STURGIS, S.D. (AP) — The Black Hills of South Dakota are  roaring with motorcycles and crowds as the Sturgis Motorcycle Rally starts. The annual rally returns just as coronavirus cases in the state are rising with the more contagious delta variant. Organizers say they expected at least 700,000 people to show up during the 10-day event. Even on Thursday, downtown Sturgis was clogged with Harleys, rallygoers crowded shoulder-to-shoulder at bars and rock shows, and masks were nowhere in sight. Public health experts worry the rally will again be a vehicle to spread coronavirus infections. Hundreds of rallygoers were infected last year, spreading the virus to other communities.

(AP)  Canada is lifting its prohibition on Americans crossing the border to shop, vacation or visit, but the United States is keeping similar restrictions in place for Canadians. The reopening Monday is part of a bumpy return to normalcy from COVID-19 travel bans. The border has been closed to nonessential travel since March 2020 to try to slow the spread of the coronavirus. The U.S. has said it will extend its closure to Canadians making nonessential trips until at least Aug. 21, which also applies to the Mexican border. The lopsided rules on one of the world’s longest and busiest land borders is unsurprisingly being met with cheers and jeers.

MINOT, N.D. (AP) — A Minot man has been sentenced to six years in prison and three years of probation for crashing his motorcycle while drunk, killing a passenger. The 43-year-old Hughes earlier pleaded guilty to vehicular homicide. He was transported to a local hospital where he was later pronounced dead.

FARGO, N.D. (AP) — A complaint filed on behalf of a North Dakota agency challenges a new state law promoted by the energy industry on limiting the collection of oil and gas royalties. The measure that went into effect this week reduces the amount of interest the state can charge companies for unpaid oil and gas royalties, from 30% to 15%. In addition, the law that sailed through the Republican-dominated Legislature does not allow the state to collect unpaid royalties before August 2013. The brief filed Monday on behalf of the state land board argues the legislation violates the U.S. Constitution because it harms the obligation of previously agreed-upon contracts. State Land Commissioner Jodi Smith has said “hundreds of millions” of dollars are owed to the state.

The Indianapolis Colts and Leonard have agreed to a five-year contract extension worth $99.25 million. Contract terms were confirmed to The Associated Press by a person with knowledge of the deal.

In world and national news…

(AP)  Thick smoke that held down winds and temperatures began to clear Sunday from the scenic forestlands of Northern California as firefighters battling the largest single wildfire in state history braced for a return of fire-friendly weather. The winds weren’t expected to reach the ferocious speeds that helped the Dixie Fire explode in size last week. But they were nonetheless concerning for firefighters working in unprecedented conditions to protect thousands of threatened homes and buildings. The Dixie Fire grew to an area of 765 square miles by Sunday evening and was just 21% contained. It has scorched an area more than twice the size of New York City.

ATHENS, Greece (AP) — Firefighters and residents are battling a massive forest fire on Greece’s second largest island for a seventh day. They are fighting to save what they can from flames that have decimated vast tracts of pristine forest, destroyed homes and businesses and sent thousands fleeing. Evia’s fire is the most severe of dozens that have broken out across Greece over the past few days, after the country was baked by its worst heat wave in three decades which sent temperatures soaring to 45 degrees Celsius for days. The heat, coming amid what has already been a particularly hot summer, has turned Greece’s forests, including large areas of easily flammable pine trees, into bone-dry tinderboxes.

WASHINGTON (AP) — The political center appears to be holding in the Senate to push the $1 trillion infrastructure package toward final passage. A coalition of Republicans and Democrats is brushing off criticisms from the right and left flanks of the parties, eager to deliver new spending on public works back home. Sixty-eight senators pushed the measure past another hurdle Sunday. But Tennessee Republican Bill Hagerty is refusing to yield hours of required debate time in an effort to slow the march for one of President Joe Biden’s top priorities. Final passage may come on Tuesday.

BEIJING (AP) — Global stocks are mixed after U.S. hiring improved and China and Australia tightened anti-virus controls that threaten to weigh on an economic recovery. London and Frankfurt opened lower while Shanghai and Hong Kong advanced. Japanese markets were closed for a holiday. Investors have been encouraged by higher U.S. corporate profits and the global increase in coronavirus vaccinations. But the delta variant’s spread has prompted some governments to reimpose controls on business and travel. On Friday, Wall Street rose to a new record after the U.S. government reported unexpectedly strong July hiring.

KABUL, Afghanistan (AP) — The Taliban have taken another provincial capital in Afghanistan, pressing on with their relentless offensive as American and NATO forces finalize their pullout from the war-torn country. The council chief of northern Sar-e Pul province said on Monday that the Taliban overran the provincial capital, the city of Sar-e Pul, meeting little resistance in their last few days of their advance. The government forces have now completely withdrawn from the province. The militants have ramped up their push across much of Afghanistan in recent weeks, turning their guns on provincial capitals after taking district after district and large swaths of land in the mostly rural countryside.

MILAN (AP) — Italian paramilitary police are investigating the source of an envelope containing three bullets addressed to the pope. The carabinieri provincial command in Milan says the suspicious envelope was identified overnight at a mail sorting facility in a suburb. It had been mailed from France. The envelope was addressed by hand in pen to: “The Pope, Vatican City, St. Peter’s Square, Rome,” and contained three bullets presumed to be for a pistol and a message referring to financial operations at the Vatican.
