A cold front will bring snow, and possibly some light freezing
rain, today as it moves across the state from west to east. This
wintry mix looks to begin across the north and west this morning,
spread to the central and east this afternoon, and end as all snow
tonight from west to east. Moderate snow along the front could
bring reduced visibilities, with patchy blowing snow behind the
front also continuing these visibility reductions. New snow
accumulations of around an inch or less can be expected. Those
traveling or outdoors should be prepared for the return of winter
conditions.
Jamestown (CSi) The Jamestown City Fire Department responded about 9-a.m. Tuesday to a natural gas leak at the University of Jamestown Taylor Stadium renovation project.
City Fire Chief, Jim Reuther says, two fire units and about 7- fire fighter were on scene along with MDU to contain the leak as a larger six inch gas line was struck.
The fire department was also traveling around the stadium area and UJ Place on campus, to determine if the gas fumes were causing any concerns, from a southeast wind.
The fire units were expected to be on scene for a period of time, making sure the area was safe.

Bismarck The finals of the North Dakota LifeSmarts competition in Bismarck is Wednesday February 3, 2021.
Attorney General Wayne Stenehjem, the competition will be held in the Heritage Center Auditorium on the state Capitol grounds, beginning at 9:00 AM. This year, to comply with social distancing requirements, only eight teams will be competing, one team from each of the following high schools: Jamestown, Flasher, Burke Central, Tioga, Bottineau, Fessenden-Bowdon, Litchville-Marion, and new this year: Nedrose High School.
The LifeSmarts competition tests students on their general knowledge in five subjects: personal finance, health and safety, the environment, technology, and consumer rights and responsibilities. Each team will be guaranteed to compete in at least two rounds and the undefeated teams will advance to the championship round. The winning team will go on to represent the state in the national finals, which will be held virtually, in April.
The LifeSmarts state final competition event, now in its 25th year, is supported by many North Dakota groups, including the ND Securities Department, Capital Electric Cooperative Inc., Capital Trophy, Cash Wise Foods, and ND JumpStart!
Jamestown (CSi) Jamestown Tourism reports tourism grant requests are set to be reviewed this month, at the Grant/Executive Board meeting.
On Tuesday’s Wayne Byers Show on CSi Cable 2 Tourism Director Searle Swedlund said, a few grant funding requests will be viewed, including the Jamestown Art Center’s planned Chalk Fest this summer, at the Jamestown Downtown Arts Park.
He also pointed out that applications for funding of projects under the 2021, Visitor’s Promotion Capital Construction Fund, is due by March 1, 2021. Another round of applications will be due by October 1, 2021.
Past projects that have benefit from that funding include the Fort Seward Glamping Experience, the 1883 Stutsman County Courthouse Historical Display, along with grants to the soccer club, and improvements to Jack Brown Stadium.
On another topic, Searle said, Tourism and the Jamestown Downtown Association continue to partner on working with the Road Diet project, specifically with new historical sidewalk pavers to be installed this summer.

Jamestown (CSi) Organizers of last Saturday’s Ice Bucket Challenge report a successful fundraising event to support the JRMC Hospice program, and Cancer Center.
$8,203 was raised.
During the challenge, participants were timed for how long they could hold themselves under the freezing water.

Ordinance:
Approved the Second and Final Reading of an Ordinance Relating to the Annexation of Territory. City Attorney Martineck said the annex pertains to Valley Plains Equipment, along the East Interchange.
Approved the Second and Final Reading of an Ordinance, Approving Rezone of Nextera Addition to the City of Valley City. City Attorney Martineck this applies to Valley Plains Equipment. He said no changes from the First Reading.
Approved the First Reading on an Ordinance, enacting a new section of the Valley City Municipal Code relating to Wireless Telecommunications Facility Guidelines. City Attorney Martineck said, in 2018 the FCC amended regulations concerning charging fees for erecting wireless towers, and the Ordinance complies with FCC Regulations, regarding the fees able to be charged. The city will enter into an agreement with each wireless company. Changes may be included in the Second Reading.

Approved was the VCBCDC request for $10,000 for marketing, from the Economic Development Fund. Jennifer Feist said the dollars being used funds assisting two businesses that required buyouts in their restructuring.
Approved a Gaming Site Authorization for Valley City State University Foundation on February 1st, 2021 through June 30th 2021 at Brockopp Brewing. Finance Director Richter said this is another new gaming site for the Foundation.
The City Commission reviewed and awarded bids for 2021 vehicle purchase. Miller Motors submitted the low bid.
The City Commission approved a one time utility bill $5 credit for customers that allow the E-mailing of bills, in line with new software that moves away from paper billing.
The City Commission approved Transferring Sewer Funds to the Water Fund, and from the Electric Fund to the Street Fund, to offset deficits.
City Administrator’s Report Highlights:
Gwen Crawford said, delinquent payments of public works bills changes will include charging late fee, that were not previously charged. There will be some stipulations in individual cases.

Avis Richter said a check for $212,000 will be delivered to the Valley City Area Chamber of Commerce, in CARES ACT funding that will be converted to Chamber Bucks in the Chamber’s economic stimulus program, Love of Local. The program starts February 6, at 9-a.m., at the Chamber office.
The Chamber previously said, beginning February 6th, 2021 through April 30th (or until city contributed funds run out), you will be able to purchase Chamber Bucks and for every dollar you spend, you will be given 25% in addition to the amount you purchase. Chamber Bucks can be used just like a check at all local businesses* from February 6th until April 30th. After this time, Chamber Bucks are valid at Chamber Member businesses only. If you use your Chamber Bucks before April 30th, you may also receive special offers at participating businesses as listed on the Valley City Area Chamber of Commerce website. The listing of participating businesses were posted on the Chamber’s web site, on January 23rd.
Mayor Carlsrud reported that 1677 COVID-10 vaccines have been administered, 13-percent of the population. 1000 doses administered by City County Health District. Of those 43-percent were given to those 75 and older.

BISMARCK, N.D. (AP) — The attorney for a driver who caused a 2015 expressway crash in Bismarck that killed two women and severely injured a third is urging the North Dakota Supreme Court to order a new civil trial in the case. A jury in 2019 awarded $1 billion to the families of the two woman who were killed, 21-year-old Taylor Goven and 22-year-old Abby Renschler, and to the woman who suffered a traumatic brain injury, 21-year-old Shayna Monson. Attorney Kay Nord Hunt argued Tuesday that because Jordan Morsette admitted he was drunk at the time of the crash, evidence of his intoxication should not have been allowed during the compensatory part of the trial because it “only served to inflame the jury.”
BISMARCK, N.D. (AP) — The North Dakota House has endorsed a bill requiring the state’s courts to seal drunk driving records if the offender has stayed out of trouble for at least seven years. Representatives voted 89-3 on Monday to approve the bill that backers said was aimed at giving convicted drunken drivers who stay out of trouble better odds of getting a job. Devils Lake Republican Rep. Dennis Johnson also sponsored successful legislation two years ago that sealed the court records of convicted first-time drunken drivers who aren’t charged with another DUI or any other crime for seven years. Johnson says the latest legislation is retroactive.
BISMARCK, N.D. (AP) — State officials and business leaders have voiced strong support for a bill that would create a broader investment policy for North Dakota’s voter-approved oil tax savings account. The bipartisan legislation would tap 20% of future oil tax collections coming into the Legacy Fund to help establish loans for expensive infrastructure projects and provide capital for in-state companies. Backers of the bill say less than 2% of the Legacy Fund’s principal is currently invested in North Dakota. Officials from the state-owned Bank of North Dakota and the Commerce Department and others spoke in favor of the legislation. No one opposed it.
BISMARCK, N.D. (AP) — A bill is set for a hearing before a North Dakota House committee this week that would reimburse attorney fees for several officials who were caught up in criminal investigations resulting from 2019 state audits. The legislation would reimburse former Commerce Commissioner Michelle Kommer and former Commerce Senior Manager Holly Holt, as well as three North Dakota State College of Science leaders, including President John Richman. The bill would reimburse “state employee claims for wrongful criminal investigation or prosecution” related to their work in the last two years and in the future. Reimbursement would apply if a criminal probe did not result in a conviction. The cost of reimbursement is about $48,000.
BISMARCK, N.D. (AP) — North Dakota lawmakers are considering adding another 6 cents to the state’s 23-cent a-gallon gas tax, which hasn’t been raised since 2005. The House Finance and Taxation Committee has endorsed the hike to help pay for improvements to roads and bridges. A higher fuels tax is expected to bring in tens of millions of dollars more annually, with the bulk going to a state highway fund. The bill also more than doubles the road user fee for electric and hybrid vehicle drivers. The electric vehicle fee would jump from $120 to $250 annually. The hybrid fee would increase from $50 to $150 and the fee for electric motorcycles would increase from $20 to $100.

UNDATED (AP) — The Phoenix Suns will allow fans to attend a home game for the first time this season when they host the Boston Celtics on Sunday.
The team says up to 1,500 fans will be allowed into Phoenix Suns Arena, which underwent a major renovation during the offseason. Sunday’s game will include free tickets for health care workers and their families, who will also get 40% percent off items in the team shop. Single-game tickets will go on sale for season-ticket holders on Thursday for games beginning on Feb. 8 against the Cavaliers. Non-season-ticket holders can buy tickets starting Friday.

Cedric Paquette scored in the second period and rookie Tim Stutzle added a late goal for the struggling Senators, who dipped to 1-8-1.

Pavelski has a team-leading seven goals and 13 points for the Stars, who improved to 5-1-1 after being forced to delay the start of the season due to a COVID-19 outbreak. Jamie Benn, Denis Gurianov, Radek Faksa and Alexander Radulov also scored for Dallas. Benn picked up two assists. Mikhail Grigorenko had a goal and an assist, and Seth Jones and Dean Kukan got their first tallies of the season for Columbus.

UNDATED (AP) — The Buffalo Sabres are the latest NHL team to be shut down because of players in COVID protocol. The league has announced the Sabres are shut down through at least Saturday after two players were added to the COVID-19 protocol list. Buffalo played New Jersey twice over the weekend, and the Devils are also off through at least Saturday with 10 players on the list. Buffalo’s game at he New York Islanders scheduled for tonight was already postponed. This move postpones three additional games, bringing the NHL’s total to 18 so far.

MADISON, Wis. (AP) — Freshman Jonathan Davis scored a career-high 17 points and No. 19 Wisconsin resumed its usual dominance of Penn State with a 72-56 victory. Brad Davison added 13 points for the Badgers, whose 13-game winning streak over the Nittany Lions ended with an 81-71 loss at Penn State on Saturday. Wisconsin hasn’t lost at home to Penn State since 1995 and has won 27 of the last 30 meetings. Davison made a 3-pointer at the halftime buzzer, giving Wisconsin a 33-31 lead it never relinquished. The shot was part of an 18-2 spurt that included two other 3s from Davison. Myreon Jones scored 14 points and John Harrar added 10 for Penn State.

Ole Miss rallied from an 11-point first-half deficit and then withstood a late challenge by the Volunteers to stop a two-game skid. Yves Pons led the Vols with 13 points.
— Taz Sherman hit two free throws with 6.4 seconds remaining and finished with 18 points as West Virginia held on to beat Iowa State 76-72. Kansas improved to 200-94 against the Wildcats, the most wins by any Division I school over another in men’s college hoops. PITTSBURGH (AP) — Grant Jackson, the winning pitcher in Game 7 of the 1979 World Series for the Pittsburgh Pirates, has died from COVID-19 complications. He was 78.
Jackson was a reliable left-hander for 18 seasons in the majors. He was 86-75 with 79 saves and a 3.46 ERA in 692 games from 1965-82. He was 3-0 with a 2.55 ERA in 13 postseason appearances. Jackson was an NL All-Star in 1969 with pitched in the World Series with Baltimore in 1971, the New York Yankees in 1976 and the ’79 Pirates.
In that 1979 Game 7, Jackson entered in the fifth inning with the Pirates trailing Baltimore 1-0. He pitched 2 2/3 hitless innings at Memorial Stadium and was replaced by Kent Tekulve in the eighth with Pittsburgh ahead 2-1. Pittsburgh won 4-1, completing a comeback from a deficit of three games to one.
— Two-time All-Star pitcher Chris Archer has agreed to rejoin the Tampa Bay Rays on a $6.5 million, one-year contract, a person familiar with the deal told The Associated Press. The 32-year-old right-hander, an All-Star with the Rays in 2015 and 2017, is expected to get an opportunity to compete for a spot in the starting rotation for the defending AL champions. Archer went 54-68 with a 3.69 ERA in seven seasons with the Rays, who traded him to Pittsburgh in July 2018. He missed the pandemic-shortened 2020 season after undergoing thoracic outlet surgery.
— The San Diego Padres have promoted general manager A.J. Preller to president of baseball operations and extended his contract through the 2026 season. The Padres also promoted Erik Greupner from president of business operations to CEO and extended his contract through 2026. Preller has rebuilt the Padres into a playoff team. They ended a 13-year postseason drought in 2020, beating the St. Louis Cardinals in a wild card series before losing to the rival Los Angeles Dodgers in the NL Division Series.
— Pitching coach Mickey Callaway has been suspended by the Los Angeles Angels after allegations of inappropriate behavior toward several women who work in sports media. The Angels announced their decision a day after the allegations against the former New York Mets manager appeared in a report by The Athletic. Angels spokesperson Marie Garvey says the team “will work closely with MLB to conduct a full investigation.” The five women who spoke to The Athletic on condition of anonymity gave detailed accounts of multiple instances of aggressive, inappropriate acts by Callaway over five years while he was employed by three teams.
— Former major leaguer Denard Span has been hired by the Tampa Bay Rays as a special assistant in baseball operations. The 36-year-old native of Tampa batted .281 with 71 homers and 490 RBIs over 11 seasons with the Rays, Minnesota Twins, Washington Nationals, San Francisco Giants and Seattle Mariners. He’s among six new additions to Tampa Bay’s baseball operations department.
— The Red Sox have used a platoon of players at second base over the past three seasons since Dustin Pedroia’s major league future was disrupted by a knee injury in 2017. A day after the four-time All-Star and four-time Gold Glove winner announced he’d end his attempts to return and retire, his former team officially began the process of moving on. The Red Sox announced the signing of Enrique Hernández, a 29-year-old who arrives fresh off contributing to the Dodgers’ World Series title during last year’s pandemic-shortened season.

COLORADO SPRINGS, Colo. (AP) — USA Basketball has finalized the 14-player roster for the final round of AmeriCup qualifying later this month, a group led by NBA All-Stars Joe Johnson and Isaiah Thomas.
Both Johnson and Thomas have past USA Basketball experience as well. Johnson was a member of the U.S. team that won the bronze medal at the 2006 World Cup. Thomas was a member of the 2018 USA Basketball Men’s National Team. The roster includes five other players with NBA regular-season experience: Josh Boone, Treveon Graham, James Nunnally, Dakota Mathias and Jordan Sibert. Mathias played in eight games with Philadelphia this season.
Also on the team that will compete in San Juan, Puerto Rico are Paul Atkinson, Cat Barber, Chris Daniels, Will Davis II, KJ Feagi, Ra’Shad James and Tre’Shawn Thurman. ormer Milwaukee Bucks coach and longtime NBA assistant Joe Prunty will coach the squad, with Othella Harrington and Yale coach James Jones on his staff.
OLYMPICS-BASKETBALL DRAWS
UNDATED (AP) — USA Basketball won’t have to wait long for intrigue at the Tokyo Olympics. The U.S. men will face France in its group opener and the U.S. women were placed in the same group as host Japan when the draw for the rescheduled Tokyo Games was held Tuesday.
The U.S. men will also face Iran and the winner of the qualifying tournament in Canada as its other Group A rivals.
The last time the Americans played France was in 2019 in the quarterfinals of the Basketball World Cup in China. France prevailed to end the U.S. medal hopes. The U.S. men are seeking a fourth consecutive gold medal.
The Tokyo Games open July 23, one day after the NBA says is the last possible date for this season’s NBA Finals. USA Basketball’s roster won’t likely be finalized until June at the earliest and will undoubtedly hinge on how deep some players like LeBron James go into the postseason.
BEJING-BOYCOTT LETTER
TOKYO (AP) — A coalition of 180 rights group is calling for boycott of next year’s Beijing Winter Olympics tied to reported human rights abuses in China. The games are to open on February 4, 2022. The coalition is made up of groups representing Tibetans, Uighurs, Inner Mongolians and others. The group has issued an open letter to governments calling for a boycott of the Olympics to “to ensure they are not used to embolden the Chinese government’s appalling rights abuses and crackdowns on dissent.” Rights groups have previously asked the International Olympic Committee to move the games from China.
Federer said he could play one more event after Doha and then focus on the clay-court season. His main targets are Wimbledon, the Tokyo Olympics and, after he turns 40, the U.S. Open.
SPORTS BETTING-SUPER BOWL
ATLANTIC CITY, N.J. (AP) — Here’s one more thing the coronavirus pandemic has ruined for at least some people: betting on the Super Bowl.
The American Gaming Association, the gambling industry’s national trade group, released a report Tuesday predicting that the number of people planning to make a bet on the big game will decrease this year. That’s largely because many people still haven’t returned to work settings, where office pools and squares pools are often circulated and filled out, as well as because fewer people are planning to make bets at in-person sports books, including casinos and horse tracks.
But at the same time, the report predicts that the rapid growth of legal sports betting in the U.S. should easily smash records in terms of the amount wagered online — the manner in which most sports bets are made. The AGA report says 23.2 million Americans plan to bet on the game that pits defending champions Patrick Mahomes and the Kansas City Chiefs against Tom Brady and the Tampa Bay Buccaneers. That would be a decline of 12% from last year’s levels.
It says the $4.3 billion they are projected to wager, both legally and otherwise, would be down 38% from last year’s Super Bowl.
But it also forecast a record 7.6 million Americans betting with online sportsbooks, up 63% from last year.

WASHINGTON (AP) — President Joe Biden and the first lady are among those who have paid their respects to slain Capitol Police Officer Brian Sicknick as he lay in honor in the U.S. Capitol. Sicknick’s colleagues and the lawmakers he protected are honoring him for his actions during the violent attack on Congress that cost him his life. The officer was injured Jan. 6 when a mob besieged the Capitol, dying the next day. Following a viewing period overnight for Capitol Police officers, lawmakers are set to to pay tribute at a ceremony Wednesday morning. Sicknick will be interred at Arlington National Cemetery.
WASHINGTON (AP) — House Minority Leader Kevin McCarthy has met with hard-right congresswoman Marjorie Taylor Greene. Their session on Tuesday night came as Republicans wrestled over how to handle a bipartisan outcry over her embrace of outlandish conspiracy theories like suggestions that mass shootings at the nation’s schools were staged. Aides to McCarthy and Greene offered no immediate comment after the two spent around 90 minutes together in his Capitol office. The GOP is facing unrest from opposing ends of the Republican spectrum over Greene and congresswoman Liz Cheney, who voted to impeach President Donald Trump. Both situations underscore GOP fissures as the party seeks its pathway without Trump.
TAIPEI, Taiwan (AP) — China has announced a plan to provide 10 million coronavirus vaccine doses to developing nations through the global COVAX initiative. Its Foreign Ministry says China is responding to a request from the World Health Organization as developing countries seek to fill shortages predicted to run through March. Beijing called it an important policy decision to ensure equitable distribution of vaccines and to promote international cooperation in the fight against the pandemic. The ministry says WHO is in the process of approving Chinese vaccines for emergency use. COVAX has secured only a fraction of the 2 billion doses it hopes to buy in 2021. Pfizer last month committed to supply up to 40 million doses, and AstraZeneca has contributed 150 million doses.
LONDON (AP) — U.K.-based drugmaker GlaxoSmithKline and Germany’s CureVac say they plan to collaborate to develop new vaccines that can targeting emerging variants of COVID-19. The announcement comes as public health experts around the world raise concerns about mutations in the virus that may make existing vaccines less effective. The companies said in a statement Wednesday that “the increase in emerging variants with the potential to reduce the efficacy of first generation COVID-19 vaccines requires acceleration of efforts to develop vaccines against new variants to keep one step ahead of the pandemic.”
WASHINGTON (AP) — President Joe Biden has signed a second spate of orders to undo his predecessor’s immigration policies, demonstrating the powers of the White House and its limitations without support from Congress. His orders on family separation, border security and legal immigration bring to nine the number of executive actions on immigration during his first two weeks in office. With proposed legislation to give legal status and a path to citizenship to all of the estimated 11 million people in the country who don’t have it, Biden has quickly taken aim at many of former President Donald Trump’s sweeping changes to deter immigration, both legal and illegal.
WUHAN, China (AP) — World Health Organization investigators have visited a research center in the central Chinese city of Wuhan that has been the subject of speculation about the origins of the coronavirus. The Wuhan Institute of Virology has extensive virus samples, leading to unproven allegations that it may have caused the original outbreak by leaking the virus into the surrounding community. China has strongly denied that possibility and has promoted unproven theories that the virus may have originated elsewhere. Over six days, the WHO team that includes experts from 10 nations has visited hospitals, research institutes and a traditional market tied to the original outbreak.
TAIPEI, Taiwan (AP) — Chinese police have arrested more than 80 suspected members of a criminal group that was manufacturing and selling fake COVID-19 vaccines, including to other countries. State media say police in Beijing and in Jiangsu and Shandong provinces broke up the group led by a suspect surnamed Kong that was producing the fake vaccines, which consisted of a simple saline solution. The vaccines were sold in China and to other countries, although it was unclear which ones. State media say the group had been active since last September.
WASHINGTON (AP) — House Democrats say the Senate should convict former President Donald Trump and bar him from office because he endangered the lives of all members of Congress when he aimed a mob of supporters “like a loaded cannon” at the U.S. Capitol last month. Trump’s lawyers deny that he incited rioters and call the upcoming Senate trial unconstitutional. Both sides filed their legal briefs Tuesday in advance of next week’s trial. The Democrats forcefully linked Trump’s baseless efforts to overturn the results of the presidential election to the deadly riot at the Capitol, saying he bears “unmistakable” blame. Trump’s lawyers rejected those charges and said the Senate can’t put him on trial now that he has left the White House.
