Health departments are asking people who test positive for the coronavirus to warn friends, family and co-workers themselves. Health officials say do-it-yourself tracing is not ideal, but with infections and hospitalizations soaring nationwide, it’s likely the most effective way to reach people who may be at risk. Health officials say it’s taking too long before tracers learn of positive tests. What’s more, many people won’t pick up the phone or refuse to answer questions when tracers call. Sometimes, there are simply too many positive tests to call everyone. Officials fear transmission will only get worse as people gather for the holidays.
Jamestown (CVHD) Central Valley Health District reports they will hold COVID 19 testing Monday Dec 21 and Tuesday Dec 22, from 10am to 12 noon at the Jamestown Civic Center, using the Rapid Testing, BinaxNow.

BISMARCK, N.D. – Gov. Doug Burgum Friday signed an executive order temporarily suspending the minimum sales requirement for licensed automobile dealerships that have seen significantly lower demand for new and used vehicles during the COVID-19 pandemic.
Dozens of dealerships were at risk of not meeting the minimum annual sales requirement of eight vehicles as required under state law. The executive order signed today suspends the minimum sales requirement through Dec. 31, 2020, which will allow the North Dakota Department of Transportation to renew auto dealership licenses for 2021 regardless of the number of retail sales completed in 2020. The order was requested by the Automobile Dealers Association of North Dakota.
“Many of our state’s auto dealerships have experienced a significant decline in sales through no fault of their own. Today’s action will help preserve jobs and ensure that this sector of the economy is able to serve customers as North Dakota emerges from the pandemic, especially in our rural communities where many of these dealerships are located,” Burgum said.
The governor also issued an executive order terminating 31 prior orders that were issued during the COVID-19 state of emergency and have fulfilled their stated objectives and are no longer necessary.

HILL CITY, Minn. (AP) — A contractor working on the Enbridge Energy Line 3 pipeline project has died in a fatal accident. Enbridge Energy spokeswoman Juli Kellner says the accident happened Friday at a construction yard in Hill City. Kellner said work in the area was stopped on Friday, but resumed Saturday. Few other details were released and Kellner said no more information would be shared while the investigation continues.
BISMARCK, N.D. (AP) — A plan that designates where oil wells can be built within the Little Missouri National Grassland is frustrating conservationists, who say it allows wells near roads in certain pristine areas. The plan by the U.S. Forest Service was released earlier this month. It offers protections for sage grouse, rare plants and bighorn sheep. Grasslands supervisor Bennie South says the plan recognizes the changes in oil and gas development in North Dakota. But conservationists say they were surprised by a provision in the plan that allows for oil well pads within a quarter-mile of existing roads in areas where new roads generally cannot be built.

UJ Basketball..
Men
ABERDEEN, S.D.— (UJ) A 17-0 early first-half run helped break the game open as the University of Jamestown men’s basketball team defeated Presentation College 79-44 in non-conference action Friday night.
Jamestown improves to 7-2 overall while Presentation falls to 3-8.
UJ led 4-2 and a Will Cordes (FR/Shakopee, MN) basket with 17:51 in the first half began a run of 17 straight points for the Jimmies. Presentation would go six minutes and 27 seconds without a point, and by the time the Saints ended the Jamestown run, they were down 19.
Another Saint scoring drought of 4:02 allowed the Jimmies to increase their lead to 21. Presentation made just two field goals over the final 7:33 of the first half as Jamestown led 38-11 at the break.
The Saints scored seven of the first 11 second-half points, cutting the UJ lead to 24 points, the closest they would get in the final 20 minutes. Jamestown went ahead by 33 thanks to a 9-0 run over the next 1:47 and did not allow Presentation to get within 29 the rest of the way.
UJ finished 30-of-68 shooting, good for 44.1 percent, while Presentation was 19-of-56 for 33.9 percent. The Jimmies connected on 7 of 22 three-point tries, with the Saints good on just one of 12 attempts from beyond the arc. Jamestown shot 60 percent (12 of 20) from the foul line compared to 71.4 percent (5 of 7) for the Saints.
Presentation turned the ball over 28 times in the game, leading to a 23-6 edge in points off turnovers for the Jimmies.
Mason Walters (SO/Jamestown, ND) led UJ with a double-double of 18 points and 10 rebounds. Cordes and Devon Schultz (JR/Arlington, MN) were also in double figures with 10 points each.
Women
Jamestownn (UJ) Trailing by as many as 12 in the second half, the University of Jamestown women’s basketball took a brief lead in the fourth quarter, but reliable free throw shooting down the stretch by Concordia (Neb.) University sent the Jimmies to a 55-50 defeat Friday night at Harold Newman Arena.
Jamestown had its two-game winning streak snapped and is now 6-4 overall and 4-4 in the GPAC. Concordia improves to 8-5 overall and 7-3 in conference.
Hannah DeMars (SO/Grand Rapids, MN) opened the fourth quarter with seven straight points to cut a 10-point Bulldog lead to just three with 7:43 to play.
Audrey Rodakowski (FR/Dickinson, ND) made a pair of free throws to put the Jimmies by one with 3:10 left, but baskets by Rylee Pauli and Taylor Cockerill made it 46-43 with just under two minutes to play.
After Hannah DeMars scored on UJ’s next possession to cut the deficit to one, Taysha Rushton answered with a basket for a 48-45 Concordia lead.
Rushton went 6-for-6 from the line in the final 26 seconds to preserve the win.
Concordia led 13-8 after the first quarter and took a 31-21 lead into halftime. The third quarter was an offensive struggle for both teams. Both Concordia and Jamestown scored four points in the quarter, with the Bulldogs shooting 2-of-15 and the Jimmies 1-of-15.
The Jimmies shot a season-low 29.3 percent from the field and were just 1-of-22 from three-point range.
DeMars finished with a game-high 27 points and grabbed nine rebounds with four steals. Rodakowski added eight points, Noelle Josephson (JR/Ramsey, MN) chipped in with six points and four steals. Kia Tower (SO/Bigfork, MN) had a team-high four assists.
Rushton had 12 points to lead Concordia.

NFL
— The Bears gave their sagging playoff hopes a boost as David Montgomery rushed for a career-high 146 yards and two touchdowns in their 33-27 victory against the Vikings. The 7-7 Bears didn’t punt after their first possession and hung on to win at Minnesota for the third straight year. Dalvin Cook rushed for 132 yards and a score for the 6-8 Vikings, whose playoff chances all-but vanished.
— Kyler Murray and DeAndre Hopkins bolstered the Cardinals’ playoff chances in a 33-26 win against the Eagles. Murray threw for a career-high 406 yards and one interception for Arizona, which squandered a 16-0 lead before winning its second straight since a three-game slide. Jalen Hurts completed 24 of 44 passes for 338 yards and three touchdowns in his second career start, rds, and DeAndre Hopkins had 169 yards receiving and a stellar touchdown catch for the 8-6 Cardinals. Murray completed 27 of 36 passes, with three toucbut he couldn’t prevent Philadelphia from falling to 4-9-1.
— Baker Mayfield led two 95-yard touchdown drives and the Browns moved closer to ending their 17-year playoff drought with a 20-6 victory over the Giants. Mayfield finished 27 of 32 for 297 yards and scoring passes to Jarvis Landry and Austin Hooper. Nick Chubb had a 1-yard touchdown run in the third quarter that put it out of reach. The Giants played without quarterback Daniel Jones and stayed one game off the NFC East lead.
UNDATED (AP) — The Kansas City Chiefs earned their ninth straight win to maintain control of the top seed in the AFC playoffs. And the New York Jets have avoided the distinction of becoming the third team in NFL history to finish 0-16.
Patrick Mahomes (mah-HOHMZ’) threw for 254 yards and three touchdowns in the Chiefs’ 32-29 victory at New Orleans. Mahomes’ scoring passes went for 5 yards each to Tyreek Hill and Mecole Hardman as Kansas City improved to an NFL-leading 13-1.
The Chiefs also spoiled the return of Saints quarterback Drew Brees, who missed five straight games with broken ribs and a punctured lung. Brees passed for 234 yards and three TDs, but he completed less than half of his passes and was intercepted for just the fourth time this season.
The 10-4 Saints missed a chance to clinch the NFC South for a second straight week and now are longshots to capture the NFC’s top seed.
On the other side of the NFL spectrum, Sam Darnold passed for 207 yards and the Jets finally earned the first victory of their miserable season by holding on for a 23-20 road win against the Rams. Frank Gore rushed for an early touchdown and made a decisive third-down reception with 2:05 left for New York. Jets’ defense stopped the Rams on downs at midfield with 3:54 to play before Darnold hit Gore with a short pass over the middle to convert a third down that allowed the Jets to run out the clock. Robert Woods and Tyler Higbee caught TD passes for the 9-5 Rams in the most humiliating loss of coach Sean McVay’s largely successful four seasons in charge.
The Jets’ victory puts the Jaguars in the driver’s seat for the No. 1 pick in next year’s NFL draft.
Elsewhere in Week 15 of the NFL schedule:
— Philip Rivers threw a late touchdown pass before the Colts’ defense recovered a fumble in the end zone with 19 seconds left to seal a 27-20 win over the Texans. Zach Pascal caught a pass in the flat, turned up the field and stretched his arms across the goal line while hitting the pylon to give Indy a 27-20 lead with 1:47 to go. Houston got to the Indianapolis 7 on the next series before Darius Leonard punched the ball out of the hands of a Texans receiver to end the threat. Rivers was 22 of 28 with 228 yards and two scores, and Jonathan Taylor had 16 carries for 83 yards and a touchdown.
— The Titans remain in a virtual tie with the Colts atop the AFC South at 10-4 after Ryan Tannehill threw for three TDs and ran for two more in a 46-25 thrashing of the Lions. Derrick Henry ran for 147 yards and a score to help Tennessee move closer to clinching its third playoff berth in four seasons. Tannehill finished with 273 yards passing and now has a career-high 31 TD passes this season. Tennessee became the fifth team in NFL history with five straight games of at least 420 total yards and 30 points.
— Lamar Jackson threw three touchdown passes and ran for a score to carry the Ravens to their third straight win, a 40-7 shellacking of the Jaguars. Rookie J.K. Dobbins ran for 64 yards and a score for the 9-5 Ravens, and 32-year-old receiver Dez Bryant celebrated his first touchdown since 2017 late in the first half. Baltimore built a 26-0 halftime lead and handed Jacksonville its 13th consecutive loss. Gardner Minshew completed 22 of 29 passes for 226 yards and two scores, but he was sacked five times and lost a fumble.
— Tom Brady and the Buccaneers erased a 17-point deficit by scoring on five straight drives in the second half to beat the Falcons, 31-27. Atlanta led 17-0 at halftime and was up 24-7 before Brady rallied Tampa Bay. The 9-5 Bucs finally went ahead on Brady’s 46-yard scoring strike to Antonio Brown with 6:19 remaining. The Buccaneers’ QB was 31 of 45 for 390 yards and two TDs.
— The Seahawks have clinched a playoff spot with a 20-15 win over Washington. Russell Wilson threw for just 121 yards, including a 10-yard TD hookup with Jacob Hollister. Wilson also ran for 52 yards on six carries for the 10-4 Seahawks, who led 20-3 in the second half and dropped Washington to 6-8. Carlos Hyde had the game’s big play, a 50-yard scoring run that was Seattle’s longest rushing play of the season.
— The Patriots’ string of 11 straight postseason appearances is over following a 22-12 loss to the Dolphins. Undrafted rookie Salvon Ahmed and veteran Matt Breida combined for 208 yards rushing after Miami entered the game ranked last in the NFL in yards per carry. Ahmed became the first 100-yard rusher for the team since 2018, finishing with 122 as the Dolphins improved to 9-5. Breida added 86 yards and the Dolphins totaled a season-high 250 against the Patriots.
— Tony Pollard filled in for the injured Ezekiel Elliott and ran for two touchdowns to send the Cowboys past the 49ers, 41-33. Four of the seven Dallas scores were set up by turnovers from the 5-9 49ers, who guaranteed themselves becoming the second Super Bowl runner-up in the past 13 seasons to finish with a losing record the next year. Andy Dalton threw for two touchdowns, and Greg Zuerlein (ZUR’-lyn) kicked a tiebreaking field goal early in the fourth quarter after the second interception by Nick Mullens. Dallas is just a game off the NFC East lead despite a 5-9 record.

In world and national news…
WASHINGTON (AP) — A new COVID-19 relief bill shaping up in Congress includes individual payments reaching $600 for most Americans and an extra $300 a week in unemployment benefits. Votes on the bill in the House and Senate are expected Monday. The COVID bill would pump $900 billion into relief efforts. Among those getting help are hard-hit businesses, schools, health care providers and renters facing eviction. Another part of the massive combo measure is a $1.4 trillion government-wide funding plan that would keep the government open through next September. President-elect Joe Biden praised the bipartisan spirit behind the legislation.
LONDON (AP) — Trucks waiting to get in and out of Britain are backing up for miles and people are stranded at airports as many countries impose stringent travel restrictions over concerns about a new strain of the coronavirus that is spreading in southeast England. Countries across the world have halted air travel to the U.K. while France on Sunday banned trucks from entering for a period of 48 hours while the new variant is assessed. There were rising hopes Monday, however, that France would allow traffic to flow again, with truck drivers being tested on arrival. British Prime Minister Boris Johnson will chair a meeting of the government’s emergency committee later Monday.
WASHINGTON (AP) — President-elect Joe Biden will receive his first dose of the coronavirus vaccine on live television as part of a growing effort to convince the American public the inoculations are safe. Monday’s event will come the same day that a second vaccine, produced by Moderna, joins Pfizer’s in the nation’s arsenal. Top government leaders including Vice President Mike Pence, House Speaker Nancy Pelosi and Senate Majority Leader Mitch McConnell were given doses Friday. But missing from the action has been President Donald Trump, who has not said when he intends to get the shot.
Congressional leaders have hashed out a massive, year-end catchall bill that combines $900 billion in COVID-19 aid with a $1.4 trillion omnibus spending bill and reams of other unfinished legislation on taxes, energy, education and health care. The huge, still-unreleased bill is slated for votes on Monday — with lawmakers having only a few hours to read it before casting their votes.
BEIJING (AP) — China’s government has criticized President Donald Trump’s suggestion that Chinese hackers, not Russia, might be behind a cyber espionage campaign against the United States. Trump scoffed at assertions by Secretary of State Mike Pompeo and other officials that the Kremlin was behind attempts to spy on federal agencies. Trump, without offering evidence, said “it may” be China. The Chinese foreign ministry accused Washington of politicizing the issue and unfairly accusing China. China is widely regarded as, along with the United States and Russia, one of the most advanced governments in developing cyber warfare capabilities.
(AP) Global shares have retreated as worsening coronavirus outbreaks overshadow news that U.S. lawmakers finally set a deal on more support for American families and businesses. Benchmarks fell Monday in Paris, London and Tokyo but rose in Shanghai. The British pound slipped against the dollar. Passage by the Congress of a nearly $1 trillion COVID-19 economic relief package was expected later Monday. On Wall Street the S&P 500 shed 0.4% on Friday, a day after it and other major indexes logged fresh record highs. A resurgence of virus outbreaks around the globe has dented optimism that vaccines can bring a swift end to the pandemic.

BRUSSELS (AP) — A vast, globalized industry of low-cost social media manipulation service providers continues to flourish, distorting both commerce and politics — including the verified social media accounts of two U.S. senators. That’s according to a new investigation by researchers from the NATO Strategic Communications Center of Excellence. They paid just 300 euros for 337,768 fake likes, views and shares of posts on Facebook, Instagram, Twitter, YouTube and TikTok, including content from the verified accounts of Senators Chuck Grassley and Chris Murphy. Both senators consented to participate in the experiment. The researchers said that while Twitter and Facebook have made some improvements, TikTok appeared defenseless.
