...BLIZZARD WARNING REMAINS IN EFFECT FROM 3 PM THIS AFTERNOON TO
NOON CST THURSDAY...

* WHAT...For the Wind Chill Warning, dangerously cold wind chills
  expected. Wind chills as low as 45 below zero. For the Blizzard
  Warning, blizzard conditions expected. Total snow accumulations
  between 3 and 6 inches. Winds gusting as high as 45 mph.

* WHERE...Portions of south central and southeast North Dakota.

* WHEN...For the Wind Chill Warning, until Noon CST Thursday. For
  the Blizzard Warning, from 3 PM this afternoon to Noon CST
  Thursday.

* IMPACTS...Plan on hazardous travel due to blowing snow reducing
  visibility. A blizzard will develop Wednesday afternoon, and will
  continue through Thursday morning, creating dangerous to
  impossible travel conditions. The dangerously cold wind chills
  will cause frostbite on exposed skin in as little as 10 minutes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Travel Wednesday afternoon through Thursday morning should be
restricted to emergencies only. If you must travel, have a winter
survival kit with you. Notify a friend or family member of your
travel plans.

Avoid outside activities if possible. When outside, make sure you
wear appropriate winter clothing.
