BISMARCK, N.D. (AP) — The Republican-controlled House has passed legislation to legalize recreational marijuana in North Dakota. Lawmakers also passed a related bill setting up a tax policy for marijuana. Both bills now go to the Senate. The legislation passed Tuesday restricts recreational marijuana to people 21 and older, limits possession to 1 ounce, restricts its use to private property and bans growing it at home. The bill to legalize and restrict recreational marijuana mirrors much of the state’s medical marijuana program, which the 2017 Legislature implemented after voters approved it in 2016.

BISMARCK, N.D. (AP) — A Bismarck man accused of striking another man with his vehicle in an alleged road rage incident has been charged with attempted murder. Police say 41-year-old Raymond Moniz struck a 33-year-old man who had gotten out of his vehicle Saturday during a road rage encounter. The victim was thrown on the hood of Moniz’s vehicle, hit the windshield and rolled off. Authorities say Moniz drove away. Moniz declined to go to the hospital. Moniz also is charged with a misdemeanor for not reporting the incident. He was in custody on $150,000 cash bail. Court records do not list an attorney for him.

BISMARCK, N.D. (AP) — The North Dakota House wants residents to decide if sports betting and internet poker should be allowed in the state. Representatives on Tuesday endorsed a pair of bipartisan resolutions and companion bills that set the rules for the gambling operations. The proposals now move to the Senate. If approved by both chambers, the measures could appear on the November 2022 ballot. Backers say internet poker and sports betting would generate revenue for charitable causes and the state, including its compulsive gambling treatment program. Opponents worry that expanded gambling in the state could cause more gambling addiction problems.

BISMARCK, N.D. (AP) — The North Dakota Senate got an early start on a mid-session vacation. Senators finished work on bills Tuesday morning. The House isn’t expected to finish its work until early Thursday afternoon. Lawmakers call the break ″crossover.″ The Legislature will resume its 2021 session on March 3. In the Legislature’s second half, the Senate holds hearings and votes on bills that were first introduced in the House, and the House does the same for Senate measures. Tuesday was the Legislature’s 34th day of meetings. In recent years, the session has lasted more than 70 days. Lawmakers aren’t expected to finish the session until late April.

Tiger Wood condition….

LOS ANGELES (AP) — Authorities say there’s no immediate evidence that Tiger Woods was impaired in a car crash that left him with multiple fractures in his right leg.

HIs surgeon said the 15-time Grand Slam champion had multiple “open fractures” to his lower right leg. The surgeon said a rod was placed in the tibia, while screws and pins were inserted in the ankle.

At a news conference, the police chief and fire chief of Los Angeles County didn’t answer follow-up questions on how they know he wasn’t impaired or how fast he was driving. Weather was not a factor in the crash.

Sheriff Alex Villanueva and Fire Chief Daryl Osby (OHZ’-bee) say Woods was conscious and able to communicate when authorities arrived to pry him from an SUV after a rollover crash Tuesday. He was taken to a hospital in serious condition. His agent said he underwent leg surgery.

The deputy who first responded said Woods was alert and able to respond. He also said the location was prone to accidents.

MLB-MARINERS-FALLOUT

SEATTLE (AP) — Seattle Mariners general manager Jerry Dipoto and manager Scott Servais are doing damage control with players who were directly mentioned or referenced by former team CEO Kevin Mather in an online video that led to his resignation. They’re giving players the message that they have every right to be upset.

The video posted showed Mather expressing his views of the club’s organizational strategy and making controversial remarks about players during a recent online event. He took insensitive shots at a former All-Star from Japan and a top prospect from the Dominican Republic for their English skills. He also admitted the team may be manipulating service time for some of its young players.

Mather has since resigned.

UNDATED (AP) — Brett Gardner and the New York Yankees have finalized a $5.15 million, one-year contract for the outfielder to return for a 14th season.

New York also finalized its one-year deal with left-hander Justin Wilson.

To clear roster spots, right-hander Luis Severino was put on the 60-day injured list and outfielder Greg Allen was designated for assignment. Severino is recovering from Tommy John surgery performed last February.

Elsewhere in the majors:

— First baseman and designated hitter Mitch Moreland has finalized a one-year, $2.5 million package with the Athletics. The 35-year-old hit .265 with 10 home runs and 29 RBIs in 42 games between Boston and San Diego last season.

— The Braves and third baseman Jake Lamb have finalized a non-guaranteed one-year, $1 million contract. Lamb was a 2017 All-Star with the Diamondbacks. He will compete for a backup spot and could provide insurance for Austin Riley, who is expected to start at third base.

— Infielder Travis Shaw is back with the Brewers after accepting a minor league contract and an invitation to spring training. Shaw last played for the Brewers from 2017-19, hitting .239 with 70 home runs and 203 RBIs. He tailed off dramatically in 2019, hitting just .157 with a .281 on-base percentage, .270 slugging percentage, seven homers and 16 RBIs in 86 games.

— Right-hander Ian Kennedy has signed a minor league contract with the Texas Rangers. The 36-year-old Kennedy spent the past five seasons with Kansas City, where he made the transition from starter to reliever the past two years. He had his only 30 MLB saves in 2019 before a left calf injury limited his availability last year.

— The Tigers have announced their minor league deal with right-hander Julio Teheran. The 30-year-old Teheran is coming off a tough season in which he went 0-4 with a 10.05 ERA with the Angels. He was an All-Star in 2014 and 2016 for the Braves.

NHL-INJURIES

Blues’ Gunnarsson out for the season

UNDATED (AP) — St. Louis Blues defenseman Carl Gunnarsson is out for the rest of the NHL season with a right knee injury.

Gunnarsson injured the knee when he got tangled up with Kings forward Gabe Vilardi midway through a 3-0 loss on Monday night.

The Blues also said forward Ivan Barbashev will be re-evaluated in six weeks after undergoing surgery on his left ankle.

The team has been without top winger Vladimir Tarasenko for its first 20 games. General manager Doug Armstrong has said the hope is Tarasenko comes back well before the end of the regular season.

In other NHL injury news:

— Sabres defenseman William Borgen will miss up to two months with a broken right forearm, further depleting Buffalo’s injury-thinned blue line. The rookie was hurt during a 3-2 win at New Jersey on Saturday.

In world and national news…

WASHINGTON (AP) — Officials who were in charge of Capitol security at the time of last month’s riot have testified that missed intelligence was to blame for the failure to anticipate the violent mob. The invaders stormed the Capitol on Jan. 6, interrupting certification of Democrat Joe Biden’s election victory over Republican Donald Trump. Then-president Trump had urged them to protest the certification at a rally minutes earlier. The former chief of the U.S. Capitol Police told lawmakers on Tuesday that he learned only after the attack that his officers had received a report from the FBI that forecast, in detail, the chances that extremists could bring “war” to Washington.

WASHINGTON (AP) — Leading technology companies say a monthslong breach of corporate and government networks was so sophisticated, focused and labor-intensive that a nation had to be behind it and the evidence points to Russia. On Tuesday, in the first congressional hearing on the breach, representatives of technology companies involved in the response described a hack of almost breathtaking precision, ambition and scope, with the perpetrators stealthily scooping up specific emails and documents on a target list from the U.S. and at least seven other countries. It comes as the U.S. weighs punitive measures against Russia that the White House says will occur in “weeks, not months.”

DENVER (AP) — The Federal Aviation Administration has ordered airlines in the United States to ground planes with the type of engine that blew apart after takeoff from Denver this past weekend until they can be inspected for stress cracks. The order applies to airplanes equipped with certain Pratt & Whitney engines, which are used solely on Boeing 777s. Before the planes can fly again, operators must inspect the fan blades at the front of each engine. A United flight from Denver to Honolulu made an emergency landing Saturday after a fan blade broke and pieces of the engine’s casing fell on neighborhoods. No one was hurt.

HOUSTON (AP) — A federal judge has indefinitely banned President Joe Biden’s administration from enforcing a 100-day moratorium on most deportations. U.S. District Judge Drew Tipton late Tuesday issued a preliminary injunction sought by Texas, which argued the moratorium violated federal law and risked imposing additional costs on the state. Biden proposed the 100-day pause on deportations during his campaign as part of a larger review of immigration enforcement and an attempt to reverse the priorities of former President Donald Trump.

BANGKOK (AP) — Shares are mostly lower in Europe after a retreat in Asia as investors weigh the possibility that inflation might prompt central banks to adjust their ultra-low interest rate policies. Hong Kong fell 3% on Wednesday after the government said it was raising the stamp tax on stock trading. A late burst of buying erased much of Wall Street’s early slide Tuesday. The S&P 500 managed a gain of 0.1%. The tech-heavy Nasdaq lost 0.5%, having clawed back most of an early drop of as much as 3.9%. Bond yields have been holding near their highest level in a year.
