BISMARCK, N.D. (AP) — A Republican-led North Dakota Senate panel has refused to endorse a bill prohibiting any new abortion clinics from opening within 30 miles of a school. The bill also aimed to bar the state’s sole abortion clinic in downtown Fargo from expanding. The Senate Political Subdivisions Committee on Thursday gave the bill a “do-not-pass” recommendation, after some of the panel members worried it would not survive an expensive court challenge. The bill now goes to the full Senate for consideration. The American Civil Liberties Union and Planned Parenthood called the measure unjustified, unreasonable and likely unconstitutional.

Bismarck  (CSi)  – Gov. Doug Burgum this week sent a letter urging the U.S. Army Corps of Engineers to allow the Dakota Access Pipeline to continue operating as the Corps conducts a court-ordered Environmental Impact Statement (EIS) review on the pipeline.

The letter was sent Tuesday to R.D. James, Assistant Secretary of the Army for Civil Works, and Col. Mark R. Himes, commander of the Corps’ Omaha District. A federal judge on Tuesday granted the Corps’ request to postpone until April 9 a court hearing on whether the pipeline should be allowed to continue to operate during the EIS review.

“Shutting down the pipeline during the EIS review would have devastating consequences for the State of North Dakota and a chilling effect on infrastructure investment across our nation,” Burgum stated in the letter.

Shuttering the safely operating pipeline would weaken U.S. energy security, create more competition for rail access for farmers, add unnecessary risk for motorists by putting more truck traffic on roads, and increase the price discount on Bakken crude, Burgum noted. A higher discount on North Dakota oil would reduce revenue for operators and private mineral owners, stymie job creation to support families and economic growth, and reduce tax revenues that fund essential services provided by the state, counties, school districts and communities.

In world and national news…

WASHINGTON (AP) — Democratic prosecutors in Donald Trump’s impeachment trial say rioters believed they were are acting on the “president’s orders” to storm the Capitol to undo Joe Biden’s election victory. The House is ready to wrap up opening arguments. Biden says he believes “some minds may be changed” after the previous day’s gripping video of the deadly siege The Democrats are laying out the physical and mental harm caused by the Capitol attack and discussing Trump’s lack of action as it unfolded. Thursday’s session follows the previous day’s raw and visceral video of last month’s deadly insurrection. The Trump legal team gets its chance to make its case Friday and Saturday.

WASHINGTON (AP) — One of Donald Trump’s lawyers is calling the presentation by House impeachment managers “offensive.” David Schoen told reporters on Thursday that Democrats were “making a movie” and had yet to tie the Jan. 6 siege at the U.S. Capitol to the former president. He contended that the use of chilling video of the riot shown repeatedly by House Democrats during Wednesday’s arguments was impeding efforts to bring unity. Democratic House impeachment prosecutors have used their time to air searing video footage of the attack on the Capitol building and to build their case that Trump was responsible for the rioters’ conduct that day. Trump’s legal team is expected to present opening arguments on Friday.

WASHINGTON (AP) — President Joe Biden says he’s watched coverage of Donald Trump’s impeachment trial and thinks “some minds may have been changed” after prosecutors showed gripping and graphic video of the Jan. 6 siege of the U.S. Capitol. Biden tells reporters while he didn’t view any of the Senate trial live, he’d seen the morning news. He says the Senate “has a very important job to complete.” His press secretary said later that “the footage was just a reminder of how shocked and saddened” Biden was on the day rioters stormed the Capitol. It’s a notable shift in tone after the new president spent much of the week doing his best to avoid the issue.

WASHINGTON (AP) — President Joe Biden has officially ended the “national emergency” that President Donald Trump declared in order to take money from the Pentagon to build a wall along the U.S.-Mexico border. The White House released a letter Thursday from Biden to House Speaker Nancy Pelosi notifying Congress that he had rescinded his predecessor’s proclamation. It was a formality. Biden ordered a halt to border wall construction shortly after he took office. The U.S. has been building border walls for decades under both Democratic and Republican administrations. Trump made the effort a centerpiece of his administration. Congress refused to provide the funds he sought, prompting Trump to take money from the Pentagon after declaring a national emergency.

WASHINGTON (AP) — President Joe Biden is hoping that launching an effort to build roads and bridges can help to unite Democrats and Republicans in a time of sharp partisan divisions. Biden met with lawmakers from both parties at the White House on Thursday to discuss infrastructure. During his presidential campaign, he proposed a $2 trillion investment in infrastructure and clean energy. The meeting comes as the Senate is holding impeachment proceedings against former President Donald Trump where partisan divisions are on full display.

BALTIMORE (AP) — The Congressional Budget Office says the federal government is on track for a $2.3 trillion deficit this year, down roughly $900 billion from last year when the coronavirus caused Congress to provide historic amounts of financial aid. Stronger economic growth has helped to reduce the anticipated shortfall for this year. Still, the deficit could soon be revised upward if President Joe Biden’s $1.9 trillion coronavirus relief package becomes law. That aid — coming after roughly $4 trillion was approved last year — would add more red ink once enacted, but it isn’t included in Thursday’s CBO projections.
