-19 relief bill and a separate $1.4 trillion governmentwide spending bill. She told reporters Friday to expect a successful burst of legislative action to reverse months of frustration on pandemic relief. Pelosi says she and Senate Majority Leader Mitch McConnell are in sync on a plan to pair COVID-19 relief with a massive omnibus spending bill. Pelosi said a bipartisan, middle-of-the-road plan by a diverse group of senators is a good effort, even though it’s a significant retreat from where Democrats stood before the election.
DUBAI, United Arab Emirates (AP) — The island kingdom of Bahrain says it has become the second nation in the world to grant emergency-use authorization for the coronavirus vaccine made by Pfizer and its German partner BioNTech. The state-run Bahrain News Agency made the announcement on Friday night. It said it followed “thorough analysis and review … of all available data.” Bahrain already granted an emergency-use authorization for a Chinese vaccine made by Sinopharm. Bahrain is home to the U.S. Navy’s 5th Fleet. It’s a small island off the coast of Saudi Arabia in the Persian Gulf.
KENOSHA, Wis. (AP) — A California attorney for an Illinois 17-year-old accused of fatally shooting two people and wounding a third during a night of unrest in Wisconsin is extracting himself from his criminal defense after prosecutors raised ethical concerns about the lawyer. Los Angeles civil lawyer John Pierce has been at the forefront of the case of Kyle Rittenhouse, who is accused in the shootings during protests in Kenosha this summer. Pierce has also worked to help secure the $2 million for Rittenhouse’s bail. Prosecutors allege Pierce has “significant personal financial difficulties” that raise ethical concerns. Pierce says Wisconsin attorney Mark Richards will handle the criminal case.
THE HAGUE, Netherlands (AP) — European Union police agency Europol has issued a warning highlighting the risk of organized crime scams linked to COVID-19 vaccines, including the possibility criminals will sell dangerous counterfeit vaccines. In an “early warning notification,” the agency said that crime gangs have reacted swiftly to the coronavirus pandemic. It says that once genuine vaccines become available, “counterfeited versions of the specific vaccine brand are expected to circulate rapidly.” The statement came after Britain on Wednesday gave emergency approval to a vaccine produced by U.S. drugmaker Pfizer and Germany-based BioNTech, making it the first Western country to authorize a vaccine against the coronavirus.
