Valley City  (CCHD)  City County Health District in Valley City encourages anyone who has not had a chance to get the COVID-19 vaccine, to phone City County Health at 845-8518 for an appointment. CCHD reports that based on new data from Minnesota, individuals who are unvaccinated are 15 times more likely to be hospitalized from COVID-19 and 30 times more likely to die from COVID-19 than are those who are fully vaccinated.

Jamestown  (JPD)   The Jamestown Police Department is notifying  residents regarding a convicted sex offender who has relocated to a new residence in Jamestown.

John Robert Weslie now lives at 1610 Business Loop East (Basement) at Riverside Motel, Jamestown, ND 58401.

He is a 35 year old White Male, five feet eight inches tall, weighing 164 pound with Blue eyes and Blond Hair.

Westlie has been assigned a  High Risk assessment by the North Dakota Risk Level Committee of the North Dakota Attorney General’s Office.

Offense: Gross Sexual Imposition, while in residential placement for a previous offense, involving fondling a nine year old boy on numerous occasions while riding in a van with adult staff members.

Conviction Date: October 2004 in Burleigh County, ND Juvenile Court.

Disposition: 12 months in custody of DJS.

Offense: Gross Sexual Imposition, engaging in a sex act with two boys age three and six, and fondling a three year old girl.

Conviction Date: January 2003 in Williams County, ND Juvenile Court.

Disposition: 12 months custody DJS.

Westlie is not wanted by police at this time and has served the sentence imposed by the court.

Jamestown (CSi) Amy Walters has been selected as the new Jamestown Parks and Recreation Executive Director, following the recommendation of a search committee, that reviewed 14 individuals for the position.

The 14 was pared to five finalists.

The Park Board voted 4-1 in favor, of hiring Walters with Commissioner Mark Ukestad voting in opposition.

Walters will succeed Doug Hogan who previously announced his retirement at the end of this year.

Her hiring will become official when she accepts the position and salary.

Her successor as Two Rivers Activity Director will be discussed by the board.

 

 

 

Jamestown  (CSi)  A  special briefing on Bison World will be made in Jamestown in December to allow the media to access a presentation.

Brian Lunde tells CSiNewsNow.com in an E-mail that Robert McTyre, founder of Apogee Attractions will present the comprehensive plans for this new theme park on state-owned land near Jamestown. The final plans are the culmination of a 22-month planning process with Apogee Attractions, one of the nation’s leading theme park designers, in consultation with the North Dakota Division of Tourism. The plans are ready to be executed immediately upon securing funding.

Bison World Fund, a 501 (c) (3) corporation, was formed recently to structure an investment and management agreement utilizing our new state law (HB 1425).  This unique project directs nearly all of the financial returns back to the state for enhancing its land adjacent to I-94.

BISMARCK, N.D. (AP) — A North Dakota lawmaker and an organizer of rally to oppose COVID-19 vaccine mandates is infected with the coronavirus and won’t attend the event. Republican Rep. Jeff Hoverson says he is “quarantining.” He told The Associated Press Monday that he is taking the deworming drug ivermectin and has not checked into a hospital. He says the virus is “like a really bad flu.” Hoverson is a pastor and one of the most conservative members of the Legislature. The rally scheduled for Monday at North Dakota’s Capitol aims to encourage state lawmakers to oppose vaccine mandates.

Bismarck   (NOV. 8, 2021) – Gov. Doug Burgum Monday delivered his State of the State address to a special session of the 67th Legislative Assembly, calling for investment of federal American Rescue Plan Act (ARPA) dollars and the state’s excess ending fund balance into infrastructure, tax relief, workforce, economic development and other priorities to move North Dakota forward.

 

Burgum said, “By investing right now, right here in North Dakota, we can diversify the economy, we can enhance government services, and we can avoid inflation, be competitive and create long-term cost savings for citizens – all without raising taxes. But we must invest strategically. That means one-time expenditures that don’t grow government. It means providing long-term value, efficiency and cost savings for taxpayers. And it means ensuring a high return-on-investment and leveraging private dollars to maximize the impact of public funds.”

 

Burgum signed an executive order Oct. 29 convening a special session of the Legislature on Nov. 8 to address legislative redistricting, statewide infrastructure and capital projects, natural gas infrastructure, statewide workforce programs, economic development opportunities, income tax relief and road, water and deferred maintenance needs.

 

Most of the investments are proposed from the state’s ARPA funds. North Dakota received just over $1 billion in ARPA State Fiscal Recovery funds and $113 million in ARPA Coronavirus Capital Projects funds, for a total of $1.12 billion in ARPA funds designated for distribution by the state. About $423 million of that amount already has been appropriated by the Legislature last spring for transportation infrastructure and capital projects.

 

The state also ended the 2019-21 budget cycle with a general fund ending balance that was $412 million more than what the Legislature obligated for the current 2021-23 budget. Today, Burgum repeated his call for the Legislature to use approximately half of those excess funds, or $207 million, to provide individuals with an income tax credit of up to $500 per year, per return, for the 2021 and 2022 tax returns.

 

Burgum said, “Providing tax relief now for the 2021 and 2022 calendar years – putting money back into the hands of our citizens – is real tax relief, and it’s responsive.  We can afford to do it, and we should want to do it. The hardworking taxpayers of North Dakota certainly deserve it.”

 

Burgum noted the state’s reserves are healthy, with the rainy-day Budget Stabilization Fund at its legislatively set maximum of $749 million, a record high. The Office of Management and Budget also is projecting a nearly $600 million unobligated balance in the Strategic Investment and Improvements Fund and an unobligated general fund balance of $540 million by the end of the biennium. Burgum said the state’s financial condition “presents a golden opportunity to invest in our future and provide tax relief and future savings to our citizens.”

 

The governor released his Accelerate ND plan on Sept. 30 with broad input from the private and public sectors, delivering a solid starting point for the ARPA investment process. Burgum today thanked legislative leaders for their collaboration through the process and also thanked the interim appropriations committees for advancing high return-on-investment opportunities, noting the strong alignment between the appropriations bills and the Accelerate ND plan.

Valley City  (VCSU) – Valley City State University junior guard Adriana Torres was selected as the second edition of the North Star Athletic Association (NSAA) Women’s Basketball Player-of-the-Week, the conference office announced Monday.

Adriana Torres – Valley City State (N.D.) – 5’10” – Junior – guard – Pelican Rapids, Minn. – Torres paced the offense for Valley City State (N.D.) as they went 2-1 on the week.  She posted a double-double in the season opener with 17 points and 10 rebounds to lift the Vikings over NCAA Division III Minnesota-Morris.  She added two more games scoring in double figures on the week with 14 points in a 67-51 setback to Dakota Wesleyan (S.D.) and 17 points in a 75-64 victory over Mount Marty (S.D.).  For the week, Torres averaged 16.0 points (48 total points), 8.7 rebounds (26 total rebounds), and 2.0 assists (6 total assists) per game.  She shot 19-of-45 from the field (42.2 percent) and 6-of-14 from the 3-point arc.

PITTSBURGH (AP) — The Pittsburgh Steelers are 5-3 after Ben Roethlisberger’s (RAWTH’-lihs-bur-gur) 50th game-winning drive of his 18-year career.

The Steelers coughed up a 10-point lead in the fourth quarter before Chris Boswell drilled a 40-yard field goal with 26 seconds left to send Pittsburgh past the Chicago Bears, 29-27. Roethlisberger directed the Steelers 52 yards in seven plays on the winning drive, aided by Chicago’s 12th penalty of the night.

Rookie tight end Pat Freiermuth (FRY’-ur-mooth) caught two touchdown passes and rookie running back Najee Harris found the end zone for a fifth straight game as the Steelers earned their fourth win in a row. Roethlisberger completed 21 of 30 passes for 205 yards without an interception.

Justin Fields found Darnell Mooney for a 16-yard strike with 1:46 remaining to give the Bears a 27-26 lead. But Chicago fell to 3-6 by allowing the Steelers to earn their 20th straight Monday Night Football home win.

Wilson cleared to practice

UNDATED (AP) — Seattle Seahawks quarterback Russell Wilson has been cleared to return to football activities barely a month after undergoing surgery on the middle finger of his throwing hand.

Wilson’s surgeon says he has never encountered a player so committed to his postop therapy and with so much conviction to return to the same, if not better, level of performance as he had pre-injury. Wilson was hurt in Seattle’s Week 5 loss to the Los Angeles Rams when his hand hit the arm of Rams defensive lineman Aaron Donald.

The Seahawks have gone 1-2 since Geno Smith became the starting QB.

In other NFL news:

— Panthers quarterback Sam Darnold went for an MRI on his throwing shoulder Monday after experiencing soreness following Carolina’s 24-6 loss to the Patriots on Sunday. Coach Matt Rhule (rool) said he will wait until Wednesday to get a better grasp on Darnold’s injury status before making a determination on who’ll start Sunday at Arizona.

— Jets quarterback Zach Wilson is expected to return to practice this week and could start again as soon as Sunday against Buffalo. Coach Robert Saleh said Monday that Wilson would be the team’s starting quarterback when he was fully healthy. The second player taken in this year’s draft has missed two games with a sprained right knee ligament.

— Wide receiver Odell Beckham Jr. has been formally waived by the Browns and can now be taken by any NFL team at a $7.25 million price tag for the rest of this season. If Beckham clears waivers by Tuesday at 4 p.m., he’ll be a free agent and can sign with any team. In that case, the Browns will have to pay him $4.25 million for this season, saving them $3 million.

— The Raiders have now dropped each of the two players they took in the first round of the 2020 draft after waiving Damon Arnette. General manager Mike Mayock said the move was necessary in response to a social media post with Arnette brandishing a gun and threatening to kill someone. The move to cut Arnette comes less than a week after No. 12 overall pick Henry Ruggs III was released following a fatal DUI crash.

— 49ers right tackle Mike McGlinchey will miss the rest of the season with a torn quadriceps. The 2018 first-round pick got hurt during Sunday’s loss to the Cardinals in the latest injury blow for San Francisco.

— Memphis trailed by 16 with 7:30 left in regulation before a 21-4 rally carried the Grizzlies to a 125-118 overtime win against the Timberwolves. Ja (jah) Morant poured in 33 points and Brandon Clarke had 20 points and nine rebounds for Memphis. Minnesota dropped its sixth in a row despite Karl-Anthony Towns, who hit a 3-pointer to end regulation and finished with 25 points and 13 rebounds.

 

UNDATED (AP) — The New York Knicks have stopped the Philadelphia 76ers’ winning streak at six games.

Julius Randle scored 31 points, including eight straight during a key fourth-quarter stretch that carried the Knicks past the Sixers, 103-96. Randle also had 12 rebounds and RJ Barrett added 15 points in New York’s second win in five games.

Philadelphia was without four-time All-Star Joel Embiid (joh-EHL’ ehm-BEED’) and three others due to the NBA’s health and safety protocols. The Sixers wouldn’t confirm an ESPN report that said Embiid had tested positive for the coronavirus.

Andre Drummond started in place of Embiid, and had 14 points and 25 rebounds.

— The Warriors earned a 127-113 win over the Hawks as Stephen Curry scored an NBA season-high 50 points with nine 3-pointers, 10 assists and seven rebounds. Only Hall of Famers Wilt Chamberlain and Rick Barry had registered a game with 50 points and 10 assists in Warriors franchise history. Curry scored Golden State’s first 13 points, then 10 straight down the stretch in the third.

— Anthony Davis, Carmelo Anthony and Russell Westbrook carried the Lakers to a 126-123 overtime win against the Hornets. Davis scored six of his 32 points in OT and grabbed 12 boards, while Anthony had a season-high 29 points. Westbrook had his first triple-double with the Lakers, finishing with 17 points and 14 assists and 12 rebounds.

— The Bulls ended the Nets’ five-game winning streak by dominating the fourth quarter of a 118-95 win in Chicago. The Bulls outscored the Nets, 42-17 in the final period, including 13 straight after Brooklyn took an 80-76 lead. DeMar DeRozan sparked the run with two straight buckets and finished with 28 points.

— Nikola Jokic (nih-KOH’-lah YOH’-kihch) had 25 points, 15 rebounds and 10 assists before the NBA MVP was ejected in the Nuggets’ 113-96 verdict over the Heat. Jokic was tossed for violently slamming his shoulder into Markieff Morris with 2:39 remaining. Will Barton scored 25 points for Denver, which held the opposition to under 100 points for the seventh time this season.

 

— Luka Doncic (DAHN’-chihch) provided 25 points and the Mavericks overcame a sluggish start for a 108-92 victory over the Pelicans. Tim Hardaway Jr. and Jalen Brunson added 17 apiece and led a 12-0 run that gave Dallas a 93-71 lead. New Orleans led by 11 in the first quarter before suffering their seventh straight loss and falling to a league-worst 1-10.

— Cameron Payne delivered a season-high 24 points in 22 minutes off the bench to help the Suns earn their fifth consecutive win, 109-104 versus the Kings. Devin Booker had 18 points, nine rebounds and six assists for Phoenix, while Chris Paul and Mikal Bridges scored 16 apiece. Harrison Barnes had 26 points and De’Aaron Fox scored 24 for Sacramento.

Cavaliers guard Sexton has left knee tear, out indefinitely

UNDATED (AP) — The Cleveland Cavaliers’ strong start has been marred by an injury to Collin Sexton.

The starting guard is out indefinitely after suffering a knee injury in Sunday’s win at New York. The Cavs said Sexton has a torn meniscus but didn’t mention the need for surgery.

Sexton is averaging 16 points and 3.3 rebounds, one reason for the team’s 7-4 start.

NCAA streamlines constitution, set to give power to schools

UNDATED (AP) — The NCAA has set the stage for a dramatic restructuring of college sports.

Proposed changes include reshaping of Division I that will tackle revenue distribution, how rules are made and enforced and access to the most-high profile and lucrative NCAA events such as the men’s basketball tournament. There’s also the question of just how big the tent should be at the top of college sports.

The rewritten constitution focuses more on the NCAA’s broad goals of athlete welfare and athletics as part of an academic experience instead of governing procedures and operations. Both matters have come under increasing criticism.

UNDATED (AP) — The New York Rangers have prevented the Florida Panthers from tying the best 12-game start in an NHL season.

Igor Shesterkin (shehs-TUR’-kihn) made a season-high 42 saves and the Rangers built a 4-0 lead before holding off the Panthers, 4-3. Chris Kreider and Adam Fox each had a goal in the first period before K’Andre Miller and Ryan Strome (strohm) scored 30 seconds apart in the second.

Florida tallied three times in the third, twice in the final 1:26 before falling to 10-1-1.

Elsewhere on NHL ice:

— Alex Ovechkin scored his 741st career goal and set up two others as the Capitals defeated the Sabres, 5-3. Ovechkin tied Brett Hull for fourth on the all-time goals list and helped Washington end a three-game losing streak. Tom Wilson added two goals and Evgeny Kuznetsov (kooz-NEHT’-sahv) contributed his ninth, 10th and 11th assists for the Caps.

— Jonathan Quick made 33 saves and the Kings earned their fifth straight win by blowing past the Maple Leafs, 5-1. — Former Padres manager Jayce Tingler has landed on his feet, hired as bench coach of the Twins. Tingler guided San Diego to the 2020 playoffs, but a second-half swoon led to his dismissal last month.

 

UNDATED (AP) — The Major League Baseball Writers Association of America has announced the finalists for the major postseason awards.

Those up for the MVP Awards are Toronto’s Vladimir Guerrero Jr., Angels designated hitter Shohei Ohtani (SHOH’-hay oh-TAH’-nee) and Toronto’s Marcus Semien in the American League, and Philadelphia’s Bryce Harper, Washington’s Juan Soto and San Diego’s Fernando Tatis Jr. in the National League. None of the six players appeared in a postseason game this year.

NL Cy Young Award finalists are Dodgers right-hander Max Scherzer, Phillies right-hander Zack Wheeler and Milwaukee ace Corbin Burnes. Yankees ace Gerrit Cole, Chicago’s Lance Lynn and Toronto’s Robbie Ray are up for the AL Cy Young Award.

— Astros third baseman Alex Bregman has undergone surgery on his right wrist, less than a week after ending the World Series in a prolonged slump. The team said the two-time All-Star is expected to resume baseball activities in January and should be OK to begin spring training.

— The Dodgers have agreed to an $8.5 million, one-year contract with free agent left-hander Andrew Heaney, according to a person with knowledge of the deal. The 30-year-old Heaney split this year between the Angels and Yankees, going 8-9 with a 5.83 ERA.

 

— Former Mets reliever Pedro Feliciano has died at age 45. Friends and former teammates told the Mets that Feliciano was found dead in his sleep Monday at home in Puerto Rico. The left-hander led the majors in appearances from 2008-10, earning him the nickname “Perpetual Pedro.”

UNDATED (AP) — Texas Tech has named Baylor assistant and longtime Texas high school coach Joey McGuire as its next head coach. He will take over immediately at the end of the season. Sonny Cumbie will continue as interim head coach until then.

McGuire is replacing Matt Wells. The former Utah State coach was fired in the middle of his third season with the Red Raiders.

Elsewhere in college football:

— Washington has suspended head coach Jimmy Lake without pay following a sideline incident during the Huskies’ game against Oregon. Lake is suspended from all team activities for the week and will return to his coaching responsibilities on Sunday. Defensive coordinator Bob Gregory will serve as the interim coach for Saturday’s game against Arizona State.

— Florida quarterback Anthony Richardson injured a knee dancing in the team hotel the night before losing at South Carolina. Coach Dan Mullen says Richardson’s “MRI came back clean” and adds that “he’s fine.”

Pitt guard Ithiel Horton suspended indefinitely following arrest

PITTSBURGH (AP) — Pittsburgh has suspended junior guard Ithiel Horton indefinitely following his weekend arrest on charges of aggravated assault, among others. Authorities say Horton struck an officer in the face with his cell phone after becoming angry that his car was being towed in the city’s popular South Side bar district.

Horton averaged 8.9 points in 22 games last year for the Panthers.

— Terrence Shannon Jr. will miss Texas Tech’s season opener and be held out of games while the school reviews to ensure there are no eligibility issues. The 6-foot-6 junior forward went through the NBA draft process over the summer before withdrawing his name to return to school. TShannon is Tech’s top returning scorer after averaging 12.9 points last season.

(AP) General Electric is splitting itself into three public companies that concentrate on aviation, healthcare and energy. The company said Tuesday that it plans a spinoff of its healthcare business in early 2023 and of its energy segment in early 2024. GE anticipates keeping a 19.9% stake in the healthcare unit. The company expects one-time separation, transition, and operational costs of approximately $2 billion related to the actions.

PARIS (AP) — U.S. Vice President Kamala Harris has landed in Paris at the start of a four-day visit and charm offensive aimed at shoring up the U.S. relationship with France, America’s oldest ally. Washington’s relations with Paris hit a historic low this year after a U.S.-British submarine deal with Australia scuttled a French deal to sell subs to the Australian navy. Late last month, President Joe Biden told French President Emmanuel Macron the U.S. had been “clumsy” in its handling of the U.S.-British submarine deal with Australia. Harris is scheduled to tour the renowned Institut Pasteur on Tuesday to meet with American and French scientists working on COVID-19 preparedness worldwide.

 

WASHINGTON (AP) — The U.S. Holocaust Memorial Museum says it has compiled evidence of increasing government repression against Uyghur Muslims in China’s western Xinjiang region. In a new report released Tuesday, the museum’s Center for the Prevention of Genocide says there’s “a reasonable basis” to believe previously alleged crimes against humanity versus the Uyghurs are growing in scope. The report expands on the museum’s March 2020 findings that the Chinese Communist Party has persecuted, unlawfully imprisoned and otherwise severely deprived Uyghurs of their physical liberty. The new findings include allegations of forced sterilization, sexual violence, enslavement, torture and forcible transfer. China says allegations of rights abuses are lies.

 

TAIPEI, Taiwan (AP) — Taiwan says China is seeking to take control of the island by wearing down its military capabilities and influencing public opinion. The Defense Ministry says in a report that China’s ultimate goal is to bring the island, which Beijing claims, under its rule while avoiding an all-out military conflict. China has been stepping up threats against Taiwan. During China’s National Day weekend in early October, China dispatched 149 military aircraft southwest of Taiwan in strike group formations, causing Taiwan to scramble aircraft and activate its air defense missile systems. The report says that reflects Beijing’s “gray zone” tactics that also include cyberwarfare and a campaign to isolate Taiwan internationally.

 

MOSCOW (AP) — Coronavirus deaths in Russia have hit a new record two days after a nine-day non-working period ended in most of the country’s regions. The state coronavirus task force reported 1,211 COVID-19 deaths on Tuesday, Russia’s highest daily death toll of the pandemic. The task force also reported 39,160 new confirmed cases. . Last month, Russian President Vladimir Putin ordered many Russians to stay off work between Oct. 30 and Nov. 7. The daily tallies of new cases and COVID-19 deaths remained high throughout the non-working period. Officials in the Kremlin argued Monday that it was too early to tell whether the order had the desired effect.
