A winter storm is expected to impact the central U.S. on Tuesday
and Wednesday. While the heaviest snow and most severe impacts are
expected south of the area, accumulating snow is expected across
much of the region.
The heaviest accumulations to the southern James River
Valley along the South Dakota border. At the moment, two to four
inches seems reasonable with totals diminishing as you go
west and north. The Bismarck/Mandan area could see an inch or so if the forecast remains constant.
Most areas should receive 1 to 4 inches of
snow, with the best chances for over 4 inches of snow across far
southeastern North Dakota and west central Minnesota. Snow and
perhaps blowing snow will impact travel on Tuesday and Wednesday.
North Dakota health officials say hospitalizations due to complications from the coronavirus are dropping toward double figures, one month after sitting at more than 300 for many days. The number of people receiving treatment in medical centers dropped by five in the last day, to 106. The state’s hospital tracker updated Sunday shows there are 39 staffed intensive care unit beds and 351 staffed inpatient beds available throughout North Dakota. Officials said 110 people tested positive for COVID-19 in the last day, for a total of 91,486 cases since the start of the pandemic. The COVID Tracking Project reports that the state ranks 45th in the country for new cases per capita.

Jamestown (CVHD) Central Valley Health District reports they will hold COVID 19 testing from 10 am to 12 noon at the Jamestown Civic Center, using the Rapid Testing, BinaxNow again Dec 28-30.
By screening with rapid antigen tests, event attendees will be able to receive their test results within 15 minutes via text notification. The test also is less invasive than a PCR (Polymerase chain reaction) test in that it uses a nasal swab to collect a sample from the lower part of the nostril.
If a person tests positive, they should isolate at home immediately and a case investigator will be in touch with them within 24 hours. If the screening yields a negative result, individuals should continue to monitor for symptoms.
Interested individuals should fill out an online survey at testreg.nd.gov for faster registration.

Valley City (CCHD) The COVID-19 testing site in Valley City is Monday, and Wednesday, this week, from 1pm to 2pm at the VCSU Fieldhouse, “Bubble.” No Friday testing this week.
Theresa Will says BiNAX rapid test being offered this Wednesday Dec 30 and is accurate.
Face masks are required waiting in line at the test site. Those who need assistance should use the east entrance, others can use the west door. Register online at testreg.nd.gov. No need to registered more than one time.
She also says, the first Moderna COVID-19 vaccines in Barnes County will be available the week of December 21, 2020, to be administered first to healthcare workers.
In January of early February the vaccine is anticipated to be available to the general public.
She says a few individuals will be susceptible to an allergic reaction to the COVID-10 vaccines.
Jamestown (JPD) Jamestown Police reports, stolen catalytic converters from parked vehicles.
Lieutenant Sid Mann reports that suspects have been removing pieces of the exhaust system. Four reports have come in over the past weeks in Jamestown and previously in surrounding areas.
KFGO Radio reports that Both Fargo and Moorhead police have taken several reports of catalytic converter thefts in recent weeks.
Captain Deric Swenson says a thief familiar with the process of removing the pollution control equipment from a vehicle’s exhaust system can do it fairly quickly.
The catalytic converters purportedly are being sold to scrap yards because most converters have precious metal beads inside such as platinum, palladium, and rhodium., with scrap value around $800.
Jamestown Police request the public to report any suspicious activity to the Stutsman County Dispatch Center at 252-1000, as the investigation continues.
Valley City CSi) Valley City Dollars for Scholars is the recipient of a $1,000 donation from Bank of North Dakota (BND) that will be distributed as a scholarship.
Their collaboration with the high school and local community to host College Application Month, a Financial Aid Night Presentation and Presentations to Valley City High School Seniors on the scholarship application process in 2020 allowed them to qualify for the donation. These events encouraged families to become more aware of the opportunities available in the state for planning and financing post-secondary education.
North Dakota Dollars for Scholars has 64 community chapters in the state. Bank of North Dakota provides a State Director and operational support for local chapters. Since the first North Dakota chapter was established in 1962, Dollars for Scholars chapters in North Dakota have raised over $40 million and helped more than 40,000 students.
This year, the local chapter plans to distribute over $6,500 to local high school students and recent graduates attending college. Events such as VCHS sporting event sponsorships increase the funds available for the students. Individuals and families may donate directly to the local chapter. BISMARCK, N.D. (AP) — North Dakota Attorney General Wayne Stenehjem says the state’s Ethics Commission has the power to write rules defining “lobby” and “lobbyist.” Stenehjem’s opinion Wednesday came after the commission asked him to clarify its authority to expand the definitions relating to gifts. The Bismarck Tribune says the commission has come across conflicting language in state law and the constitution. Voters approved the five-member commission two years ago, along with a lobbyist gift ban that takes effect Jan. 5. Stenehjem wrote that the definitions of “lobby” and “lobbyist” in state government ethics law limit the reach of the board’s gift rules and are inconsistent with the board’s constitutional directive and authority.
BISMARCK, N.D. (AP) — The North Dakota attorney general’s office is charging a Mandan woman with Medicaid fraud for allegedly submitting $76,000 worth of claims for work she did not perform. The Bismark Tribune reports the Department of Human Services began looking into claims Rebecca Fruge made for in-home medical services after she claimed she had performed more than 24 hours of work on three separate days in May last year. The department also found that Fruge’s client was in the hospital for one of those days and could not have received services from her. Fruge has denied submitting incorrect or fraudulent claims, investigators say.
(NDHP) On Dec. 24,2020 the NDHP reported a Ford Fusion was traveling east bound about 10:22- p.m.on Highway 46 towards Enderlin. A male driver, Gaige Green, was outside of his Chevrolet Cavalier attempting to push it to Enderlin as it was disabled. The driver of the Ford Fusion, Matthew Nelson, was unable to see the Cavalier. The Ford Fusion struck the Chevrolet Cavalier in the rear trunk area and continued down the driver side. The driver of the Cavalier, 22 year old Gaige Green, od Sheldon, ND was pushing from the front driver side door area. As the impact occurred, the driver of the Cavalier was struck and thrown into the ditch. Both vehicles and the driver of the Cavalier came to rest in the south ditch of Highway 46. Gaige Green, was transported to Sanford Hospital in Fargo to be treated for serious injuries sustained in the crash.
Also injured in the crash were: 19 year old Carly Cavett of Fargo and 22 year old Matthrw Nelson of Casselton.
Assisting at the scene were the Ransom Co. Sheriff’s Office, Enderlin Fire Dept, and Lisbon Ambulance.
The crash is under investigation by the North Dakota Highway Patrol.
FARGO, N.D. (AP) — Cass County prosecutors have charged a man accused of using an ax to smash windows at the entrance of North Dakota Sen. John Hoeven’s office in the skyway in downtown Fargo. Court documents show that Thomas Starks, of Lisbon, is charged with criminal mischief, a Class C felony. His first court appearance has not yet been scheduled. Police identified Starks from security video, where they say he is seen walking up stairs into the skyway to the entrance of Hoeven’s office. The video first shows the suspect striking the secure lock system before striking the windows with the ax. The vandalism was discovered Monday morning. Court documents do not list an attorney for Starks.
FARGO, N.D. (AP) — For one contact tracer in North Dakota, which for months was among the worst states in the country for the coronavirus, it has been a baptism by fire. Sarah Swartz was hired as a contact tracer for the state before she even completed her masters degree in public health. Now, she’s a case manager, supervising other contact tracers. At the height of the pandemic, Swartz said everyone was working seven days a week. Minnesota Public Radio News reports that North Dakota eventually cut back and focused on contacting only the close contacts of people who had tested positive, instead of all contacts. Recently the state has expanded contact tracing again as case numbers began to decline.

BISMARCK, N.D. (AP) — The North Dakota Game and Fish Department says new technology is allowing ice anglers to access more than 200 lake contour maps. Department spokesman Jerry Weigel says anglers have access to two free smartphone mobile apps on the Game and Fish website. Both of them provide interactive functionality and work with a phone’s GPS system.
Weigel says one app is the ESRI ArcGIS Explorer, which requires cellular service to work in the field. Considering cellular service is iffy on about 30% of North Dakota’s fishing waters, Weigel says there are benefits to downloading maps to your mobile device before leaving home using the Avenza Geospatial PDF app.

— Davante Adams caught three of Aaron Rodgers’ four touchdown passes as the Packers easily earned their fifth straight win, 40-14 over the Titans. Adams’ three touchdown catches gave him 17 this season, one off the Packers’ single-season record that Sterling Sharpe set in 1994. Green Bay ran wild behind 124 yards and two touchdowns from A.J. Dillon and 94 yards from Aaron Jones. The outcome prevented Tennessee from clinching the AFC South and gave the Colts another avenue for a playoff berth.
— The Cowboys kept themselves in contention for the NFC East title by whipping the Eagles, 37-17. Andy Dalton threw for 377 yards and three touchdowns, two to Michael Gallup. CeeDee Lamb, Gallup and Amari Cooper each had a catch of at least 50 yards, all after the Eagles built a 17-3 lead. For the Cowboys to win the division, they need to beat the Giants next Sunday and have Washington lose to Philadelphia.
— Mitchell Trubisky accounted for three touchdowns and the Bears took hold of the final NFC wild-card berth by drubbing the Jaguars, 41-17. Trubisky completed 24 of 35 passes for 265 yards, with two touchdowns and an interception. He also ran for a score as Chicago moved one game ahead of the Cardinals in the wild-card scrum. Allen Robinson finished with 10 catches for 103 yards against his former team.
— Justin Herbert set the rookie record for most touchdown passes in a season while guiding the Chargers to their third straight win, 19-16 over the Broncos. Herbert’s 9-yard screen pass to Austin Ekeler in the second quarter was his 28th touchdown throw
of the season, surpassing the 27 that Baker Mayfield had for Cleveland in 2018. He also became the fourth player to throw for over 4,000 yards as a rookie, joining Andrew Luck, Cam Newton and Jameis Winston. Michael Badgley tied a career high with four field goals, including the winning kick with 41 seconds remaining.
UNDATED (AP) — The Kansas City Chiefs have clinched a first-round bye and home field advantage in the AFC playoffs.
The Chiefs’ offense was sluggish before a late TD drive gave them a 17-14 win over the Falcons.
Kansas City trailed 14-10 until Patrick Mahomes (mah-HOHMZ’) threw a 25-yard scoring pass to Demarcus Robinson with 1:55 remaining. The Falcons still had a chance to force overtime, but Pro Bowl kicker Younghoe Koo missed a 39-yard field goal attempt with nine seconds left.
Atlanta went ahead of Matt Ryan’s five-yard scoring pass to Laquon Treadwell with 4:33 remaining.
— The Steelers are AFC North champs after turning a 21-7 deficit into a 28-24 victory over the Colts. Ben Roethlisberger overcame a month-long malaise to throw for 342 yards and three second-half touchdowns as the 12-3 Steelers ended a three-game losing streak. He gave Pittsburgh its first second-half lead since Dec. 7 by hitting JuJu Smith-Schuster from 25 yards with 7:38 to play. The 10-5 Colts allowed just 28 yards in the first half before losing their grip on the final AFC wild-card berth.
— The Jets pulled off their second stunner in as many weeks by holding off the Browns, 23-20. The Browns erased most of a 20-3 deficit before Baker Mayfield fumbled twice in the fourth quarter, once on a sack and the second coming on fourth-and-1 with 1:18 remaining. Jamison Crowder caught a touchdown pass and threw one to Braxton Berrios on a razzle-dazzle play. Mayfield threw for 285 yards, but the 10-5 Browns managed just 45 on 18 carries.
— The Ravens leapfrogged over the Colts and Browns in the AFC wild-card scramble by downing the Giants, 27-13. Lamar Jackson engineered four scoring drives while Baltimore built a 20-3 halftime lead. Jackson threw for 183 yards and two touchdowns and ran for 80 yards. The Ravens recorded six sacks of Daniel Jones, including three straight in the second half.
— Washington’s playoff hopes are up in the air after falling behind 20-0 in a 20-13 loss to the Panthers. Dwayne Haskins turned the ball over three times and was benched with Washington trailing 20-6 in the fourth quarter. Steven Sims muffed a punt return that turned into another Panthers touchdown. Washington has a one-game lead in the NFC East, but the Giants can still win the division at 6-10 with a win over the Cowboys and a Washington loss to the Eagles.
— The Seahawks claimed the NFC West title with a 20-9 win over the Rams. Russell Wilson threw a 13-yard TD pass to Jacob Hollister with 2:51 remaining to clinch the win. Wilson finished 20 of 32 for 225 yards for the 11-4 Seahawks, who are division champs for the first time since 2016. The 9-6 Rams can still reach the playoffs with a win over Arizona next weekend or a Bears loss to the Packers.
— The Bengals picked up their first road win in more than two years by dumping the Texans, 37-31. Samaje Perine ran for two TD’s, including a late 3-yard score in Cincinnati’s second straight win. The winning drive came after the two-minute warning and followed Darren Fells’ 22-yard scoring reception with about six minutes remaining. Brandon Allen passed for a career-best 371 yards and two touchdowns for the Bengals.

Milestone day for Kelce, Gore
UNDATED (AP) — It was a day of personal achievement for Travis Kelce (KEHL’-see).
The Chiefs standout has broken George Kittle’s NFL single season record for most receiving yards by a tight end, doing it against the Falcons. Kittle set the record two years ago with 1,377.
Kelce also became the first tight end in NFL history with two 100-catch seasons, reaching the century mark just before halftime.
Also, Jets running back Frank Gore became the third player in NFL history to run for 16,000 yards, joining Pro Football Hall of Famers Emmitt Smith and Walter Payton. Gore did it with a four-yard run in the third quarter against the Browns on Sunday.

— Kyle Kuzma (KOOZ’-muh) had 20 points to lead six Lakers in double figures in a 127-91 thrashing of the Timberwolves. LeBron James added 18 points and nine boards for Los Angeles, which played without Anthony Davis because of a calf contusion.
UNDATED (AP) — The Dallas Mavericks’ second game in Los Angeles went much better than their first.
Luka Doncic (DAHN’-chihch) scored 24 points and the Mavs led by a NBA-record 50 points at halftime in a 124-73 rout of the Clippers.
Josh Richardson added 21 points and Tim Hardaway Jr. had 18 points for the Mavs, who were coming off a blowout loss to the Lakers on Christmas Day.
The Clippers trailed 77-27 at halftime, with their 50-point deficit being the largest at the break since the shot-clock era began in 1954-55.

Sabonis had 19 points, 10 boards and five assists in his 100th career double-double.
— Cleveland is 3-0 after Andre Drummond provided 24 points, 14 rebounds and three steals in a 118-94 thumping of the 76ers. Collin Sexton added 22 points and Darius Garland had 14 points and seven assists for the Cavaliers.
— The Pelicans eked out a 98-95 victory against the Spurs as Brandon Ingram delivered 28 points and 11 rebounds. Zion Williamson had 18 points and 11 rebounds for New Orleans, scoring about half of his points on dunks.
— The Hornets were 106-104 winners over the Nets behind Gordon Hayward, who had 28 points, seven assists and six rebounds. Terry Rozier added 19 points, including two clutch free throws that helped Charlotte deal Brooklyn its first loss.
— The Magic are 3-0 for the first time in 11 years after Markelle Fultz and Terrence Ross each scored 26 points in their 120-113 verdict over the Wizards. Nikola Vučević (nee-KOH’-lah voo-CHAY’-vihch) finished with 15 points and eight rebounds for Orlando, which trailed 94-77 entering the fourth quarter.
— The Warriors finally got their first win as Damion Lee hit a 3-pointer with 1.7 seconds remaining in a 108-107 downing of the Bulls. Stephen Curry scored 36 points and was the focus of Chicago’s attention while Lee nailed the winning streak.
— Mikal Bridges scored 22 points and Cameron Johnson had 21 in 21 minutes of the Suns’ 116-100 victory against the Kings. Devin Booker added 20 points, five rebounds and five assists for Phoenix, which took control by closing the third quarter on a 17-5 run.

Villanova puts men’s hoops season on hold
VILLANOVA, Pa. (AP) — Villanova men’s basketball coach Jay Wright has tested positive for COVID-19, causing the fifth-ranked Wildcats to pause basketball activities.
Wright says in a statement issued Sunday by Villanova that he another staff member tested positive.
Villanova’s game against Xavier scheduled for Saturday has been postponed, but the school outside Philadelphia says no determination has been made for games beyond this week.

— The Music City Bowl between Missouri and Iowa has been canceled because COVID-19 issues left the Tigers unable to play. The game scheduled for Wednesday in Nashville is the second bowl called off since the postseason lineup was set on Dec. 20, joining the Gasparilla Bowl.

ATLANTA (AP) — One of the greatest knuckleball pitchers in major league history has died.
The Atlanta Braves have announced that Phil Niekro (NEE’-kroh) has died at 81 following a battle with cancer.
Niekro won 318 games over his 24-year career, which ended in 1987 at age 48 after he made one final start with the Braves. The right-hander was a five-time All-Star who had three 20-win seasons with Atlanta. Incredibly, he had 121 wins after his 40th birthday.
Niekro also pitched for the New York Yankees, Cleveland Indians and Toronto Blue Jays late in his career.
Niekro joined Lou Brock, Whitey Ford, Bob Gibson, Al Kaline, Joe Morgan and Tom Seaver as Hall of Famers who have died this year.

Osaka takes AP honor
NEW YORK (AP) — Naomi Osaka is The Associated Press Female Athlete of the Year after winning another Grand Slam while fighting racial injustice.
Osaka raised awareness for injustice and police brutality while capturing the U.S. Open, her third career major championship. She wrote to the AP that she is proud of my U.S. Open victory, but more so that she got people talking about the real issues.
Osaka collected 18 of 35 first-place votes and a total of 71 points. WNBA Finals MVP Breanna Stewart finished second in the balloting.

WEST PALM BEACH, Fla. (AP) — President Donald Trump has signed into law a $900 billion pandemic relief package, ending days of drama over his refusal to accept the bipartisan deal. At stake was long-sought cash for businesses and individuals and funding to avoid a federal government shutdown. The massive bill includes $1.4 trillion for government agencies through September. Trump signed the bill at his private club in Florida during a holiday break marked by trips to the golf course. Republicans as well as Democrats had criticized the president for creating eleventh-hour chaos around an agreement that had been negotiated with input from the White House.
ROCKFORD, Ill. (AP) — Authorities say a U.S. Army special forces sergeant based in Florida has been charged in the deaths of three people and the wounding of three more in an apparently random shooting at an Illinois bowling alley. Winnebago County State’s Attorney J. Hanley said Sunday that 37-year-old Duke Webb has been charged with three counts of murder and three counts of first-degree attempted murder in the shooting at Don Carter Lanes, in Rockford, Saturday evening. (AP) — Federal officials now turn to exploring the monumental task of piecing together the motive behind the Christmas Day explosion that severely damaged dozens of downtown Nashville buildings and injured three. Officials have named 63-year-old Anthony Quinn Warner as the man behind the mysterious explosion in which he was killed, but the motive has remained elusive. In just a few days, hundreds of tips and leads have been submitted. Yet thus far, officials have not provided information on what possibly drove Warner to set off the explosion. The director of the Tennessee Bureau of Investigation told reporters on Sunday that Warner had not been on the radar before Christmas.
