Warning for wind and low relative humidity, which is in effect
to 10 PM CDT /9 PM MDT/ Thursday.
WINDS…Southerly to around 20 mph with gusts up to 35 mph.
* RELATIVE HUMIDITY…As low as 12 percent.
* AFFECTED AREA…All of western and central North Dakota.
* IMPACTS…Any fires that ignite will spread rapidly and become
difficult to control or suppress.

Jamestown (USACE) The U.S. Army Corps of Engineers, Omaha District announces that at Jamestown and Pipestem Dams, the maximum combined releases are not expected to exceed 200 cubic feet per second this year. Significant rainfall could necessitate higher release levels.
On Thursday, Pipestem Reservoir was at pool elevation 1440.4 feet, 2.1 feet below the base of the exclusive flood control zone, with approximately 11 cfs inflow and a water quality release of about 11 cfs. Jamestown Reservoir was at pool elevation 1429.9 feet, 1.1 feet below the base of the exclusive flood control zone, with negligible inflow and no release. All the flood storage at Jamestown and Pipestem Reservoirs is currently available.
Forecasts for the 2021 calendar year indicate less than 40,000 acre-feet is expected to flow past the Jamestown, North Dakota streamgage. This would make 2021 a low flow year, again with expected maximum combined releases of no more than 200 cfs. Significant rainfall could result in higher release levels.
Current conditions in the basin are dry with almost the entire James River basin in moderate to severe drought conditions. Soil moisture conditions are below normal. Winter snowpack was below average, and no significant runoff due to snow occurred into the reservoirs this year.

(SAFE Shelter) Nationally, April is Sexual Assault Awareness Month and Jamestown Mayor Dwaine Heinrich has proclaimed Tuesday, April 6, 2021, Sexual Assault Awareness and Prevention Day in the city of Jamestown.
Jamestown SAFE Shelter, Sexual Assault Services Coordinator, Mary Thysell says, National data shows that more than one in three women and nearly one in four men have experienced sexual violence during their lifetime and one in ten children will experience sexual abuse often resulting in long term effects that can impact individuals, families, communities and society at large.
In 2020, Safe Shelter assisted 35 victims of sexual assault, fifteen of whom were primary victims with whom we had personal contact. Mary says, “We ask that you show your support for survivors of sexual assault by wearing teal on Tuesday, April 6, 2021.”
BISMARCK, N.D. (AP) — Budget writers in the Republican-controlled North Dakota House want to derail legislation to save a troubled shipping facility. The move comes after criticism that the move was a bailout for banks, including one owned by GOP U.S. Sen. John Hoeven. Five Minot-area lawmakers sponsored the legislation for the intermodal shipping facility that sought to provide $8.2 million that would be funneled to a trio of banks that acquired the facility in the senator’s hometown through foreclosure. North Dakota’s House Appropriations Committee late Wednesday amended the bill to remove the money that would go to the banks and instead provide a loan of up to $2.5 million for track improvements for the facility.
BISMARCK, N.D. (AP) — Gov. Doug Burgum has vetoed a bill that would allow the Legislature to meet and act on legislation shortly before a session starts in January. Burgum said Thursday that the bill is an attempt to circumvent the state constitution and that introducing legislation or resolutions during three-day organizational meetings a month before sessions start would go beyond their intended purpose. The bill got broad support in the Republican-led Senate and House, although majority leaders in both chambers voted against it. It isn’t clear if it would get enough support to override the veto. The legislation was inspired by a spate of executive orders Burgum issued, mostly in response to the pandemic. Some lawmakers wanted an earlier opportunity to limit the declarations.
MANDAN, N.D. (AP) — A motive still has not been established two years after four people were found fatally shot and stabbed at a Mandan property management company and their accused killer moves toward his trial date, police said. RJR Maintenance & Management co-owner Robert Fakler, and employees Adam Fuehrer, Bill Cobb and his wife, Lois Cobb were found slain at the business on April 1, 2019. A Washburn chiropractor who lived in a mobile home park managed by RJR, Chad Isaak, is charged with four counts of murder. His trial is set to begin June 7. Mandan Deputy Police Chief Lori Flaten says despite a quick arrest and gathered evidence, no motive for the killings has been established.
OMAHA, Neb. (AP) — A new monthly survey of business leaders suggests that strong economic growth will continue over the next few months in nine Midwest and Plains states as businesses continue to recover from the coronavirus pandemic. Creighton University economist Ernie Goss, who oversees the survey, said businesses in the area have recovered about half of the roughly 120,000 jobs lost last year when states imposed restrictions related to the coronavirus. Goss said the growth might be even stronger if it weren’t for delays in receiving raw materials and supplies. The monthly survey covers Arkansas, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma and South Dakota.

WASHINGTON (AP) — Views of the nation’s economy are now the rosiest they’ve been since the pandemic began more than a year ago, buoyed by Democrats who are feeling increasingly optimistic as President Joe Biden’s $1.9 trillion relief package is distributed across the country. A new poll from The Associated Press-NORC Center for Public Affairs finds that 46% of Americans overall now view the economy as good, up from the 37% who felt that way last month. Views of the economy had tanked at the onset of the pandemic in April last year, when 29% said it was in good shape. Fifty-eight percent of Democrats now describe economic conditions as good, compared with 35% of Republicans.

Wall Street moves higher, pushing S&P 500 over 4,000 level
Stocks were moving higher Thursday, helped by a rise in technology companies as well as smaller companies, which would benefit from a quickly growing economy. The S&P 500 rose 1%, crossing the 4,000-point mark for the first time. Companies including Tesla that would benefit from greater sales of electric vehicles rose after President Joe Biden outlined various measures to support their use as part of his massive infrastructure plan. Electric vehicle charger operators ChargePoint and Blink Charging rose. Stock trading will be closed for Good Friday but bond trading will be open for half a day, closing at noon Eastern Time.
ORANGE, Calif. (AP) — The gunman who killed four people and critically wounded a fifth at a Southern California office building knew all the victims personally or through business dealings. Police said Thursday that apparently before opening fire the suspect chained shut the gates to two entrances, delaying police from getting inside. Among the victims of the shooting Wednesday afternoon in the city of Orange was a 9-year-old boy who was found cradled in the arms of a woman believed to be his mother. The woman was the only survivor among those shot. The others killed were a man and two women. No identities were released. The suspect was identified as Aminadab Gaxiola Gonzalez of nearby Fullerton. He was critically wounded.
NEW YORK (AP) — Prosecutors say a Bangladeshi immigrant who set off a pipe bomb attached to his chest in New York City’s busiest subway station should face life in prison. They said in court papers filed Thursday that the attempted suicide bombing by Akayed Ullah in 2017 was a “premeditated and vicious” terror attack committed on behalf of Islamic State group. The government’s request comes a week after lawyers for Ullah argued in their own papers that he only deserves a mandatory 35-year prison term. Sentencing is set for April 8.
SANTA FE, N.M. (AP) — A private Christian camp in northern New Mexico says it won’t be sheltering immigrant children for the foreseeable future. A spokesman for the camp’s parent company says the federal government is putting a pause on contract negotiations to house up to 2,400 migrants. The camp had been looking for volunteers and staff to help host children from the U.S.-Mexico border as federal holding facilities become more crowded.
