Valley City (CSi) Valley City Police investigated a crash in the Jefferson School parking lot about 3:10-p.m. Wednesday, when a vehicle struck another.
There were no injuries reported, with the driver arrested for DUI.
Police Chief Phil Hatcher said witnesses told police, that a motorist lost control of their vehicle, crashed into a parked vehicle and the impact from the crash struck another parked vehicle in the lot..
The driver, 27-year-old Dareion Robin Hildreth was arrested for DUI with a Minor at the scene. also facing a charge of Reckless Endangerment and Driving While License was Suspended.
BISMARCK, N.D. (AP) — North Dakota’s top election official says an effort to recall a state legislator can’t occur now that a new redistricting map has been approved. Secretary of State Al Jaeger on Thursday announced that he rescinded the petition to recall GOP Rep. Dwight Kiefert because an election will be held in his district in less than a year. Kiefert won reelection last year. But he must run again next year to keep his seat because the redrawn legislative map adds a third incumbent. The effort to recall Kiefert was largely over his vote to expel GOP Rep. Luke Simons who was accused of sexually harassing women.

Jamestown City Forester Erik Laber requested grant dollars for the Prairie Grass Plantings & Trees in the amount of $3117.76 for the Water Plant improvement/prairie restoration/installation project, at the Jamestown Water Treatment Plant Near Jamestown Tourism Office/Frontier Village. The North Dakota Forester Service is contributing $600.47. Spokesperson at the meeting, Searle Swedlund said
The board voted to grant, $3,117.76 as requested.

Arts Center Thursday Downtown Arts Market
Arts Center Director, Mindi Schmitz said, starting July 7, 2022, The Hansen Arts Park will Host the Downtown Art Market. It will include professional performances, artisan vendors, and community art projects. Business Sponsorship include $12,000.
The Arts Center requested $10,000.

The Jamestown Class Car Club requested $1,500 for the Classic Car Club Winter Wheels Show to be held January 22, 2022, at the Jamestown Civic Center. Gloria Meikle said, the car show brings out people to see unique cars and it breaks up the winter. Other anticipated dollars, include door intake of $8,000 to $10,000, vendor booths $500, vehicle registrations, $800 to $1,000.

Jamestown Area Chamber Requested $3,000 for Buffalo Days, July 23, and 24 in Jamestown Chamber Executive, Emily Bivens said, the requested dollars are earmarked, for advertising for our community-wide celebration and partnership between many local entities including, the Jamestown Classic Car Club, Fort Seward, Jamestown Parks and Recreation, 1883 Stutsman County Courthouse, Jamestown Downtown Association, The Arts Center, Jamestown Fire Department, downtown businesses, and many more. This celebration includes a parade, classic car show, mini-art hunt, pancake breakfast and much more. The Chamber does not gain financially from this event. We appreciate the support of Jamestown Tourism in helping us provide a collective advertising effort of this community celebration.

Jamestown Drag Racing Association requested $7,500 for the Summer Event to be held dates to be determined in June, and July 2022. Mike Trautman said, funds are being requested for advertising. In 2021, 47 percent of racing fans came from more than 50 miles to attend. Other funding includes $11,300 from local business sponsors, and $24,000 from gate and entry fees.

Jamestown Rural Fire Department requested $4,000 for the Ice Fishing Tourney, to be held February 19, 2022. Travis Lemieux said the dollars would be used for marketing.

St. John’s Academy requested $3925 to fund a Boys & Girls Youth Basketball Tournament to be held at the University of Jamestown, January 22, and 23, 2022. Jeff Traumbauer said 76 teams are expected, with eight players per team. He said the Knights of Columbus is sponsoring T-shirts. He said a video board will be rented for the tournament.
The board granted the full request of $3,925. Funds from the 2021 budget.

Athletic Director, Sean Johnson said, 37 teams will participate, in March 2022, at the University of Jamestown Campus. He said some teams arrive in town a day or two before the tournament, and spend overnights.

Conflict of Interest: Tena Lawrence, being employed by the University of Jamestown, declared a conflict on voting on the NAIA Women’s Wrestling Tournament to be held at UJ, which the board agreed to.
Grant Allocation Report was presented by, Frank Balak. The board granted dollars to allow a positive balance in the funds, as explained by Searle Swedlund.

Th board approved removing the Talking Trails Grant Application Process, and removed the Interpretive Staff Grant Process to streamline the process.

FINANCE & LEGAL COMMITTEE
Considered was the franchise agreements for a proposed non-exclusive franchise in the city with Midcontinent Communications, Daktel Communications, and Cable Services Inc., for the right to construct, maintain, and operate within and upon, in and under, the streets, alleys, and public grounds of the city, a telecommunication system for public and private use in the city. Two are renewals, and one new franchise are being considered. No one from the audience spoke. Assistant City Attorney Abby Gerioux said some of the original language was slightly changed..Midco has a three year time frame to establish the new Jamestown Service. The Midco agreement is for five years, with three years to have their infrastructure in place.
Daktel and CSi Cable’s franchise renewals are also for a five year period.
The committee recommends the first reading of the Ordinance will be held followed by the second reading.
Considered was the 2021 abatement application for 2613 HWY 281 S, 58401, hotel and storage unit properties, as the properties have been split.
The abatement request was for $325,000 the purchase price, about half the assessed valuation. A Fargo bank did an in-house appraisal as well. City Assessor Jamison Veil explained the method to reach a decision on the abatement request, among items was the valuation. He said the Board of Equalization has also reviewed and made a recommendation.
Veil says his office is recommending denial of the abatement request.
Mayor Heinrich asked if the committee feels he has a conflict of interest in participating in the discussion/vote being an owner storage units in Jamestown. The committee voted to allow Heinrich to participate and vote.
The committee on Thursday recommended to send to the county the recomendation of the City Assessor.
INFORMATIONAL: The appointment applications for the Central Valley Health Unit and James River Valley Library System Board will be considered at the December 6, 2021, City Council meeting. Mayor Heinrich is recommending Dr. Heidi Heim for the CVHD board, and Robert Hoekstra for the JRVLS Board. the recommendations will be forward to the City Council for consideration.
BUILDING, PLANNING & ZONING COMMITTEE
Recommended for approval by the committee was introducing the first reading of an ordinance to amend and re-enact Ordinance No. 329 of the City Code by amending the District Map to change the zoning of the South One-Half (S ½) of the Southwest Quarter of the Southwest Quarter of Section 12, Township 139 North, Range 64 West of the Fifth P.M., except that portion thereof presently existing as highway right of way, City of Jamestown, Stutsman County, North Dakota from C-2 & Ag (General Commercial District & Agricultural District) to M-1 (Limited Industrial and Manufacturing District). The property is located at 3790 Hwy 281 SE.
Recommending for approving was introducing the first reading of an ordinance to repeal the current Appendix C and to enact the reformatted Appendix C of the City Code of the City of Jamestown, pertaining to Zoning Regulations. The current Ordinance has been in force since the 1960’s.
The committee discussed issuing a special use permit for Lots 5 & 6, Lubeck’s Addition. The property is located at 1512 Business Loop East (Unit A & B). Adjoining property owners have been informed, and no protests have been received. The committee recommends moving the issue to next month’s committee meeting pending further review.
INFORMATIONAL: A public hearing and second reading of Ordinance No. 1551, introduced by Council Member Kamlitz, to amend and re-enact Ordinance No. 329 of the City Code by amending the District Map to change the zoning of Lubeck’s Addition, Lots 5, 6, 10 & 11, City of Jamestown, Stutsman County, North Dakota from C-1 (Local Commercial District) to C-2 (General Commercial District), is scheduled on the November 1, 2021, City Council agenda. Considered the 2022-2025 NDDOT Urban Roads and Urban Regional State Transportation Improvement Program (STIP) list. City Engineer, Travis Dillman presented the ranking lists, for regional roads, and urban roads.

BISMARCK, N.D. (AP) — Bismarck’s only Democrat in the Legislature won’t run for re-election next year. Sen. Erin Oban announced Thursday she won’t be seeking a third term, citing the divisive nature of current politics. Her departure opens up one of seven seats held by Senate Democrats, who have dwindled to their smallest minority in 50 years in the Republican-controlled Legislature. Her announcement comes a week after Bismarck GOP Sen. Nicole Poolman said she won’t seek reelection. Poolman said she wants to spend more time with her family but also cited an eroding civility in politics.
FARGO, N.D. (AP) — A 35-year-old man has been charged with three counts of murder in the shooting deaths at a Fargo factory of a man and a woman who was eight months pregnant. Anthony Reese Jr., of Moorhead, Minnesota, is charged with killing 43-year-old Richard Pittman, 32-year-old April Carbone and her unborn child after an argument Wednesday at Composite America. He made his first court appearance Thursday, where a judge set his bond at $2 million and scheduled a preliminary hearing for Dec. 16. Authorities allege that Reese shot the couple after getting into an argument at the factory and being told by management to leave. Police say he later returned with a gun and opened fire.
BISMARCK, N.D. (AP) — A database of missing people in North Dakota finally has the funding to get it off the ground. The state Legislature passed a law in 2019 which created the database. And with $300,000 allocated during the recent special session, the Attorney General’s Office has the money to implement the tool. The funding comes from the federal American Rescue Plan Act. The database will enable all law enforcement, including tribal officers, to upload information into a shared system. The general public will also have access to the database so they can assist in searches.

COLUMBIA, Mo. (UJ) — The 23rd-ranked University of Jamestown women’s soccer team returned to the national stage for the first time since 2005 on Thursday, but unfortunately had their season come to a close, losing 5-2 to No. 13 Columbia College.
The Jimmies finish the year with a record of 18-2-1, setting a new record for wins in a season.
Each team had a shot and won a corner kick inside of the first 18 minutes, but it was the Cougars who got the first goal.. Grace Winegar scored in the 19th minute to make it 1-0.
Just 38 seconds later Columbia doubled their lead as Jewel Morelan took an Emilia Zolesio Ferna pass and beat Jimmie keeper Alex Nowka (JR/Anchorage, Alaska) for a 2-0 lead.
In the final ten minutes of the first half, Kamryn Fiscus (JR/Yakima, Wash.) had a pair of shots saved by Columbia keeper Kate Marshall, and Cassandra Diaz (JR/Montebello, Calif.) had another turned aside, and it stayed 2-0 going into halftime.
Fiscus got Jamestown on the board in the 52nd minute, receiving a pass with her back to the defender just inside the 18-yard box. A quick turn put Fiscus into prime scoring position and she buried the ball in the back of the net to cut the deficit to 2-1.
The Cougars responded with three straight goals, two coming from Macie Lucas in the 58th and 65th minute, and a 69th minute strike from Maddy Schrader, and the Jimmies found themselves four goals down.
A through ball by Fiscus found Diaz inside the penalty area in the 79th minute, and Diaz made it 5-2. Columbia was content to keep Jamestown from rallying any further, and the Cougars were able to see off the Jimmies.
Fiscus had three shots on goal, Diaz two, and Penelope Hoppe (SR/Temecula, Calif.) and Claire Struble (SR/Murrieta, Calif.) each had one. Nowka finished with four saves.

ATLANTA (AP) — Mac Jones threw a 19-yard scoring pass to Nelson Agholor for the game’s only offensive touchdown and the New England defense took care of the rest. The result was a 25-0 shutout of the Atlanta Falcons for the Patriots’ fifth straight victory.
New England wasn’t nearly as dominating as four days earlier, when the Patriots blew out the Browns 45-7. But it was good enough against a feeble Falcons offense that hasn’t scored a touchdown in nearly nine quarters.
Nick Folk booted four field goals and Kyle Van Noy had two sacks and a late interception return for a touchdown.

— The Minnesota Timberwolves beat the San Antonio Spurs 115-90. Karl-Anthony Towns had 25 points and 12 rebounds, while D’Angelo Russell added 22 points, and Malik Beasley hit five of Minnesota’s season-high 21 3-pointers for all 15 of his points.
UNDATED (AP) — Stephen Curry scored 20 of his 40 points in the fourth quarter, hitting three straight 3-pointers, and the NBA-leading Golden State Warriors overcame a 13-point deficit to beat the Cleveland Cavaliers 104-89.
The Warriors ran off the first 17 points of the fourth quarter to seize an 85-81 advantage, holding Cleveland to 12 consecutive empty possessions. The Warriors improved to 13-2. They have won nine straight over the Cavaliers.

— A short-handed Philadelphia 76ers team beat the Denver Nuggets 103-89 and snapped their five-game losing streak. Playing without Joel Embiid and three other regulars, the 76ers held Nikola Jokic to three points in the second half on a night when enraged Nuggets coach Michael Malone was ejected and had to be restrained by Jokic after charging onto the court as the Philadelphia took control in the third quarter. — Ja Morant scored 17 of his 28-points in a third-quarter rally in the Memphis Grizzlies’ 120-108 victory over the Los Angeles Clippers. Dillon Brooks and Jaren Jackson Jr. added 18 points each, and Desmond Bane had 16. Brandon Clarke finished with 14 points, 10 of them in the fourth quarter.
— Jimmy Butler led the Miami Heat with 32 points as they beat the Washington Wizards 112-97. The teams will meet again Saturday night in Washington, with Miami having rolled up four straight wins. The Wizards have lost their last two.
— Rudy Gay hit five 3-pointers and scored 20 points in his season debut to help the Utah Jazz beat the Toronto Raptors 119-103. Gay also had five rebounds while playing just 18 minutes. He missed Utah’s first 14 games while recovering from offseason surgery on his right heel.

— The Minnesota Wild used a four-goal third period to beat the Dallas Stars 7-2. Kirill Kaprizov had a goal and three assists for the Wild. The Wild had at least one point from 11 of their 12 forwards.
UNDATED (AP) — Morgan Rielly scored twice and the Toronto Maple Leafs beat the New York Rangers 2-1 for their 10th victory in 11 games.
The Rangers came in with four straight victories, and had earned points in eight of their last nine, but were unable to generate much of an attack until the third period. Jack Campbell made 27 saves for Toronto.

— The Carolina Hurricanes snapped the Anaheim Ducks’ eight-game winning streak with a 2-1 victory. Seth Jarvis atoned for a missed penalty shot by scoring the tiebreaking goal midway through the third period. Ethan Bear scored his first goal of the season and Frederik Andersen made 31 saves against his former team for the Hurricanes, who improved to 13-2-0.

— Spencer Knight made a career-high 45 saves to lift the Florida Panthers over the New Jersey Devils 4-1. The Panthers extended their home regular-season win streak to 13 games dating to last season. And it’s the 11th game this season the Panthers have scored at least four goals.
— Steven Stamkos and Brayden Point each scored in the shootout and regulation to lift the Tampa Bay Lightning to a 4-3 win over the Philadelphia Flyers. The two-time defending Stanley Cup champion Lightning have now beaten the Flyers in eight straight regular-season games.
— The Penguins found their offense on a night the Canadiens got lost on defense. Teddy Blueger scored two goals as Pittsburgh snapped a three-game skid, pounding Montreal 6-0. Tristan Jarry stopped all 24 shots for the Penguins.
— Jacob Markstrom made 27 saves for his fifth shutout, as the Calgary Flames beat the Buffalo Sabres 5-0. Markstrom’s five shutouts lead the NHL and is a career high. Andrew Mangiapane had two goals and an assist.
— Brandon Saad scored twice and the St. Louis Blues snapped a four-game losing streak with a 4-1 win over the San Jose Sharks. Blues goalie Ville Husso was sharp, making 26 saves in his first game since being put on the COVID-19 list on Oct. 31.
— Zach Whitecloud scored two goals in his first game back after hand surgery and the Vegas Golden Knights defeated the Detroit Red Wings 5-2. Vegas improved to 9-3-0 since Oct. 26, after opening the season 1-4-0. It’s the first time the Golden Knights have beaten Detroit on home ice since they joined the NHL in 2017.

The Gators issued 39 credentials spanning 22 NBA teams, all of them on hand to see Milwaukee’s freshman star Patrick Baldwin Jr., a projected lottery pick. Ohtani voted AL MVP for 2-way season, Harper wins NL honor
NEW YORK (AP) — Shohei Ohtani (SHOH’-hay oh-TAH’-nee) was unanimiously voted American League MVP for a two-way season not seen since Babe Ruth, and Bryce Harper earned the National League honor for the second time.
Ohtani hit .257 with 46 homers, 100 RBIs and a .965 OPS as the Los Angeles Angels’ full-time designated hitter. As a pitcher, he went 9-2 with a 3.18 ERA in 23 starts with 156 strikeouts and 44 walks in 130 1/3 innings. It was the first full season on the mound for the 27-year-old right-hander following Tommy John surgery in 2019.
Harper overcame getting hit in the face with a 97 mph pitch in April to bat .309 with 35 homers for Philadelphia. The 29-year-old led the major leagues with a .465 slugging percentage and 1.044 OPS, tied for the lead with 42 doubles and had 84 RBIs.

Commissioner signals possible lockout
CHICAGO (AP) — Baseball Commissioner Rob Manfred says owners are focused on reaching a labor deal, but he is signaling they likely will lock out players if the current deal expires Dec. 1 without a new agreement.
Manfred says “an offseason lockout that moves the process forward is different than a labor dispute that costs games.”
Talks between owners and players on a new labor deal have been going on since spring but have lacked momentum toward an agreement.

Berríos staying with Blue Jays; Rockies, catcher Elias Díaz agree
UNDATED (AP) — Two months with the Toronto Blue Jays was enough to make José Berríos decide not to try free agency next year.
Berríos has finalized a $131 million, seven-year deal to stay with the Blue Jays. A two-time All Star, Berríos says his decision was simplified by getting a brief taste of life in Toronto after the Blue Jays acquired him from Minnesota on July 30.

— The New York Mets have hired Billy Eppler as their general manager, giving him a four-year contract. Eppler was fired as general manager of the Los Angeles Angels a little more than a year ago after five losing seasons. He becomes the Mets’ fifth head of baseball operations in a little more than a year.
— The Colorado Rockies have agreed to a $14.5 million, three-year contract with Elias Díaz. The 31-year-old catcher hit .246 last season with a career-best 18 homers, which was tied for third-most among catchers in the National League. He also threw out 42.1% of base stealers, a mark only behind Salvador Pérez.
— The Arizona Diamondbacks have hired Brent Strom to be their pitching coach. The 73-year-old has been a pitching coach in the big leagues for 11 seasons, most recently with the Houston Astros from 2014 to 2021. The Astros made the World Series three times during his tenure.
— Most minor league players will get their own beds provided in team housing under a new Major League Baseball policy. MLB estimates it will apply to 90% of minor leaguers, all except those making $100,000 or more or with major league contracts.

Hall of Famer Jim Calhoun retires from D-III Saint Joseph
UNDATED (AP) — Jim Calhoun is retiring as men’s basketball coach of Division III Saint Joseph. The 79-year-old Hall of Famer spent more than four years helping the school established a men’s basketball program after it began admitting male students.
Calhoun was the longtime coach at UConn, where he won three national titles. He ends his career with a record of 920-397. He went 47-17 at Saint Joseph, including a conference title.

Barty finishes year as WTA’s No. 1 for 3rd consecutive time
ST. PETERSBURG, Fla. (AP) — Wimbledon champion Ash Barty has finished No. 1 in the WTA singles rankings for the third consecutive season.
The 25-year-old from Australia joins Serena Williams, Steffi Graf, Martina Navratilova and Chris Evert as the only women to lead the year-end rankings three straight times. This week is Barty’s 95th in a row atop the WTA and 102nd overall. Barty’s title at the All England Club in July was her second at a Grand Slam tournament. She also won the 2019 French Open. She went 42-8 this season.

KANSAS CITY, Mo. (AP) — A judge is set to issue a verdict in the case of a white Kansas City, Missouri, police officer charged in the fatal shooting of a Black man in 2019. Jackson County Judge Dale Youngs set a Friday afternoon announcement in the involuntary manslaughter case against Officer Eric J. DeValkenaere. He’s charged in the death of 26-year-old Cameron Lamb, who was parking a pickup truck in his backyard when he was shot. DeValkenaere said he fired after Lamb pointed a gun at another detective. But prosecutors argued that police staged the scene to support their claims that Lamb was armed. A bench trial was held before the judge without a jury at DeValkenaere’s request. DeValkenaere also is charged with armed criminal action.
KENOSHA, Wis. (AP) — The jury at Kyle Rittenhouse’s murder trial was to return Friday for a fourth day of deliberations, after a quiet day behind closed doors that ended with one juror asking if she could take home the jury instructions. Thursday’s court session was notable largely for Judge Bruce Schroeder banning MSNBC from the courthouse after a freelancer was accused of following the jurors in their bus. As jurors deliberate, two mistrial requests from the defense are hanging over the case. Last week the defense asked for a mistrial after saying the prosecutor asked improper questions. A second mistrial motion was sparked by a jury request Wednesday to re-watch video in the case. The judge has not ruled on the requests.
DALLAS (AP) — A Texas jury has deliberated for four hours in the capital murder trial of a man accused of killing 18 older women in the Dallas area. Deliberations began Thursday after prosecutors recounted what they described as an abundance of proof that Billy Chemirmir killed 81-year-old Lu Thi Harris. The Dallas County jury heard the defense challenge the evidence as “quantity over quality” and assert that prosecutors hadn’t proved Chemirmir’s guilt beyond a reasonable doubt. Chemirmir’s attorneys rested their case without calling any witnesses or presenting any evidence, and Chemirmir didn’t testify in his own defense. Jurors will resume deliberations Friday.
WASHINGTON (AP) — President Joe Biden is headed to Walter Reed National Military Medical Center for his first routine physical as president. White House press secretary Jen Psaki announced the trip in a tweet early Friday. The 78-year-old Biden had his last full exam in December 2019. Doctors reported then that the former vice president was “healthy, vigorous” and “fit to successfully execute the duties of the Presidency.” Biden’s primary care physician since 2009, Dr. Kevin O’Connor, wrote in a note that the then-presidential candidate was in overall good shape.
WASHINGTON (AP) — Democrats have brushed aside monthslong divisions and are approaching House passage of their expansive social and environment bill. Final approval has been delayed by House Minority Leader Kevin McCarthy, who spoke for more than eight hours criticizing the legislation, President Joe Biden and Democrats. But passage is still expected Friday on a near party-line vote. That will send the measure to the Senate, where cost-cutting demands by moderate Sen. Joe Manchin and that chamber’s strict rules seem certain to force significant changes. The bill includes far-reaching changes in taxation, health care, energy, climate change, family services, education and housing.
