BISMARCK, N.D. (AP) — North Dakota Attorney General Wayne Stenehjem says state colleges should comply with legislation that forbids a school from funneling grant money to a person or organization that promotes or performs abortions. Stenehjem’s opinion came after an inquiry from North Dakota University System Chancellor Mark Hagerott, who asked if the legislation was constitutional. Stenehjem says it is not “clearly and patently unconstitutional.” The legislation was aimed primarily at preventing North Dakota State University from funneling federal grant money to Planned Parenthood for sex education.
BISMARCK, N.D. (AP) — North Dakota health officials are expecting 18,000 initial doses of the pediatric coronavirus vaccine. That’s enough enough to cover 25% of the state’s roughly 71,000 children ages 5 to 11 who were identified in the 2019 census. The state Health Department said in a statement Wednesday that “vaccinating children will help protect them from getting COVID-19.” To date, there have been 8,841 cases of COVID-19 in North Dakota children ages 5-11, and 22 were hospitalized. The Health Department said it will be hosting an online town hall event on Friday to talk about the availability of the vaccine.
BISMARCK, N.D. (AP) — Gov. Doug Burgum said the way to address methane emissions is through innovation, not further regulation which he says will only drive energy production overseas. Burgum and other Republicans in North Dakota have denounced Democratic President Joe Biden’s methane reduction plan which he announced at the United Nations climate summit in Glasgow, Scotland this week. In the U.S., the Environmental Protection Agency would target reductions from existing oil and gas wells nationwide, rather than focus only on new wells as previous regulations have done. Burgum says the Biden administration should be allowing industry to reinvest in existing and future infrastructure to protect the environment and human health while also reducing regulatory costs.

VALLEY CITY (VCSU) – Valley City State’s Emma Nielsen hit back-to-back 3-pointers early in the third quarter to put the Vikings ahead by double figures to help lift the Vikings to an 81-74 victory over University of Minnesota-Morris Wednesday night.

Dieterle put up 19 points and grabbed 13 rebounds while Torres totaled 17 points, 10 rebounds and five assists. Ashlyn Diemert added eight points and Hailey Roberts dished out five assists for VCSU.
“I really liked how our returners overall set the tone for us. Ashlyn [Diemert] started a spark for us off the bench and our returners didn’t let us get stagnant in important times. We do have a lot to learn but it’s always fun to start 1-0.” said head coach Vanessa Johnson.
Valley City State trailed by as much as six points towards the end of the first quarter but picked up the tempo in the second quarter and used a 10-0 run to take a 33-27 lead. A basket from freshman Ashlyn Diemert gave the Vikings a 40-37 advantage at the half.
Emma Nielsen hit three 3-pointers in the first three minutes out of the locker room to lift the Vikings to a 53-43 lead. A Katie Johnson 3-pointer put the Vikings up by 14 points at 67-53 with 0:42 left in the third quarter.

The Vikings built a 61-18 halftime lead and coasted in the second half en route to the 62-point victory. The 123 points is the second-most in school history, trailing only a 128-point performance in 2015 against Oglala Lakota College.
“Our guys did most of the little things well tonight, which is what we’ve been working on,” said VCSU head coach Ryan Montgomery. “I feel like it was a good warmup for our games this weekend.”
Valley City State improves its record to 1-2 overall this season. The Vikings are back on the road this weekend, playing Dakota Wesleyan and Mount Marty on Saturday and Sunday during the Sanford Classic at the Sioux Falls (S.D.) Pentagon. UNDATED (AP) — Green Bay Packers quarterback Aaron Rodgers is in the NFL’s COVID-19 protocol and will miss Sunday’s game at Kansas City.
Coach Matt LaFleur confirmed Wednesday that Rodgers is in the protocol but would not say if he had tested positive. LaFleur said 2020 first-round pick Jordan Love is the starter against the Chiefs. Love has thrown just seven NFL passes.
The reigning NFL MVP is the latest Green Bay player to deal with the coronavirus. Wide receivers Davante Adams, a 2020 All-Pro, and Allen Lazard missed last week’s victory at Arizona because of COVID-19 protocols.
With Rodgers out and third-stringer Kurt Benkert on the COVID-19 list, the Packers have signed QB Blake Bortles to the practice squad.
— Browns wide receiver Odell Beckham Jr. was excused from practice a day after his father caused a stir by sharing a video of quarterback Baker Mayfield not throwing passes to his wide-open son. Beckham may be down to his final hours with the Browns, who met with the star’s representatives to work out a resolution. The team is now deciding whether to cut ties with the polarizing wide receiver or see if he and Mayfield can move forward together.
— Chargers quarterback Justin Herbert was limited during Wednesday’s practice because of a right hand injury suffered late in last Sunday’s loss to the Patriots. Herbert banged his throwing hand on the helmet of a Patriots player during the final drive, which ended with his scoring pass to Joshua Palmer.
— Dolphins general manager Chris Grier says Miami considered making a trade with Houston for quarterback Deshaun Watson before Tuesday’s deadline. Greier added that he did not ask Watson’s accusers to sign nondisclosure agreements in the hopes of resolving the sexual assault and misconduct cases against the embattled quarterback. Watson has not been charged with a crime and has denied all wrongdoing.
— Carolina Panthers running back Christian McCaffrey and quarterback Sam Darnold showed up for practice Wednesday in full pads. However, their status for Sunday’s game against the New England Patriots remains very much up in the air. McCaffrey was designated for return from injured reserve and the team has 21 days to decide whether to activate him on the 53-man roster. Darnold remains in the NFL’s concussion protocol.
— Saints receiver Michael Thomas says he won’t play this season because of complications related to offseason ankle surgery. Saints coach Sean Payton says Thomas will need an additional procedure and the setback has nothing to do with the receiver’s work ethic or approach to his recovery.

Ruggs made his initial court appearance Wednesday on felony charges of driving under the influence of alcohol resulting in death and reckless driving. The team released Ruggs just hours after the fiery crash.
— Versatile Colts running back Tom Matte (MA’-tee) has died at 82. Matte spent his entire 12 years in the NFL with the Colts. During the 1965 season, in a memorable three-game stint, he filled in at quarterback. After scoring three touchdowns to carry Baltimore past Cleveland in the 1968 NFL title game, Matte became the first player to top 100 yards rushing in a Super Bowl, totaling 116 in a huge upset loss to Joe Namath and the New York Jets.

LONDON (AP) — Britain has granted a conditional authorization to Merck’s coronavirus antiviral. It’s the first pill shown to successfully treat COVID-19. The U.K. is the first country to OK the treatment. But it wasn’t immediately clear how quickly the drug known as molnupiravir will be available. It’s intended to be taken at home twice a day for five days by people with mild to moderate COVID-19. An antiviral pill that reduces symptoms and speeds recovery could prove groundbreaking, easing caseloads on hospitals and helping to curb outbreaks in poorer countries with fragile health systems. Molnupiravir is also pending review by regulators in the United States and the European Union.
The woman in charge of weapons on the movie set where actor Alec Baldwin fatally shot cinematographer Halyna Hutchins said Wednesday night that she had inspected the gun Baldwin shot but doesn’t know how a live bullet ended up inside. “Who put those in there and why is the central question,” Hannah Gutierrez Reed, the armorer for the movie “Rust” said in a statement issued by one of her lawyers. The statement adds that she inspected the rounds before handing the firearm to assistant director David Halls “by spinning the cylinder and showing him all of the rounds and then handing him the firearm.”
KENOSHA, Wis. (AP) — Kyle Rittenhouse shouted “Friendly! Friendly! Friendly!” as he was being chased by a man he eventually shot to death during street protests against racial injustice. That’s according to a police detective who testified at his murder trial Wednesday in Kenosha, Wisconsin. Video took center stage Wednesday in the Illinois man’s trial in the shootings of three men — two fatally — after Rittenhouse traveled to Kenosha in August 2020 with a medical kit and a rifle in what he says was an effort to safeguard property from damaging riots. One of the videos came from an FBI surveillance plane some 9,000 feet above. Rittenhouse’s defense attorney argued that the video showed the first man Rittenhouse shot confronted him in “the classic ambush.”
TOKYO (AP) — Global shares are rising, boosted by the U.S. Federal Reserve’s announcement that it will begin winding down the extraordinary aid for the economy it has been providing since early in the pandemic. Benchmarks in France, Germany and Britain are higher in early trading. Shares in Japan, South Korea, Australia and China finished higher. U.S. futures are also edging up. Analysts say the Fed’s message was both dovish and hawkish, meaning interest rates will remain low for some time. Investors are also watching for upcoming earnings reports from an array of companies, including Japanese automakers and technology companies.
WASHINGTON (AP) — The House is preparing to debate and vote on a revised draft of President Joe Biden’s now-$1.85 trillion domestic policy package as well as a companion $1 trillion infrastructure bill. Majority Leader Steny Hoyer says House votes are possible Thursday. Eager to show voters they can deliver after dismal election results, they finished up the overall package Wednesday. Debate is expected to open Thursday but voting could slip into Friday.
WASHINGTON (AP) — U.S. authorities are expecting arrests and criminal charges related to ransomware in the coming weeks. That’s according to Deputy Attorney General Lisa Monaco, who spoke to The Associated Press about the U.S. government’s response to the ransomware threat. She declined to be specific, but said that “in the days and weeks to come, you’re going to see more arrests” and law enforcement operations. The expected actions come as the U.S. continues to endure what Monaco called a “steady drumbeat” of attacks despite President Joe Biden’s admonitions last summer to Russian counterpart Vladimir Putin following a spate of lucrative attacks linked to Russia-based hacking gangs.
