JAMESTOWN, N.D. (Valley News Live) – As reported by ValleyNewsLive:  The North Dakota BCI is investigating a woman’s claims that Dwaine Heinrich inappropriately touched her around 7:30 p.m. Saturday night at The Office Bar in Jamestown. So far, no official charges have been filed.

The alleged female victim did not want to be identified, but says she was only in the bar for no more than ten minutes when she says Heinrich inappropriately touched her. Both the accuser and another female witness say the mayor was drinking at the bar and solicitating signatures for some sort of petition, but neither women knew what for. The female witness told VNL she has not been interviewed by the BCI on what she saw.

The accuser says she and the mayor were talking about the James River Correctional Center and eventually Heinrich tried to give her his business card— A statement that somewhat lines up with what Heinrich told NewsDakota in a phone interview.

The alleged victim says Heinrich ‘shoved’ her in the chest twice while trying to give her the business card, and when she wouldn’t take it, she claims Heinrich tried to put the card in her front coat pocket and touched her breast.

“He had no right to touch me,” she said.

“This person pushed away my attempt to provide my car, phone number and began saying that I had assaulted her. I would say at this point, I really was not yet certain if this person was a male or female, but regardless, there was no assault,” Heinrich said.
