Bismarck (CSi) – State School Superintendent Kirsten Baesler and Department of Human Services Executive Director Chris Jones on Monday announced a new food assistance program for families whose children have been eligible for free or reduced-price school meals during the current school year.
The Pandemic Electronic Benefits Transfer (P-EBT) program provides Electronic Benefits Transfer cards to eligible families. The cards may be used to buy food. Families of children who were eligible for free or reduced-price meals at school during the current school year will be eligible. Families will receive benefits for days that students in the household are distance learning at home, rather than being in the school building.
Families do not need to apply for the benefit. Schools are presently gathering information about which students qualify for free or reduced-price school meals. Eligible households will be receiving letters to notify them about the P-EBT benefit, and they will be mailed EBT cards in the coming weeks.
The benefit will equal $6.82 for each day a student has been learning through distance instruction. The amount is the current daily federal reimbursement that schools receive per student for providing a free breakfast, lunch, and after-school snack.
The Department of Public Instruction estimates that about 31,400 North Dakota students will qualify for the P-EBT benefit. Benefit amounts for each student “will really depend on the school district’s learning plan,” said Linda Schloer, director of child nutrition for the NDDPI.
Michele Gee, director of the Department of Human Services’ Economic Assistance Division, said the benefit is intended to replace the value of meals the students would have received had they been able to attend school in person.
The EBT cards may be used to buy food at retailers that are approved to accept Supplemental Nutrition Assistance Program (SNAP) benefits. These retailers include most grocery stores and farmers’ markets. The rules that govern allowable food purchases with SNAP benefits also apply to the P-EBT benefits.
“We continue to actively work to prevent hunger in North Dakota and are pleased to be able to offer Pandemic-EBT food assistance in coordination with DPI for this school year,” Jones said.
“Good nutrition is essential for a student’s education,” Baesler said. “It is difficult to pay attention and learn if you are hungry. That goes both for children and adults. This program is a welcome addition to North Dakota’s hunger-fighting efforts.”
The U.S. Department of Agriculture recently approved North Dakota’s plan to operate the program, which was approved by Congress last year and signed into law in December 2020.
Families who have questions about eligibility can contact the NDDPI’s P-EBT hotline at (701) 328-2732, 711 (TTY). Questions about EBT cards should be directed to the DHS economic assistance division at SNAP-PEBT@nd.gov.
Following pandemic-related school closures during 2019-2020 school year, DHS issued P-EBT benefits totaling $9.5 million to about 36,750 North Dakota children. The department partnered with the NDDPI and local schools to identify and notify eligible families.
Individuals and families with lower incomes or whose incomes have been affected by the pandemic can find information about other resources that can help their household budgets, including child care assistance, heating assistance and SNAP, at www.nd.gov/dhs/services/financialhelp. For information about rental assistance and other resources and services supporting North Dakotans affected by the pandemic, visit ndresponse.gov/covid-19-resources.
BISMARCK, N.D. (AP) — Police in Bismarck say two men who were shot, including one fatally, were apparent targets of the perpetrator. Lt. Luke Gardiner says investigators are following up on leads in Sunday night’s shooting at the Mapleton Apartments in north Bismarck. Officers responded to reports of gunfire about 11 p.m. and found the two victims inside the apartment complex. They were taken to the hospital where one man, 26 years old, died from his injuries. Police say the other man, age 29, is in stable condition and is expected to recover. The victims have not been identified.
BISMARCK, N.D. (AP) — A pilot project in North Dakota is testing whether sending a substance with the consistency of maple syrup down oil wells will help increase production. The process involves combining so-called biosurfactant with water and pumping the mixture into wells where it will reach cracks in the rock formed when the oil is extracted by fracking. The goal is to reduce the attraction between rock and oil in order to recover more crude. If successful it could also benefit North Dakota farmers because materials such as canola oil and sugar beets facilitate the fermentation process necessary to create the biosurfactant.
BISMARCK, N.D. (AP) — The Republican-led North Dakota Legislature has approved bipartisan legislation aimed at creating a broader investment policy for the state’s voter-approved oil tax savings account. Senators voted 47-0 on Monday to approve the bill that would tap 20% of future oil tax collections coming into the Legacy Fund to help establish loans for expensive infrastructure projects and provide capital for in-state companies. Representatives approved the measure 85-8 last month. It now goes to Gov. Doug Burgum for his signature. Backers of the bill say only about 1% of the Legacy Fund’s principal is invested in North Dakota at present.
BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum has named a new top prison administrator. Dave Krabbenhoft is the Department of Corrections and Rehabilitation’s head of administration. He has been serving as interim director since August, when Leann Bertsch resigned to take a job in the private sector. The state’s prison system has more than 1,500 inmates, and more than 6,400 people on parole or probation. The agency has a two-year budget of $272 million and about 900 full-time employees. Krabbenhoft has worked in state government since 1985 at various agencies. He will be paid $165,800 as the agency’s director.
MINNEAPOLIS (AP) — A man who was among onlookers shouting at a Minneapolis police officer to get off George Floyd last May returns to the stand on Tuesday, a day after he described seeing Floyd struggle for air and his eyes rolling back into his head, saying he saw Floyd “slowly fade away … like a fish in a bag.” Donald Williams, a former wrestler who said he was trained in mixed martial arts including chokeholds, testified Monday that he thought Derek Chauvin used a shimmying motion several times to increase the pressure on Floyd. Before Williams testified, prosecutors led off their case by playing portions of a widely seen bystander video of Floyd’s arrest that sent waves of outrage and anger around the globe.

BISMARCK, N.D. (AP) — The North Dakota Senate has agreed to turn a transgender sports bill into a study. The bill aimed to prohibit a publicly funded school or entity from knowingly allowing a person under 18 to play on a team that is exclusively for the opposite sex. Supporters say the legislation would ensure fairness in girls sports. Critics say the measure discriminates against transgender student athletes. Opponents also argue legislation would threaten the hosting of sports events in the state and would create legal and economic risks. Lawmakers say its final details likely will be worked out in a House-Senate conference committee.

Dakota State 12, VCSU 11
A seventh-inning rally fell one hit short Monday as the Viking baseball team dropped a high-scoring game one, 12-11.
The Vikings scored four runs in the top of the seventh inning, but left the bases loaded to end the game.
The game had several momentum swings and big innings. The Vikings started fast with four runs in the first inning, capped by a two-run home run from Dustin Mertz. Dakota State responded with seven runs in the bottom of the first inning to take a 7-4 lead.

Dakota State then scored three runs in the fourth and two in the fifth to take a 12-7 lead into the final inning. Jorun Hamre hit a two-run home run to start VCSU’s final push, and Drew Nixon‘s pinch-hit RBI double put the go-ahead run in scoring position. Dakota State worked out of the jam though, getting a pop out and ground out to end the Viking threat.

GRAND FORKS, N.D. (AP) — The Missouri Valley Football Conference has canceled the game between North Dakota and Missouri State scheduled Saturday in Grand Forks, because of the coronavirus. The league says the move was due to positive COVID-19 test results and subsequent contact tracing among North Dakota’s players, coaches, managers and staff. The game cannot be rescheduled because the two teams do not share any future open weekends. It’s the second straight week that the Fighting Hawks have been shut down because of their virus tests. Last week’s postponement of the game at Youngstown State has been rescheduled to April 17. North Dakota won its first four games of the spring season before losing to North Dakota State 34-13 on March 20.
NCAA MEN’S BASKETBALL TOURNAMENT
UNDATED (AP) — There are just six teams still alive in the NCAA men’s basketball tournament. Top seed Baylor and No. 2 Houston are two of those teams after moving on to the national semifinals.
Baylor has reached the Final Four for the first time in 71 years by getting 22 points from MaCio Teague (MAY’-see-oh teeg) and a dominating defensive performance from Davion (DAY’-vee-ahn) Mitchell in an 81-72 victory against Arkansas. The Bears watched an 18-point cushion shrink to four before Arkansas missed 12 straight shots and Teague hit a pair of 3-pointers to put it out of reach. The Razorbacks’ rally occurred while Mitchell was sitting on the bench after picking up his third foul with about eight minutes left.
Jared Butler finished with 14 points, while Mitchell chipped in 12 points and six assists for Baylor.
JD Notae and Davonte Davis had 14 apiece for the Razorbacks, who came up one game short of their first Final Four in 26 years.
Houston has advanced to the Final Four of the NCAA Tournament for the first time since the Guy Lewis-led Phi Slama Jama squad went to the 1984 title game.
The second-seeded Cougars made things difficult on themselves by blowing a 17-point halftime lead before knocking off No. 12 Oregon State, 67-61. Quentin Grimes drained a 3-pointer with 3:21 left to break a 55-all tie before Houston hit enough free throws down the stretch to improve to 28-3.
Grimes had 18 points and Marcus Sasser delivered a game-high 20 for the Cougars.
Maurice Calloo scored a team-high 13 points for the Beavers, who were vying to become the worst-seeded team ever to make a Final Four.
COLLEGE BASKETBALL-NCAA WOMEN’S TOURNAMENT
UConn makes return trip to Final Four
SAN ANTONIO (AP) — UConn will be making a 13th consecutive Final Four trip in the women’s NCAA Tournament. The Huskies will be joined by a team making its first-ever appearance in the national semifinals.
Paige Bueckers (BEH’-kurz) scored 28 points and the first overall seed used a huge run spanning the final two quarters to beat No. 2 Baylor, 69-67. The Huskies trailed 55-45 late in the third quarter before scoring 19 consecutive points, including 10 by Bueckers.
Baylor got within one after Dijonai Carrington converted two free throws with 19.3 seconds left.
Aari McDonald scored 33 points and third-seeded Arizona beat No. 4 Indiana 66-53 to earn its first trip to the Final Four.
The Pac-12 player of the year briefly left the game with a twisted ankle with 2:35 left, but limped back on and scored six more points. Her three-point play with 34 seconds left put the exclamation point on the victory.
NBA..
UNDATED (AP) — The Brooklyn Nets welcomed back Kyrie Irving after the All-Star guard missed a three-game road trip last week for family reasons.
Irving started strong, but James Harden was excellent down the stretch as the Nets cobbled together a 112-107 win over the Timberwolves.
Harden had 38 points, 13 assists and 11 rebounds to tie the Nets’ single-season record of 12 triple-doubles, doing it in just 32 games.
Irving finished with 27 points in the Nets’ 18th win in 21 games. He was 6 for 7 for 15 points in the first quarter, when the Nets shot 70% en route to a 37-25 lead.
Brooklyn led by 17 and was ahead most of the way, but Edwards had a basket while being fouled to cut it to 108-107 with 58 seconds to play.
Checking out Monday’s other NBA action:
— Donovan Mitchell furnished 19 points and Rudy Gobert (goh-BEHR’) added 18 with 17 rebounds to power the Jazz to their sixth straight win, a 114-75 thrashing of the Cavaliers. Mitchell has averaged 29.2 points on 50% shooting and 46% from 3-point range since the All-Star break. Mike Conley contributed 18 points for the Jazz, who have won 20 straight at home after dropping their first two home games of the season.

NASCAR-BRISTOL
Logano first on dirt
BRISTOL, Tenn. (AP) — Joey Logano took the checkered flag for NASCAR’s first Cup Series race at a dirt track in 50 years.
Visibility was next to nothing during this Monday dust storm at Bristol Motor Speedway, but Logano clung to the familiar bottom lane around the bullring to collect the checkered flag on this NASCAR experiment.
Logano got a jump on Denny Hamlin on the overtime restart to earn his third career victory at Bristol. Ricky Stenhouse Jr. finished second, followed by Hamlin, Daniel Suarez and Ryan Newman.
This was not the Bristol of old. The track had been covered with 2,300 truckloads of red Tennessee clay so that NASCAR could add a dirt track to the Cup schedule for the first time since 1970.

LONDON (AP) — More than 20 heads of government and global agencies have called for an international treaty for pandemic preparedness that they say will protect future generations. But there are few details to explain how such an agreement might actually compel countries to act more cooperatively. World Health Organization Director-General Tedros Adhanom Ghebreyesus and leaders who included British Prime Minister Boris Johnson, Italian Premier Mario Draghi and President Paul Kagame of Rwanda called in a commentary published Tuesday for “a renewed collective commitment” to pandemic preparedness and response that would be rooted in WHO’s constitution. But international regulations governing health and implemented by WHO already exist and can be disregarded by countries with few consequences.

The remaining 30 will be picked by groups representing various professions and interests that tend to be pro-Beijing.
SUEZ, Egypt (AP) — Experts have boarded a colossal container ship that had blocked the Suez Canal for nearly a week before it was dislodged. Questions are swirling about the event that had shaken the global shipping industry and clogged one of the world’s most vital waterways. A canal pilot says engineers are inspecting the Ever Given for damage and trying to determine the cause of its grounding. The ship was safely anchored in the Great Bitter Lake on Tuesday, a wide stretch of water halfway between the north and south ends of the canal after salvage teams succeeded in finally freeing the skyscraper-length vessel the previous day.
TOKYO (AP) — Global shares have advanced as investors focus on causes for optimism, such as the reopening of the Suez Canal. European benchmarks rose in early Tuesday trading after a day of gains in Asia. Shares in Japanese brokerage Nomura Holdings extended losses. Nomura and Swiss bank Credit Suisse have said they’re facing potentially significant losses because of their dealings with a major client. The yield on the U.S. 10-year Treasury rose to 1.76%. Hopes for economic recovery have been growing as the vaccine rollout moves along in parts of Europe and the U.S. Key reports this week include Friday’s U.S. jobs report, where an acceleration in hiring is expected.
