Buchanan (NDHP) The North Dakota Highway Patrol reports that on Sunday about 5-a.m. along Highway 52, about a mile north of Buchanan, a 27 year old Grand Forks man was injured after falling asleep behind the wheel and rolling a semi pulling a four axle tanker.
The report says the 2022 Volvo was traveling southbound on Highway52 during windy conditions, with a load of dairy milk when 27 year old Dakota Hatch, of Grand Forks fell asleep and the vehicle and trailer left the roadway entering the west ditch.
Hatch was transported by ambulance to the Jamestown Regional Medical Center for injuries sustained in the crash. He was charged with care required.
The Highway Patrol was assisted at the scene by the Stutsman County Sheriff’s Office and Jamestown Ambulance.
The crash remains under investigation.

This year’s run was postponed about a month due to the COVID-19 pandemic and making changes for safety precautions.
It was decided in 2o20 to cancel the event after postponements out of concerns with growing positive COVID-19 cases in line with mitigation efforts being stepped up, and before vaccines became available.

North Dakota health officials are confirming 58 new cases of the coronavirus out of 1,686 tests that were processed since Saturday. Nearly 106,000 people in the state have tested positive for COVID-19 since the start of the pandemic. That includes nearly 24,000 in Cass County, the state’s most populous region. The COVID Tracking Project reports there were about 279 new cases per 100,000 people in North Dakota over the past two weeks, which ranks 21st in the country for new cases per capita. Of North Dakota’s neighboring states, Minnesota ranks 4th in the rate of new cases in the last two weeks, South Dakota ranks 19th and Montana ranks 34th

CCHD Administrator Theresa Will says, those who have registered to receive the Johnson and Johnson vaccine, will instead receive the Moderna Vaccine. Moderna is a two dose vaccine, and you will have to register for the second dose.

City-County Health District now has COVID-19 vaccines available for all Barnes County residents over the age of 16.
Administrator Theresa Will said if you are 16 or older you may receive the Pfizer vaccine. She said for those 18 and older, the Moderna is a viable option.
CCHD held a covid vaccine clinic at Valley City Public Schools in the Hi-Liner Activity Center giving 60 doses. They have more Pfizer vaccine and want to hold another clinic for high school students as soon as possible.
To sign up for a covid vaccination simply go to the CCHD website at www.citycountyhealth.org to register. If you do not have a computer call 845-8518 Monday-Friday. The vaccine is totally free. City County Health will come to you if you have 5 or more individuals who want the vaccine. Simply call CCHD at 845-8518 to schedule the date and time.
She adds, that “The Johnson & Johnson vaccine has been put on ‘pause’ temporarily by the CDC and the North Dakota Department of Health, to investigate an occurrence of one in a million events of a blood clot.”
“The sooner that we can get everyone over the age of 16 vaccinated the sooner we will be able to get back to our normal lives,” emphasizes Dr. James Buhr, the county medical officer. Buhr continues, “COVID-19 is a new virus that requires a new vaccine, but the vaccines that are now available are based on decades of scientific research. I was in one of the vaccine company’s test group and felt completely safe.”
From now until when 80% of the population has been vaccinated the CDC identifies that everyone should continue to take precautions—like wearing a mask in public, staying 6 feet apart from others, and avoiding crowd and poorly ventilated public spaces—until we know more. Presently Barnes County has 41.3% that are fully Covid vaccinated, with 34.2% vaccinated in the state of North Dakota.
Testing continues to be important. Every Monday and Friday the CCHD will be at The W.E. Osmon (VCSU) Fieldhouse from 1pm to 2pm testing. If you have any symptoms, it is important to be tested. If you have symptoms and need to be tested at other times contact your clinic.

Jamestown (CVHD) Central Valley Health District will have COVID-19 Testing at the Jamestown Civic Center from 11-a.m. to 12 noon April, 19, 21, 23, 26,28, 30, using the Rapid Testing, BinaxNow.
By screening with rapid antigen tests, event attendees will be able to receive their test results within 15 minutes via text notification. The test also is less invasive than a PCR (Polymerase chain reaction) test in that it uses a nasal swab to collect a sample from the lower part of the nostril.
If a person tests positive, they should isolate at home immediately and a case investigator will be in touch with them within 24 hours. If the screening yields a negative result, individuals should continue to monitor for symptoms.
Interested individuals should fill out an online survey at testreg.nd.gov for faster registration.

Bismarck (CSi) District 24 Republicans passed a resolution to censure Representative Dwight Kiefert during a meeting on April 17.
According to the resolution, Representative Kiefert’s vote to remove and expel fellow legislator Representative Luke Simons earlier this year without due process goes against established legislative rules, the North Dakota Republican Platform, the constitution of North Dakota, and the constitution of the United States.
Kiefert said he voted for an investigation, but that amendment failed.
Kiefert has indicated he plans to run for re-election.
Jamestown (JSDC) The Jamestown/Stutsman Development Corporation (JSDC) Board has established the “Pathway to Success,” and approved funding for the Buffalo City Park for $600,000, to be divided 80 percent City of Jamestown, and 20 percent Stutsman County funding, the next steps in funding.
The Jamestown City Council, and Stutsman County Commission will vote on their JSDC requests.
JSDC, CEO, Connie Ova has stated to the Board, “The North Dakota state legislature has moved forward with a proposed appropriation of a $5 Million state grant. This imitative CEO, championed by Senator Terry Wanzek and Representative Craig Headland, is being provided via SB 2018, ND Department of Commerce including North Dakota Tourism, budget 2021-2023.”
Scenarios have been established to summarize the potential economic impacts, including increases of the size of the state economy, payroll creation, and the creation of new jobs.
Connie also pointed out that “It also estimates tax revenues from sales and use tax and individual income tax. These are projected for the five years from 2024 to 2029 and do not account for the considerable economic impact during the construction phase.”
The proposal from Apogee Attractions, and Lunde & Associations LLC for the Concept Development package develops a preliminary estimate to build the Park, along with adjusting and updating the master plan, and provides civil engineering, along with completing the schematic design for the project.
The State REMI Study and Apogee Attractions Market Study, estimates the total return on investment may be $6.446 million in 2024, more than a 10-percent return on the $60 million investment.
Going forward with proposal is estimated to take about four months.
Jamestown (JRFD) Jamestown Rural Fire Department, Chief Paulson, says, The Rural Fire Department is requesting that local leaders, residents, businesses, and industry to please email your local member of the North Dakota House of Representatives & House Leadership and ask them to support the Senate Amended version of HB 1010 (specifically “Continuing Appropriations”).
HB 1010 is the ND Insurance Commissioners budget. Contained in this budget is the Fire Premium Tax Distribution. Currently, the bill is in conference committee. This tax is collected on different lines of insurance premiums sold in ND and a portion is distributed back to the fire departments/districts where the insurance premiums have been sold per ND Century Code 18-04.
Brief history of this tax
This tax was levied on Insurance policies sold beginning in 1887 and sent back to organized fire departments. In 1949 this process was made a “Continuing Appropriations” by the ND Legislature. Meaning these were made pass through funds through the ND Insurance Department.
In 1985 due to hard economic times in the state, the ND Legislature removed this as a continuing appropriation and started to use these funds to help stabilize the general fund. With the hopes from the ND fire service that someday this funding mechanism will be restored.
Where are we at today
The ND fire service has had to fight long and hard to see this funding distribution restored back to 100% returned back to the fire departments of ND, and a return back to continuing appropriations.
The funding distribution has fallen as far down to 49% returned back to local fire departments in 2012, The other 51% went back to the general fund. Last biennium $1.9 million dollars went back into the general fund.
The Senate Appropriations Committee added amendments to HB 1010 to make the 18-04 Insurance Tax right again after nearly 40 years. The ND Insurance Commissioner also would like to see this as a continuing appropriation as well and is advocating as such.
We would specifically like to thank Senator Wanzek, Vice Chairman of the Senate Appropriations Committee, and Senator Conley for their work and support of this bill in the Senate. HB 1010 with amendments passed unanimously in the Senate Chamber.

DUNSEITH, N.D. (AP) — The North Dakota Highway Patrol says a 7-year-old girl was struck and killed as she crossed a road with a group of children in Dunseith. The patrol says the driver of the car that hit the girl fled the scene after entering the ditch along Highway 281 Saturday afternoon. The girl was taken to Quentin N. Burdick Memorial Health Care Facility in Belcourt and was later taken by air to Trinity Hospital in Minot where she died.
BISMARCK, N.D. (AP) — North Dakota House Assistant Majority Leader Scott Louser has been cited for driving under the influence. The Bismarck Tribune reports that Louser issued a statement Saturday saying the highway patrol pulled him over late Thursday or early Friday in Bismarck. Louser apologized in the statement and said he’s taking “the necessary next steps including an evaluation process.” He promised nothing like this will happen again. A message The Associated Press left with the North Dakota Highway Patrol seeking more details wasn’t immediately returned. Louser is a 49-year-old Republican from Minot.
FARGO, N.D. (AP) — Firefighters in Fargo are investigating how a blaze broke out in a hotel room early Saturday morning. The Fargo Fire Department said in a news release that firefighers were called to the Grand Inn Hotel just before 5 a.m. and saw flames coming out of a window to a second-floor room. Firefighters called for back-up, anticipating a large number of rescues but they extinguished the fire in seven minutes and learned all the hotel’s occupants evacuated on their own. No one was injured and damage was limited to just the room and and an adjoining room.
MANDAN, N.D. (AP) — A former Mandan police officer has pleaded guilty to two felony sex crimes after prosecutors accused him of using his cellphone to record a minor. The Bismarck Tribune reports that 45-year-old Scott Warzecha entered pleas Friday to felony use of a minor in a sexual performance and felony surreptitious intrusion. He was charged in November with both counts as well as another count of felony intrusion. That charge was dropped in exchange for his pleas. Prosecutors will request Warzecha serve five years in prison and three years on probation. He remains free on bond pending a presentence investigation.
Bismarck (CSi) – Gov. Doug Burgum has directed all government agencies to fly the United States and North Dakota flags at half-staff until sunset Tuesday, April 20, and encourages North Dakotans to do the same at their homes and businesses, in honor and remembrance of the victims of Thursday’s shooting in Indianapolis.
The governor’s directive is in accordance with a proclamation issued today by President Joe Biden.
Bismarck (BND) – Nearly 1,400 North Dakota students, ages 13-19, participated in Bank of North Dakota’s March Money Madness, a financial literacy event, which qualified them for a drawing for one of two $1,529 College SAVE scholarships.
The 2021 recipients are Annika Tweten from Jamestown High School and Jocelyn Kulseth from Bowman County High School.
College SAVE is the state-sponsored 529 plan administered by BND. An account grows state and federal tax deferred and can be opened with as little as $25. College SAVE has three match options available for North Dakota residents. The New Baby Match doubles a $200 investment before a newborn’s first birthday; the Kindergarten Kickoff Match is $100 for 5- to 6-year-olds, and the BND Match offers up to $300 for those who meet generous income guidelines. MINNEAPOLIS (AP) — Attorneys in the trial of a former Minneapolis police officer charged with killing George Floyd will make their closing arguments Monday. Each side will be seeking to distill three weeks of testimony into a compelling argument that persuades jurors to deliver their view of the right verdict. For prosecutors, it’s that Derek Chauvin recklessly squeezed the life from Floyd as he pinned him to the pavement for more than 9 minutes in a clear misuse of force. For the defense, it’s that Floyd died of a bad heart and made himself more vulnerable by abusing drugs and resisting officers. The eventual verdict will come in a city and nation on edge over the outcome.

The University of Jamestown baseball team had trouble getting its offense going on Saturday, losing three games to Mount Marty (S.D.) University at Jack Brown Stadium. Scores were 3-2, 4-0, and 8-6.
The teams amended the weekend schedule to three seven-inning games Saturday and a single nine-inning game on Sunday instead of regularly scheduled doubleheaders each day. Due to an inclement weather forecast for Sunday, the fourth game was cancelled.

The Vikings took the first game 6-0 and finished the second game 10-0 in just five innings.
Valley City State now posts a 21-5 overall record and 14-2 conference record. Viterbo drops to 5-27 overall this season and 5-13 in the NSAA.

(AP) — Mark Gronowski passed for 149 yards and ran for 126 yards to help South Dakota State beat North Dakota State 27-17, ending the Bison’s 32-home game winning streak and nine-year streak with at least a share of the Missouri Valley Football Conference title. The No. 4 Jackrabbits clinched the conference’s automatic qualifier for the FCS playoffs in the 17th annual Dakota Marker game. The last home loss for the No. 2 Bison came against James Madison 27-17 on Dec. 16, 2016, in the semifinals of the FCS playoffs. Their streak ended as the fourth-longest home winning streak in FCS history.

UNDATED (AP) — A buzzer-beating bucket by the Miami Heat has allowed the Philadelphia 76ers to expand their lead in the NBA’s Eastern Conference without breaking a sweat.
Bam Adebayo (ad-eh-BY’-oh) drained a 13-footer as time expired to give the Heat a 109-107 victory over the Nets. Adebayo finished with 21 points and 15 boards for Miami, which trailed by six in the final minute before closing on a 10-2 run to end a three-game losing streak.
Landry Shamet had 30 points for Brooklyn, which lost Kevin Durant early in the game with a left thigh contusion.
The outcome drops the Nets 1 ½ games behind the East-leading 76ers, who were off on Sunday.

NBA fines Spurs for violating resting rules in game they won
NEW YORK (AP) — The NBA has fined the San Antonio Spurs $25,000 for violating the league’s player resting policy — in a game the Spurs won by 26 points.
The Spurs sat DeMar DeRozan, Patty Mills and Jakob Poeltl for rest Saturday night in Phoenix. It didn’t matter, as six Spurs players scored in double figures in a 111-85 rout of the Suns. According to the league’s resting policy, teams should not rest multiple healthy players for the same game. When they do rest healthy players, it is supposed to be in home games.

— Freddie Freeman crushed one of Atlanta’s four homers in the first inning against Kyle Hendricks, leading the Braves to a potentially costly 13-4 victory over the Cubs. Travis d’Arnaud, Ehire Adrianza (AY’-ray ah-dree-AHN’-zah) and Guillermo Heredia (gee-EHR’-moh heh-REH’-dee-uh) also connected during Atlanta’s fast start, and Heredia added his first career grand slam in the sixth for his first multihomer game. UNDATED (AP) — Shane Bieber is now the first pitcher in major league history to start a season with double-digit strikeouts in his first four starts.
The reigning AL Cy Young Award winner fanned 13 while allowing three runs over eight innings of the Indians’ 6-3 win over the Reds. Bieber has 48 strikeouts this year, matching Hall of Famer Nolan Ryan for the most through the first four starts of a season.

— The Dodgers’ eight-game winning streak is over after Eric Hosmer delivered the tying and go-ahead RBIs in the seventh and eighth innings, helping the Padres earn a 5-2 win over Los Angeles. Dodgers starter Trevor Bauer handed off a 2-1 lead after six innings in a tight duel with another Cy Young Award winner, Blake Snell.
— Phillies ace Aaron Nola fired his first nine-inning shutout in the majors as he fanned ten while allowing two hits in a 2-0 shutout of the Cardinals. Bryce Harper homered and had three hits for Philadelphia, one day after being held out of the lineup due to tightness in his lower back.
— The Mets won for the fifth time in six games as Marcus Stroman pitched eight innings of one-run ball in their 2-1 victory at Colorado. Stroman also made a dazzling defensive play and catcher James McCann threw out Trevor Story attempting to steal second for the final out.
— Madison Bumgarner had his best outing of the season, allowing a run over five innings as the Diamondbacks beat the Nationals, 5-2. Bumgarner gave up just two hits and dropped his ERA from 11.20 to 8.68 through four starts.
— Alex Wood pitched five innings in his season debut and four relievers completed a three-hitter as the Giants used an unearned run to beat the Marlins, 1-0 and avert a series sweep. Tyler Rogers pitched a perfect ninth for his first save to complete the Giants’ third shutout in their past seven games.
— Colin Moran smacked a three-run homer and supplied a tiebreaking double that gave the Pirates a 6-5, 10-inning win over the Brewers. The Pirates withstood a two-homer performance from Milwaukee’s Daniel Vogelbach to win the deciding game of this series.

Nats put Strasburg on IL with right shoulder inflammation
UNDATED (AP) — The Washington Nationals placed right-handed pitcher Stephen Strasburg on the 10-day injured list Sunday because of right shoulder inflammation. The move is retroactive to April 15.
The Nats also put right-hander Wander Suero (WAHN’-dur SWEHR’-oh) on the 10-day IL with a left oblique strain and recalled righty Ryne Harper from the alternate training site in Fredericksburg, Virginia.
Meanwhile, Nationals manager Dave Martinez says lefty Luis Avilán (A’-vih-lahn) has a torn ligament in his pitching elbow and is “weighing his decision on what to do.” He says the 31-year-old Avilán could have Tommy John surgery or “sit out and see if it heals.”

— Monday night’s game between Minnesota and the Oakland Athletics at the Coliseum has been postponed because of the Twins’ continued COVID-19 problems. Two games this weekend between the Twins and the Los Angeles Angels in Anaheim were postponed. MLB said the Twins and A’s are tentatively scheduled for a straight doubleheader Tuesday as a makeup.
— San Francisco Giants closer Jake McGee and right-hander Logan Webb have gone on the injured list because they’re feeling lingering effects from the COVID-19 vaccine. The Giants are hoping both pitchers will be on the list for only a game or two. The Giants recalled catcher Chadwick Tromp from the alternate training site and activated left-hander Alex Wood from the 10-day IL to start Sunday’s game at Miami.
— Yankees outfielder Jay Bruce is retiring. The 34-year-old is a three-time All-Star outfielder. He went to spring training with the Yankees on a minor league contract and made the major league roster as a first baseman when Luke Voit injured a knee. Bruce is hitting .118 with one homer and three RBIs in 39 plate appearances, and he remained active for Sunday’s game.

UNDATED (AP) — The Boston Bruins remain perfect since acquiring former Hart Trophy winner Taylor Hall at the trade deadline last week.
The Bruins own a four-game winning streak after Brad Marchand delivered two goals and a pair of assists in a 6-3 downing of the Capitals.
David Krejci (KRAY’-chee) and Patrice Bergeron also scored twice to back Tuukka (TOO’-kuh) Rask, who turned back 30 shots in his second victory since suffering an injury in February.
The Bruins’ winning streak has put them back in the mix for the East Division title chase. Boston is six points behind East-leading Washington with three games in hand.
The Islanders are back in second place in the East and just two points back after Nick Leddy scored the only goal in New York’s 1-0 overtime win at Philadelphia. The Isles hadn’t scored since early in the second period two games ago, a span of 159 minutes and 27 seconds of game time.
Rookie Ilya Sorokin (sah-ROH’-kihn) made 30 saves and improved to 12-2-0 in his last 14 games.
The Penguins remain three points behind the Capitals following a 4-2 loss to the last-place Sabres, who’ve already been eliminated from playoff contention. Sam Reinhart scored twice and Buffalo improved to 6-3-2 since an 18-game winless skid. Dustin Tokarski stopped 34 shots against the Penguins, who were 4-0-1 in their previous five games.

— The Rangers completed a four-game sweep of the Devils as Mika Zibanejad scored a power-play goal with three minutes left in the Blueshirts’ 5-3 victory. Chris Kreider, Vitali Kravtsov, Alexis Lafreniere (lah-frehn-YEHR’) and Ryan Strome (strohm) also scored as the Rangers extended their season-high point streak to six games at 5-0-1. — Mark Stone, Max Pacioretty (pash-uh-REH’-tee) and Nicolas Roy each had a goal and an assist for the Golden Knights in a 5-2 win over the Ducks. — Bo Horvat scored his second goal of the game 1:19 into overtime, giving the Canucks a 3-2 victory over the Maple Leafs. It was Vancouver’s return from a nearly four-week layoff because of a COVID-19 outbreak. Horvat also had an assist, and Nils Hoglander had a goal and an assist in the Canucks’ first game since March 24.

Bowman wins at Richmond
RICHMOND, Va. (AP) — Alex Bowman passed Denny Hamlin on a restart with 10 laps to go and drove away at Richmond Raceway for his third career victory in the NASCAR Cup Series.
Bowman produced a stunning conclusion to a race that Hamlin had dominated along with Martin Truex Jr. and Joey Logano. With all eyes on Hamlin and Logano on the restart, Bowman ducked inside Hamlin, easily gained the spot and held it to the finish to become the eighth winner in nine Cup races this season.
Hamlin did hang on to finish second, followed by Logano, Christopher Bell and Truex.

Chiefs great Fred Arbanas dead at 82
KANSAS CITY, Mo. (AP) — Former Kansas City Chiefs tight end and longtime Missouri politician Fred Arbanas has died at age 82.
Arbanas was a key member of the Chiefs’ first two Super Bowl teams in the 1960s’ and ’70s. He was a six-time all-AFL selection and was picked to the All-Time AFL Team by the Pro Football Hall of Fame.

HILTON HEAD ISLAND, S.C. (AP) — Stewart Cink (sihnk) had a steady, stress-free 70 to cap off a dominant week and win his third RBC Heritage title. The 47-year-old Cink finished 19 under at Harbour Town, four in front of Emiliano Grillo and Harold Varner III.
Cink became the fourth player on the PGA Tour to win twice in the same season after turning 47, joining Sam Snead, Julius Boros and Kenny Perry.
Cink had set 36- and 54-hole scoring records this week.

Stricker wins in Florida
NAPLES, Fla. (AP) — Steve Stricker closed with a 5-under 67, taking control with a wedge into 3 feet for birdie on the 16th hole before capturing the Chubb Classic.
The late birdie carried him to a one-shot victory in Naples, where the 54-year-old from Wisconsin makes his winter home.
The U.S. Ryder Cup captain won for the sixth time on the PGA Tour Champions, his first title since the U.S. Senior Open in the summer of 2019.
Robert Karlsson and Monday qualifier Alex Cejka (CHAY’-kah) of Germany each made birdie on the final hole to tie for second.

IMOLA, Italy (AP) — Max Verstappen has won a dramatic Emilia-Romagna (eh-MEEL’-yah roh-MAHN’-yah) Grand Prix after world champion Lewis Hamilton hit a wall.
The race was temporarily suspended following a separate incident involving Hamilton’s Mercedes teammate Valtteri Bottas.
Verstappen led for the majority of the race on the wet track as the Red Bull driver beat Hamilton by 22 seconds for the 11th win of his career. Lando Norris was third.

RALEIGH, N.C. (AP) — Several protesters were taken into custody Sunday night after authorities in North Carolina declared a police brutality demonstration an “unlawful assembly.” For a third night in a row, demonstrators marched through downtown Raleigh protesting the police killings of 20-year-old Daunte Wright in Minnesota and 13-year-old Adam Toledo in Chicago. News outlets report several people in the crowd threw eggs toward camera crews and police cars, burned American flags and overturned garbage cans. When protesters neared the old State Capitol building, police exited their vehicles and began chasing the crowd, which dispersed onto the sidewalk. Reporters on the scene say at least seven people were taken into custody.
INDIANAPOLIS (AP) — Police say the former employee who shot and killed eight people at a FedEx facility in Indianapolis legally purchased the two rifles used in the attack despite red flag laws designed to prevent that. The Indianapolis police say a trace of the two guns found at the scene revealed that suspect Brandon Scott Hole legally bought the rifles last July and September. Indiana has a “red flag law” intended to prevent people from possessing a firearm if they are found by a judge to present “an imminent risk.” Officials have not said whether a ruling was made in Hole’s case that would have prevented him from purchasing a firearm after police seized a shotgun from his home last year.
CHICAGO (AP) — People gathered around Chicago to remember a 13-year-old boy fatally shot by a police officer and to call for changes in policing and an end to gun violence. Sunday’s events followed the release of body-camera footage showing Chicago police Officer Eric Stillman shoot Adam Toledo less than a second after the boy dropped a gun, turned toward the officer and began raising his hands. Stillman chased Adam down a dark alley on March 29 after responding to a call of gunshots. Largely peaceful demonstrations have been held each day since the video was released on Thursday.
BERLIN (AP) — Russia’s delegate to high-level talks in Vienna aimed at bringing the United States back into the 2015 nuclear deal with Iran says they’re are moving ahead with experts working on drafting proposals this week, but a solution remains “far away.” Two expert groups have been brainstorming solutions to the two major issues: the rollback of American sanctions on one hand, and Iran’s return to compliance on the other. Russian representative Mikhail Ulyanov tweeted Monday: “we can note with satisfaction that the negotiations (are) entering the drafting stage.” He says:“Practical solutions are still far away, but we have moved from general words to agreeing on specific steps towards the goal.”
MOSCOW (AP) — The Russian state penitentiary service says a decision has been made to transfer imprisoned Russian opposition leader Alexei Navalny, who is in the third week of a hunger strike, to a hospital. The announcement comes two days after Navalny’s physician said his health was deteriorating rapidly and the 44-year-old Kremlin critic could be on the verge of death. The state prison service said in a statement that Navalny would be transferred to a hospital for convicts located in another penal colony in Vladimir, a city 180 kilometers (110 miles) east of Moscow. According to the statement, Navalny’s condition is deemed “satisfactory” and he has agreed to take vitamin supplements.

He is expected to present a nonbinding but symbolic goal to reduce greenhouse gas emissions that will have a tangible impact on climate change efforts not only in the U.S. but throughout the world. The emissions target is eagerly awaited by all sides of the climate debate, and it will signal how aggressively Biden wants to move on climate change. Republicans complain about job-killing government overreach while some on the left worry Biden has not gone far enough to address a profound threat to the planet.
TOKYO (AP) — Global shares are mixed and U.S. futures have declined amid cautious optimism about a global rebound from the coronavirus pandemic. Investors are awaiting a raft of earnings reports this week that will provide further fodder about how businesses are faring. Benchmarks in Japan, South Korea, China and Australia ended higher. Japanese Prime Minister Yoshihide Suga met with President Joe Biden over the weekend and asked Pfizer for a more steady supply of the vaccine. Japan has lagged the U.S., Israel and some European countries with barely 1% of its population inoculated. Some urban areas in Japan, including Tokyo, are expanding measures meant to curb infections.
