Jamestown  (CSi)  The Jamestown City Council met virtually in Special Session Thursday afternoon at City Hall. Council member Schloegel was not present.   The meeting was shown live on CSi Cable 67 followed by replays.

Resolutions:

A.  HEARING: Concerning the Notice of Alcohol Violation and consider the liquor license for Middles, LLC (a.k.a. Fred’s Den)

Mayor Heinrich said the establishment was open past 10-p.m. on December 12, 2020, in violation of a state executive order.  He said that a Jamestown Police officer, Jacob Davis said he was not allowed into
the business.  Assistant City Attorney Abby Gerioux read the city’s position on the
violation. Officer Davis gave his testimony concerning his report.  The City Council held lengthy discussion.  The full Special Meeting can be viewed on Cable Channel 67.

Council Member Steele moved that a violation had occurred, seconded by Mayor Heinrich. Council Member Buchanan asked to abstain from voting saying he knows the people involved,
which was turned down by the council.  The vote was 3-1 with council member Buchanan voting in opposition.

B. To approve the suspension of license for __ 24-hour period(s) beginning at 10:00am, ____, 2021, and ending at 10:00 am ___, 2021, and a $1000 fine, payable to the City of Jamestown.  Moved by CM___. Seconded by CM ___Roll Call No. ___: ___ayes, ___nays, ___absent. 

Following the hearing the City Council voted 3-1 to approve the suspension of the license for March 1, 2021 for a 24-hour period(s) beginning at 10:00 a.m. March 1, 2021 and a $1,000 fine, payable to the City of Jamestown.   Council member Buchanan voted in opposition.

 

C. PUBLIC HEARING, Concerning the proposed Special Assessment Policy for the City of Jamestown.

D. Following the Public Hearing the City Council approved the Special Assessment Policy, dated December 17, 2020, for the City of Jamestown.

E. PUBLIC HEARING concerned the Seal Coat, Patching, Construction and Reconstruction District #21-41 protests and the sufficiency thereof.

F. Following the Public Hearing the City Council considered that the protests have been found to be insufficient to bar proceeding with Seal Coat, Patching, Construction and Reconstruction District #21-41.

G. The Council authorized the City Engineer to develop detailed plans, specifications and estimates for Seal Coat, Patching, Construction and Reconstruction District #21-41.

H. Approved was the request from Mule Deer Foundation, for a site authorization to conduct gaming at the Knights of Columbus on February 27, 2021.

I. Approved and authorized the emergency purchase of a replacement motive pump, necessary operating equipment at the city wastewater treatment facility which has these pumps proprietary to Flygt, to be purchased from Electric Pump at a cost of $107,500 to be paid from the Sewer Fund.
