Jamestown (CSi) The Jamestown City Fire Department was called out at 4:04-p.m, Tuesday to a fuel spill at I-94 Exit 260 westbound.
An SUV received a hole in its fuel tank after hitting a piece of concrete on the highway.
After the leak was contained the scene was turned over to the NDDOT.
One city fire unit and four firefighters were at the scene for about 40 minutes. 15 firefighters were on standby at the fire station but were not needed to respond.
Valley City Valley City Firefighters were called out about 1:23pm Tuesday, to a residence at 256 10th Avenue Southeast in Valley City.
Fire Chief Scott Magnuson says smoke filled area inside the home. The investigation revealed that an automatic oven cleaner got too hot and started to roll out smoke. No injuries or property damage was reported.
Jamestown (CSi) At the Jamestown Area Chamber of Commerce /Ag Energy Committee luncheon on Tuesday, held at the North Dakota Farmers Union, in Jamestown those in attendance heard a presentation by Guest Speaker, Mike Keller of Archer Daniels Midland, with an update of the $350 million dollar soybean crushing and refining complex under construction at the Spiritwood Energy Park.
Keller said contractors have started demolition of the closed Cargill Malt Plant. The demolition is expected to continue through December this year, with a completion date anticipated by the 2023 harvest, with a capacity of processing 150,000 bushels per day, producing approximately 600 million pounds of refined soybean oil annually.
The Spiritwood complex is expected produce 1.8 million pounds of oil to be transported to Marathon Petroleum in Dickinson.
The facility will employ approximately 75 people.
Bismarck North Dakota Department of Commerce Department announces the Jamestown Bison World project is awarded $400,000 for a comprehensive plan to support design and planning that will allow for construction to begin. A total of $1 million was awarded to five projects through the 2021 Tourism Planning Grant.
Bison World, to transform 30 acres of unused land belonging to the North Dakota State Hospital into a tourism gateway for North Dakota.
The 2021 Tourism Planning Grant appropriated by the North Dakota legislature, supports professional planning for tourism developers who have a destination project that would have the ability to attract visitors from outside North Dakota and retain them for at least four to six hours and preferably an overnight stay-in or near the community.
Commerce Tourism and Marketing Director Sara Otte Coleman says. “We expect the plans developed, will provide insight for future attractions that will be a driving force in boosting our economy by creating more entertainment and recreation attractions.”

- Following the Public Hearing the City Council voted to approve the special assessments for Sanitary Sewer Lift Station Improvements (Lift Station No. 20) District #20-31, in the total amount of $1,766,000.00 and assess to benefited properties within the district (Cavendish Farms).
- Another PUBLIC HEARING was held: Concerning the special assessment list for the State Hospital Water Line District #20-62. No one spoke.

The committee recommends introducing the first reading of an ordinance to amend and re-enact Ordinance No. 329 of the City Code by amending the District Map to change the zoning of Lubeck’s Addition, Lots 5, 6, 10 & 11, City of Jamestown, Stutsman County, North Dakota from C-1 (Local Commercial District) to C-2 (General Commercial District). The property is located at 1512 Business Loop East (Unit A & B) and 1602 Business Loop East. A conservation easement will be maintained related to the zone change due to the proximity to the James River. A Special Use Permit will also be issued.
PUBLIC WORKS COMMITTEE:
The committee recommends approval of the Resolution pertaining to Watermain Replacement District #22-61 (approximately 16 Blocks located in the SW and SE parts of the city) and set up and establish the district. The area will have increased pipe size to increase water flow and improve fire protection.
INFORMATIONAL: Interstate Engineering provided information on the 2022 Watermain Improvement Project District #22-61.
The committee recommends approving entering into an Engineering Agreement with Interstate Engineering, for Wastewater Treatment Facility Improvements.
INFORMATIONAL: City Engineer project updates was provided by City Engineer, Travis Dillman. He said the new water pipe under the James River for that project has been installed, with the ends to be tied in.
INFORMATIONAL: Recycling collection update. The city has received a recycling check from Recycle North Dakota in the amount of $3,000.
INFORMATIONAL: Garbage collection update. The Baler is up and running again.
FINANCE & LEGAL COMMITTEE:
The committee recommends approval of the request from JSDC Economic Development Funds for Jamestown Tourism Grant, in the amount of $75,000, with the City Share to be $60,000, paid from the City Sales Tax Fund.
The committee recommends approving the request from JSDC to approve the revised Jamestown/Stutsman Development Corporation Policies Manual.
The committee recommends approving the job description developed by a city committe for the position of City Planner / GIS Coordinator at Range 67 ($5,388 – $7,767).
The committee recommends moved to place of the adjustments to utility rates effective in 2022, on the November City Council agenda without recommendation, along with adjustments the license and permit fees effective in 2022.

Bismarck (CSi) The North Dakota Aeronautics Commission reports that North Dakota’s eight commercial service airports posted almost 75,000 airline passenger boardings during the month of September 2021. This is a 90% increase from September 2020 but is still 16% below September 2019’s pre-pandemic airline boarding counts.
September 2021 Airline Boardings at Jamestown Regional Airport were 934, compared to 385 in September 2020, and 824 in September 2019.
Year to date through September Jamestown Airline boardings were 7721 compared to 4223 through September of 2020.
Over the last four consecutive months, North Dakota’s airports have been able to sustain passenger demand between 15% – 20% below the 2019 pre-pandemic levels. This is an encouraging sign; however, known challenges exist within the industry that have so far prevented a full recovery in passenger numbers. Airlines have cited an inability to add additional flights due to staff shortages and the industry has still not yet seen a strong recovery in business and government travel due to persisting COVID-19 concerns.
North Dakota also experiences challenges associated with travel restrictions at the Canadian border which impedes the ability for airline passenger growth to occur from the travel of Canadian citizens. The announcement that the Canadian border will re-open to non-essential travel in early November is a step in the right direction to help encourage economic growth within the state’s tourism and travel industry.
Executive Director of the North Dakota Aeronautics Commission, Kyle Wanner says, “Holiday travel is right around the corner and we hope to see the aviation industry rise to the challenge and ensure an appropriate workforce is available to accommodate the needs and air service demands of the flying public. Aviation workforce shortages also create opportunities and provides encouragement for our youth to consider a career in the aviation sector. Pilots, aircraft mechanics, and unmanned aircraft operators are just a few of the exciting career options that are projected to continue to be in high demand.“

Valley City (VCPS) Valley City residents this week will be mailed a survey to fill out from Valley City Public Schools.
Superintendent, Josh Johnson says the survey includes options on the exploring the future of the school district, as outlined, at the recent public input meetings.
The survey is to be returned to Valley City Public Schools by November 1.

BUXTON, N.D. (AP) — The University of North Dakota’s aerospace school has cancelled all flight activities after a student pilot from Chicago died in a plane crash. The University of North Dakota plane went down about 8:30 p.m. Monday in a field near the Traill County community of Buxton, in northeastern North Dakota. The Grand Forks-based school identified the victim as 19-year-old John Hauser, a student majoring in commercial aviation. Robert Kraus, dean of the John D. Odegard School of Aerospace Sciences, ordered a “safety stand down,” halting all flight activity Tuesday. University officials say counseling services are being offered to students.
The investigation continues in connection with a 9-1-1 call around the time of crash, of a possible suicide attempt, possibly in connection with the crash.
BISMARCK, N.D. (AP) — The North Dakota Highway Patrol says it’s working to improve security measures after an audit found key card access to the building hasn’t been adequately monitored. The audit found that 13 state employees who had been terminated still had active access cards. The audit also found 28 active access cards for contractors who had completed work but had not had their cards disabled. North Dakota Auditor Joshua Gallion says contractor access cards are supposed to expire a year from a finished a contract, though some contractors were given up to 78 years of key card access.

(UJ) Jackson Vercellono scored with 24 seconds left to give No. 3 Liberty (Va.) University a 2-1 win over the 13th-ranked University of Jamestown hockey team Tuesday night at Wilson Arena.
After a scoreless first period that saw the Jimmies narrowly outshoot the Flames 9-7, Andrew Clark (SO/Spokane, Wash.) gave UJ a 1-0 with a power play goal at 7:43 of the second. Aidan Potas (JR/Fargo, N.D.) and Reid Wilson (SO/Castlegar, British Columbia) got the assists on Clark’s third goal of the season.
The scoring attempts picked up in the second period as both teams combined for 37 shots, 21 of them coming from Jamestown. However, the Jimmies still held on to a 1-0 lead going into the third.
Liberty took advantage of an odd-man rush and Matthew Bartel found Jason Foltz, who tied the game at 3:53 of the third. Both teams continued to look for the go-ahead goal, but both goaltenders came up with some highlight-quality saves to preserve the deadlock.
Chaydan Lauber was credited with the assist on Vercellono’s go-ahead tally.
Shots were 43-39 in favor of the Jimmies. Tyson Brouwer (SR/Lethbridge, Alberta) made 37 stops while Hunter Virostek had 42 for the Flames. UJ was 1 for 5 on the power play while Liberty was 0 for 4. The two teams will meet again February 18-19 in Lynchburg, Va.

Bellinger, Betts rally Dodgers past Braves
LOS ANGELES (AP) — Five outs from a three-games-to-none deficit in the NL Championship Series, the Los Angeles Dodgers rallied to beat the Atlanta Braves.
Mookie Betts provided the tiebreaking single while the Dodgers erupted for four runs in the eighth inning to pull out a 6-5 victory over the Braves. Cody Bellinger tied it with a three-run blast off losing pitcher Luke Jackson.
Corey Seager opened the scoring with a two-run homer for LA.
Atlanta trailed 2-0 in the fourth inning until Joc Pederson, Adam Duvall and Dansby Swanson delivered RBI singles ahead of Eddie Rosario’s bases-loaded walk. Duvall also singled home a fifth-inning run.
Tony Gonsolin was credited with the win after getting out of an eighth-inning jam. Kenley Jansen struck out the side in the ninth to get the save.

Astros explode in 9th, beat Red Sox
BOSTON (AP) — The Houston Astros have knotted the AL Championship Series at two games apiece by finally regaining their hitting stroke.
The Astros erupted for seven runs in the ninth inning to come away with a 9-2 thumping of the Red Sox. It was a 2-2 game until Jason Castro’s RBI single opened the floodgates. Michael Brantley broke it open with a three-run double before Yordan (yohr-DAHN’) Alvarez, Carlos Correa and Kyle Tucker followed with RBI singles to empty Fenway Park.
The Red Sox managed just five hits and failed to score after Xander Bogaerts (BOH’-gahrts) belted a two-run homer in the first inning.
Alex Bregman homered for the Astros, who are guaranteed a Game 6 at home.
Game 5 is Wednesday in Boston.

Boone gets new deal
UNDATED (AP) — The future of New York Yankees manager Aaron Boone has been resolved. He’s received a three-year contract extension that includes an option for 2025.
Boone owns a 328-218 record with the Yankees, reaching the postseason four times but winning just one AL East title. He joined Hall of Famer Miller Huggins as the only Yankees managers to return for a fifth season without winning a World Series. Huggins actually went five seasons without a title before capturing three World Series between 1923-28.

— The price of a qualifying offer to Major League Baseball free agents dropped by $500,000 to $18.4 million. The figure is determined by the average of the top 125 major league contracts this year and marks only the second fall.

Bucks-Nets open season
UNDATED (AP) — The Milwaukee Bucks raised their NBA championship banner on Tuesday before blowing out the team predicted to win it all this season.
Giannis Antetokounmpo (YAH’-nihs an-teh-toh-KOON’-poh) poured in 32 points and the Bucks opened the defense of their first title in half a century by beating the Nets, 127-104. Antetokounmpo also had 14 rebounds and seven assists in a rematch of the Bucks’ Eastern Conference quarterfinal series win.
Khris Middleton and Pat Connaughton each added 20 points to help the Bucks withstand the loss of Jrue Holiday, who sat out the second half with a bruised right heel after scoring 12 points.
Kevin Durant led the Nets with 32 points and 11 rebounds.
In Los Angeles, Stephen Curry had a triple-double and the Warriors rallied from 10 points down to beat the Lakers, 121-114. Curry had 21 points, 10 boards and 10 assists for Golden State, which trailed 84-74 late in the third quarter.
LeBron James had 34 points and 11 rebounds for Los Angeles, while Anthony Davis chipped in 30 points and 11 boards.

Simmons suspended by 76ers
UNDATED (AP) — The Philadelphia 76ers have run out of patience with Ben Simmons.
The team has suspended the disgruntled guard for the season opener after he declined to fully participate in practice since returning to the team. Simmons refused to play as a full participant at Tuesday’s practice, a day after he lingered outside a team huddle and mostly stayed alone in a corner without talking to teammates.
Team captain and reigning NBA Most Valuable Player Joel Embiid (joh-EHL ehm-BEED’) says he’s tired of babysitting Simmons unless he wants to listen. Embiid says Simmons can do what he wants, adding that the team will be fine without him.
Simmons has not talked publicly since his offseason trade request.

— Pistons guard Cade Cunningham has been ruled out of the team’s season-opening game against the Bulls due to a sprained right ankle. Cunningham hurt his ankle early in training camp and did not play in the preseason.
— The Wizards have signed center Daniel Gafford to a three-year, $40.2 million contract extension that runs through the 2025-26 season. Washington acquired Gafford in a trade in March. Mayfield ready to tough it out
UNDATED — Cleveland Browns quarterback Baker Mayfield says he expects to play Thursday night against the Denver Broncos despite a painful left shoulder.
The injury has worsened since he hurt it a month ago while trying to make a tackle. He says the decision to play will be made by the team.
Mayfield re-injured his non-throwing shoulder Sunday and was late joining his teammates on the practice field Tuesday. He did throw a couple of passes at the very end of the portion open to reporters.

UNDATED (AP) — The Florida Panthers are 3-0 for the second straight season after knocking off the two-time defending Stanley Cup champs.
Aleksander Barkov scored the go-ahead goal 3:40 into the third period of the Panthers’ 4-1 decision over the Lightning. Barkov’s tally came 64 seconds after the Lightning tied it 1-all on Brayden Point’s goal.

— The Stars pulled out a 2-1 win over the Penguins on shootout goals by Joe Pavelski (pah-VEHL’-skee) and Alexander Radulov (RAD’-yoo-lahv). The Penguins have picked up at least one point in each of their first four games despite playing without injured stars Sidney Crosby and Evgeni Malkin.
— Rookie Jonathan Dahlen scored his first two goals in his second career game as the Sharks rolled to a 5-0 win. Erik Karlsson and Timo Meir each had a goal and two assists in San Jose’s 10th straight victory over Montreal.
— Matt Duchene (doo-SHAYN’) and Tanner Jeannot (zhah-NOH’) scored in the third period to give the Predators a 2-1 win versus the Kings. Nashville goalie Juuse Saros (YOO’-see SAH’-rohs) made 25 saves.
— Rookie Dawson Mercer and Damon Severson (SEE’-vur-suhn) scored first-period goals in the Devils’ 4-2 downing of Seattle. The expansion Kraken went 1-3-1 ahead of its first-ever home game against Vancouver.
— Lucas Raymond made his first NHL goal a big one for the Red Wings, breaking a scoreless tie in the third period of their 4-1 victory against the Blue Jackets. Raymond also assisted on Tyler Bertuzzi’s fifth goal of the season just over two minutes after he beat goalie Joonas Korpisalo (YOH’-nuhs kohr-pih-SAH’-loh).
— The Sabres earned a 5-2 win over the Canucks behind Jeff Skinner and Tage (tayhj) Thompson, who scored 23 seconds apart in the third period. Kyle Okposo and Zemgus Girgensons each added a goal and an assist to help Buffalo improve to 3-0 for the first time since 2008.

MacKinnon back, Wheeler out
UNDATED (AP) — Colorado Avalanche star forward Nathan MacKinnon made his season debut Wednesday against the Capitals in Washington.
MacKinnon tested positive for the coronavirus last week and had been in the league’s COVID-19 protocols since Oct. 12, causing him to miss two games. The three-time MVP finalist needed to test negative twice to be cleared to rejoin the team.
Meanwhile, Jets forward Blake Wheeler will miss at least four games while sidelined for COVID-19. The Jets said that Wheeler was symptomatic after testing positive for the virus.

— Blues forward Pavel Buchnevich (booch-NAY’-vihch) has received a two-game suspension for head-butting Arizona forward Lawson Crouse during Monday’s game. Buchnevich was assessed a match penalty for head-butting and is considered a repeat offender by the league.
— Former Islanders right wing Mike Bossy has disclosed that he’s been diagnosed with lung cancer and will take leave from his job while undergoing treatment. The 64-year-old Bossy had 573 goals and 1,126 points over 10 seasons with the Islanders, hoisting the Stanley Cup every year from 1980-83.

WASHINGTON (AP) — Scaling back his big government-overhaul plans, President Joe Biden has described a more-limited vision to Democratic lawmakers. In meetings at the White House on Tuesday, Biden told lawmakers he wants a $2 trillion package with at least $500 billion to tackle climate change, along with money for middle-class priorities — child tax credits, paid family leave, health care and free pre-kindergarten. That’s according to lawmakers and others familiar with the private meetings. And he expects negotiations to wrap up as soon as this week. The president met with both centrist and progressive Democrats as they narrow, reshape and finish up what had been his sweeping $3.5 trillion budget plan.
WASHINGTON (AP) — A House committee investigating the Jan. 6 Capitol insurrection has voted unanimously to hold former White House aide Steve Bannon in contempt of Congress. The longtime ally of former President Donald Trump defied a subpoena for documents and testimony. Trump is still defending his supporters who broke into the Capitol that day. He has aggressively tried to block the committee’s work by directing Bannon not to answer questions while also suing the panel to try to prevent Congress from obtaining former White House documents. The committee’s chairman, Mississippi Rep. Bennie Thompson, says: “We won’t be deterred. We won’t be distracted. And we won’t be delayed.”
LONDON (AP) — Buckingham Palace says Queen Elizabeth II has reluctantly accepted medical advice to rest for a few days. The palace did not offer specifics on the decision Wednesday. But it said the monarch is “in good spirits and is disappointed that she will no longer be able to visit Northern Ireland, where she had been due to undertake a series of engagements today and tomorrow.” The palace added that she “sends her warmest good wishes to the people of Northern Ireland, and looks forward to visiting in the future.”
LONDON (AP) — Oscar-winning British songwriter Leslie Bricusse, whose work includes James Bond themes and Willy Wonka’s signature tune, has died. He was 90. Son Adam Bricusse said on Facebook that his father “passed away peacefully” on Tuesday. No cause of death was given. Born in London in 1931, Bricusse wrote lyrics for the Bond themes “Goldfinger” and “You Only Live Twice,” with music by John Barry. Among his best-known film scores is “Willy Wonka and the Chocolate Factory,” which included the songs “Pure Imagination” and “The Candy Man.” The latter became a huge hit for Sammy Davis Jr. He won two Academy Awards, including one for “Talk to the Animals” from “Doctor Doolittle.”
BROOKSHIRE, Texas (AP) — Authorities say a plane taking passengers from Texas to the AL Championship Series game in Boston burst into flames after it ran off a runway during takeoff. The Federal Aviation Administration says the McDonnell Douglas MD-87 was carrying 21 people when it rolled through a fence and caught fire at the Houston Executive Airport in Brookshire Tuesday morning. The FAA says everyone made it off the plane safely. The only reported injury was a passenger with back pain. Waller County Judge Trey Duhon says the group was headed to see the Astros and Red Sox play a game scheduled for Tuesday night. The aircraft is registered to a Houston-area investment firm.
BEIJING (AP) — Global stock markets are mixed after Wall Street advanced on strong corporate earnings and Japanese exports weakened. London and Shanghai declined while Tokyo and Frankfurt advanced. The future for Wall Street’s benchmark S&P 500 index was off less than 0.1% after five days of gains. Investors watched for inflation updates from Britain and some other European governments amid concern central banks might feel pressure to hike interest rates sooner than planned or roll back stimulus. Investors worry disruptions to manufacturing supply chains and shipping due to the coronavirus pandemic may depress corporate profits or push up inflation. Japanese government data showed September exports fell 3.9% compared with the previous month.
