WILLISTON, N.D. (AP) — Cleanup is underway after 21,000 gallons of crude oil spilled at a well east of Williston. State Oil and Gas Division officials say the release at the Equinor Energy LP well was due to a valve failure. Officials say the oil was contained on-site and all but about 400 gallons had been recovered as of Wednesday afternoon. A state inspector has been sent to the location and will monitor additional cleanup.

BISMARCK, N.D. (AP) — The North Dakota House is considering bipartisan legislation that gives survivors of child sex abuse more time to sue their alleged perpetrators for crimes that could date back decades. The bill would provide a two-year window to suspend the statute of limitations to file claims against alleged abusers or institutions that protected them. Several adult victims of child sexual abuse appealed to lawmakers in emotional testimony Wednesday to back legislation. Under the legislation, abuse victims could file claims for two years after the bill’s enactment date of Aug. 1, regardless of how long ago the incident is alleged to have happened.

FARGO, N.D. (AP) — An attorney for the City of Fargo says a homeowner has the right to fly a flag that uses profanity against President Joe Biden. Assistant City Attorney Alissa Farol says displaying the flag is protected by the First Amendment. Farol says the flag is permitted because it contains a non-commercial message and doesn’t exceed the maximum size allowed by the city sign code. The homeowner is flying an upside-down American flag was on the same flagpole, which Farol says is also protected speech. The U.S. Flag Code states that the American flag is not to be flown upside down “except as a signal of dire distress in instance of extreme danger to life or property.”

BISMARCK, N.D. (AP) — State officials and business leaders have voiced strong support for a bill that would create a broader investment policy for North Dakota’s voter-approved oil tax savings account. The bipartisan legislation would tap 20% of future oil tax collections coming into the Legacy Fund to help establish loans for expensive infrastructure projects and provide capital for in-state companies. Backers of the bill say less than 2% of the Legacy Fund’s principal is currently invested in North Dakota. Officials from the state-owned Bank of North Dakota and the Commerce Department and others spoke in favor of the legislation. No one opposed it.

SIOUX CITY, Iowa  (UJ) — Briar Cliff University raced out to a 22-7 lead in the first quarter, and never looked back, defeating the University of Jamestown women’s basketball team 90-56 Wednesday night.

Jamestown falls to 14-8 overall and 11-8 in the GPAC. Briar Cliff improves to 15-8 overall and 13-7 in the conference.

The Chargers doubled up UJ in the first quarter, outscoring them 28-14 on the strength of 10-of-14 shooting, which included making five of nine three-point attempts.

BCU shot 9-of-13 in the third quarter while holding UJ to six-of-15 shooting and outrebounded the Jimmies 11-4. The Chargers took their biggest lead of the quarter at 69-42 following a Josie Condon bucket at the 1:36 mark.

Briar Cliff pushed their lead to 34 after a Payton Slaughter three-pointer with 3:16 to play. UJ made just two field goals in the final 10 minutes, three-pointers by Kayla Buchanan (JR/Wheatland, WY) and Anni Stier (SO/Rugby, ND).

Men

(UJ)

SIOUX CITY, Iowa– Marc Kjos (SO/Lake City, MN) sank a three-pointer at the buzzer to give the University of Jamestown men’s basketball team a 72-71 win over Briar Cliff University Wednesday night.

Jamestown matched a season-high with its fifth straight win and is now 17-5 overall and 13-4 in the GPAC. Briar Cliff falls to 11-12 overall and 8-10 in the conference.

The Jimmies led 40-31 at the half and extended the lead to double digits following a Mason Walters (SO/Jamestown, ND) basket at the 17:44 mark of the second half. Briar Cliff responded with a 15-4 run over the next 4:56 to tie the game at 48.

Kjos hit back-to-back shots and Walters added another as a 6-0 run lasting 62 seconds put the Jimmies back in front. The Chargers came back with the next seven points to go ahead by one, and the pressure intensified.

Jamestown’s final lead came at 62-61 when Jack Talley (SR/Sioux Falls, SD) scored with 4:10 left in the game. Ethan Friedel and Quinten Vasa made three-pointers, and Quinn Vesey sank a bucket to put BCU up by five with 2:10 left.

Briar Cliff took a 71-69 lead as Conner Groves got open for a layup with 1.3 seconds left.

Faced with going the length of the floor, Jamestown took a time out and drew up a play to perfection. Woodford inbounded the ball and threw a pass deflected by Brock Schrom (SR/Grand Rapids, MN) at the top of the three-point line. The ball found its way over to Kjos on the left wing, and his release found nothing but the bottom of the net as the clock reached zero.

— The National Women’s Hockey League has suspended the remainder of its season because of additional positive virus test results. Two of the league’s six teams had already withdrawn from the tournament, with one citing several COVID-19 cases.

NHL-HURRICANES-MRAZEK

Canes netminder has surgery

RALEIGH, N.C. (AP) — The Carolina Hurricanes say goaltender Petr Mrazek (muh-RA’-zehk) is recovering from surgery on his right thumb, four days after getting injured in a game against Dallas.

The Hurricanes say a timetable for his return will be determined, though coach Rod Brind’Amour said it could be a “long-term kind of injury.”

The 28-year-old Mrazek leads all NHL goaltenders with a 0.99 goals-against average as well as a .955 save percentage.

In world and national news…

WASHINGTON (AP) — President Joe Biden is expected to address the National Prayer Breakfast, a Washington tradition that calls on political combatants to set aside their differences for one morning. Set for Thursday, the breakfast has sparked controversy in the past, particularly when President Donald Trump used last year’s installment to slam his political opponents and question their faith. Some liberals have viewed the event warily because of the conservative faith-based group that is behind it. But the breakfast will give the nation’s second Catholic president a chance to talk about his vision of faith.

WASHINGTON (AP) — House Republicans will be forced to go on the record defending or rebuking congresswoman Marjorie Taylor Greene. The Georgia Republican has drawn bipartisan condemnation over her embrace of far-right conspiracy theories, as well as her past endorsement of calls for violence against Democrats. A vote Thursday will determine whether Greene is stripped of her committee assignments. Democrats issued an ultimatum earlier in the week, telling House Republicans to strip Greene of her committee assignments — or they would. But House Minority Leader Kevin McCarthy ruled out taking action and instead accused Democrats of a “partisan power grab.”

(AP) British scientists are going to test whether COVID-19 vaccines can be mixed and matched. The vaccines that are rolling out now require two doses, weeks apart, and they should be the same kind. In the study starting Thursday, participants will get one shot of the AstraZeneca vaccine followed by a Pfizer dose, or vice versa. The vaccines use different technologies and it’s unclear whether mixing them might work. But British officials say that, if successful, the study could allow for more flexible policies and help deal with vaccine shortages. Researchers are hoping to enroll 800 volunteers.

(AP) The global business consulting firm McKinsey & Company has agreed to a $573 million settlement over its role in the opioid crisis, according to a person with knowledge of the deal. The person was not authorized to speak publicly about the deal ahead of Thursday’s planned announcement. McKinsey advised OxyContin maker Purdue Pharma on a 2013 plan to “supercharge” opioid sales as prescribing was down amid the overdose crisis. The settlement is with attorneys general for 47 states, the District of Columbia and five U.S. territories. A settlement with a consulting company is a new wrinkle in the nation’s massive opioid litigation.

TOKYO (AP) — European shares have opened higher after a lackluster day of trading in Asia. Benchmarks rose in Paris, London and Frankfurt. Major Asian indices declined. Investors are watching corporate earnings and the rollout of coronavirus vaccines, which is becoming more organized in the U.S., but has yet to play out in much of Asia, apart from China. Stocks closed modestly higher on Wall Street, where investors are worried about the timing and scope of another round of stimulus spending. Stocks have been mostly rallying this week, an encouraging start to February after a late fade in January.

WASHINGTON (AP) — President Joe Biden is sending a message to his messengers, using a visit to the State Department to underscore his promise to restore a multilateral approach to U.S. foreign policy and reengage with the international community. White House press secretary Jen Psaki says Biden on Thursday will thank the Foreign Service officers and civil servants “who are the heart and soul” of the agency. The trip is set to come in conjunction with a number of policy announcements meant to restore the nation’s place on the global stage.

WASHINGTON (AP) — President Joe Biden has been gathering with senators and working the phones to push for a giant COVID-19 relief package. But his team is increasingly focused on selling the plan directly to voters. His administration has done 60-plus interviews with national TV and radio shows. There have been spots on local TV news and briefings last week with more than 50 groups that ranged from General Motors to Meals on Wheels. One of the main goals is to stop people from getting bogged down in the tangle of partisan deal-making and start convincing them that every penny being proposed is needed.
