Bismarck (CSi) – Gov. Doug Burgum has directed all government agencies to fly the United States and North Dakota flags at half-staff on Monday, Dec. 7, and encourages North Dakotans to do the same at their homes and businesses, in observance of National Pearl Harbor Remembrance Day.
The governor’s directive is in accordance with a proclamation issued by President Donald Trump, which stated, “Over 400,000 gave their lives in the global conflict that began, for our Nation, on that fateful Sunday morning. Today, we memorialize all those lost on December 7, 1941, declare once again that our Nation will never forget these valiant heroes, and resolve as firmly as ever that their memory and spirit will survive for as long as our Nation endures.”
Bismarck NDDoH Several days of falling positive tests for the coronavirus in North Dakota has dropped the state to fourth in the country for new cases per capita in the last two weeks. The state had for many weeks led the country in the number of virus outbreaks compared to population. Data compiled Saturday by Johns Hopkins University researchers lists South Dakota in the top spot. North Dakota health officials on Sunday reported 474 new cases, the lowest number in five days. A total of 82,504 people have tested positive since the start of the pandemic. The numbers follow a day when the state went over 1,000 deaths from complications due to COVID-19.

Jamestown (CSi) Riverbank Restoration (James River) – Road & Lane Closures Beginning Monday, December 7, 2020, there will be road and lane closures in three areas in town.
Area 1: Intersection of 1st Ave North and 13th Street NW.
Area 2: 1st Ave North and 10th Street NW (Nickeus Park Loop Road will be closed to through traffic when working on Area 2).
Area 3: 11th St NW from the intersection of 4th Ave NW along the road to Nickeus Park to the intersection of 2nd Ave NW and 10th Street NW.
Jamestown (CSi) The Jamestown City Fire Department was called to 311 6th Avenue, NE about 9:30-a.m., on Friday.
First reports indicated that there was smoke coming from the roof area, of the structure.
Lt. Sheldon Mohr says, the fire was in the attic of the home, extending to the walls between two bedrooms, with the cause listed as electrical.
No injuries reported, with the Buffalo Valley Red Cross assisting the two residents with temporary housing.
Five city fire units including the new Ladder-1 unit and 24 firefighters were on the scene about and hour and 15 minutes.
Jamestown (CSi) The James River Humane Society reminds everybody that giving a pet for Christmas means making sure that person or family wants a pet to take care of for the long term.
On Friday’s Wayne Byers Show on CSi Cable 2, Board Member, Jay Nitschke said, having a pet is an investment, and returning an animal after they become used to a home, is very stressful for that dog or cat.
Jay thanked the Jamestown Car dealers for collecting items during a friendly competition, as many pet related items were donated by the community, and given to the shelter.
Jay highlighted three dogs available for adoption. “Lola,” is a young pit-mix,, “Bullet” is a boxer-pit mix and “Brindle” is mixed stanfordshire.
Three cats available for adoption include: “Jules,” a two year old tuxedo cat, “Jazzy” a six month old calico cat with special needs, and “Tommy Lee” is a nine month old orange tabby.
Currently around 10 dogs and about 15-20 cats are available for adoption.
Jay added that cash donations as a Christmas gift are welcome, as fundraisers were not held this year due to the pandemic.
When recycling cans check with Gerdue Ameristeele to have the cash donated to the James River Humane Society. Also Amazon Smile, and other web sites have similar options for donations.

Bismarck (NDDOT) The North Dakota Department of Transportation (NDDOT) reminds customers that all driver licenses, which expired after March 1, are due for renewal by December 31, 2020.
The December 31, 2020 deadline aligns with Governor Burgum’s executive order which extended certain expiration dates. If your license is not renewed by this date it will be considered invalid.
“Our Driver License Division has been working very hard over the past several months to process license renewals, but we still have work to do,” said Robin Rehborg, NDDOT Deputy Director for Driver Safety. “Today there are more than 12,000 driver licenses that need to be renewed by the December , 2020 deadline. If you fall into this category, please schedule your appointment now to ensure you can renew on time.”
The NDDOT continues to provide driver license services by appointment only. No walk-in services are available at this time.
Customers need to schedule an appointment ahead of time by visiting our website at dot.nd.gov to complete an online request or by calling 1-855-633-6835.
For safety reasons, only the customer scheduled for the appointment may enter the building. Customers are required to participate in a temperature check and health screening at the time of their scheduled appointment. Masks are required for the safety of the customer and our employees.
Many driver license services such as change of address, renewals, replacements and more are available online.
The U.S. Transportation Security Administration extended the REAL ID deadline to October 2021. Only customers renewing a North Dakota driver license at this time will be able to obtain a REAL ID during their scheduled appointment.

Fargo (NDHP) The North Dakota Highway Patrol reports, 0n December 5, around 949PM, A Fargo Trooper was sitting stationary on I94 near the University exit. A 2004 Honda Civic drove by the Trooper exceeding the posted 55 mph speed limit. The Trooper pulled onto the roadway and attempted to catch up to the vehicle and the Honda increased its rate of speed. The Trooper activated emergency lights initiating a pursuit. The Trooper was traveling as fast as 120 mph with the Honda pulling away. The Honda traveled into Minnesota and out of view. The Honda lost control just east of Exit 1B and entered the median striking the cables. The two occupants of the Honda were ejected at the time of the crash. Several ND Troopers responded to assist. The male passenger was located in the median and the female driver was located on the westbound side of I94.
Red River Ambulance and Minnesota State Patrol responded to the scene.
A 43 year old Female and a 34 year old Male of Fargo, ND, were transported to Sanford West in Fargo to be treated for injuries sustained in the crash.
No names are being released at this time. Charges are pending.
The incident remains under investigation by the Minnesota Highway Patrol.
FARGO, N.D. (AP) — It took three hours for firefighters to control a blaze that destroyed a Fargo building filled with antiques. The three-alarm fire Saturday at Reinhart Auction required assistance from firefighters in nearby West Fargo and Moorhead, Minnesota. Fargo Fire Marshal Ryan Erickson says the large amount of antiques in the building made the blaze difficult to fight. Witnesses say flames were visible on the roof of the building and the fire generated heavy smoke. The owner, Gary Reinhart, is an auctioneer. There’s no immediate word on the value of the damage.
BISMARCK, N.D. (AP) — North Dakota’s attorney general says the Army Corps of Engineers has reversed course on an Obama-era proposal to charge for water drawn from reservoirs that the Corps manages. North Dakota Republican Attorney General Wayne Stenehjem headed the effort that was also backed by attorneys general from Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming. They sent a letter last year to the Trump administration asking that the proposal be withdrawn. Stenehjem said it would have usurped states’ authority over their own water. He says that in North Dakota, 75% of Missouri River water could have been subjected to fees.
BILLINGS, Mont. (AP) — Payments to western U.S. states have plummeted for oil, natural gas and coal extracted by private companies from U.S. lands. The revenue drop comes after low crude prices and the pandemic idled drilling in many areas in 2020. Federal data shows payments to states for drilling on public lands and in U.S. waters were down by $630 million, or about 26%, in this fiscal year. New Mexico and Wyoming took the biggest fiscal hits. Companies pay the U.S government for the right to drill for fossil fuels on public lands and in U.S. waters. The money is split with the states where drilling occurs.

(UJ) Three goals in a span of 3:25 in the second period proved to be too much for the University of Jamestown hockey team to overcome as the Jimmies lost 5-1 to Minot State University Saturday night at Wilson Arena.
Brayden Pawluk, Nick Doyle, and Adam Wowryk each tallied for the Beavers as they took a 3-0 lead into the second intermission.
Justin Metcalf made it 4-0 with a goal at 7:51 of the third period.
Jordon Kromm (FR/Calgary, Alberta) put the Jimmies on the board, scoring at 11:01 of the third with assists by Logan Berggren (FR/Cypress, Calif.) and Quin Garrison (SO/Prince George, British Columbia).
Drew Carter rounded out the scoring for Minot State at 13:36 of the third period.
Jamestown had plenty of opportunities with the man advantage as the Beavers were whistled for 14 minor penalties. However, the Jimmies went 0-for-9 on the power play. Minot State was 2-for-7 on their power play chances.
Shots were 36-25 in favor of the Beavers. Tyson Brouwer (SR/Lethbridge, Alberta) made 31 stops for UJ while Minot State’s Troy Martiniuk had 24 saves.
The Jimmies, now 5-6-3 this season, are scheduled to play at Midland (Neb.) University on January 8.

YANKTON, S.D. (UJ)— Kane Stearns knocked down a three-pointer at the buzzer, capping off an improbable second-half comeback as the Mount Marty Lancers defeated the University of Jamestown 80-77 Saturday afternoon.
With 3:51 left in the game and leading 68-59, Jamestown reeled off seven straight points to go ahead by 16 just 51 seconds later.
Mount Marty would score on their next six possessions to get within 75-72 with 27 seconds left.
A Cole Woodford (FR/Redwood Falls, MN) basket made it 77-72 Jimmies, but the Lancers promptly went down the court and got a triple from Jailen Billings to make it a two-point game. Mount Marty stole the inbounds pass and converted a layup to tie the game at 77.
Marc Kjos (SO/Lake City, MN) was fouled with five seconds left and made both free throws, giving UJ a 79-77 lead.
Mount Marty took the ball and went down the length of the floor for a chance to tie or win. Elijah Pappas found Stearns, who released his shot as time expired, and the ball went through the net for the win.
The Jimmies led throughout the first half, taking a 39-31 lead into the break behind 10 points from Allante’ Pickens (SR/Chicago, IL).
Mount Marty got within a basket early in the second half, only to have the Jimmies use a 13-2 run to go ahead 52-39 with 12:49 remaining. UJ’s biggest lead of the game came after a Mason Walters (SO/Jamestown, ND) free throw made it 75-59.
Walters finished with 21 points and 10 rebounds for Jamestown. Woodford and Kjos added 16 points each while Pickens was also in double figures with 10.
Billings led the Lancers with 20 points. Pappas ended with 16 points, 10 rebounds, and eight assists.
Jamestown (7-3, 3-2 GPAC) returns to action Tuesday night when they host Dordt (Iowa) at 8 p.m.

(AP) — Tyon Grant-Foster drove for the go-ahead basket with just over a minute to go, then swatted away Sam Griesel’s layup with 10 seconds left, helping seventh-ranked Kansas escape with a 65-61 victory over North Dakota State on Saturday. Jalen Wilson had 14 points and Ochai Agbaji added 13, including a free throw in the final seconds, that helped the Jayhawks finish off a 7-0 run to end the game and avoid their first loss to an unranked team since the 2019 Big 12 Tournament. Tyler Eady had 14 points to lead the Bison.

— Dan Bailey kicked a 23-yard field goal with 1:49 left in overtime that lifted the Minnesota Vikings to a 27-24 victory over Jacksonville. That sent the Jaguars to their 11th straight loss. Bailey missed two extra points and a 51-yard try with 13 seconds remaining in regulation. Harrison Smith set up Bailey’s redo with an interception at the Jacksonville 46. That was the fourth turnover of the game by the Jaguars.
Aaron Rodgers connected with Davante Adams on two of his three touchdown passes and reached a couple of career milestones to help Green Bay hand the Eagles a 30-16 loss, their fourth consecutive. Green Bay owned a 23-3 lead in the fourth quarter when the Eagles scored two touchdowns in a span of just over a minute. Rookie quarterback Jalen Hurts, who took over for an ineffective Carson Wentz midway through the third quarter, started it by throwing a 32-yard touchdown pass to Greg Ward on fourth-and-18. Jalen Reagor then delivered a 73-yard punt return to cut the lead to 23-16 with 6:30 left, though Jake Elliott missed the extra point.
— Matthew Stafford threw for 402 yards and three touchdowns and Adrian Peterson scored from the 5 after Romeo Okwara strip-sacked Mitchell Trubisky with about two minutes left. The Detroit Lions won their first game under interim coach Darrell Bevell, rallying to beat the struggling Chicago Bears 34-30 on Sunday.

UNDATED (AP) — Alfred Morris scored a pair of third-quarter touchdowns and the New York defense shut down Russell Wilson and one of the top offenses in the league 17-12.Double-digit underdogs, the Giants (5-7) handed Seattle (8-4) its first home loss of the season, sent the NFC West race into some mayhem, and kept their spot on top of the NFC East for another week. The Giants did it with starting quarterback Daniel Jones a spectator after getting hurt last week against Cincinnati. Colt McCoy led the Giants.
—Tua Tagovailoa (TOO’-ah tuhng-ah-vy-LOH’-ah) returned from a thumb injury that forced him to miss one game, throwing for a season-high 296 yards and a score to help the Miami Dolphins rally past Cincinnati 19-7 in a game that included five ejections and a benches-clearing confrontation. Miami ranks second in the NFL in scoring defense and has allowed 10 points in the past two weeks.
—Cam Newton ran for two touchdowns and the New England Patriots scored two TDs on special teams in a 45-0 rout of the Los Angeles Chargers on Sunday. Newton has four games this season with multiple rushing TDs, breaking the NFL record for the most such games by a quarterback. He has 11 rushing touchdowns this season. The Patriots have won two straight and four of five to get back into playoff contention in the AFC.
—Derek Carr threw a 46-yard touchdown pass to Henry Ruggs III with 5 seconds left, lifting the Las Vegas Raiders to a wild 31-28 victory over the still-winless New York Jets on Sunday. The Jets took a 28-24 lead with 5:34 remaining on Ty Johnson’s 1-yard touchdown and the defense came up with a big fourth-down stop that appeared to end New York’s agonizing wait for its first win of the season. But New York went three-and-out with a chance to seal it, but Carr found Ruggs for the winning score.
— Baker Mayfield threw for 334 yards and four touchdowns as the Browns scored the first 17 points and held on to beat the Tennessee Titans 41-35. Cleveland has won four straight. With both chasing AFC playoff berths, the Browns looked like the team leading a division as they improved to 9-3. The Titans fell into a tie atop the AFC South, though they still have the better division record. Cleveland is second in the AFC North behind unbeaten Pittsburgh.
— Jared Goff threw for 351 yards, Darrell Henderson ran for a crucial 38-yard touchdown and the Los Angeles Rams moved into a tie for the NFC West lead with a 38-28 win over the Arizona Cardinals. The Rams have won three of four and are tied with the Seahawks, who lost to the New York Giants 17-12. The Cardinals have lost four of their past five games.
— Philip Rivers threw two touchdown passes in the first half and the Indianapolis defense dominated in the second half to lead the Colts to a 26-20 victory over the Houston Texans on Sunday. The Texans had a chance to take the lead with about 90 seconds left when they had second down from the Indy 2. Deshaun Watson fumbled a low snap and Anthony Walker pounced on it to seal the win.
— The New Orleans Saints finally gave up a touchdown but the defense stood tall at the end to preserve their ninth straight victory, 21-16 over the Atlanta Falcons. The Saints also clinched a playoff berth with Chicago’s 34-30 loss to Detroit. Starting again in place of Drew Brees, Taysom Hill threw the first two touchdown passes of his career. But his fumble deep in Atlanta territory sparked a Falcons comeback. Atlanta drove 85 yards against the Saints, capped by Matt Ryan’s 10-yard touchdown pass to Russell Gage with 7:43 remaining.

LOS ANGELES (AP) — No. 16 Southern California cruised to a 38-13 victory over Washington State. Amon-Ra St. Brown caught four touchdown passes from Kedon Slovis in a spectacular first quarter. Slovis threw five touchdown passes in the first half before finishing with 287 yards. The unbeaten Trojans returned from a one-week absence caused by a COVID-19 outbreak with a dominant performance on both sides of the ball against the Cougars, who hadn’t played since Nov. 14. Freshman Jayden De Laura passed for 134 yards, threw two interceptions and lost a fumble for the Cougars.

AP Top 25: No. 1 Tide runs poll streak to 210, 3rd-best ever
UNDATED (AP) — Alabama is No. 1 for the fifth week in a row and has extended its streak of consecutive poll appearances to 210, the third longest in the history of The Associated Press college football poll.
The Crimson Tide are the unanimous No. 1 for the third straight week and the top seven teams are unchanged for a fifth consecutive poll. Notre Dame, Ohio State, Clemson and Texas A&M round out the top five. No. 6 Florida and No. 7 Cincinnati also held their spots. No. 24 Buffalo is ranked for the first time in school history.

Villanova beats Texas
AUSTIN, Texas (AP) — Justin Moore and Jeremiah Robinson-Earl each scored 19 points and No. 12 Villanova held on late to beat No. 17 Texas 68-64.
Collin Gillespie made four free throws over the final 15 seconds to secure the victory for the Wildcats. Jermiane Samuels collected a game-high 12 rebounds after sitting out practice for a week due to a sprained pinky finger on his right hand. Courtney Ramey and Matt Coleman III each scored 17 points for the Longhorns in their first loss on the season.

—Joey Hauser had a career-high 24 points and grabbed 10 rebounds, leading No. 8 Michigan State to a 79-61 win over Western Michigan. The Spartans seemed flat for a second straight game at home after beating No. 6 Duke with an inspired effort on the road. They led the Broncos by just two points midway through the second half and trailed for six-plus minutes in the game.
—Miles McBride scored 17 points, Derek Culver had 14 and No. 11 West Virginia finished fast to beat Georgetown 80-71 in the first meeting between the former Big East rivals since 2014. Culver, the leading scorer and rebounder for the Mountaineers, was limited to just 18 minutes because of foul trouble.
— Kyler Edwards had 13 points and 11 rebounds for No. 17 Texas Tech as the Red Raiders overcame a sluggish start and pulled away in an 81-40 win over Grambling State. Edwards was one of five players scoring in double figures. The 4-1 Red Raiders never trailed.

Bulls’ Temple says he’s recovering from virus
CHICAGO (AP) — Garrett Temple of the Chicago Bulls says he’s recovering from COVID-19. The guard and forward says he tested positive for the novel coronavirus on Nov. 28 and is isolating in a Chicago hotel. He is mostly symptom-free after experiencing a headache and fatigue as well as some congestion, shortness of breath and a cough, though he did not lose his taste or smell.

— The Portland Trail Blazers have closed their facility for deep cleaning after three positive COVID-19 tests came back in a span of four days. Sunday was to have been the first full day of training camp for the Blazers. They, along with all other NBA teams, began having players back in their facility for individual workouts last week.

Hovland birdies the last hole to win Mayakoba Classic
PLAYA DEL CARMEN, Mexico (AP) — Viktor Hovland won the Mayakoba Golf Classic with a 12-foot birdie putt on the final hole Sunday. It was the second win this year for the 23-year-old from Norway, and the second time Hovland won with a birdie on the last hole.
The former NCAA champion from Oregon closed with a 63. The victory moves Hovland to No. 15 in the world.

43-year-old Angela Stanford wins her home LPGA Tour event
THE COLONY, Texas (AP) — Angela Stanford won her home LPGA Tour event in front of her parents, closing with a 4-under 67 for a two-stroke victory in the Volunteers of America Classic. The 43-year-old former TCU star from Fort Worth won her seventh LPGA Tour title and first since the major Evian Championship in 2018.
She finished at 7-under 277 at Old American Golf Club. Inbee Park, So Yeon Ryu and 19-year-old Yealimi Noh, tied for the third-round lead, each shot 70 to tie for second in the final tuneup before the U.S. Women’s Open next week at Champions Golf Club in Houston.

WASHINGTON (AP) — President Donald Trump says his personal attorney Rudy Giuliani has tested positive for coronavirus. ABC News reports Giuliani has been hospitalized. The 76-year-old former New York mayor has traveled extensively to battleground states in effort to help Trump subvert his election loss. On numerous occasions he has met with local officials for hours at a time without wearing a mask. Trump wished Giuliani a speedy recovery, tweeting on Sunday: “Get better soon Rudy, we will carry on!!!” Giuliani made an appearance earlier Sunday on Fox News to speak about his legal challenges in several states on behalf of Trump.
WASHINGTON (AP) — A proposed COVID-19 relief bill is expected to get backing from President Donald Trump and Senate Majority Leader Mitch McConnell but it won’t include $1,200 in direct payments to most Americans. That’s according to Republican Sen. Bill Cassidy, who’s involved in the bipartisan talks. With time running out, lawmakers were closing in on the final language for the $908 billion proposal that would provide $300 in extra federal weekly unemployment benefits. It leaves the issue of cash payments for President-elect Joe Biden to wrestle over with a new Congress next year. Sen. Bernie Sanders and others said they would oppose the measure if it doesn’t include the payments.
TAIPEI, Taiwan (AP) — Chinese vaccine company Sinovac says it is planning to complete a new facility to double its annual vaccine capacity to 600 million doses by the end of the year, while also securing a $500 million investment in a boost to its COVID-19 vaccine efforts. The company is currently conducting the last stage of clinical trials for its vaccine candidate in Brazil, Turkey and Indonesia and is among the frontrunners of China’ s vaccine efforts. China has at least five COVID-19 vaccine candidates running late stage clinical trials across more than a dozen countries.
SEOUL, South Korea (AP) — South Korea’s health minister says the Seoul metropolitan area is now a “COVID-19 war zone,” as the country reported another 615 new infections and the virus appeared to be spreading faster. The country has recorded more than 5,300 new infections in the past 10 days and Monday was the 30th day in a row of triple-digit daily jumps. Most of the new infections were detected in the Seoul metropolitan area where health workers are struggling to stem transmissions tied to various places, including restaurants, schools, hospitals and long-term care facilities.
WASHINGTON (AP) — President-elect Joe Biden is putting a defender of the Affordable Care Act in a leading role to oversee his administration’s coronavirus response. Biden has picked California Attorney General Xavier Becerra to be his health secretary. If confirmed by the Senate, Becerra will be the first Latino to head the Department of Health and Human Services. It’s a $1 trillion-plus agency with 80,000 employees and a portfolio that includes drugs and vaccines, leading-edge medical research and health insurance programs. Separately, Biden has picked a Harvard infectious disease expert, Dr. Rochelle Walensky, to head the Centers for Disease Control and Prevention. And he announced a new role for Dr. Anthony Fauci, the government’s top infectious disease expert.
STOCKHOLM (AP) — The pomp and ceremony of the Nobel prize ceremonies have been reined in this year amid measures to slow the spread of the coronavirus. There will be no glitzy banquet honoring winners in Stockholm or Oslo as the global pandemic curtails the usual celebrations. Instead, their achievements will be recognized and rewarded at low-key ceremonies where they live and work in Europe and the United States. The first is happening Monday in Berlin for one of the winners of the chemistry prize. Traditionally, Nobel ceremonies are held Dec. 10, the anniversary of the death of prize founder Alfred Nobel, at an ornate city hall in Stockholm for all but the Peace Prize that is held in Oslo in neighboring Norway.
NEW DELHI (AP) — At least one person has died and 200 others have been hospitalized due to an unidentified illness in the southern Indian state of Andhra Pradesh. Reports say the illness was detected Saturday evening in Eluru, an ancient city famous for its hand-woven products. Since then, patients have experienced symptoms ranging from nausea and anxiety to loss of consciousness. The state is among those worst-hit by COVID-19, and its health system has been frayed by the pandemic. Top medical and scientific institutes are trying to determine the cause of the illness, while the opposition has demanded an investigation.
CHICAGO (AP) — As Donald Trump’s presidency winds down, his administration is ratcheting up the pace of federal executions despite a surge of coronavirus cases in prisons. The Bureau of Prisons has in recent weeks announced plans for five executions starting Thursday. The flurry would conclude just days before the presidential inauguration of death penalty foe Joe Biden. Attorney General William Barr defended the actions in an interview with The Associated Press, saying he’ll likely schedule more before leaving office. And Barr urged the Justice Department under Biden to continue executions unless Congress passes and Biden signs an abolition law.
BRUSSELS (AP) — European Union foreign ministers are studying ways to work together more closely with the United States on global diplomacy amid optimism that the arrival of President-elect Joe Biden will breathe new life into trans-Atlantic ties. German Foreign Minister Heiko Maas says “there are a lot of major opportunities that we as Europe want to take.” Trans-Atlantic ties have eroded under President Donald Trump. He has slapped tariffs on European exports, pulled out of major security agreements and spurned the multilateral approach to global challenges that the EU holds dear. But the 27-nation bloc remains realistic, and understands that not everything will improve. Maas said Monday that “not everything will be different, but a lot will be better.”
(AP) Shares fell in Europe after a mixed day of trading in Asia following a report that the U.S. is preparing to slap sanctions on a dozen more Chinese officials, ratcheting up tensions with Beijing. That news coincided with data showing China logged a record high $75 billion trade surplus in November. Strong growth in exports is good news for the world economy but could add to China-U.S. tensions. Stocks hit record highs on Wall Street on Friday as traders took a discouraging jobs report as a sign that Congress may finally move on delivering more aid for the pandemic-stricken economy.
