Jamestown (CSi) A plastic recycling dumpster fire, Wednesday afternoon about 3:45 outside the James House damage the unit.
City Fire Lt. Sheldon Mohr says, the dumpster was not near any structures.
He said the dumpster was destroyed.
He added the likely cause was discarded smoking materials.
Four City Fire units and 23 fire fighters were on the scene about a half hour.
Bismarck (Prairie Public Radio) –Prairie Public Radio reports that the North Dakota House has passed the budget for the state’s Commerce Department.
Included is a potential $5 million grant for the Buffalo City Park in Jamestown.
The measure says local developers in Jamestown have to raise $5 million in seed money. And if it were raised, it would be matched with a $5 million grant. And then the project could be eligible for up to $60 million in funding from the proceeds of the Legacy Fund, if the state Invest Board approves.
SB 2018 passed the House 58 to 35. It will go back to the Senate for further consideration.

Jamestown (CVHD) Central Valley Health District this week will have COVID-19 Testing at the Jamestown Civic Center in April from 11-a.m. to 12 noon, at the Jamestown Civic Center, April 23, 26,28, 30, using the Rapid Testing, BinaxNow.
By screening with rapid antigen tests, event attendees will be able to receive their test results within 15 minutes via text notification. The test also is less invasive than a PCR (Polymerase chain reaction) test in that it uses a nasal swab to collect a sample from the lower part of the nostril.
If a person tests positive, they should isolate at home immediately and a case investigator will be in touch with them within 24 hours. If the screening yields a negative result, individuals should continue to monitor for symptoms.
Interested individuals should fill out an online survey at testreg.nd.gov for faster registration.
For more information about rapid antigen tests and North Dakota’s screening strategies, visit https://www.health.nd.gov/rapid-antigen-screening
(CCHD) City/County Health reports, that testing continues to be important. Every Monday and Friday the CCHD will be at The W.E. Osmon (VCSU) Fieldhouse from 1pm to 2pm testing. Jamestown (CSi) Stutsman County Emergency Manager, Jerry Bergquist is winding down his 32 years of service, heading to retirement, and he’s working with his successors.
On Wednesday’s Wayne Byers Show on CSi Cable 2, Jerry said he will be on hand at his office the next few weeks, giving advice to the newly hired Stutsman County Emergency Manger, Andrew Kirking, and Assistant Emergency Manager, and Communications Administrator, (former 9-1-1 Coordinator title) Riley Schafer. His official retirement will come near the end of June this year. He said after that he will be available to consult with Andrew and Riley.
On our show, Andrew said he comes to Jamestown, following education in Emergency Management at NDSU, and recently the Pembina County Emergency Manager for eight years.
He noted he’s continuing to stay up to date on technology changes, while learning “in the field,” and receiving advice and training on the job from Jerry Bergquist.
Riley Schafer said has a degree in Business from Valley City State University, and then decided to go into law enforcement. He spent two years as a sheriff’s deputy in McHenry County, ND and then a year as a Stutsman County Sheriff’s Deputy. He’s also been in contact with FEMA officials, learning information from them.
He said he decided to apply for the Assistant Stutsman County Emergency Manager, Communication Administrator as he and Andrews Kirking were approved to be hired by the Stutsman County Commission. He and Andrew are also working together now for future adventures in both of their positions.
Jerry Bergquist also reminded viewers and listeners that the week of April 26t has been designated, “Severe Summer Weather Awareness Week,” for the entire state of North Dakota. This annual event is intended to remind the public of the dangers associated with severe summer weather including lightning, high winds, large hail, flash floods and tornadoes. All of which, can cause severe property damage, personal injury, and even death. It is also the opportunity for family to discuss what they will go and where the will meet to be safe during a severe weather event, if they are separated, between home, work, school, or other activities.
Those living in mobile homes should also have arrangement made to head to a safe structure.
Stutsman County Emergency Manager, Jerry Bergquist says, as part of the awareness week activities, Stutsman County will conduct a tornado exercise that will begin at about 11:15 a.m. Wednesday, April 28th. The exercise will simulate what occurs locally when a tornado warning is issued by the National Weather Service.
The tornado exercise will be testing internal notification procedures county-wide along with siren activation capabilities. Sirens will be activated in many area communities including the Cities of Jamestown, Buchanan, Cleveland, Medina and Streeter. In most communities, sirens will be activated for approximately 3 minutes.
Because the National Weather Service will not directly be involved with the exercise, the simulated warning will not be broadcast through the National Weather Service all-hazards weather radio system. The Emergency Alert System (EAS) for local AM/FM radio stations and cable television providers will not be activated. The Stutsman Alert’s notification system powered by Everbridge will also not be activated for this test.
The most common reason a community’s warning sirens are activated is to warn the public of a possible tornado. However, sirens could also be activated to alert the public of other types of events that could be a danger to the community.
Bismarck (CSi) Gov. Doug Burgum announced Wednesday that he will lift North Dakota’s COVID-19 emergency declaration on April 30 as the state continues to shift the focus of its pandemic response efforts to increasing vaccination rates.
Burgum declared a state of emergency in response to COVID-19 on March 13, 2020, the same day then-President Donald Trump declared a national emergency and two days after North Dakota had confirmed its first case of COVID-19.
“Lifting this emergency declaration on April 30 recognizes the tremendous progress our state has made in protecting the most vulnerable, preserving hospital capacity and making safe, effective vaccines available to every eligible North Dakotan,” Burgum said. “Nearly 70% of North Dakotans ages 65 years and older have received at least one dose of the vaccine and 64% are fully vaccinated, including over 90% of long-term care residents. Our vaccination efforts remain a top priority as another wave of COVID-19 continues to spread across the country and world.”
The State of North Dakota currently has no enforced business or event protocols related to COVID-19, though local measures or orders may still be in place. A statewide mask requirement, implemented by the state health officer with Burgum’s support on Nov. 18 as hospitals and health care workers were overwhelmed with patients and COVID-related deaths were peaking, was lifted Jan. 18, making its 65-day duration the shortest among states that implemented such requirements.
“North Dakota has relied heavily on individual responsibility and local control throughout our pandemic fight. Mitigation measures were deployed strategically and kept in place long enough for vaccines to be made available to every eligible citizen,” Burgum said. “Our vaccination efforts will continue stronger than ever, and we encourage those who haven’t received the vaccine to consider getting it to protect themselves and their communities.”
Over 510,000 doses of COVID-19 vaccine have been administered in North Dakota, which has an estimated population of 762,000. More than 62% of North Dakotans ages 50 years or older have received at least one dose, and over 54% are fully vaccinated.
“While the emergency declaration is ending, the virus is still present in our communities,” Interim State Health Officer Dirk Wilke said. “We encourage North Dakotans to keep using the tools that got us here: physical distancing, wearing a mask when you can’t distance, getting tested and vaccinated.”
Lifting the emergency declaration on April 30 will eliminate the remaining pandemic-related executive orders. The Unified Command will be decommissioned effective April 30, however National Guard resources will continue to be available to support the Department of Health and local public health vaccination and testing efforts.
Waiting until April 30 to lift the declaration will allow the Legislature to pass pending legislation tied to pandemic-related executive orders that cut red tape and ensured assistance reached citizens, and will allow an orderly decommission of the Unified Command.
For more information on North Dakota’s COVID-19 response, visit www.health.nd.gov/coronavirus or www.ndresponse.gov.
BISMARCK, N.D. (AP) — Republican Gov. Doug Burgum has vetoed a bill that would prohibit state officials from mandating face coverings. In his veto message, Burgum says North Dakota law assigns the governor the responsibility to “minimize or avert the adverse effects of a disaster or emergency.” The bill received broad support in both legislative chambers. Bill sponsors have argued there was no proof that masks work to slow the spread of the coronavirus and they questioned the government’s role in mandating them. It wasn’t clear Wednesday if it could get the two-thirds majority needed for a veto override.
MINNEAPOLIS (AP) — The family of Daunte Wright is preparing for his funeral Thursday. It comes just days after guilty verdicts were handed down for the former Minneapolis police officer whose killing of George Floyd set off nationwide protests and a reckoning over racism. Wright died April 11 after a white Brooklyn Center police officer shot the 20-year-old Black man during a traffic stop. Her chief said it appeared the officer mistakenly used her gun instead of her Taser. The officer resigned soon after and is charged with second-degree manslaughter. Wright’s killing came amid increasing tension during the weekslong trial of Derek Chauvin, the white former police officer who killed Floyd.

Jamestown (CSi) The Jamestown Marksmanship Education Range (JMER) has brought to the Stutsman County Commission a possible lease agreement to build a gun range in the county for 27.9 acres, with the land located at the east side of Jamestown Reservoir.
On Tuesday, JMER President Keith Domke approached the Stutsman County Commission about a possible lease agreement for 27.9 acres of land on the east side of the reservoir.
Domke pointed out that the plan includes building an indoor recreational shooting and education facility of about 36,000 square feet of land just south of the ND Game & Fish Department office.
Domke added that it would not affect any amenities in the area including the walking path and landscaping.
Donations for the project would go toward funding, through the Game & Fish Department, which are used to build shooting ranges.
Domke said the cost could exceed $3 million based on similar projects.
Commission Chairman Mark Klose said commissioners would like to know an estimate, needed before the project can move forward.
Anyone with questions about the project can contact Keith Domke at 701-320-6983 or email keith.domke@gmail.com.

Jenna Remenar (FR/Vancouver, Wash.)’s two-out, two-run walkoff home run in the bottom of the seventh gave the University of Jamestown softball team a 3-1 win over Concordia (Neb.) University Wednesday afternoon at Trapper Field.
Concordia came back in game two with a 4-2 win to salvage a split of the conference series. Jamestown is back in action Friday at Doane (Neb.) University.
BISMARCK, N.D. (AP) — Republican North Dakota Gov. Doug Burgum has vetoed legislation restricting transgender students from participating in public elementary and secondary school sports. The bill prohibits K-12 schools from “knowingly” allowing a student to join an athletic team exclusively for their opposite gender, but does allow girls to play on boys teams. Burgum says there is no evidence of a ”transgender girl attempting to play on a North Dakota girls’ team.” The American Civil Liberties Union called legislation unconstitutional and would open the state up to costly litigation.
(AP) There’s a common thread linking most of the Football Championship Subdivision players who expect to hear their name called in the NFL draft. They didn’t participate in their schools’ pandemic-delayed spring season. The delaying of the FCS season until February left draft prospects from those schools facing a dilemma. Do they stick with their schools for the spring season or use that time to get ready for the draft? Most decided to start preparing for their future. North Dakota State’s Trey Lance and Dillon Radunz will likely be the first two players drafted from non-Football Bowl Subdivision programs.
MLB..
UNDATED (AP) — The Oakland Athletics extended their winning streak to 11, rallying from a two-run deficit to beat the Twins 13-12 when Luis Arraez threw away Ramón Laureano’s grounder for Minnesota’s second error of the 10th inning.
Nelson Cruz had two home runs and four RBIs for the Twins, and Byron Buxton hit a two-run homer for a 12-10 lead in the 10th.
Mark Canha (KAN’-ah) hit what should have been a game-ending grounder to second baseman Travis Blankenhorn, who allowed the ball to bounce off his glove for a run-scoring error. Arraez then sailed his throw over first baseman Willians Astudillo (as-too-DEE’-oh).
— Ian Anderson took a shutout into the seventh inning, Austin Riley homered and the Atlanta Braves scraped by with just four hits to beat the New York Yankees 4-1. The 22-year-old right-hander threw 97 pitches as temperatures dipped into the low 40s. Corey Kluber kept New York in it with his best start yet in pinstripes, but the Yankees lost for the sixth time in seven games.
Elsewhere in the majors:
— Andrew Knapp hit the winning single in the ninth inning, Bryce Harper hit a tying solo homer in the seventh and the Philadelphia Phillies beat the San Francisco Giants 6-5. Hector Neris struck out two in a scoreless ninth for the win. Mickey Moniak hit his first career home run for the Phillies five years after they made him the No. 1 overall draft pick.
— Max Scherzer struck out nine in six scoreless innings to move up to No. 21 on the career Ks leaderboard, and Alex Avila AH’-vee-lah) drove in the game’s lone run with one of his two doubles, helping the Washington Nationals edge the St. Louis Cardinals 1-0. Scherzer retired 12 of his last 13 batters and got his first win of this season. He gave up four hits and lowered his ERA to 1.80.
— Omar Narvaez hit a two-run homer and and Jace Peterson added a solo shot for the Milwaukee Brewers, who beat the San Diego Padres 4-2 to complete a three-game sweep. Padres right-hander Dinelson Lamet left his season debut after two scoreless innings due to right forearm tightness.
— Tyler Anderson’s five strong innings helped Pittsburgh move to 8-9 with a 3-2 victory over the Detroit Tigers in the first game of Wednesday’s doubleheader, but Detroit rallied for a 5-2 win in the nightcap. Pittsburgh has won five of its last eight games after a 1-6 start.
— Rookie Trevor Rogers didn’t allow a runner past second base while pitching a career-high seven innings, and the Miami Marlins earned a split of their two-game series against Baltimore by winning 3-0. Jesús Aguilar broke a 0-0 tie with a two-out, two-run double in the fifth. Rogers allowed four hits and one walk while striking out eight, lowering his ERA to 1.64 as he earned his third career win.
— Austin Gomber got his first victory for the Colorado Rockies, allowing two hits over six innings to beat the Astros 6-3 on a wintry afternoon and send Houston to its ninth loss in 10 games.
— Josh VanMeter hit a tying three-run homer in the ninth inning against his former team, and the Arizona Diamondbacks beat the Cincinnati Reds 8-5 in 10 innings for their second win of the day. In the conclusion of Tuesday’s night’s suspended game, Arizona held on for a 5-4 victory. Stefan Crichton (KRY’-tuhn) pitched a scoreless ninth inning for his second save. The Diamondbacks trailed 3-0 heading to the ninth in the regularly scheduled contest. But Amir Garrett issued two walks before VanMeter drove a 2-2 pitch deep to right for his first homer of the season. Arizona then broke it open with five runs in the 10th.
— Salvador Perez hit a game-ending RBI single, and the Kansas City Royals avoided a sweep by topping the Tampa Bay Rays 9-8. Jorge Soler, Hunter Dozier and Carlos Santana homered for Kansas City, which trailed 6-3 heading to the bottom of the seventh inning. Scott Barlow allowed Joey Wendle’s tiebreaking RBI double in the ninth, but got the win when the Royals rallied.
— Adolis García hit a go-ahead, three-run homer in the eighth inning, and the Texas Rangers rallied from a late two-run deficit for a 7-4 victory over the Los Angeles Angels. Nate Lowe homered immediately after García’s blast for the Rangers. Mike Trout, Shohei Ohtani (SHOH’-hay oh-TAH’-nee), Justin Upton and José Iglesias (en-REE’-kay ee-GLAY’-see-uhs) hit solo homers for the Angels, who have lost four of six after their bullpen had a meltdown evoking memories of last season’s terrible relief group.
— Looking to spark a scuffling offense, Toronto manager Charlie Montoyo shook up his lineup and the Blue Jays responded in a 6-3 victory over the Boston Red Sox. Vladimir Guerrero (guh-REHR’-oh) Jr. hit an RBI single in the first inning and the Blue Jays scored three more runs in the second against Garrett Richards. Toronto finished with 10 hits to split a two-game set with its AL East rival at Fenway Park.
— Javier Báez hit a grand slam and the Chicago Cubs took advantage of a season-high four errors by the New York Mets in a 16-4 romp on a chilly night at Wrigley Field. Báez scored three runs and hit his sixth career slam off reliever Trevor Hildenberger in the sixth inning. The Cubs posted their most runs since they scored 16 against Pittsburgh on Sept. 15, 2019. Francisco Lindor hit his first homer for the Mets, and Pete Alonso added a mammoth drive that sailed out of the ballpark.
— The Cleveland Indians postponed Wednesday night’s game against the Chicago White Sox because of snow and cold weather. The AL Central teams will make up the postponement on Chicago’s next visit to Cleveland by playing a traditional doubleheader on May 31.
MLB-NEWS
— Infielder JT Riddle has been placed on the COVID-19 injured list by the Minnesota Twins. The Twins selected the contract of catcher Tomás Telis from the taxi squad to replace Riddle on the 26-man roster.
Maldonado, Astros deal
UNDATED (AP) — Catcher Martín Maldonado and the Houston Astros have agreed to a $5.5 million, one-year contract for 2022. The deal includes a $5 million salary for 2022 and a $4 million team option for 2023 with a $500,000 buyout. A Gold Glove winner in 2017, Maldonado is 3 for 34 with no RBIs in 37 plate appearances this season. He has a .216 career average with 69 homers and 244 RBIs.
In other MLB news:
— Baltimore Orioles right fielder Anthony Santander has gone on the 10-day injured list with a sprained left ankle. He is expected to be sidelined two to four weeks. The Orioles recalled outfielder Ryan McKenna from the alternate training site at Double-A Bowie.

— Former major league player and coach Tom Robson has died. He was 75. Robson coached for the Rangers, Mets and Chiba Lotte Marines under Bobby Valentine, and also with Cincinnati.
NBA…
— Buddy Hield scored 29 points and made a clutch 3-pointer with 8.8 seconds remaining, lifting the Sacramento Kings to a 128-125 win over the Minnesota Timberwolves. Moments after Minnesota’s D’Angelo Russell missed from above the arc, Hield came back the other way and hit his seventh 3 of the game to help Sacramento avoid being swept in the three-game season series with the Timberwolves.
UNDATED (AP) — Chris Paul scored 28 points, Devin Booker had 19 and Mikal Bridges 18 to lead the Phoenix Suns to a 116-113 win over the Philadelphia 76ers on Wednesday night, improving to the NBA-best road record 19-7.
Joel Embiid had 38 points and 17 rebounds. He heaved a fullcourt shot at the horn that rattled around the rim and put the All-Center center on his back in disbelief over the near-make.
The Sixers again played without starters Ben Simmons because of an unspecified illness and Tobias Harris with a sore right knee. But, the Sixers are secure enough in a playoff spot to the point they don’t have to rush either one back. Seth Curry also missed the game with a left hip flexor.
Elsewhere in the NBA:
— Luke Kennard scored a season-high 28 points and the short-handed Los Angeles Clippers recovered from an 18-point, first-quarter deficit to beat the Memphis Grizzlies 117-105. Marcus Morris added 25 points and Terance Mann had 19 points in helping the Clippers win their third in a row and 10th in 11 games despite being without starters Kawhi Leonard, Paul George and Reggie Jackson. — Nikola Jokic scored 25 points and made three key free throws down the stretch to give the Denver Nuggets a 106-105 victory over the Portland Trail Blazers. Michael Porter Jr. scored 17 points, all in the opening quarter, for the Nuggets, who won their fourth straight. Damian Lillard scored 22 point for Portland, which has struggled against Western Conference teams that sit higher in the standings. The Trail Blazers lost their third straight.
— Julius Randle had 40 points and 10 rebounds to lead the New York Knicks to a 137-127 overtime victory over the Atlanta Hawks. Randle’s driving layup with eight seconds left in regulation gave New York a 122-119 lead, but Bogdan Bogdanovic hit a 3-pointer with 6.2 seconds left to send the game into overtime. The Knicks won their NBA-best eighth straight game.
— Stephen Curry had his first rough night in a month, and Bradley Beal rallied Washington in the fourth quarter for its season-best sixth straight victory, 118-114 over the Golden State Warriors. The Wizards hosted fans for the first time in more than a year. Coming off a historic 11-game stretch in which he made 78 3-pointers and surpassed Beal as the NBA’s scoring leader, Curry scored 18 points on 7-of-25 shooting, including 2 of 14 on 3s. NFL eliminates preseason OTs, Combine changes considered
UNDATED (AP) — NFL owners approved eliminating overtime in preseason games and expanded selection of jersey numbers for receivers, running backs and defensive backs. The league also will allow on-field officials to get certain “objective information” from the replay official and designated members of the officiating department “when clear and obvious video evidence is present.”
The NFL is also exploring changes to the annual NFL scouting combine to improve the professional and medical experience for draft prospects. The combine in Indianapolis was canceled this year because of the coronavirus pandemic, so prospects displayed their talents for scouts, coaches and general managers at their college pro days instead.
Teams interviewed players virtually and most medical and psychological testing was done by video. About 150 draft prospects did in-person medical evaluations in Indianapolis earlier this month.

WASHINGTON (AP) — President Joe Biden is prepared to open a global Earth Day summit with an ambitious pledge to cut at least in half the climate-wrecking coal and petroleum fumes that the U.S. pumps out. Biden hopes the commitment by the United States, along with similar ones from its allies, will spur China and other big polluters to move faster on cutting their own emissions. Biden is to tell dozens of world leaders at the virtual summit beginning Thursday that the U.S. will cut fossil fuel emissions by up to 52% by 2030. Biden’s administration has offered few details of how it intends to do that.
MOSCOW (AP) — The Russian military is conducting massive drills in Crimea involving dozens of navy ships and thousands of troops in a show of force amid tensions with Ukraine. The maneuvers were described as the largest since Russia annexed Ukraine’s Black Sea peninsula in 2014 and threw its weight behind separatist insurgents in eastern Ukraine. The exercise comes amid increasing violations of a cease-fire in Ukraine’s east and a massive Russian troops buildup on the border with Ukraine that raised Western concerns. The Russian Defense Ministry said Thursday that the Crimean maneuvers involve more than 60 ships, over 10,000 troops and about 1,200 military vehicles.
BRUSSELS (AP) — U.S. President Joe Biden and other leaders of NATO member countries plan to discuss tense ties with Russia and China, the troop withdrawal from Afghanistan and the future of the 30-nation military alliance at a summit in Belgium on June 14. NATO Secretary General Jens Stoltenberg said Thursday that meeting will focus on the security “challenges of today and tomorrow: Russia’s aggressive actions, the threat of terrorism, cyber-attacks, emerging and disruptive technologies, the security impact of climate change, and the rise of China.”

The measure is expected to pass easily in the House and be sent to the Senate, where the real fight awaits in the evenly divided chamber.
